As the United Kingdom has placed some of its Prevent strategy on a statutory footing and is proposing to introduce a Counter-Extremism Bill, this article argues that a legal definition of extremism must be carefully drafted to provide legal certainty. The main recommendation is that all forms of violent and nonviolent extremism comes under the definition, ensuring it is differentiated from activism. Activism may hold radical views counter to the mainstream opinion, but it is required in liberal democracies as it encourages healthy debate and can prevent the policing of thought in any government strategy or legislation.  相似文献

The Muslim Brotherhood poses a unique challenge to efforts to combat Al Qaeda and like-minded groups. It is one of the key sources of Islamist thought and political activism, and plays a significant role in shaping the political and cultural environment in an Islamist direction. At the same time, it opposes Al Qaeda for ideological, organizational, and political reasons and represents one of the major challenges to the salafi-jihadist movement globally. This dual nature of the Muslim Brotherhood has long posed a difficult challenge to efforts to combat violent extremism. Does its non-violent Islamism represent a solution, by capturing Islamists within a relatively moderate organization and stopping their further radicalization (a “firewall”), or is it part of the problem, a “conveyor belt” towards extremism? This article surveys the differences between the two approaches, including their views of an Islamic state, democracy, violence, and takfir, and the significant escalation of those tensions in recent years. It concludes that the MB should be allowed to wage its battles against extremist challengers, but should not be misunderstood as a liberal organization or supported in a short-term convergence of interests.  相似文献

The article examines the subject of homegrown violent extremism related to militant Islamism in the dual-Island Caribbean state of Trinidad and Tobago (T & T). It employs original research drawn from a series of semi-structured interviews and focus groups conducted between November 2015 and January 2016. Tracing the evolution of endogenous forms of radicalism and extremism the article considers how globalized-exogenous forms of militant Islamism associated with Al Qaeda and its offshoots, such as the so-called Islamic State, have impacted local patterns of violent extremism. The case study draws attention to a state and a region that have received scant attention in terrorism studies. As demonstrated by the article, this oversight is imprudent. There are a number of noteworthy findings from this case study for terrorism studies scholars: the unique historical legacy of radicalism, extremism and insurrection among T & T's Islamists; the country's markedly high levels of extremist travelers on a per capita basis and the high rate of religious converts among those travelers; the inter-linkages between criminality and political violence; and the potential threat posed by Trinidadian and Tobagonian militancy regionally.  相似文献

This article explores how terrorists acting alone or in small groups have used sports events as symbolic targets in their performance of terrorism. Drawing on a comparative analysis of the attacks on the 1996 Atlanta Olympic Games and the 2013 Boston Marathon, it is argued that terrorist target selection of major sports events should be understood in relation to the grievances and desires of the perpetrators. The article finds that rather than being the primary target of their attacks, sports events are among a broader range of densely crowded spaces that terrorist actors may seek to target as part of their violent struggle against their adversaries. The findings are contextualized in relation to broader patterns and trends in lone wolf terrorism, including the significance of a copycat phenomenon and inspiration effect.  相似文献

ABSTRACT

In the United States, despite federal efforts to empower communities to form local governance networks to develop and implement collaborative countering violent extremism (CVE) programs, local CVE governance networks are rare. Why do CVE governance networks emerge within only some communities? I argue that three factors—interest in CVE, capacity to participate, and facilitation—determine the prospects for the emergence of a CVE governance network within a community. The article uses a matching technique to identify and compare the community stakeholder responses to CVE in two communities—Houston, TX and Columbus, OH. Survey research of stakeholders who participated in Houston and stakeholders most likely to participate in Columbus but did not highlights the importance of the three factors. By focusing on these drivers of collaborative governance, the article provides an explanation for the lack of CVE collaboration in the United States.  相似文献

Today there is a widespread recognition of the erosion of political community on the territorial basis of the nation-state. Instead, alternative framings of "being" political or of engaging in politics have argued for a more radical post-territorial space of political possibilities, of what it means to be political, and of how we envision political community. Through focusing on the two dominant articulations of post-territorial political community, liberal cosmopolitan and radical poststructuralist approaches, this article seeks to analyze the possibilities and limitations inherent in the search for political community beyond the boundaries of the nation-state. The aspiration to engage in, construct, or recognize the existence of a post-territorial political community, a community of broader humanity, has been articulated in liberal terms as cosmopolitanism, driven by global civil society, and in poststructuralist terms as "political cosmopolitanism,""cosmopolitanism-to-come" or the "solidarity of the governed," given its force by the creativity of the resistance to liberal universalism of the "multitude." This article seeks to draw out the similarities between these two contrasting approaches, ostensibly based upon either the extension of or the critique of liberal political ontologies.  相似文献

