Hizbullah, which has been designated a terrorist entity in several international jurisdictions, depends upon a substantial mobilization of financial resources to support its complex, multi-faceted organizational apparatus, its domestic activities in Lebanon, and its far-reaching transnational operations. This study surveys Hizbullah's resourcing requirements, and examines the role of military assistance from Iran and Syria along with Hizbullah's own reliance on front organizations, clandestine networks, business enterprises, propaganda media, and local exactions to generate funding for operational activities. Particular attention is directed at the diversion of charitable contributions, the exploitation of non-governmental organizations (NGOs), involvement in criminal activities and contraband trade, and the money laundering mechanisms utilized to transfer funds to where they are required. It also reviews efforts by international authorities to staunch the flow of financial resources to terror groups, activities and operations, including their effect on Hizbullah terrorism finance.  相似文献

Abstract

This study introduces the concept of geocultural immobility. A minority's geocultural immobility is identified as an imposed low geographic mobility within a nation with low cultural pluralism. It establishes the Lebanese Shi'a geocultural immobility, to which it attributes their religious resurgence. This Lebanese Shi'a religious resurgence is proven in this research to produce the zealots needed by religious terrorist organizations. This study also introduces and defines religious terrorism as violent acts performed by elements of religious organizations or sects, growing out of a commitment to communicate a divine message. It makes distinctions among religious terrorism, secular terrorism, and fighters for religious freedom, which are based on the actors' motives, affinities, and consciousness of the maliciousness of their acts. The primary and secondary data and the quasiexperiment in this research support its special hypotheses. They indicate a statistical correlation between eight Lebanese Shi ‘a cultural and religious attributes.  相似文献

This research is geared toward theory building by alleviating some of the lacunae in three areas of study. First, it redefines what terrorism is by refocusing the definition away from politics and the mens rea of terror to its criminal actus reus. In this endeavor, it proposes a unifying definition that is viable for global assessment and under standing, while being conducive to international military and law enforcement cooperation. The definition is proposed to accommodate the international laws of reciprocity, community, and political framework, without compromising terrorism's criminal liabilities. Second, it defines what a religious terrorist is by using a convergence of psychometric measures from 356 suicide-bombers, taped self-immolations of 15 terrorists and 918 zealots, and triangulated anthologies. Among the outcomes of this mixed-method design is an empowering 32-trait profile of a religious terrorist that is ethno-religious specific and user friendly. Third, it introduces the concept of International Islamization Terrorism (IIT) and calls on future research to assess the propensity of IIT to global calamity, and the viability of a universal religious terrorist profile.  相似文献

This article analyzes a novel comprehensive database of attacks by Palestinian women between 1965 and 1995. During this period, women's participation in terrorism evolved and their participation can be divided into two distinct eras, before and after 1986. The article argues that the entrance of religious terrorist organizations into politics and the First Intifada changed Palestinian terrorism. While more attacks by women occurred after 1986, they were mostly low intensity attacks, aimed at military targets, with low success rates. Despite women's participation, the patriarchal structure of society is also reflected in Palestinian terrorist organizations. However, as women's roles in society expanded, so too did their roles within terrorist organizations.  相似文献

The labelling career of the Lebanese armed group and political party Hizbullah is an interesting case with which to investigate the epistemological consequences of the politics of naming. Having found itself since its inception in the mid-1980s on the receiving end of mainly US and Israeli policy makers' and analysts' scorn for being an archetypical terrorist organisation, Hizbullah has been surprisingly successful in achieving its stated aims and in enduring the verbal and military onslaught against it. Although it is not the intention here to reduce explanations for Hizbullah's durability to discursive politics, this article suggests that both the labelling of Hizbullah as terrorist and, conversely, its identification as a ‘lebanonised’ political force that is about to make its conversion into an unarmed political party are misleading and incapable of grasping this organisation's complexities. In fact, both ‘terrorist’ and ‘lebanonised’ labels produce a quality of knowledge inferior to that produced by Hizbullah's own conceptualisation of its enemies. But most importantly, the debate on Hizbullah's alleged terrorist nature has obscured several of its traits that many should register before passing judgement on it. Our analysis shows that the variety of institutions Hizbullah has been carefully elaborating and readapting over the past two decades in Lebanon operate today as a holistic and integrated network which produce sets of values and meanings embedded in an interrelated religious and political framework—that of the wilayat al-faqih. These meanings are disseminated on a daily basis among Shi'a constituencies through the party's institutionalised networks and serve to mobilise them into ‘the society of the Resistance’ (mujtamaa’ al-muqawama), which is the foundation of the hala al-islamiyya (Islamic sphere) in Lebanon. Accordingly, any prospect of Hizbullah's transformation away from armed ‘resistance’ should be firmly placed in an analysis of its hegemony among the Shi'a of Lebanon and of the tools it uses to acquire and sustain this status.  相似文献

