Previous research on presidential debates has largely focused on direct effects of debates on viewers. By expanding the context of debate effects to post-debate citizen communication, this study moves beyond the direct and immediate impact of debate viewing and investigates indirect effects of debate viewing mediated by debate-induced citizen communication. Results from two-wave panel data collected before and after the 2004 presidential debates show that, as previous literature has suggested, debate viewing leads to partisan reinforcement and that these debate effects are in part mediated through post-debate political conversation. These findings provide a new layer of complexity to our understanding of the mechanisms underlying debate effects.  相似文献

Election campaigns are expected to inform voters about parties’ issue positions, thereby increasing voters’ ability to influence future policy and thus enhancing the practice of democratic government. We argue that campaign learning is not only contingent on voters’ characteristics and different sources of information, but also on how parties communicate their issue positions in election debates. We combine a two-wave panel survey with content analysis data of three televised election debates. In cross-classified multilevel auto-regression models we examine the influence of these debates in the 2010 Dutch parliamentary election campaign on voters’ knowledge of the positions of eight parties on three issues. The Dutch multiparty system allows us to separate voters’ ability to position parties from their accuracy in ordering these parties. We reach three main conclusions. First, this study shows that voters become more able and accurate during the campaign. However, these campaign learning effects erode after the elections. Second, whereas voters’ attention to campaigns consistently contributes to their ability to position parties, its effect on accuracy is somewhat less consistent. Third, televised election debates contribute to what voters learn. Parties that advocate their issue positions in the debates stimulate debate viewers’ ability to position these parties on these issues. In the face of the complexity of campaigns and debates in multiparty systems, campaigns are more likely to boost voters’ subjective ability to position parties than their accuracy.  相似文献

This article reflects upon the debate on quotas for women in representative institutions of government. It poses the question whether current debates about quotas for women are relevant to debates on women's empowerment. In doing so, it points to the bases upon which the arguments for and against quotas have been presented within the Indian political system, taking into account the historical debates on caste, the emergence of coalition politics, the strength of the women's movement, and the engagement of women's groups with the politics of difference. The central argument of the article is that unless the issues of class‐based and caste‐based differences are taken seriously by women's groups in India, the wider question of empowerment cannot be satisfactorily answered. The conclusion assesses whether the Indian example is of relevance to wider debates on quotas as strategies of empowerment.  相似文献

This article critically examines a poorly understood aspect of the European security landscape: early warning systems (EWSs). EWSs are socio-technical systems designed to detect, analyse, and disseminate knowledge on potential security issues in a wide variety of sectors. We first present an empirical overview of more than 80 EWS in the European Union. We then draw on debates in Critical Security Studies to help us make sense of the role of such systems, tapping into conceptual debates on the construction of security issues as either “threat” or “risk” related. Finally, we study one EWS – the Early Warning and Response System for infectious diseases – to understand how it works and how it reconciles risk – versus threat-based security logics. Contrary to assumptions of a clear distinction between risk- and threat-based logics of security, we show that EWSs may serve as a “transmission belt” for the movement of issues from risk into threats.  相似文献

This article discusses the North Atlantic Treaty Organization (NATO) debate regarding American nonstrategic nuclear weapons (NSNW) in Europe, given the broad spectrum of views on nuclear issues when comparing individual member states. What is striking is the gap between public attitudes – which are broadly hostile to keeping NSNW in Europe – and elite opinion, which privileges the maintenance of NATO commitments to preserve alliance cohesion. To better understand this tension, this article dissects the elements of extended nuclear deterrence in Europe, addressing the difficulties associated with current nuclear-sharing arrangements. For some NATO states, the alliance's nuclear weapons are a political liability, since nuclear sharing clashes with international disarmament and nonproliferation commitments. For other NATO members, maintaining the status quo is preferable, as long as there is no alliance-wide consensus on the question of NSNW. These debates have been put to rest, for now, with NATO's Deterrence and Defense Posture Review, which reaffirmed the purpose of the alliance's nuclear weapons. However, these divisive debates point to more fundamental issues in alliance management, namely the credibility of American commitments, the sustainability of extended nuclear deterrence in Europe and the inevitable political tensions these questions provoke at the domestic level for NATO allies.  相似文献