This article presents a comparative analysis of the militia movement in the United States and the two major loyalist paramilitary organizations in Northern Ireland. The comparison reveals a similar history of economic transition that highlights the need to consider occupational factors in assessing the causes of violent extremism. The article reflects further on the evidence of a number of other similarities between the two groups: the preeminence of historical narratives, the tendency toward militancy and violence, and localist, antigovernment ideologies. It is argued that these similarities can be similarly understood within the same economic framework, and suggests further research in similarly comparative contexts would reveal greater insight.  相似文献

This article considers in detail loyalist paramilitary activity in Northern Ireland since the paramilitary cease-fires of 1994. The continuing nature of contemporary loyalist violence is documented with reference to sectarian attacks against members of the “Other”/Catholic community and associated symbols of that community, violence directed at other loyalists, and the potential for future violence given constitutional uncertainty regarding Northern Ireland's position within the United Kingdom. The article also challenges assumptions within the broader literature of an inability within loyalist paramilitary groups to move beyond violence in the post-cease-fire period with particular reference to their conflict transformation efforts.  相似文献

This article reports on the development of an education intervention, the Beyond Bali Education Resource funded by the Australian Governments’ Building Community Resilience Grants of the Federal Attorney General's Department, that applies a conceptual framework grounded in moral disengagement theory. Beyond Bali is a five module program for schools that is specifically designed to build social cognitive resilience to violent extremism by engaging self-sanctions and preparing students to challenge the influence of violent extremism that can lead to moral disengagement. The theory of moral disengagement has been applied to the study of radicalization to violent extremism to explain how individuals can cognitively reconstruct the moral value of violence and carry out inhumane acts. The mechanisms of moral disengagement through which individuals justify violence, dehumanize victims, disregard the harmful consequences of violence and absolve themselves of blame have been used in the construction of violent extremist narratives. However, they have not been applied to the development of intervention strategies that aim to counter the radicalizing influences of violent extremist narratives.  相似文献

Countering violent extremism (CVE) is one of the central focuses of the government of Pakistan. This article examines the current CVE policy framework and questions the existing paradigm of CVE policies in Pakistan. The article employs R. Kim Cragin's model of “resisting violent extremism” to suggest the need for a paradigm change in Pakistan's CVE policy framework, especially after the launch of another military operation in 2017. After a decade of security-centric counterterrorism policies, such a change requires balancing security-, development-, and prevention-centric policies in order to redefine Pakistan's policy framework.  相似文献

This article examines the impact of international conflicts involving the Muslim world upon Australia's multicultural society by studying the Howard government's responses to tensions between Islam and the West since September 11. Specifically, it surveys the Howard government's participation in the ‘War on Terror’, other aspects of Australia's foreign and security policies, including the relationship with the United States, the emergence of immigration and refugee flows as national security issues, and the subsequent impact of all this on multiculturalism and in particular on Australia's Muslim community. At a broader level, the article challenges the argument that foreign policy is inconsequential for social policy, intercommunal, inter-ethnic and inter-religious relations. The internalization of the ‘War on Terror’ has reinforced a negative portrayal of Islam and Muslims in Australia by blurring the dividing line between ‘Islam’ on the one hand and ‘extremism’ and ‘terrorism’ on the other. The evidence suggests that government statements and policies, more generally had provoked apprehension amongst a wide cross-section of the Australian Muslim community. A major finding of this article is that unless care is taken, it is not inconceivable that the hitherto harmonious relationship between Muslims and other sections of Australia's community could be unnecessarily endangered.  相似文献

The relationship between far right extremism and military involvement is a complex problem and the dynamics that explain this relationship are not well understood. The present article addresses this gap by discussing the relationship between military experience, identity discrepancies, and far right terrorism. This article proposes that identity discrepancies occur when individuals experience involuntary role exits from the military or when individuals perceive that personal achievements earned while enlisted are unrecognized or unappreciated. Identity discrepancies may facilitate a change in behavior toward far right extremism and eventually terrorism. Case study examples are provided to illustrate this relationship.  相似文献

The quality of studies drawing primary data from terrorists and violent extremist respondents varies substantially, with this body of literature exhibiting a variety of repeating methodological issues. For instance, researchers often uncritically accept interviewee responses at face value, overlook key theoretical insights, downplay or neglect potentially important explanatory variables, fail to offer sufficient information about their sampling methods, and deliver findings with inferences beyond what their sample allows. Indeed, certain studies demonstrate a number of these flaws, including the United Nations Development Programme's recently published Journey to Extremism in Africa report. Within this context, the dual purposes of this article are (a) to discuss ways to overcome these specific methodological problems, and (b) to provide broader guidance for face-to-face research with such respondents.  相似文献

This article examines Estonia's economic institutions, performance and vulnerability to the global economic crisis in the context of the varieties of capitalism framework. It shows that Estonia shares many characteristics of a liberal market economy, but that there are also some features which do not fit the classical model, notably its corporate governance institutions. It also suggests that the varieties of capitalism framework can account for key features of Estonia's economic performance, including its growth trajectory and adjustment to the global financial crisis. The article also reflects on the broader significance of these findings for understanding post-communist capitalism.  相似文献

Abstract

This is a study of the appeals of political extremism to those who would appear to have no objective reasons for being attracted to it, namely, a portion of the upper‐middle‐class and upper‐class youth of modem, affluent, democratic societies.

