This article reports the results of a randomized field experiment conducted three weeks before the 2017 federal election in Germany. Four different versions of a letter to the editor were sent to all the German daily newspapers that handle letters to the editor independently. The versions differed in the subject matter of the letter, the chancellor Angela Merkel versus the main challenger Martin Schulz, and in the evaluation of this subject, positive versus negative. The experiment was designed to test for three different types of media bias: political bias, negativity bias, and incumbency dominance. We find no political bias in the decisions to print letters, and no statistically significant negativity bias. We do observe incumbency dominance: letters about the chancellor were 40% more likely to be printed.  相似文献

Today’s campaigns have ample resources with which to influence the media, while plummeting revenue, readership, and reporting staffs make local newspapers more vulnerable than ever. This imbalance raises an important question: if a campaign invests more resources in an area, can it earn positive media coverage? In this article, I propose a strategic relationship between campaigns and local media. Newspapers offer campaigns credibility and exposure, while campaigns offer local newspapers easy-to-report stories that will appeal to their readers. Campaign messages are more impactful when communicated through the local press, so campaigns will try to influence local news coverage (when they have the resources to do so) by establishing a local presence. When newspapers are vulnerable, they should be more likely to accept campaign prompting and provide campaigns with positive earned media. I employ an original data set of newspaper content and campaign investment from the 2004 and 2008 elections. I utilize a within-state matched-pairs design of newspapers from the state of Florida and a detailed content analysis of stories from 21 randomly selected days from each election cycle. I find that regional campaign presence generates positive earned media, but only in smaller newspapers. This article contributes to the fields of campaign and media effects by demonstrating how campaigns’ calculated decisions influence the construction of local political news. It is the first study to describe the connection between the voter contact and campaigns’ earned local media strategy.  相似文献

The news media plays a key role in American democracy, often serving as the primary means by which voters learn about their elected representatives. However, the news media varies in its coverage of representatives, presenting voters with more frequent and favorable information about some House members than others, which may in turn influence voters' decisions at the polls. Although many scholars have examined the determinants of congressional news coverage, few have focused on the role of the actors who perhaps exert the most direct effect on such coverage: congressional press secretaries, journalists, and editors. In this study, I explore the influence of these actors on the tone and frequency of local congressional news coverage. I rely on data from two sources: (a) a content analysis of newspaper coverage of 100 representatives during the month prior to the 2006 election and (b) in-depth interviews with 51 congressional press secretaries and 22 journalists. These sets of data illustrate the important roles of both newspaper staff and congressional press secretaries in shaping the coverage House members receive. I conclude by discussing the implications of the findings for U.S. representatives and their constituents.  相似文献

Political observers have extensively documented the national media's focus on committee and party leaders. Legislators' local coverage, in contrast, remains largely unexplored and unexplained. This article examines 40 local newspapers to explore how these factors may influence legislators' local newspaper coverage. We find that local newspapers do not provide more coverage to congressional leaders and that independent papers write more frequently than chain-owned competitors about the local House delegation. Additionally, the extent to which a legislator's district geographically overlaps with the newspaper's market has a strong effect on legislators' mentions.  相似文献

Britain is a good place to test hypotheses about the impact of the mass media on political attitudes and behavior, and this article uses the British Household Panel Survey to investigate the impact of the national daily press on turnout in the general elections of 1992 and 1997. The evidence does not support the hypothesis that reading a newspaper regularly helps to mobilize people on election day, but it also does not support the claim that the daily press--even the notorious British tabloid press--helps to induces political apathy. On the other hand, the evidence is consistent with the hypothesis that those whose political attitudes and party identification are reinforced by the paper they read regularly are significantly more likely to vote than those whose attitudes and ID are cross pressured by the paper they read. As predicted, this newspaper effect is statistically significant but not large. The newspaper effect is larger in the close-fought election of 1992 than in the landslide Labour victory in 1997. And it is larger for the "Labour reinforced" than the "Conservative reinforced." The article concludes that the British national press has a statistically significant effect on political behavior in the form of turnout in British elections, especially when election results are close. This, in turn, suggests that the extent to which the Conservative press dominated daily circulation in Britain during 1945-1992, may have helped the Conservative party win elections.  相似文献

This study is based on data from a three-wave telephone panel survey conducted during the 1998 governor's race in Florida. The evidence suggests that a considerable amount of issue-related learning (having to do with candidate policy stands and group endorsements) took place over the course of the general election campaign, though substantial differences were observed from one issue area to the next. Further analysis indicates that learning was especially likely to occur among voters (a) who were more knowledgeable about political affairs to start with (confirming that the so-called “knowledge gap” may be exacerbated during campaigns), (b) who scored high on a measure of advertising negativity (for one candidate but not the other), and (c) who early in the campaign, read their local newspaper less frequently. Consistent with prior research, TV news appears to have done little or nothing to boost issue-based learning among the electorate.  相似文献

