The growth performances of the Israeli economy during the years 1948–1973 were excellent by any criteria, and are comparable to the “miraculous” performances of South Korea and Taiwan. Excellent economic performances in the three countries were accompanied by the presence of an autonomous and an interventionist state as well as by strategies of governed development (in the spheres of finance, investment, and international trade). The comparison is used, to shed new light on the Israeli political economy as well as on the replicability of the developmental state model across regions, cultures, and political regimes. First, by comparing the three countries and pointing to the similarities in the role and autonomy of the state, the article offers a different interpretation of the Israeli economy from that offered by both neoclassical and neomarxist interpretations of the Israeli political economy. Second, successful cases of develoment are rare in our world; this should make the study of the Israeli political economy a valuable case-study for the proponents of the developmental state model. By pointing out the similarities in the growth performances and the developmental strategies of Israel, Taiwan, and South Korea, as well as the dissimilarities in their political regimes, their cultural traditions, and their regional settings, this article further strengthens the arguments in favor of state-guided economic development in developing countries. This article explains why massive political corruption appears to be incompatible with economic growth in Russia but compatible with very rapid economic growth in China. The common assumption is that corruption is bad for economic performance. So how can we explain the puzzling contrast between Russia and China? Is Russia being more severely “punished” for its corruption than China? If so, why? This article demonstrates that three intervening factors—comparative advantage, the organization of corruption, and the nature of rents—determines the impact of corruption on economic performance, and that these factors can explain the divergent outcomes. The article thereby offers an alternative to statist explanations of the Russia-China paradox.  相似文献

This article compares soft power as a normative and operational construct in the Russian and Chinese political context. I examine Russian and Chinese discourse on soft power as well as the efforts of the Kremlin and Beijing to devise programmes for its implementation. I then compare and evaluate the similarities and differences in Russian and Chinese soft power strategy. The similarities between the two states indicate their joint status as authoritarian regimes with a Marxist–Leninist heritage. The differences can be attributed to their vastly disparate economic circumstances, but also to historical, social, and political factors that influence soft power policies.  相似文献

ABSTRACT

The aim of this article is to analyse the performance of regionalism in the Global South through a comparative analysis of Mercosur and Ecowas with regard to the trade and democracy protection agendas, by contrasting their institutional design and regional leadership concerning the two issues. Firstly, it analyses the evolution of intra-regional trade as well as the trade agenda of each bloc concerning international negotiations with other states or economic blocs. Secondly, it discusses the relevance of democratic stability in the two regional organisations and how each organisation has performed in cases of democratic rupture in member states. When comparing the dynamics of the two organisations, we argue that differences in terms of institutional design and regional leadership have meant that Ecowas has been less ambitious than Mercosur in its trade agenda, but more decisive vis-à-vis the region’s democratic stability. Thus, this article aims to contribute to the comparative regionalism literature, setting out an analytical comparative framework for assessing the performance of regional organisations, which remains a difficult task for this particular research agenda.  相似文献

This article takes issue with two assumptions associated with the permanent return migration of ethnic Greeks and ethnic Germans from the former Soviet Union. It suggests that their return has turned out to be less ethnically motivated than policy makers have assumed and that many returnees, immigrating permanently as fully fledged citizens, continue to retain elements of circularity in their lives, of different nature and intensity. Both returnee groups experience varying degrees of social and economic exclusion and this might explain why some members maintain links with their area of origin. Adopting a comparative approach, this article draws on insights from ongoing fieldwork, with particular focus on interviews with return migrants in both countries.  相似文献

This article, part of a sequence of comparative articles on local government reforms in The Netherlands, Switzerland and Germany, describes and analyses the recent public management reforms at the local level of Germany. After an overview about the constitutional framework of local self government and the reform waves of the last decades, the paper concentrates on the 'new steering model' as the German variant of NPM. The article shows the short history of this reform movement, describes the main elements of the reform concept and explains some of the causes, forces and actors of implementation. It goes on to discuss the present status of implementation, explains several shortcomings of the concept, and presents the – very limited – empirical evidence of achieved results. Finally, the paper draws some conclusions from a comparative view on the similarities and differences of local management reforms in Germany and the two other countries.  相似文献