It is felt that this appeal is based mainly on psychological factors resulting from problems created by the modern world reacting with the special temperament of youth, particularly young persons going through the modern form of adolescence in the partly artificial environment of the universities. The paper notes how conformism patterns prevailing in this special environment will spread the popularity of extremist views once they have become established among some key groups in it.

The paper also discusses the factors that have made left‐wing extremism far more popular than right‐wing extremism during the post‐World War II period, the reasons why significant student extremism came to the United States later than to Europe, and the hypothesis that student extremists may be merely voicing in a much stronger form political views learned in the home.

In 2013 Northern Ireland (NI) witnessed the most protracted period of public-disorder ever seen in the United Kingdom. After Belfast City Council voted to fly the Union flag in-line with the manner adopted in the rest of the United Kingdom, loyalist protestors blocked roads, attacked offices, and held marches through Belfast city center. During what became known as Operation Dulcet, police had to respond to the protests and violence, mindful of existing tensions in NI. This article reports on data collected from interviews conducted with officers involved in the policing of these events. The findings demonstrate that the police response was understood using narratives concerning the primacy of human rights, a focus on perceived proportionality, and ultimately, related to the potential violence linked to historic conceptions of community divisions in NI.  相似文献

Machinery of government arrangements attract a diverse and detailed literature, but surprisingly little comparative research. This article provides a graphically presented indication of functional changes in the architecture of national government in Australia, Canada and the United Kingdom between 1950 and 1997. An analysis finds interesting national differences, with sharp changes in practice in Australia and Canada, but more gradual incremental adjustment in the United Kingdom. The correlation between parties and machinery change is weak for Canada and the United Kingdom, but all countries demonstrate stronger links between elections, new prime ministers and machinery of government changes. Further, all tend to oscillate between many specialist departments and fewer, broader agencies
The explanation for such machinery change, we argue, is found in the political, policy and administrative calculations made by prime ministers in Westminster-style parliamentary systems  相似文献

A growing literature on ‘agencification’, ‘quangocratization’, and the ‘autonomization’ of the state has highlighted a coordination dilemma in contemporary public governance whereby governments rely on delegated governance but are frustrated by the lack of control that arises from such structures. In the run‐up to the 2010 General Election in the United Kingdom this coordination dilemma was prominent as the capacity of the Cabinet Office to exert control over arm's‐length bodies, either directly or indirectly, received intense criticism. This article presents the findings of the first detailed research project to examine the subsequent Coalition Government's approach to this dilemma. It argues that in relation to the governance of public bodies, the role and capacity of the Cabinet Office has been transformed. In mapping this development the article explores the implications of the centre striking back in the context of ‘post‐New Public Management’ reforms.  相似文献

Despite widespread recognition that the use of counternarratives is an important strategic component of countering violent extremism, to date, there are no comprehensive guidelines on how to develop and distribute counternarratives to effectively reduce support for terrorism. To redress this, we offer communication and psychology theory-based procedures for (1) analyzing terrorist narratives, (2) constructing counternarratives that challenge terrorist narratives, and (3) disseminating the counternarratives to overcome barriers to persuasion. Analysts and practitioners can use such guidelines in developing counternarratives to reduce support for violent extremism.  相似文献

The appraisal of background conditions is an important but often neglected element of political interpretation. Influential interpretations of American politics, such as Louis Hartz's The Liberal Tradition in America, dismiss the importance of changing political contexts. Set in terms of the debate over American exceptionalism, this article explores changes in political mood in the United States during the twentieth century. Hartz is not wrong to assert the persistence of a uniform underlying political culture in the United States, nor the lasting impact of Lockeanism in establishing boundaries to possibility—for the left and the right. But a finer-grained appraisal of the interaction between political-cultural ethos and activism is possible. As David Greenstone rightly argued, contestation still occurs within a predominantly liberal society. This article contends that the character of this contestation is determined by the nature of political periods produced by interpretations of the underlying Lockean bedrock by political actors. It makes explicit that Hartz and Greenstone were operating at different levels of analysis—Hartz established the persistence of dedication to Lockean liberal tenets in the deep structure of American politics, while Greenstone's interpretation established a meso-level of analysis, above this deep structure. The present article adds temporal periodization to this meso-level. Political actors make history upon a stage received from the past—in the United States, the Lockean bedrock—but they inflect this stage with crucial interpretations that set or stretch the limits of political expression in a new period. It discerns four varieties of liberalism—economic liberalism, social state liberalism, social movement liberalism and cold war liberalism—that have interpreted the deep structure differently since the 1920s. It also suggests that sensitivity to historical changes in political mood does not necessitate repudiation of Hartz's thesis of Lockean liberal predominance in the United States.  相似文献
