The ongoing intensive wave of terror assaults against Israel is already approaching its fourth year. The endurance of the Israeli population to this hardship can be attributed, to a certain extent, to proficient leadership. Directing a tertiary university hospital, such as Hadassah, throughout this dire period has required distinctive leadership capabilities. Problems such as staff management during crisis, security, provision of information to the public and media, coping with the clinical routine, teaching and research activities and handling the economic burden, were all aspects of hospital administration that had to be taken care of. We believe that the core issue of medical management in time of terror attacks is establishing the right balance between the specific and peacetime routine. The measures taken to deal with these difficulties can serve as a model of contingency management in the field of medicine as well as other areas.‐  相似文献

This article aims to summarize the accumulating experience of Hadassah University Hospitals in Jerusalem, Israel with ongoing terror attacks. The authors review their ongoing documented data from the first two years of the last wave of Palestinian terror attacks. Injury patterns and epidemiology of 1,916 terror victims are analyzed. The main finding is that terror is associated with significantly more severe and resource-demanding injuries than other forms of trauma. Main lessons and con­clusions from managing this terror wave are presented. The authors believe that preparedness and application of lessons learned from conventional terror will enhance the durability of society against terror associated with weapons of mass destruction.­  相似文献

Stalin's Great Terror of 1937–1938 did not stop at the Soviet borders: under Moscow's explicit instructions, it extended to Asia, particularly to the People's Republic of Mongolia and to Xinjiang or Chinese Turkestan. More people proportionately suffered from the Terror in Mongolia than in the Soviet Union. Somalia has become a front in the US Global War on Terror (GWoT) because of the potential connection between terrorism and state fragility. While originally oriented towards ‘building states while fighting terror’, Enduring Freedom in Somalia obtained quite the opposite result of deepening the existing conflict. Why and how did the GWoT result in the controversial outcome of ‘building terror while fighting enemies’? This article argues that the GWoT sponsored in Somalia an isolationist strategy that encouraged the political polarisation and military radicalisation of the insurgency. To explore this argument, the article first analyses the structure of the intervention by focusing on the interests and strategies of the interveners. Then it evaluates the conditions under which the modality of intervention (through the use of diplomatic, economic and coercive measures) violated the conditions essential to resolving conflict.  相似文献

The new wave of international terrorism gained strength in the aftermath of the 9/11 attacks, threatening not only the USA and its allies but also, as seen in the latest incidents, a significant part of the world. Continuing al-Qaida attacks signify the vulnerability and weakness of defence, security and intelligence systems in the face of the new international terror. The terror network has created an image of a postmodern virtual state. We argue that it has been shaped by a common ideology rather than in physical terms. Thus it is necessary to develop novel approaches. In this article we discuss Turkey's struggle against the new terror, underlining the fact that it is a Muslim majority state and has lively and dynamic Islamic traditions and different shades of Islamic belief. This situation makes the discussion more interesting, focusing on the position, perception, difficulties and struggle of a Muslim state with a democratic and secular mode of government vis-à-vis an allegedly Islam-inspired international terror network. There is an urgent need to develop an international terror strategy to counter terror attacks against Turkey, Britain, Egypt and others. We underscore the vital requirement of reconciling the macro-schemes and priorities of the global ‘war on terror’ with the national conditions and needs of the other countries involved in the struggle against the terror network.  相似文献

The number of ongoing terror plots increases with the duration of time from plot initiation until plot execution or interdiction (whichever comes first), yet no estimate of the probability distribution governing terror plot duration has appeared in the open literature. To remedy this gap, jihadi terror plots in the United States were identified from terrorism-related indictments that occurred between 11 September 2001 and 30 June 2011 in addition to successful attacks. From a review of indictments, affidavits, and other publicly available information, it was possible to identify lower and upper bounds for the initiation date of the plot in question as well as the ending date corresponding to either the arrest of the suspect(s) eventually convicted or an attempted/actual act of terror. These observations enable estimation of the duration distribution of jihadi terror plots in the United States accounting for the censoring and truncation effects inherent with these data (technical details appear in the Appendix). The estimated mean plot duration equals 270 days (standard error of mean 40 days), while 95 percent of all plots are estimated to fall between 33 and 750 days. These estimates suggest that on average, approximately three ongoing terror plots have been active in the United States at any point since 11 September 2001.  相似文献

The reaction of authorities to terror attacks or threats has the potential to attract both support and criticism. The current study aims to examine the international media's discourse surrounding authorities' reaction to sporting events that have suffered from terror attacks or terror threats. A comparison is made between events that are canceled and events that take place as planned despite the attack or threat. Our findings indicate no significant differences between the coverage of events that are canceled and those that continue as planned. The evidence actually exhibits greater levels of support rather than criticism of authorities in international media coverage.  相似文献