This article compares the small-firm economies of Taiwan and Italy, utilizing an institutional oganizational approach in the analysis of economic structures. It is divided into three sections. First, there is a presention of the main features of the Italian and the Taiwanese economies to draw out their distinctive similarities. The second part identifies a set of institutional factors which help us understand the similarities observed in the two economies, and classifies them along two analytical headings: individual values and social structure. The third section explores the significance of the author's crossnational comparison of small-firm economies for improving the status of an institutional theory of economic structures. By, emphasizing the role of institutional factors and the social embeddedness of economic activities in Italy and Taiwan, the article provides a corrective to the unilateral emphasis on an East versus West model of economic action and shows the obvious inadequacies of restrictively cultural, political, or economic interpretations of national economies. This article focuses on connections between globalisation and comparative political analysis. Traditionally the latter is concerned with domestic political actors, especially states. Globalisation, on the other hand, emphasises the variable significance of a variety of border-crossing, including transnational, actors. I argue that since the end of the Cold War five key developments—a large number of new countries; widespread political changes, especially in the Third World; global entrenchment of capitalism; increasing regional economic integration; and the growth of transnational civil society—collectively underline the importance of globalisation for comparative political analysis. It is now difficult plausibly to argue that what goes on politically within countries is unaffected by globalisation. The article is structured as follows. First, I trace the traditional (domestic) concerns of comparative political analysis and argue that, because it neglects the impact of globalisation, it is analytically inadequate. Second, I examine four key aspects of globalisation: technological, political, economic and cultural globalisation, and suggest how they influence comparative political analysis. Third, to assess differing views of how globalisation affects domestic politicalÐeconomic terrains, I examine competing arguments of the hyper-globalisationist, globalisation sceptic and structural dependency approaches.  相似文献

Small states, and those in the Caribbean and Pacific regions in particular, are among the most stubbornly and disproportionally democratic countries in the world. And yet, they are rarely studied comparatively, despite sharing seemingly obvious similarities – aside from being small island states with developing economies they also tend to share a British colonial heritage and Westminster-inspired political institutions. This omission is all the more puzzling if we consider that the group does not conform to the standard battery of explanations developed by democratization theorists. To pave the way for further research across these two regions, this article provides a synoptic comparison of the process of democratization in Caribbean and Pacific small states. We highlight important similarities and differences that stem from the interaction between formal institutions and informal practices. We conclude by reiterating the benefits for scholars of democratization by looking at these significant yet hitherto rarely compared cases.  相似文献

Governments around the world have embraced trade liberalisation as a means of enhancing efficiency to realise economic growth and alleviate poverty. Likewise, the Mexican government implemented neoliberal policy reforms, the NAFTA in particular, to stimulate sustainable development. Using the Mexican maize sector as illustration, this article describes the adaptation process of smallholders to market changes shaped by these reforms. Going beyond the aggregated level, we have investigated smallholders' livelihood strategies. Contrary to what economic models estimated, our data suggests that farmers intensified the cultivation of maize rather than switch to sectors in which Mexico has a comparative advantage.  相似文献

How do different professional structures shape the economic ideas that international economic organizations use to prescribe policy recommendations or derive legitimacy and authority for them? The comparative professional field analysis proposed herein deploys a novel combination of content, network and regression analysis to uncover the precise role of different qualifications, experiences and hierarchies in shaping the economic expertise invoked by the European Central Bank's and the International Monetary Fund's main policy documents, with a specific focus on debates over fiscal consolidation in the wake of the global financial crisis of 2008. The findings challenge much of the scholarship about how economic ideas diffuse across professional domains and where change on macroeconomic policy in international economic organizations is likely to come from. As such, the article should be of interest to scholarship on international bureaucracies, the politics of professional knowledge and the international political economy of fiscal consolidation.  相似文献

This article uses the evolution of the railways to examine the relationship between the level of economic integration and external political influences in the Balkans over a period of 150 years. The analysis focuses on two key themes: the long-term spatial evolution of the railway network and external influences on this infrastructure. To undertake this territorial analysis, we first established a Historical Geographical Information System (HGIS) that allowed us to interpret data on the evolution of the railway network and then related this to other data on themes such as changing international borders and the nationality of investment.  相似文献

