Scholarly attempts to explain aid subversion in post-conflict contexts frame the challenge in terms of corrupt practices and transactions disconnected from local power struggles. Also, they assume a distinction between organised crime and the state. This comparative analysis of aid subversion in Colombia and Afghanistan reveals the limits of such an approach. Focusing on relations that anchor organised crime within local political, social and economic processes, we demonstrate that organised crime is dynamic, driven by multiple motives and endogenous to local power politics. Better understanding of governance arrangements around the organised crime–conflict nexus which enables aid subversion is therefore required.  相似文献

This article explores how and why the church in South Africa became an important civil society space and actor at the height of the anti-apartheid struggle and yet its civil society role declined following the unbanning of the African National Congress (ANC) and the release of political prisoners such as Nelson Mandela. It does this by engaging in a discussion of the nature of the South African church as civil society, followed by a consideration of the church's role at various points during the democratic transition. Specifically, it explores the church as a “site of struggle” during the late stages of the anti-apartheid struggle, as engaging in mediation and negotiation during the democratic transition, and as returning to a predominantly religious organisation in the post-apartheid era. It concludes with a discussion of the reasons for and implications of the church's decreased role in public and political life following the transition from apartheid to non-racial democracy.  相似文献

Testing social movement theory positing that radical organizations are ideologically driven at their core, but are supported by civilians who are driven by social factors, this research interrogates the disparity between radical group ideology and supporter belief set in the context of present-day Nigeria. Content analysis of randomly selected Boko Haram publications establishes the high, and increasing, levels of religiosity exhibited by the violent social movement itself. In contrast, a large-N survey of Nigerians conducted in 2012 and 2013 shows that high levels of religiosity do not significantly predict willingness to justify violence, commitment to non-state violent actors, or positive attitude toward Boko Haram among Nigerians as a whole, but rather the opposite. Given these findings, Boko Haram may be better understood within the tradition of radical extremist movements across the ideological spectrum, even while it frames its struggle as that of a distinctly religious movement.  相似文献

'The red template' examines the policies of the United States in Soviet-occupied Afghanistan in the context of the Cold War. The available documentation tends to support the thesis of this paper: that US policy in Afghanistan, consistent with US policy elsewhere both during and after the Cold War, is geared to protect US private power and thus US access to oil. When the Soviet Union invaded Afghanistan on 25 December 1979, the belief among US foreign policy-makers that the Soviet Union was finally embarking on their longtime mission of advancing upon the oil of the Persian Gulf and the warm water ports of the Arabian Sea was finally supported--a propaganda defeat for the Soviet Union. America's response--to finance and arm the most fundamental and dangerous Muslims that could be rounded up--is a decision that continues to shake the world. The possibilities of the resulting 'blowback'--in the form of well-documented terror and the not so well-known heroin trade--were ignored in the drive to support those who would struggle against Soviet-dominated communism. This paper details the cold calculus of US decision-makers and the negative effects on the people of Afghanistan and beyond. The rise of the Taliban can be directly attributed to this process and America's so-called 'War on Terrorism' is yet another harsh penalty the people of this war-ravaged country must accept at the hands of the world's sole remaining superpower.  相似文献

An innate sense of the essence of their culture sustained Afghans through 24 years of conflict and displacement. Although they continue to cherish the diversity of regional differences, individuals cling tenaciously to their national identity, upholding traditional values and customs that distinguish them from their neighbours. From the beginning of the twentieth century, attempts to foster unity through nation-building activities in mostly urban areas met with mixed success; the latest attempts to cast Afghans in a puritanical Islamic mould met with disaster. Years of discord stretched taut the fabric of the society and national traits once honoured hallmarks of the culture were compromised. Yet the fundamentals of the culture remain strong, changed in some ways but readily recognisable as uniquely Afghan. Current expectations aim to engage various cultural elements as bonding vehicles to hasten reconstruction and strengthen peace.  相似文献

In Afghanistan, there has been much talk about, and international support for dealing with past injustices by developing transitional justice mechanisms. Reconciliation is being promoted as a nation-building strategy. This article argues that the implementation of transitional justice poses several challenges. First, a significant component of such a strategy is based on reconciliation taking place internally among competing armed groups and ethnic identities with the goal of transforming Afghan society. This assumes the cause of past conflicts to be internal and along ethnic divisions which limits the accountability for war crimes. It also considers violence and crimes of war as a thing of the past, ignoring the present situation. Furthermore, given the ongoing war between the US-led forces and the Taliban, insecurity and escalating levels of violence one has to question whether transitional justice can take place during a war. This article concludes that transitional justice is interconnected to perceptions of security and stability. The analysis of the present situation in Afghanistan poses critical questions as to whether memories of victims can be considered as the past in the midst of war.  相似文献

Part I of this article found that, in South Korea and Taiwan, institutional legacy and continuity as well as the politics of aid did matter for post-war state-building. The inheritance and continuity of Weberian states and the receipt of aid either as budget support or increasingly aligned with local priorities helped to foster state-building. Part II of the study in this article explores a different dynamic of post-war aid to Afghanistan and Iraq which had a legacy of neopatrimonial and weak states. It argues that under more adverse initial conditions – for a neopatrimonial state – the role of aid regime and state-building strategies become even more important. Under these conditions, aid and state-building strategies may undermine state-building if they induce discontinuity in the existing state capacity and create parallel institutions to those of the state. Depending on the policies, state weakness may be reinforced if leaders are preoccupied with the politics of patronage.  相似文献