Development practice is informed by theories of change, but individuals and organisations may not make them explicit. Practitioners may be unaware of the extent to which strategic choices and debates are informed by disparate thinking about how history happens and the role of purposeful intervention for progressive social change. In the past few years, some Oxfam GB staff have been creating processes to debate their theories of change as part of an effort to improve practice. In this context, the authors introduce four sets of ideas about change, with a discussion of how they have been explored in two instances, and some of the challenges emerging from this process. Through explicitly debating theories of change, organisational decision-making processes can be better informed and strategic choices made more transparent.  相似文献

The most striking aspect of the current scholarly debate over the political effectiveness of non-state violence is that, upon careful examination, there is not much of a debate to be found. Despite seemingly irreconcilable positions claiming that terrorism and insurgency “work” or “do not work,” varying case selection and thresholds for success lie at the root of these debates, not disagreements over the empirical record. Although this previously unrecognized empirical consensus helps to resolve existing disputes, it relies on single-level strategic frameworks that fail to capture the effectiveness of violence from the perspective of those who employ it. This article presents an alternative concept of political effectiveness based on a two-level framework that accounts for the fact that insurgencies are not unitary actors, but are instead marked by armed groups that pursue strategic objectives that benefit their larger social movements (such as the overthrow of a regime or the withdrawal of enemy troops), while they simultaneously pursue organizational objectives that benefit the groups themselves (such as increasing membership or funding). Empirical analysis of eight paradigmatic campaigns common to studies of insurgency and terrorism across time and space reveals that the two-level framework better captures the political effectiveness of non-state violence than existing single-level models and primes the subfield for powerful new theories that explain greater variation in the use and effectiveness of non-state violence.  相似文献

Much work has been done to analyze the consequences of the increasing representation of women in politics. Usually, this research compares male and female politicians from a female perspective. For instance, many studies in political communication investigate how and why female candidates show campaign styles similar to or different from their male colleagues. In contrast to this, few studies are interested in how men change their behavior when women enter the political arena. Some of these studies have demonstrated that men limit their negativity when confronted with female candidates. Unfortunately, these analyses focus predominantly on (a) the United States and (b) gender differences in campaign advertising. We seek to provide empirical evidence for non-U.S. campaigns from the most important single campaign events: televised debates. To do so, we analyze data covering all German televised debates broadcast since 1997 where male politicians participated in a two-candidate single- or mixed-gender debate. Our results indicate that the gender of the political opponent affects incivility but not the use of attacks in general. In mixed-gender debates there is less incivility. However, differences in the treatment of male and female opponents tend to decline over time. We conclude that female candidates transform campaign communication—not only because they communicate differently from men, but also because they influence male politicians’ political communication.  相似文献

This article explores the implications of the April 2007 United Nations Security debate on the security dimensions of a changing climate for international climate change politics. Specifically, our analysis focuses on whether and how security concerns have been addressed in past international political debates on climate change and considers whether the Security Council debate, which emphasized the threat of climate-related conflict, reflects a discursive shift. We elaborate on two general discourses on the relationship between environment and security, which we call environmental conflict and environmental security . Using content and discourse analysis, we demonstrate that both the historical climate change debate and the more recent Security Council debate have been informed by the environmental security discourse, meaning that a discursive shift has not taken place. We conclude by considering the possibility of a future discursive shift to the environmental conflict perspective and argue that such a shift would be counterproductive to the search for an effective global response to climate change.  相似文献