An analysis of three years of suicide bombing data in Israel reveals an increase in such attacks through March 2002 followed by a steep decline through the end of 2003. The authors propose a terror-stock model that treats the suicide bombing attack rate as a function of the number of terrorists available to plan and execute suicide bombings. The intent of Israeli tactics such as targeted killings and preemptive arrests is to reduce the capacity of terror organizations to commit attacks. When fit to the data, this model suggests that the targeted killing of terror suspects sparks estimated recruitment to the terror stock that increases rather than decreases the rate of suicide bombings. Surprisingly, only the deaths of suspected terrorists, and not Palestinian civilians, are associated with such estimated recruitment. Although Israeli actions have reduced the rate of suicide bombings over time, it is preventive arrests rather than targeted killings that seem more responsible for this outcome.  相似文献

Since the 1970s, many researchers have proposed typologies to sort the phenomenon of terror into different categories and to divide terror organizations into groups based on various characteristics of their activities. These typologies were designed to facilitate understanding of the phenomenon of terror and of terror organizations’ processes, structures and operative methods. They relied on a variety of diagnostic criteria such as: motives for using terror, targets of the attacks, terrorists’ demands, organizational structure; arenas of operation; and more. This article surveys major typologies of terror, notes the differences between them, presents a model to combine the different classifications of the typologies into a single typology, and proposes a new typology that sorts terror organizations by the variables that limit their activities. The proposed typology makes it possible to analyze terror organizations’ behavior and even to forecast their reactions to a situation in which they are attacked by the enemy state—the boomerang effect.  相似文献

North African communities in Europe have been the focus of unprecedented attention since the attacks of 9/11, largely thanks to the wave of arrests of North Africans on terrorism related charges across the continent. Yet very little is known about exactly who these North African militants are, what is motivating them and how and why they became attracted to radical interpretations of Islam. It is often assumed that these radicals are linked to Al Qaeda and share the same broad internationalist vision. A closer look suggests that these first generation immigrants continue to be preoccupied as much by national politics as any notion of a globalized form of Islam. Little attention has also been paid to the complex relationship between these militant elements and the wider North African communities residing in Europe. Although the War on Terror has made many North African immigrants feel increasingly uncomfortable, it has arguably also enabled the more politicized moderate parts of the Islamist community to increase their role and influence, with questionable consequences for these communities as a whole.  相似文献

The article addresses the challenges a society faces to when trying to balance security and liberty after a terrorist attack. A main question is to what extent attitudes toward counterterror measures changed in Norway after the massive terror attacks in July 2011. A hypothesis that people will be more in favor of such measures after a terror attack is examined using data from two surveys—one conducted in 2006 and one in August 2011, with additional results from a survey in 2012. The Norwegian response after the 2011 attacks is compared to the response to the same questions in the United States shortly after 11 September 2001. A main finding is that in Norway, in contrast to the United States, levels of support for counterterror measures declined immediately after the attacks. The authors argue that this can be explained partly by the different levels of trust in the two countries, and partly by differences in the political executive's framing of the crisis. In 2012, support of counterterror measures in Norway has risen to pre-2011 levels. This is related to the changed discourse after the publication of the report from the 22 July Commission.  相似文献

This paper argues that western security practices are as biopolitical as they are geopolitical. Explaining that biopolitical security practices revolve around "life" as species existence, the paper explores how biopoliticized security practices secure by instantiating a general economy of the contingent throughout all the processes of reproductive circulation that impinge upon species existence. For this reason, "Governing Terror" does not merely reference the massive global security effort that is now devoted to governing terror. It observes how western security practices are themselves now also governed by a widespread fear of terror. It locates that fear in the way that western biopolitics has long adopted "the contingent" as its principle of formation. Here, "the real" is understood and experienced differently, as a general economy of emergence: "life" understood as constant nonlinear adaptation and change. The paper concludes that the state of emergency, which governs western politics of security at the beginning of the twenty-first century is not that of Carl Schmitt or Giorgio Agamben. The state of emergency which governs western security politics is the emergency of emergent life itself.  相似文献

This article discusses the potential factors for the development of international terrorism in southern Africa. While the region has seemingly been spared the terror attacks that have ravaged most other parts of the continent, and the globe at large, it is not immune to these attacks. Using a survey of the Southern African Development Community (SADC) countries, particularly the Democratic Republic of the Congo, Mozambique, South Africa, Mauritius, Zimbabwe, and Tanzania, which illuminate some of the permissive factors, the article asks, largely, first, to what extent is southern Africa at risk of global terrorism? And, second, in what ways can southern African states reduce the risk of terrorism in the region? Broadly, the article contends that, like most developing countries, including those from other parts of Africa, there exist permissive, both root and trigger, factors including insecure borders, democratization challenges, poverty, urban centers and variegated forms of both sub-state and state terrorism, that could provide useful platforms for the growth of international terrorism.  相似文献