Scholars have long recognized that terrorist groups have engaged in transnational organized crime activities. But the question that comes up is, “When does a criminal enterprise become a terrorist group or vice versa?” Terrorist groups have used physical violence, participated in weapons and drug trafficking networks, immigrant smuggling, and money laundering. In the last few decades, terrorism has become a global threat and challenge, which many countries have had to face and fight. Conflicts involving terror organizations are, to a large extent, battles of ideas, and are not focused only on physical violence or military confrontation. This reality creates a need to better understand the tools through which terror organizations promote their messages, and to distinguish between different types of terror organizations. The current study examines different types of terror organizations' messages targeting foreign audiences. The analysis focuses on the organizations' usage of public diplomacy in promoting their messages and distinguishes between the different types of organizations (limited- versus total-conflict). Messages promoted by four terror organizations—Hamas and Hezbollah (limited-conflict organizations) and Al Qaeda and the Islamic State (total-conflict organizations)—are analyzed. The findings reveal that while limited-conflict organizations communicate with the international community, and use public diplomacy to try to change the international environment in which they operate, total-conflict organizations do not use public diplomacy; they talk about the international community rather than communicating with it.  相似文献

One of the distinguishing features of international terrorism the past fifteen years has been the resurgence and proliferation of terrorist groups motivated by a religious imperative. Such groups are far more lethal than their secular counterparts, regarding violence as a divine duty or sacramental act conveyed by sacred text and imparted by clerical authority. Moreover, religious terrorism is not restricted to Islamic terrorist groups exclusively in the Middle East. The same characteristics—the legitimization of violence based on religious precepts, the sense of profound alienation and isolation, and the attendant preoccupation with the elimination of a broadly defined category of “enemies”—are also apparent among American Christian white supremacists, among some radical Jewish messianic terrorist movements in Israel, and among radical Sikh movements in India. Finally, as many of these groups embrace strong millennialist or apocalyptic beliefs, we may be on the cusp of a new and potentially more dangerous era of terrorism as the year 2000—the literal millennium—approaches.  相似文献

The misuse of passports is intrinsically connected with international terrorism. Terrorist groups and their operatives demonstrate a propensity to travel in order to meet, organize, train, plan, reconnoiter targets, and deploy for attacks. To travel surreptitiously, terrorist activists and operatives typically make use of improperly obtained, altered, or counterfeit passports and visas. The present study addresses three key issues relating to the terrorist misuse of passports: (a) the role of passport misuse in the operational activities of international terrorist networks; (b) the ways in which terrorist elements acquire seemingly genuine passports; and (c) the various international covenants, agreements, and related action plans intended to constrain terrorists’ ability to move surreptitiously across borders. The analysis describes a terrorism cycle, a complex array of key activities that together serve as enablers for international terrorism. The role of passports and surreptitious travel is examined for each stage of this terrorism cycle.  相似文献

Abstract

This article attempts to summarize the efforts that have been made during the 1970s in the search for an appropriate definition of international terrorism, its causes, and the measures to combat it. It evaluates these efforts in the context of the simultaneous interests in human rights. It advances some propositions as to how international terrorism could be seen from the perspectives of both social‐psychological theories of violence and Western legal practices. In conclusion, the relationship between the individual and the state is evaluated in the context of the present world order and its operative political and legal principles. Although this approach may not solve the problem of international terrorism by advancing any neat scheme of control which can be readily applied by anxious governmental law enforcement agencies, nor succeed in articulating a strategy for the respect of human rights by governments and individuals, it will hopefully generate some ideas about how justice can be rediscovered while searching for viable solutions for both international terrorism and human rights.  相似文献

Abstract

Concentrating on terrorism in West Germany, Italy, and the Basque provinces of Spain, the author presents a detailed picture of the motivations, the strategies, and the ‘'achievements” of a number of the best known groups which for alleged political purposes take the law into their own hands. The Red Armee Faction, perhaps the best known West German terrorist group, and the 2nd of June Movement as well as such organizations as the Revolutionary Cells and the Guerilla Diffusa are described and their aims and activities are scrutinized. German right‐wing terrorism is also shown to wield great power, its contacts with terrorists in Lebanon and Algeria rivaling those of leftist organizations. Italian terrorism is also fully covered in this paper, with the activities of the Red Brigades, the best‐known of the leftist organizations, and its international connections, as well as other groups and the individuals involved being dealt with in some detail. The events in Spain, past and present, due especially to Basque terrorism, are considered, and the Soviet influence, represented by terrorist organizations in Europe, the Middle East, Africa, and Cuba, is discussed as is also the outlook for the future.  相似文献

