Uncertainty is a hallmark of conflict behavior, and other forms of violence that accompany civil and international war—such as low-intensity warfare, guerrilla, insurgency, and asymmetric conflict—are no exception. This study applied the theory of political uncertainty and complexity theory to the analysis of conflict events during the first three years of the second Iraq war, 2003–2006, limited to the Diyala province. Findings show that neither the time between attacks T or the severity of attacks S (fatalities) have the “normal” (bell-shaped) or lognormal distribution that is characteristic of equilibrium systems. Instead, both variables showed heavy tails, symptomatic of non-equilibrium dynamics, in some cases approximating a power law with critical or near critical exponent value of 2. The empirical hazard force analysis in both cases showed that the intensity was high for the first epoch in both variables (March 2003 to June 2004) but even higher in the latter period from July 2004 to March 2006. Selected policy implications are discussed, including the possibility that real-time or near real-time analysis of the data analyzed through the uncertainty-complexity computational methods would have revealed the gathering momentum of adversarial attacks perhaps in time to have prevented the insurgency.  相似文献

Abstract

Eight years have past since the devastating September 11 attacks, and the USA has engaged in two wars in the name of uprooting global ‘terrorism’ and providing security to American citizens. The Bush administration bequeathed a legacy of two ongoing wars and growing threats emerging from ‘terrorist’ acts. This article analyses the future of the preventive war doctrine, formulated by the Bush administration, under international law. The article thus explores whether the preventive war doctrine has the potential to set a customary precedence, or whether it merely constitutes a breach of international law.  相似文献

The current round of fighting in Afghanistan is only the latest twist in a protracted conflict in which the focus of the international community has tended to fluctuate, depending on prevailing geopolitical agendas. Now in its third decade, the war has resulted in massive population displacement, both internal and external, casualty figures in excess of one million, and a serious deterioration in conditions for the civilian population. This paper takes as its starting point the events of 11 September 2001, which led to the recent dramatic changes in Afghanistan, including the Emergency Loya Jirga and other constitutional developments envisaged in the Bonn Agreement. By way of essential background, the paper then offers a brief introduction to the country; it describes the way in which conflict began and traces the various different phases of the war from the late 1970s to the present day. In so doing, it seeks to outline the global and historical context of the current crisis in Afghanistan. It considers the challenges that need to be addressed in order to achieve effective post-conflict reconstruction and development. Finally, it offers a brief overview of current UN plans for Afghanistan's reconstruction and outlines a number of critical dilemmas facing those involved in their implementation.  相似文献

Over the last two years, the Economic Community of West African States (ECOWAS) has attempted to resolve the Liberian civil conflict peacefully.’ This effort has drawn valuable lessons from previous civil conflicts in the other African states. Importantly, the ECOWAS‐sponsored cease‐fire was observed by the various warring factions for two years; however, the ceasefire was shattered on October 15, 1992, when the National Patriotic Front of Liberia, the principal rebel organization, launched an armed attack on Monrovia, the capital city. In turn, this has recommenced the civil war and has drawn ECOMOG, the ECOWAS peacekeeping force, into the conflict.

Against this background, the purpose of the paper is to examine both the domestic and external factors that have impeded the peaceful resolution of the Liberian civil conflict.  相似文献

This article sets out to establish the links between classical military doctrine as applied to general war and the empirical development of any doctrine with regard to insurgency and counterinsurgency. The theme is developed by covering both the attrition theory and the maneuver theory of warfare in outline, and then by examining the essential tenets of maneuver warfare in detail and applying these tenets to the experience gained by the United Kingdom in countering insurgency. The scope and role of the newly fashionable “information warfare” in counterinsurgency operations is examined, followed by an assessment of the important task of integrating all the separate aspects of these operations into an overall plan of action for a counterinsurgency campaign. The author concludes that there is a clear and positive link between classical doctrine for the application of force in general war and doctrine that can be usefully applied in counterinsurgency operations.  相似文献