Online threats by terrorist groups are viewed as a special type of discourse that sends menacing explicit messages, expressing not only an intention to cause a direct physical harm to the threatened, but also to show a commitment to destroy public property or cause a change of system or government. This study applies critical discourse analysis with some insights from pragmatics to analyze the discourse-pragmatic contents of terror threats by two terrorist groups in Nigeria—Boko Haram and Ansaru. Explicit and implied threats are examined from seven online publications by these groups written between 2009 and 2012. This study shows that terror threats by Nigerian terrorist groups are intertextually and ideologically related to threats associated with Al Qaeda and global jihad, which also goes further to establish their strong link and influence with other terror groups around the world. The findings also show that the structure of terror threats is significantly different from the conventional formula for verbal threats.  相似文献

In the wake of the 9/11 attacks the American film industry took a while to react to the Islamist threat at home and abroad. From 2005, however, Hollywood responded to the threat to the homeland and the War on Terror “over there” in Iraq and Afghanistan in a variety of ways. This article examines the nature of that response and whether it evinces, as critics allege, that the American film industry reflects and shapes a capitalist and imperialist agenda. More particularly, by evaluating the cinematic treatment of both the Iraq war and the problem of surveillance, rendition, and homeland security, the analysis explores what this distinctive on-screen genre tells about how the U.S. cultural mainstream has dealt with the challenge global jihadism poses to American values. The analysis suggests that post-9/11 movie making, while sometimes bleak and often clichéd, is cognizant of the gray area morality inherent in fighting the “War on Terror,” and is still thus able to offer some possibilities for sophisticated reflection.  相似文献

The article provides an analysis of the regional input into NKVD order 00447, the deadliest of the 1937–1938 state terror attacks on the Soviet population. This regional input concerned the decision to establish regional troikas, the choice of the target groups, the size of the initial limits, the extension of the deadline for completing the operation, the relationship between the initial limits and the final number of victims, the relationship between the final limits and the final number of victims, the actual victims, and unauthorised terror. It is argued that the formulation and implementation of order 00447 was a dynamic process of interaction between the centre and the regions in which the regions played a significant, but subordinate, role.  相似文献

This article provides a preliminary insight to the ideological revision of the two principle Islamist militant groups in Egypt, the Al-Gamaa Al-Islamiyya and Al-Jihad Al-Islami. Several leaders of these groups have taken steps to renounce violence and promote peace co-existence with the government and society. They have also repented and apologized for the past terror attacks in Egypt that led to the killing of many innocent civilians, government officials and tourists. In addition, they have gone to great lengths to counter and argue against Al Qaeda's violent ideology and to restrict its influence on the Muslim population. The ideological revision of these two groups reflects a significant shift in the efforts of the Egyptian authorities and community to address the problem of ideological extremism and terrorism in the country.  相似文献

The term “coalition against terror” is commonly used, but is fundamentally misleading. Multiple coalitions against terror exist in different issue areasincluding military, financial, law enforcement, intelligence, and reconstruction. These coalitions are independent of each other, and yet inextricably linked, both enabling and constraining each other's actions. Actions taken by the military coalition can undermine the intelligence coalition, for example, by destroying documents and other information during attacks. Overlapping membership may also cause challenges, for countries who disagree with the approach of one coalition many restrict their cooperation with the others. A successful counterterror strategy must account for the interactions of the various coalitions, understanding how actions taken in one area may cause tradeoffs and unintended consequences in others.  相似文献

Prior to the Boko Haram insurgency, there was free flow or movement of people and goods, underscoring inter-state and trans-border mobility in the Northeast region of Nigeria and the neighbouring countries of Niger Republic, Chad and Cameroon. Insurgents’ attacks disrupted such flows, transforming inter-state and trans-border routes into highways of terror and destruction. Insurgents targeted attacks at motorists, commuters, security personnel and ordinary people. This made road travel a risky undertaking, with adverse socio-economic impacts on the region and bordering countries. This paper explores the daily risks insurgents’ attacks posed to road travel, multiple livelihoods and transport infrastructure. Boko Haram insurgency had disruptive effects, and therefore road transport infrastructure and trans-border mobility constituted one of the major targets of terrorist attacks leading to growing insecurity in Nigeria’s Northeast region.  相似文献

Modern terrorist attacks are usually characterized by intentionally extreme public displays of massive violence to get wide propagation, courtesy of the media. This article uses large-scale, world sporting events, from the 1972 Munich massacre to the 2013 Boston Marathon bombing to document and analyze how terror acts grew and acclimatized into a reality in which the symbiotic, massive linkage between two gigantic entities—sports and the media—allows terrorism to prosper.  相似文献