This study analyzes the ways in which the issue (or issues) of religion and politics were shaped during the 1984 campaign partially by the exigencies of political rhetoric and partially by the logic of the problem itself. The form in which the issue(s) of religion and politics came into view is traced in four addresses: one each by President Reagan, Walter Mondale, Senator Edward Kennedy, and Governor Mario Cuomo. One premise of this study is that such political speeches are in some sense and to some extent rational discourse aimed at persuading the unpersuaded that the speakers’ moral, political, and constitutional perceptions are cognitively superior to opposing perceptions. The author finds two substantive issues in the argument: the “toleration/church and state” issue and the “relation of Catholic moral principles and public policy” issue. The manner in which the speakers defend their position on these issues is explicated so as to reveal the strengths and weaknesses in each speaker's formulation. The limits of the accuracy of each side's rhetoric are identified in such a way that it becomes evident they are debating importantly different interpretations of principles on which they nominally agree. It is argued that the core of the debate concerned whether religious citizens have a right to try to change the drift towards an exclusion of religious traditions and practices and of religiously based moral values from a place in our public policy or whether such exclusion is required constitutionally and hence attempts to change its attack or undermine the Constitution.  相似文献

This article examines the way in which the news media frame public policy issues and the extent to which other political players (e.g., interest groups, politicians) influence this issue framing process. Our analysis focuses on the issue of gun control, comparing the rhetoric generated by interest groups and public officials on the Brady Bill and Assault Weapons Ban with actual network news coverage of this legislation from 1988 to 1996. Results indicate that both sets of political players employed several interpretative issue frames and worked hard to put their preferred themes on the agenda. However, at times, the media intervened in the framing process, especially as the debate matured. Specifically, the news media (a) structured the overall tone of the gun control debate, (b) adopted a distribution of framing perspectives different from that of politicians and interest groups, and (c) packaged policy discourse more often than not in terms of the "culture of violence" theme. These findings point toward previously ignored media effects and attest to the potential role the media play in shaping public policy debates.  相似文献

Development co-operation has traditionally been the playing field of governments, multilateral institutions, and established development NGOs. In the past decade, however, other actors in Northern countries (such as businesses, migrants' organisations, professional groups, and schools) have shown active interest in development-related activities. Although they do not belong to the epistemic community of development specialists and are often overlooked in the discourse and literature on development co-operation, their number and importance are growing. These novel approaches to development co-operation give rise to some important reflections about their methodologies, potential impact, and fundraising. Based on the authors' experiences and research in Belgium, the article raises some issues about what they term the fourth pillar of development co-operation, with the aim of stimulating the academic and policy-oriented debate.  相似文献

This article examines the realism debate (riarizumu ronsō) that took place between 1946 and 1950 as a forum in which ideas on artistic form, the role of the artist in society, and the social relevance of art come into focus in a way that allows us to see how questions such as Japan's modernity, the recent experience of fascism, and the challenges of rebuilding culture during the early cold war were taken up by leading cultural figures in the field of the visual arts. Occurring alongside discussions of how the art world could be reformed to avoid the failures of fascism, the debate served as an occasion to re-examine the history of modern art in Europe and Japan and to consider the question of artistic representation in a way that opened the most fundamental question of art's relationship to the world and promised to begin the process of envisioning it anew. The debate involved three camps which I label social realism (represented by Hayashi Fumio and Nagai Kiyoshi), modernist realism (Hijikata Tei’ichi), and avant-garde realism (Uemura Takachiyo, Okamoto Tarō, and Hanada Kiyoteru). While assessing their points of agreement and disagreement, I argue that the debate set the stage for debates in the 1950s and beyond.  相似文献

Presidential debates allow candidates to send a message directly to voters. We use an experimental design complemented with a content analysis of all presidential debates in 1992, 2004, and 2008 to explore how candidates should and do use agenda setting, framing, and message tone to shape the agenda in debates. We find that candidates are differentially attentive to various topics, depending on the comparative advantage provided by the topic. Yet, this agenda control occurs only at the margins because topic salience in public opinion predicts candidate attention and conditions voters' receptiveness to debate rhetoric. Our findings thus suggest that topic salience constrains candidates' abilities to focus the agenda strategically.