Abstract

In the early 1990s several rebel groups turned to natural resource extraction to pay for war. A key form of this is rebel diamond production, commonly referred to as conflict diamonds, which is widely perceived as being highly beneficial to insurgent organisations. Yet in the Angolan Civil War (1992–2002), the use of conflict diamonds by the National Union for the Total Independence of Angola (UNITA) resulted in a decisive insurgent defeat. How can this outcome be explained? Offering a nuanced understanding of how conflict diamonds affect civil war, this article shows that although diamonds generated considerable revenue for UNITA, they were not an effective method for them to take on the Angolan government. This was for two reasons: internally, the rebels greatly struggled to convert their diamond proceeds into sufficient goods and services; and externally, it left the group highly vulnerable to international countermeasures in the form of United Nations Security Council sanctions. Natural resource extraction may therefore not be as useful to rebel groups as is frequently believed.  相似文献

Fifth generation warfare has arrived and is irreversibly changing the character and nature of human conflict. It confronts the United States with the evolving strategic dilemma of not only dealing with the War on Terror, but of simultaneously crafting strategies that look beyond military preparedness for past wars and embrace the perspective of national preparedness for the spectrum of future conflicts. This article uses four essential elements of war—the new domains of conflict, the changing nature of adversaries, the changing nature of objectives, and the changing nature of force—to build a generational typology of war and conflict that informs the characteristics of fifth generation warfare. The resultant model produces two outcomes: First, it demonstrates how recent events such as the rise of computer hackers, the 2001 anthrax and the 2003–2004 ricin attacks, the 2004 Madrid bombings, and the emergence of Al Qaeda demonstrate characteristics of fifth generation warfare. Second, it illustrates the way in which these events are unique indicators of a future in which non-state entities are increasingly able to wage war on equal footing with nation-states. The article concludes that the United States must embrace fifth generation warfare if it is to successfully confront these threats that have taken on new and heretofore unimagined forms in the postmodern era of war.  相似文献

The recent accounts of the new war paradigm have been thoroughly scrutinized in a variety of disciplines from security studies and international relations to political economy. The general trend is to focus on the scope, methods, tactics, strategies, forms of war, and/or the level of atrocity. However, there has been little sustained attempt to assess structural causes and the arguments about the changing aims of contemporary warfare. This paper provides a critical analysis of the macro sociological accounts of the new war paradigm with a spotlight on the purpose and causes of the recent wars. The author argues that despite the development of elaborate models, the sociology of contemporary warfare rests on shaky foundations and hence fails to convince. Rather than witnessing a dramatic shift in the causes and objectives of contemporary violent conflict, one encounters a significant transformation in the social and historical context in which these wars are waged.  相似文献

Abstract

We empirically investigate the role of natural resources, and governance in explaining variation in the intensity of conflict during the 1991–2002 civil war in Sierra Leone. As a proxy for governance quality we exploit exogenous variation in political competition at the level of the chieftaincy. As a proxy for resources we use data on the location of pre-war mining sites. Our main result is that neither governance nor resources robustly explains the onset or duration of violence during the civil war in Sierra Leone.  相似文献

The London‐based Institute for the Study of Conflict (ISC) was the first body to research systematically into low‐intensity warfare. It has chronicled in its house journal, Conflict Studies, the rise of terrorism and political violence throughout the world and has contributed toward an understanding of its causes. New developments include the establishment of a U.S. Committee in North America, chaired by George Ball, and plans for 1978 to publish through branch offices in Germany, France and Latin America. The facilities of the ISC, which is industrially financed, are open to scholars on the acceptance of a formal application.  相似文献

Abstract

This paper seeks to uncover the drivers of maritime strategy formulation in Russia and China, two active players on the international stage that have often been identified as both rising and regional powers. The paper takes as its starting point the realist theory of state power and threat perception, which provide the means and motivation for states to accumulate material capabilities in an effort to safeguard their position in the international system. Given the increasing pressures of a changing security environment, China’s and Russia’s maritime strategies show a trend towards greater complexity and capability. The paper also addresses the impact of the revolution in military affairs ( rma ) and its subsequent manifestation as force transformation in Western states, especially the USA. Given that this new, qualitatively focused way of war has gained supremacy, at least where high-intensity inter-state war is concerned, the question remains of whether the Chinese and Russians will choose to emulate the leading powers in the system or, instead, will forge into the unknown and formulate an entirely different and innovative maritime strategy.  相似文献