The article investigates, through a comparative analysis, the different mechanisms of influence that the EU and Russia are projecting in their shared neighborhood in shaping domestic politics. It focuses on the economic and energy sectors in order to analyze two relevant policies for contrasting EU and Russia’s influence in the case of the Southern Caucasus. Contrary to commonly held opinions, Russian influence is receding in both areas and is a dominant external actor only in Armenia. In contrast, the EU is slowly increasing its presence in the economic area and has become a key player in the energy sector.  相似文献

View all notesThe article intends to combine contemporary debates about nations and nationalism with a sociological perspective on collective emotions in its attempt to gain a better understanding of the process of constructing national identity. It will further present interdisciplinary evidence that collective emotions evoked in rituals instigate a number of group-related sociocognitive processes that reinforce enduring feelings of belonging and an emotional priming of collective representations. I will suggest that states of “collective effervescence” (Durkheim) do not only tie individuals to a community, but also provide a strong frame for the creation of symbols and the embodiment of shared meanings defining a community. The second part of the article analyzes examples taken from the football media coverage of the FIFA World Cups 2006 and 1974 (both were held in Germany) in order to provide a comparative case study exemplifying the proposed theoretical approach. The sample illuminates some interesting changes that invite further hypotheses about corresponding changes of national identity in a larger context.  相似文献

Why has Ecuador been much more successful at implementing participatory policy than Peru despite the similarity between the two countries’ policies and despite their similarly low state capacity? To answer this question, this article draws on insights from implementation literature that point to factors such as incentives written into policy, the commitment of administrations and bureaucratic agencies, and few veto points in the chain of implementation. While this article does not challenge such findings, it suggests that we must look further back in the causal chain to understand what brings such facilitating conditions about. Through an examination of ethnodevelopment policy in Ecuador and Peru, I find that the strength of social movements is most responsible for creating the conditions that foster implementation. Neither civil society nor the state alone can bring about successful participatory policy implementation. Rather, strong social movements can make the state comply with its own laws.  相似文献

Much of the current donor discussion of governance takes place outside of a historical or theoretical context. This article locates the governance issue within recent political science, development management, and institutional economics literature. The review focuses on accountability, participation, transparency, and predictability or the rule of law, and includes a discussion of the impact of these variables upon economic performance. It concludes that donors can best assist good governance to develop by helping to foster conditions under which developing societies can push their governments to deliver the accountability, transparency and rule of law that sustainable development requires. Deborah Brautigam is assistant professor in the department of political science at Columbia University. She has written and published on various aspects of foreign aid and development, in particular, on China’s foreign aid program in West Africa. ABSTRACT

This article examines how, if at all, the changed economic order in the aftermath of the economic crisis in 2008 has shaped the relationship between the EU and China. Theoretically, two prevalent opposing narratives in the public discourse are presented and linked to two crude versions of mercantilism and economic liberalism in the scholarly literature. The mercantilist line of reasoning posits that China will gain more political weight with its increasing economic strength. The economic liberal line of reasoning suggests that China’s economic weight does not translate into political power. These two opposing theoretical claims are examined by process tracing two most likely cases. This article concludes that despite its increased economic strength, China has enjoyed limited success in persuading the EU and its member states to change their position(s) on policy areas involving strategic interests.  相似文献

This paper attempts a comparison of production structures of the cotton textile industries in India and the USA, using the input‐output framework. There are studies of comparative production structures in an economy but a disaggregated study has not been attempted for a particular industry. Almost all studies of the international comparisons of production structure have revealed that there are structural similarities between developed and less developed countries in spite of wide differences in per capita income and in levels of development. These similarities may not persist at an industry level and it could be that the chosen product‐mix and techniques conceal the basic differences in production structure of a developing and a developed economy in the economy‐wide study.  相似文献

This article examines the recent evolution of state-labor relations in Nigeria. The research indicates that the present military regime has maintained neocorporatist relations within the labor movement in order to limit union demands concerning political reform and economic restructuring. In addition, the study claims that the relative exclusion of organized labor from the reform process has undermined union support for the regime’s program of political liberalization. John P. Tuman is a lecturer in the department of labor studies and industrial relations and in the department, of political science at Pennsylvania State University. Currently, he is working on a study of unions and restructuring in the Mexican automobile industry.