Recent work in the refugee literature finds that both insurgents hiding in camps and aid to refugees may increase violence. This article assesses whether this theory applies to Conflict Induced Displaced People (IDPs). Specifically, it asks if the arrival of IDPs increases leftist violence in Colombia. Colombia has high numbers of IDPs, significant insurgent violence, and available sub-national data to enable an examination of IDP flows on leftist violence. In the Colombian case, the arrival of conflict induced displaced people is not associated with increased leftist violence.  相似文献

The persistence of armed Muslim separatist rebellion in Southeast Asia is demonstrated by the ongoing rebellions in Aceh and Mindanao. A strong regional identity infused with Islam has been a binding factor in these separatist movements. Their persistence demonstrates the failure of Indonesia and the Philippines in achieving legitimacy for their post-independence political structures as well as continued internal weakness. The prospects for their quick and peaceful resolution are not good. The external dimension of Muslim separatism has heightened mistrust among states in the region and raised apprehensions over the broader issue of Islamic fundamentalism and the implications for the region should Aceh and Mindanao achieve secession.  相似文献

Abstract

Supply-side interventions are often criticised for reducing illicit drug crop cultivation in one location only for it to rise in another: the balloon effect. The balloon effect is generally seen as an inevitable consequence of attempts to reduce opium and coca cultivation. In Afghanistan, there is little evidence of this causal relationship and limited acknowledgement of the socio-economic, political and environmental processes that govern access to the factors of production such as land and labour. This paper examines the settlement of former desert areas in southwestern Afghanistan. It shows how the encroachment on this land and the rapid expansion of opium production since 2003 were supported by affordable deep-well technology, collapsed controls on the use of what is officially government land and the relatively high price of opium that endured long after the demise of the Taliban prohibition of 2000–2001. Finally, it reveals that the rate of settlement of these areas was affected by an opium ban imposed across the Helmand Food Zone from 2008 to 2011 and shows how this drug control effort ultimately helped transform the province, bringing new land under permanent settlement and thereby increasing Helmand’s capacity to cultivate more opium poppy than ever before.  相似文献

This paper draws from Silencios – a photography series by the Colombian artist Juan Manuel Echavarría. Silencios comprises more than 120 portrayals of abandoned schools due to armed conflict in Los Montes de María, Colombia. Sharing Echeverría’s belief that ‘these chalkboards have lessons to tell us about war’, the author of this paper advocates for the pedagogical use of Silencios to promote and support memory works in Colombia. The present analysis acknowledges that hegemonic memories and narratives have a negative impact on conflict-affected societies due to their authoritarian and oppressive character.

Therefore, the pedagogical use of Silencios seeks to ignite multiple narratives and counterhegemonic memories that might emerge as the public interacts with the photography. The visuals, in this sense, become an educational opportunity to stimulate reflection and resistance against the monopoly of the past in a country that is currently emerging from conflict. In this paper, the abandoned schools are considered as memory sites, and as renewed learning spaces to stimulate reflections and debates upon the armed conflict. Silencios can contribute to peacebuilding efforts by bringing up the possibility to reconsider essentialist conceptions of peace, memory, and pedagogy, that might hinder potential venues for enduring peace in Colombia.  相似文献

Hindus and Sikhs, longtime minority religious communities in Afghanistan, have played a major role in the social, cultural, and economic development of the country. Their history in Afghanistan has not been faithfully documented nor relayed beyond the country's borders by their resident educated strata or religious leaders, rendering them virtually invisible and voiceless within and outside of their country borders. The situation of Hindu and Sikh women in Afghanistan is significantly more marginalized socially and politically. Gender equality and women's rights were central to the teachings of Guru Nanak, but gradually became irrelevant to the daily lives of his followers in Afghanistan. Hindu and Sikh women have sustained their hope for change and seized any opportunity presented to play a role in the process. Active participants in the social, cultural, and religious life of their respective communities as well as in Afghanistan's government, their contributions to social changes and the political process have gone mostly unnoticed and undocumented as their rights, equality, and standing in the domestic and public arena in Afghanistan continue to erode in the face of continuous discrimination and harassment.  相似文献

Cities are complex regulatory environments. Attempts to regulate urban behavior create opportunities for politicians to manipulate enforcement to win votes and reward supporters. While some politicians choose not to enforce regulations, or forbearance, others undercut their intent, or dilution. Empirical research on enforcement has lagged behind due to the identification challenges in distinguishing weak state capacity from political manipulations. We develop a structured approach to process tracing that follows enforcement decisions sequentially across bureaucracies and specifies statistical distributions as counterfactuals to identify the causes of limited enforcement. We illustrate these strategies through original data on enforcement against squatters in urban Colombia and the provision of building permits in urban Turkey. Enforcement process tracing helps to document a form of distributive politics that is common to cities in the developing world.  相似文献