In the 1990s the ethnic conflict in Sri Lanka had acquired the reputation of an orphaned and dirty war. Hence, there was widespread support when in the new millennium Norway tried to facilitate a dialogue between the Liberation Tigers of Tamil Eelam (LTTE), the main Tamil insurgent group, and the Sri Lankan government. The peace process led to a ceasefire agreement and six rounds of face‐to‐face meetings. Although progress was understandably slow, a political framework that allowed Tamil national self‐determination while simultaneously protecting Sri Lankan sovereignty and territorial integrity seemed near. However, by late 2003–early 2004, such optimism lay shattered and a return to the days of warfare seemed a real possibility. In this paper, I offer an explanation for the onset of peace talks, assess its achievements and explore whether the peace process is still salvageable or a return to warfare is more likely to mark the future.  相似文献

If studies of conflict and terror involve understanding their causes and if the notion of “causes” is ultimately a philosophical concept (from Aristotle to Kant), then philosophy can make a unique contribution to studies of global ethnic conflict. Without delving deeply into philosophical ideas underlying the conflict, this article nevertheless examines how it largely stems from a cold war ideology of the Left. Moreover, a New Left is not only distinguished from politics and political philosophy but, dismayingly, traced to cold war western democracies, in which it continues, paradoxically, to flourish and be used to extinguish what it inflames.  相似文献

Abstract

This article presents a study of the ‘wars of words’ among selected parties involved in the Syrian conflict. Based on a combination of content analysis and critical discourse analysis (CDA), it examines actors’ discourses within the United Nations Security Council (2011–2015), the global arena of confrontation and international legitimisation of armed actions. Here, it investigates their instrumentalisation of the word ‘terrorism’ and the war on terror narrative, and it explores the dynamics of discursive (de)legitimisation of the use of violence in Syria. The article shows how parties instrumentalised this narrative to criminalise their enemies while legitimising their own violent actions. By doing this, the paper also offers a broader reflection on the global narrative on terrorism, and its different reception and instrumentalisation by core and peripheral actors.  相似文献

Abstract

Did the 1915 genocide of the Ottoman Armenians play a role in the genesis of the Karabakh war? In the early phase of the conflict, many Armenian activists and politicians drew parallels between the evolving struggles of the present and the traumatic events of 1915. This essay explores the ways in which Armenia, Azerbaijan and Turkey have referred to the events of 1915 to formulate their policies towards the conflict. The essay argues that the largely suppressed past trauma was present in the mass psychology of the conflicting parties, although in radically different ways, and that it shaped developing events. After depoliticising genocide commemorations in the early years of its independence, Armenia has recently witnessed an increase in references to the genocide in political discourse. The same also applies, somewhat paradoxically, to Azerbaijan, which has developed its own state-sponsored discourse of genocide, vehemently denying that the genocide took place while portraying Azerbaijan as a victim of genocide itself. This exchange of roles clearly needs further explanation.  相似文献

The conflict-prone peninsula of Crimea is again—since its annexation—the theatre of new conflict scenarios. When it comes to understanding the de-escalation and increasing potential of complex hybrid conflicts, theories in international relations are too often trapped in their state-centred perspective. Meanwhile, the role of the individual actor, alone or organised, often remains underestimated as political and moral agent. In this essay, I shed light on a critical yet politically practicable individual-centring notion of cosmopolitanism, which is framed by a set of universal principles and provides alternative insights to conflict de-escalation scenarios in Crimea beyond limiting state-centric paradigms.  相似文献

The current Persian Gulf crisis may signal a new period in human history in which the United Nations is viewed as the forum of first resort for the resolution of international harms and disputes. This is particularly striking since the Security Council, because of east-west divisions, has been unable to act in a collective manner to addresses serious international breaches of the peace. This two part essay deals with the events leading up to the Iraqi invasion of Kuwait, the step-by-step reaction by the U.S. Government, the imposition of the U.S. Navy blockade of Kuwaiti shipping, and the legal justification for the introduction of forces. The reader is left to decide whether the Rule of Law and Charter ideals of collective security, are the real victors in the current conflict.

