Since its inception in 1996 ASEM has provided an opportunity for focussing relations between the EU and East Asia as a forum for informal multilayered dialogue and building a framework for enhanced cooperation in the political, economic and social/cultural fields. Inter-regionalism, of which ASEM is the incarnation in the EU-Asia relationship, developed into an important policy tool of the EU in an effort to maintain a multipolar setting. Regional identities in Asia are at a different level when comparing South East Asia, North East Asia, East Asia and South and Central Asia. ASEM contributed to a certain extent to the region building in East Asia. Although the economic pillar of ASEM turned out to be the more important one when compared to the political and the people-to-people pillars, it will not become the basis for a (deep) inter-regional free trade agreement because of the diversity of the Asian members, reinforced by the last ASEM enlargement. However, turning weakness into strength, ASEM could become the EU’s vehicle for a more holistic approach to Asia thereby fostering a more economic and political multipolar world order. The financial melt down of the international financial order lead to the rediscovery of the need for international cooperation not only on the level of business but also among states. Making use of ASEM, developed over the last 12 years, could provide the much needed platform in the EU-Asia relationship. Problems facing the less developed countries in the field of family planning are inadequate funds, weak administration, insufficient personnel, and sometimes lack of governmental will. To close the "family planning gap," the gap between the number of married women who now have access to modern birth control techniques and the number who would use them if given the opportunity, in the less-developed world as a whole would cost an estimated $3 billion ($2 billion if the People's Republic of China is excluded). The author develops 8 national and international guidelines for the tackling of the population problem. Among other points the guidelines state that assistance to a country in family planning should be solely at the request of that country and that national assistance should be related maximally to the work of international organizations. The history of United States and international efforts to deal with the world population crisis are detailed. During 1962-1967 the United States and the United Nations created decisive policies granting family-planning assistance to less-developed countries. The author urges a world population program, directed by the U.N. and financed by a special fund of voluntary contributions, to increase U.N. and regional economic commission staffs concerned with family planning, develop training centers for family planning personnel, and develop pilot or demonstration projects to get national or regional programs under way.  相似文献

Written from a US perspective, this article analyses the strategic challenges facing US decision makers in the post‐Soviet world in four areas: defining the task, addressing it at the policy level, covering the costs, and relating choices to overall national purpose. The first part of the article focused on democratization and the main issues at stake between China, Britain, Portugal, Hong Kong and Macao as the responsibility for the two colonies reverts to the mainland. It was argued that their separate history and their respective metropolitan traditions will weigh heavily on the prospects for any phased transition to democracy. Of more immediate importance, however, is the current balance of forces within the region which affects them both, particularly their relationships with a China undergoing vast social and economic changes with profound implications for their own future political development. In this second part of the article there is more concern with current and future problems affecting the practice of democracy in Hong Kong and Macao, particularly the ways in which the new Basic Laws might operate in practice after 1997.  相似文献
