Although foreign fighting is hardly new, scholarly research on the phenomenon is only a decade old. Since 2005, there has also been a dramatic rise in the number of transnational insurgents fighting in the Middle East, and they appear to have become the face of the jihad movement. However, of the dozens of foreign fighter contingents around the world in recent decades, only about half have been Islamists. In this article, I contend that the difference between the other contemporary and historical foreign fighter groups and the jihadis is not one of mobilization or effectiveness, but of persistence. Most other foreign fighters demobilized at the end of their conflicts and reintegrated. I argue that the primary factor that accounts for the persistence of the jihadis was the policies of their home and host states that prevented reintegration and created cohorts of stateless, and now professionalized, actors who perpetuate in weakly-governed conflict zones. In presenting this argument, I first attempt to establish a common working definition of foreign fighter based on the first decade of discourse in this emerging field of study, and present a comparative examination of the largest recorded foreign fighter mobilizations.  相似文献

At the end of April 1922, S.P. Waterlow of the Central Department of the Foreign Office, which dealt with Franco–German relations and European security, put up a memorandum. This claimed: “Except on paper and as an expedient for minor purposes or an escape for some dilemma, we have not taken the League [of Nations] seriously.” It contrasted London's indifference with the active use which Paris was making of the League, asserted that “the objects of British policy and those of the League are broadly speaking identical,” and urged: “let us institute a genuine and energetic League of Nations policy.” This recommendation was strongly endorsed by the Assistant Under-Secretary, Sir William Tyrrell, who believed that such a policy would secure almost universal popular support for co-operation with France, and he proposed making a joint declaration that for the purpose of maintaining the frontiers created by the Treaty of Versailles: “the two countries would place at the disposal of the League all their resources for the enforcement of its decisions.” 1 1. Using survey data from statewide political party convention delegates in four states, I investigate whether and how gender stereotypes influence nomination choice. I examine whether gaining candidate information from different sources differentially influences gender stereotypes and the likelihood of supporting both a female and a male nominee. I argue that information sources outside a candidate's control—delegates' discussions with other delegates—versus sources candidates can control (e.g., campaign contacts and personal contact with the candidate) work against female candidates' nomination. Specifically, when delegates learn about candidates via the most controlled sources, they will be more likely to view the candidates as possessing both masculine and feminine traits and issue competencies. As a result, they should be more likely to support the candidate. In contrast, information from sources outside candidate control functions differently for male and female candidates: These sources confirm delegates' stereotype expectations, negatively affecting perceptions of a female candidate's masculine strengths, which then negatively relate to supporting her nomination. The results generally support these ideas: Delegates receiving information from the most controlled sources form balanced views of the female candidate, but the positive effects of information from these sources on nomination choice are not mediated by stereotypes. In contrast, delegates gaining information from other delegates confirm their stereotypes of the candidate and are then less likely to support her. More broadly, gender stereotypes, particularly those regarding female candidates' masculine traits and feminine issue competencies relative to the candidate's male opponent, directly and positively relate to delegates' likelihood of supporting her.  相似文献