Abstract

How do the news media help construct election mandates? By interpreting an election victory broadly, the news media can facilitate the implementation of a newly elected government's program. Conversely, the media can constrain a newly elected government by interpreting the election as influenced by factors other than ideology, primarily retrospective evaluations of the outgoing government's performance. Studies of how the media interpret election results have offered only speculation on why the media choose certain narratives while discarding plausible alternatives. Through a systematic examination of six Canadian elections, this article identifies key variables that explain the media's choices. I found that the media tended to confer a mandate when the victorious party focused on its policy intentions during the campaign and when the party was conservative; they tended to confer a “personal mandate” when newly elected leaders were facing their first election. In general, the news media quickly settled on one narrative, did not support this decision using quantitative data such as exit polls, and tended to depoliticize the public sphere by framing most results as devoid of ideological content.  相似文献

As part of ISP's ongoing effort to provide a scholarly venue for the exchange of ideas on a variety of topics, this issue's ISP Forum presents one set of reactions to the February 2001 article by Lynn Kuzma and Patrick Haney titled "And Action . . . ! Using Film to Learn About Foreign Policy" (February 2001:33-50). Vincent Pollard's comments represent what we hope will be the first in a series of comments on teaching international studies with film. Profs. Kuzma and Haney in their rejoinder urge for an ongoing discussion of the topic, as they see the use of film growing in the field. ABSTRACT

This article addresses a question relevant to many non-democratic regimes: how can a successful dominant party be an institutionally weak one? President Yoweri Museveni and his National Resistance Movement (NRM) have dominated Ugandan politics since coming to power in 1986. However, the NRM does not possess many of the institutional endowments that other dominant parties use to control mass and elite politics, such as central control of candidate selection, autonomous mobilizing structures, or dispensation of sufficient political finance to its candidates. Instead, the party secretariat has no real institutional power independent of the personalist Museveni regime, and its local branches house fierce internal competition each election in which most incumbents lose office. This article argues that the NRM mobilizes so well for Museveni despite its institutional deficits due to the precise nature of the competitive process its local elites go through to win its nomination (or “flag”) and the subsequent general election. This process sees self-organized and self-financed candidates and their factions rejuvenate the party and mobilize votes for the concurrent presidential election as a by-product of their competition with one another. The article makes this argument with qualitative data from three districts gathered during the 2016 elections.  相似文献

Village self-governance in China, of which election of the village committee members is the most salient feature, has attracted much attention in the recent decade. Originally established to deal with the chaotic situation in the countryside after the collapse of the commune system in the late 1970s, village self-governance has been regarded as having made significant contributions to China's political reform and democratization. This article reviews three such contributions: institutional innovations relating to village election, a more democratic style of administration at the village level, and a new consciousness of citizenship among the Chinese peasants. However, limitations and deficiencies also exist which seriously curtail or even overwhelm the possible contributions village self-governance can make. First, only a small part of China's vast countryside implements self-governance. Thus, very few peasants are exposed to and nurtured with democratic values. Second, village self-governance can be easily subverted by the local communist cadres. Third, even if genuine self-governance is implemented, the experience cannot easily be transplanted into an urban setting of a higher level, due to the small size and related characteristics of the Chinese village. Therefore, a more balanced and lucid view is needed in evaluating the contributions of village self-governance to China's democratization.  相似文献

During fall 2000, all ISA members will be asked to vote on a set of changes to the association's constitution. Most of the proposed changes are required to bring ISA's constitution up to date with current practices and association circumstances (for example, instead of having only the Editor of ISQ as a member of the Governing Council, one of the proposed changes adds the Editors of ISR and ISP to the council). In the course of examining and reflecting on possible changes to the constitution, the ISA Governing Council discovered that there was controversy among its membership regarding how officers are elected. As a result of this discussion, the Governing Council voted to put a referendum before the membership concerning the election issue and the other requested constitutional changes (though only the officer election issue is discussed in the following pages). To ensure that all members of the association are aware of what the election issues are, we have asked members representing the various positions to discuss their views in the pages of ISP . In addition, Craig Murphy, 2000–2001 ISA President, has written an introduction to the election debate that is printed below. Campaigns are an interactive process in which candidates, outside groups, the media, and voters communicate with each other to create an information environment that allows the various participants to construct meaning and form an understanding of the candidates and the campaign. Presidential primaries add a layer of complexity to this process as candidates and the press deal with both local and national audiences. In this article, we analyze the campaign communications in the 2000 Republican presidential primary in South Carolina—including candidate ads, mailings, and phone calls; local and national newspaper coverage; and network television coverage. We find that there was a disconnect as news media often focused on events and issues that diverged from the messages of the candidates' campaigns. In addition, we find substantial differences between local and national media coverage of the primary resulting from their distinct audiences and the reporters' own understanding of the local context that created significantly different information environments for voters in the state and those out of the state. We consider the implications of these findings for how voters and journalists understand the candidates as well as the challenges presidential candidates face in simultaneously campaigning locally and nationally.  相似文献

