The Uganda Resettlement Board and Hiving-off: Some Possibilities for Future Research

An address by the Chairman of the Uganda Resettlement Board to the Annual General Meeting of the RIPA on 10 May. Sir Charles was Permanent Under-Secretary of State at the Home Office from 1957 to 1966 and until recently Deputy Chairman of the United Kingdom Atomic Energy Authority. He had completed two years as Chairman of the Institute's Executive Council.

State budgeting: current conditions and future trends

This article examines current state fiscal conditions, the impact of political and administrative institutions on state budgeting, and budget reform in the states in order to identify trends and expectations for the 1990s. Existing research is used as a basis for identifying trends and likely developments.

Migration trends in Central Eurasia: Politics versus economics

The post-Soviet ethnic migration wave was quickly followed by the contraction of population territorial mobility. The growing role of socioeconomic factors in defining the character and intensity of migration flows, including the expansion of temporary, labor and undocumented migration, has been especially pronounced.These changes indicate the evolving relationship between migration and conflicts developing in Central Eurasia. Initially as an indicator of ethnic tensions and discrimination of minorities, migration is becoming a mechanism of market transition, providing for the economic survival of population under crisis conditions. With the depletion of the number of ethnic Russian migrants, the influx of ethnic aliens, moving primarily from Central Asia and the Transcaucasus to Russia, is increasing in importance.The present paper discusses the impact of new migration flows on the economies, welfare mechanisms, financial systems, labor markets, and societies of Central Eurasia. Special attention is given to the governmental response to migration phenomenon—from labor migration criminalization to attempts to stimulate the flow of specific migrant groups.     

Evaluating performance indicators: Current trends in local government

This article summarises research into a small number of local authorities on the use of performance indicators, carried out for the Local Government Management Board (LGMB) and the Policy and Performance Review Network (PPRN) in 1997, and concludes that home‐grown indicators developed in response to Best Value will overcome some of the inadequacies of the Audit Commission approach.     

Administrative reform in Malaysia: Recent trends and developments

During the past two decades, the public bureaucracy in Malaysia has undergone substantial reforms. Broadly aimed at excellence in the public service, these recent reforms are in many respects similar to those introduced in other countries under the new paradigm of “managerialism”. This article analyses the present trends of reforms in Malaysia and comments on some concerns and emerging issues. It shows that while these reforms have generally improved the delivery of public services, public administration in Malaysia continues to suffer from such problems as a weak system of accountability, growing incidence of corruption and mismanagement, absence of decentralisation and community participation, and non‐enforcement of rules and regulations.