This article examines the strategic utility of suicide terrorism. Suicide terrorism, we suggest, can be thought of as a form of strategic "signaling." We define terrorism as a signaling game in which terrorist attacks are used to communicate a group's character and objectives to a set of target audiences. This is followed by an examination of the utility of suicide attacks as a signaling tactic. The relative effectiveness of suicide operations is evaluated in relation to other tactical options that are traditionally available to terrorist organizations. We go on to examine the institutional and social context of suicide terrorism, concluding with an examination of the evolutionary use of suicide attacks by Palestinian terrorist organizations and the Liberation Tigers of Tamil Eelam.‐  相似文献

Although Jemaah Islamiyah (JI) is a pan-Southeast Asia jihadi network, it has been able to headquarter itself in Indonesia, where it has also been able to find the lion's share of its recruits. This article finds that there is little support for hardline Islamic political movements, or even violent jihadi groups, from the wider population. Yet at the same time the public is skeptical about the existence of an international terrorist problem. Not only is there general denial amongst the Indonesian population but Indonesia's political leaders have had to tread carefully on the issue. Indonesia has had a degree of success in denting the JI network but confronting terrorism on the whole is fraught with political difficultiesnotably the impression that the war on terrorism might be a plot to weaken the Islamic world.  相似文献

To be ethical, the member of a modern organization must know what. the work requires of him (or her), what the organization requires of him, and what others require of him. But modern organizations put doing one's job before doing one's work and before one's duty to one's fellow man. Because they do so structurally, the individual usually cannot know what the effect of doing one's duty is on doing a good piece of work or on other human beings. This article attempts to make a beginning to show how far removed the structure of knowledge in modern organization is from constituting the basis for ethical behavior. The paramount goals for governing powers and concerned organizations are how to effectively protect national borders and citizens. The strategic and economic importance of the Straits of Malacca makes it one of the world's major sea routes most vulnerable to a terrorist attack. The piracy problem that continues to frustrate maritime authorities in the Straits bears proof to this and, given the heightened security concerns post–9/11, has alarmed the waterway's major users. Although international pressure has forced the littoral states—Singapore, Malaysia, and Indonesia—to up their efforts on improving Straits security, national interests and a reluctance to address the problem as a potential terror threat continues to hinder cooperation. The present article outlines the role of personal, social, and cultural identity in religiously and ethnically motivated terrorism. It is proposed that terrorism represents the confluence of a cultural identity strongly based in collectivism and in fundamentalist adherence to religious or cultural principles, a social identity based in sharp contrasts between one's own group and groups perceived as threats, and a foreclosed and authoritarian sense of personal identity or, less often, a diffused and aimless personal identity. Examples from religious-extremist and ethnic conflicts in which terrorism has been employed are used to illustrate the tenets advanced here. Recommendations for addressing and preventing the threat of terrorism are discussed.  相似文献

Academic interest in the administrative aspects of international organizations is on the rise. Yet, an issue that has received little attention is bureaucratic representation—the extent to which international bureaucracies are representative of the polity that they serve. The article theorizes the rationales for and forms of representative bureaucracy in international organizations by combining insights from the representative bureaucracy literature with the ‘public service bargains’ framework. It argues that bureaucratic representation is highly relevant in international organizations, given the diverse polity these organizations serve and their precarious legitimacy. It distinguishes three types of representational ‘bargains’ between international organizations and those they serve, centred on power, equal opportunities and diversity, and discusses under which conditions each type of bargain is likely to be struck. The argument contributes to discussions about representative bureaucracy in international organizations and to broader theoretical debates about international public administration.  相似文献

Religious terrorists have been the subject of much scholarly scrutiny. While such analyses have endeavored to elucidate the ideological logic and implications of religious terrorism, the transnational character of jihadists necessitates new ways of understanding this phenomenon. My article attempts to explain how jihadists can be defined as liminal beings who seek to re-enchant the world via their symbolic and performative features. Jihadists' strategically position themselves as ambiguous not only as a distinguishing device, but also to enhance their belief of a cosmic war on earth. Jihadists' use of symbolic imagery on the internet works within the ambit of a magical kind of panoptic power which seeks to both impress and terrify viewers.  相似文献