In the 1992 U.S. election year, mainstream print and television news coverage was replete with hosannas for female politicians, praised as strong and politically powerful figures during this so-called ''Year of the Woman.'' Just 4 years later, 1996 election news reports relied upon a very different image to describe women vis-à-vis electoral politics: soccer moms. Soccer mom was the term used most recurrently in mainstream television and print media to refer to an aggregate of women, vis-à-vis electoral politics, who were described as crucial to the success of either presidential candidate: President Clinton or Robert Dole. This period of time represents a dramatic shift in news discourse: from discussing women as political power wielders (Women of the Year) to discussing women as a group of swing voters defined primarily by their filial obligations. This article considers some possible implications of this shift and argues that it represents a discursive connection between women voters reduced to a demographic category characterized by womens relationships to their children and an ideology of consumerism that reduces electoral politics to personal choices around product consumption and lifestyle.  相似文献

This article investigates whether agenda-setting relations between newspapers and political parties are influenced by political parallelism. Our case is the Netherlands, a country characterized by high levels of journalistic professionalization and independent media. We focus on newspaper coverage and oral parliamentary questions and use time series analysis to inspect influence both of parliament on newspapers and of newspapers on parliament. The results show that parties respond only to issues raised in newspapers their voters read, and that newspapers only respond to the agenda of parties their readers vote for. This demonstrates that even in mediatized, professionalized media contexts, parallelism is still of importance to understand the relationship between media and politics.  相似文献

In the September 2008 Legislative Council election, Hong Kong's democrats managed to retain their veto position in the political reform process. Now, the democrats face the dilemma of what to do with Beijing's 2007 plan for Hong Kong's democratization. According to the plan, the people of Hong Kong could see the direct election of the chief executive and the entire legislature in 2017 and 2020, respectively. Although the plan is not perfect, Hong Kong's pan-democratic camp may need to adopt a negotiated approach, given the current political reality and the balance of power between local democrats and Beijing. It is suggested here that there is room for negotiation in the latter's reform plan. If some moderate democrats are willing to pursue a negotiated strategy, Beijing's political reform plan for Hong Kong stands a significant chance of being approved. Recent developments in Hong Kong indicate that such a prospect could indeed materialize.  相似文献

Democratic theorists observe high correlations between public opinion and government policy, but it is difficult to determine the direction of causation. This article concerns the relative abilities of government officials and media owners to influence political discourse. Both affected The New York Times' coverage of the Greek civil war before the declaration of the Truman Doctrine. When the Truman administration leaked its intention to intervene in Greece and offered a new interpretation of the civil war, the Times instantly adopted the new theme. The Times had the resources and opportunity to challenge government arguments, but its correspondent in Athens suppressed available information that contradicted official statements, and the publisher supported his reporter despite obvious partisanship. Top reporters maintained close ties with government officials, and they promoted American interventionism in the pages of the newspaper. And a seamless connection between editorials and news coverage reflects ownership's support for the Truman Doctrine. Government's influence may be strongest when officials and media owners share interests and values. And the temporal order raises implications for the relationship between opinion and policy: Policymakers may select new policies first and then move public opinion to win support for planned policy changes.  相似文献

This article reports an analysis of Americans' opinions about the news media's fairness in covering public affairs. The data come from the 1996 and 1998 National Election Studies, which contained variables tapping exposure to and opinions about the news media, as well as key political dispositions?partisanship, ideology, and opinion about presidential and congressional job performance?and a plethora of demographic variables. The data show that people who adhere to traditional moral codes and are misanthropic tend not to trust the news media to cover politics fairly. In a presidential election year, opinion about the president's job performance affects perceptions of the press's fairness. In an off-year election, however, opinion about the president's job performance is replaced by opinion about how the Congress has been doing its job. In addition, perception of how the media covered the Lewinsky scandal also influenced opinion about the press's fairness in general.  相似文献

Abstract

South African tabloids generally thrive while mainstream newspapers struggle to compete with the current front-runners, Afrikaans-language tabloid Son and the English-language Daily Sun. However, not all South African tabloids are success stories: the Afrikaans-language tabloid Sondag has struggled since its inception, in particular prior to Ingo Capraro's takeover in 2009. This article consequently aims to establish why Kaapse Son and Sondag, two Afrikaans-language tabloids from the same media stable, have been received so differently. Why has Son hit the mark so impressively and why has Sondag been unable to succeed in terms of circulation and readership? In an attempt to answer these questions, this article explores the content and presentation of these two tabloids in the period just before Capraro took over the editorship in an attempt to save the newspaper from its dwindling circulation, i.e. the period in which Willem Pretorius was editor of Sondag. This comparative content analysis of the newspapers is conducted against a background of the nature of tabloid newspapers in South Africa, and within the framework of the agenda-setting theory. The background is explored by means of a literature review and conversations with editors from both newspapers. The analysis shows that Son has a strong community focus and provides its audience with relevant and up-to-date information they can apply to their everyday lives. In comparison, Sondag (under Pretorius’ editorship) resembled a supermarket tabloid, with a focus on celebrities. It is suggested that, in order to survive, an Afrikaans-language tabloid should provide local, community-focused stories that pertain to the everyday lives of its readers.  相似文献