Appealing to values is an effective form of argumentation. In our analysis of the Bush-Gore debate, we found that values are fundamental in framing issues; their effectiveness is contingent on the issue context and the predisposition of the audience.­ Thus, merely constructing an appeal to values does not guarantee persuasiveness, as the appeal must be concrete in nature when attempting to move an audience to action. Such an appeal goes beyond creating a link between the value appeal and the issue, as the value appeal and the issue position must resonate with a defined audience. Our results indicate that most undecided voters who made up their minds as a result of the debate chose Gore, while a few chose Bush and some remained undecided. Those who chose Gore were clearly more egalitarian in their orientation than undecided voters who chose Bush or could not decide. Bush's use of individualism did not seem to persuade undecided voters, nor did it seem to have a detrimental impact on support for Gore. For the most part, Bush's support remained constant before and after the debate, at least among this particular audience.  相似文献

As within the United States debates have arisen over how much unilateral power the President has to deploy force, so too debates are being raised across Europe. Depending on each country's history, system of government, and economic status, various historic positions are shifting. Public, as well as elite, voices are shaping the debate. Another point of tension is NATO's changing role as countries develop autonomous war caveats. Extended analysis of how Great Britain and Germany are grappling with these concerns has great import for U.S. policy. Learning to skillfully persuade its European allies will gain the United States better cooperation from those who do not share the U.S. war powers model.  相似文献

Abstract

This critical analysis of the 1988 Bush‐Dukakis presidential campaign is based on the premise that political debates can provide a framework for examining the arguments and issues within a political campaign that help shape potential voters’ perceptions about each candidate's character and fitness for office. The arguments presented within the debates are examined to determine the dominant themes each candidate developed as a way of describing himself and his opponent. Analysis of news reports of subsequent campaign speeches and polling information suggests which themes were accepted by the majority of voters.  相似文献

A half-decade after the first systematic applications of prospect theory to international relations, scholars continue to debate its potential utility as a theoretical framework. Key questions include the validity of the experimental findings themselves, their relevance for real-world international behavior that involves high-stakes decisions by collective actors in interactive settings, and the conceptual status of prospect theory with respect to rational choice. In this essay I assess theoretical and methodological debates over these issues. I review work in social psychology and experimental economics and conclude that challenges to the external validity of prospect theory-based hypotheses for international behavior are much more serious than challenges to their internal validity. I emphasize the similarities between prospect theory and expected-utility theory, argue that hypotheses regarding loss aversion and the reflection effect are easily subsumed within the latter, and that evidence of framing effects and nonlinear responses to probabilities are more problematic for the theory. I conclude that priorities for future research include the construction of hypotheses on the framing of foreign policy decisions and research designs for testing them; the incorporation of framing, loss aversion, and the reflection effect into theories of collective and interactive decision making; and experimental research that is sensitive to the political and strategic context of foreign policy decision making.  相似文献

On what grounds do democratic states wage war? Public opinion is often considered as being of crucial importance in the decision to go to war. This article analyses two debates over war in France. It finds that democracies debate war within a limited range of arguments from which classical reasons for war such as the geostrategic one are absent. However, within the limited range of arguments, public support for decisions to go to war seems to depend significantly on the convergence of all public opinion actors over the interpretation of the crisis situation. The high politics nature of crisis situations gives the political leadership strong leverage in the shaping of thick discourses. The control function of public opinion is then diminished and a de facto prerogative of the government established even though justifications remain restricted to a limited number of arguments. Thick discourses of justification seem to be framed predominantly by arguments of just war.  相似文献

In reviewing the history of portions of international studies I reflect on how we might best advance knowledge. I dwell on two issues: questions of method and the urgency of refocusing our efforts on leaders and domestic affairs as the centerpiece for understanding the world of international relations. I argue that scientific progress is best made by combining three methodological approaches in our research: formal, mathematical logic to ensure internal consistency in arguments about complex and contingent relations among variables; case studies and archival research to evaluate verisimilitude between theory and action; and statistical analysis to establish the generality of the hypothesized relations among variables. Often such methodologically diverse and progressive research will best be accomplished by encouraging collaboration rather than by perpetuating the current norm of penalizing co-authorship especially among junior scholars. I offer concrete examples of advances in knowledge achieved through the employment of mathematical reasoning and statistical analysis as many have cast doubts about the substantive contributions of these particular approaches. My perspective is, of course, personal and may not be shared by many others. I set out my thoughts, therefore, with the hope that they will stimulate constructive debate and dialogue and that they will serve to integrate diverse approaches to international affairs.  相似文献