Part 1 of the essay examines the detailed economic and political causes for the Iraqi invasion. Even though some commentators have characterized Saddam Hussein's entry into Kuwait as “naked aggression” which was driven by Saddam Hussein's hamartia to become the new Nasser, OPEC production disputes, allegations of excessive Kuwaiti pumping of the Rumalia oil field (straddles both countries), the need for an Iraqi coastline, and large Iraqi debt to Kuwait are seen as “rational” reasons for the invasion. A historical examination of the Iran-Iraq conflict is grafted into part one to assist the reader in appreciating the fact that belligerent conduct is viewed in Iraq as a normative mode of conflict resolution and that in the context of all current and future military and diplomatic interchanges, the proven bellicosity of Iraq should figure prominently in the approaches which are taken.

The U.S. military presence in the Persian Gulf must be viewed in the context of the U.S.'s diplomatic and economic interests in the region. The essay concludes that the actions of the United States in the first forty days after the Iraqi invasion were masterful because of the skilled use of the U.N. security council (to build a broad political base) as well as the introduction of limited force (imposition of a naval blockade) to signal to Saddam Hussein that the international community was serious in its resolve. The shooting which is taking place is most unfortunate; but U.S. efforts were properly tailored to keep the world coalition intact and prevent a shooting war. Until approximately 3 weeks into the actual conflict, the level of anti-U.S. rhetoric was noticeably small- a triumph for U.S. foreign policy makers in forming a world-wide consensus and maintaining it and a triumph for international respect for law.

The final portion of Part 1 deals with the history of blockades before and after the 1945 U.N. Charter. Blockade actions have been used since the Middle Ages but the 1856 Pact of Paris and the 1909 Declaration of London are the modern sources for the Law of Blockade. Becuase of the sheer intensity of conflict in the First and Second World Wars, the normative rules contained in the two written sources of law fell into disuse. Even so, most of the substantive provisions from the 19th and early 20th century doctrines are incorporated into contemporary law and policy. Commander Rosen argues strenuously for a modernization of the international conventions to codify the rules of blockade since, given the utter destructiveness of modern warfare, blockades remain a relatively benign use of force in those situations in which use of force is legally justified. But, however laudable the U.N. Charter ideals are to sharply restrict the use of force to exceptionally limited circumstances and make state aggression illegal, situations will arise in which use of force will be necessary to respond to illegal aggression. Resurrection of the old concept of pacific blockade (similar to the naval action taken in connection with the Cuban Missile Crisis) is urged because unanimity in the U.N. is transitory and nations, particularly superpowers, need the legal flexibility to react to illegal aggression with limited uses of force--below the threshold uses of force authorized by the U.N. Abstract

Since the Soviet Union’s collapse, Ukraine, Georgia and Russia have faced the challenge of taking their positions in the politics of international law as part of their transformation processes. Strong dynamics of conflict have shaped these states’ politico-legal actions and interactions, for example, the Russo–Georgian War, the annexation of Crimea and the armed conflict in East Ukraine. This essay explores whether, how and why Georgia, Ukraine and Russia ‘speak’ international law in international politics differently. It discusses conceptual approaches to empirically analysing the processes of translating political preferences into legal arguments as well as how ‘communicators of international law’ in the post-Soviet region use the language of international law differently.  相似文献

Abstract

This essay provides an economic geography perspective on the causes and consequences of the war in eastern Ukraine. It focuses on the controversial proposition that the armed conflict in 2014 was triggered by domestic, economically determined factors. The essay argues that economic and material circumstances in the region had generated neither necessary nor sufficient conditions for a locally rooted, internally driven armed conflict. The role of the Kremlin’s military intervention was paramount for the commencement of hostilities. As the human and economic costs of the war continue to mount, Ukraine’s war-ravaged eastern regions face further depopulation, economic decline and erosion of development.  相似文献

Abstract

Since the end of the Liberian civil war in August 2003 the international community has been ‘making plans’ for Liberia. However, it rarely questioned whether these plans were in accordance with the political and economic logic of the peace agreement and the subsequent transitional government. The consequence was that corruption continued and a much more intrusive economic management plan was established. The Governance and Economic Management Assistance Programme (gemap) is supposed to combat corruption and facilitate good governance, but it also limits the range of policy options for the new democratically elected government of Ellen Johnson-Sirleaf. The irony is that the best and most legitimate government that Liberia has ever had is subject to stronger external control than any of its predecessors. The probability that this scheme will remain sustainable when donor interest shifts elsewhere is low, and what is needed is a more pragmatic approach that draws a wider segment of Liberian society into anti-corruption management and creates checks and balances between them.  相似文献
