This article examines in depth the foundation of the EU’s one explicit example of public diplomacy, the European Union Visitors Programme. The narrative covers the historical background to the EUVP, the main individuals involved, and its significance for the development of the EU as an international actor. Public diplomacy relies on personal contacts, and the intention here is to demonstrate the importance of this petit histoire. The contribution of the EUVP towards establishing a transatlantic “community of values,” as demonstrated by the support it received from the U.S. diplomatic representation in Brussels, is an important extra dimension. The article concludes that the EUVP, while offering a potential model for the EU to project its “soft power” and world-view internationally, remains limited in scope and unable to fulfill its potential.  相似文献

Centred on the first post-independence state visit of Ivorian President Félix Houphouët-Boigny to the United States in May 1962, this article critically engages the recent scholarly attention that has focused on modernisation theory and international media scholarship as they apply to African diplomacy. Contrary to the pervasive post-war modernisation paradigm, it is argued that postcolonial African governments had appropriated a form of managing foreign public affairs that satisfied the logic of media performance of modern nations. If anything, the interwar and post-war nationalist upheavals in Africa provided a training ground for the likes of Houphouët-Boigny who readily appropriated Euro–American forms of political performance to advance their agenda in the public (transnational) sphere. Whereas Houphouët-Boigny and his envoys clearly displayed dexterity all along their American visit, the article demonstrates that mass communication outlets played an equally critical role in the performance of this singular moment in transnational statecraft. Analyzing the coverage of the media with historical hindsight, it appears that the Ivorian press particularly stood out because of its celebration of the African head of state and his visit. Bringing nuance to this seeming confirmation of the radical difference of African media practices and their complicity with the state, the article claims that journalists in all three countries subscribed to a “modernist” metaphysics that nurtured and was informed by the culturally chauvinistic logic of the nation-state. Thus, it concludes that the normative comparativism that has usually sustained the historiography of international media studies is more than problematic.  相似文献

The article has two main theses: first, that from 1958 to 1967—Charles de Gaulle's presidency—there was a typical patron-client relationship between France and Israel that lasted until the Six Day War. It challenges the frequent claim in the literature that relations between Israel and France did not essentially change after de Gaulle's rise to power. Second, it argues that the basis on which this relationship was founded was rocky from the start since as a client, Israel was not ready to accede to French demands that it restrain its security policy to conform to key French interests.  相似文献

During Hu Jintao’s period of leadership, careful public diplomacy language was deployed by the People’s Republic of China from 2000–2012 to describe the international system and China’s role within it. The terms looked at in this analysis are those introduced in the 2000s to recalibrate the ‘multi-polarity’ [shijie duojihua] emphasis of the 1990s. These terms have been deployed within a general ‘reassurance diplomacy’ that emphasised concepts like ‘responsible Great Power’ [fuzeren da guo], ‘multi-lateralism’ [duobian zhuyi], ‘good neighbourhood policy’ [mulin zhengce], ‘democratisation of international relations’ [guoji guanxi mingzhuhua], ‘peaceful rise’ [heping jueqi], ‘peaceful development’ [heping fazhan] and ‘harmonious world’ [hexie shijie]. Ambiguities, implications, impact, and tensions surrounding these terms are considered, and China’s deliberate adjustments pinpointed. China’s soft power intentions emerge from its instrumentalist use of diplomatic rhetoric, though a credibility gap also emerged between actions and words by 2012.  相似文献

This analysis considers the phenomenon of citizen diplomacy in European Union [EU]–China relations. It begins by engaging with the global discourse about “new” diplomacy and outlines how society-centric citizen diplomacy differs from state-centric public diplomacy. After revealing that European policy-makers are only reluctantly acknowledging the role of laymen in foreign policy-making vis-à-vis China, it shows that whilst citizen diplomacy may be a new concept in EU–China relations, it is actually not a new practice. The empirical part of the exegesis traces the experiential learning amongst 12 European citizen diplomats who have engaged China in the activity fields of disability; psychoanalysis; non-governmental organisation twinning; human rights; climate change mitigation; welfare of orphans, abandoned disabled children and young people; youth dialogue; public participation; animal welfare; and inclusive performing arts. The final part makes use of the newly developed hexagon of intercultural communication and collaboration competence to reveal how the European citizen diplomats have managed to navigate the sometimes-treacherous political-administrative landscape in mainland China. European citizen diplomats have made manifold and often surprising contributions to China’s multifaceted development.  相似文献

Germany’s post-war return to international sport was not uniform across all federations. The nature of each sport—summer versus winter, team versus individual—influenced the speed with which each international sport federation dealt with the issue of Germany’s return. Some federations allowed German participation even before they formally re-admitted the country to federation membership. However, sporting relations were not the only issue considered by international federations. The historical political relations between Germany and its smaller European neighbours were as important. The combination of the historical relationship amongst European states—especially memories of the Second World War—and internal sport federation dynamics affected state relations within the broader international system. The actions taken by the international sport federations provided examples—in areas that would not result in another world war or destroy Western alliances—of how Germany could return as a full member of the international community. The debates regarding Germany’s return across a number of international sport federations reveal the complex interaction among memory, politics, and practical matters.  相似文献

This paper is a critical historical analysis of the trajectory of geo-political and economic relations between India and Singapore. This paper argues that India’s perception of its interests and its geopolitical orientation towards the Cold War prevented India’s security and economic integration with Southeast Asia. Apart from geopolitics, the economic orientation of India was also a critical factor that influenced the trajectory of India – Singapore economic engagement. However, there was a dramatic change after the Cold War ended. The structural change from bi-polarity towards a unipolar moment transformed both geopolitics and economic engagement. Moreover, India’s own economic orientation had also changed by the end of the Cold War. In sum, this paper attempts to elucidate upon how ideas construct economic and political interests and how geopolitical interests, once constructed, drive economic relations.  相似文献

January 1, 1999 marks the 20th anniversary of the establishment of diplomaticties between China and the United Slates. Why do multi-ethnic states treat various ethnic groups differently? How do ethnic groups respond to these state policies? We argue that interstate relations and ethnic group perceptions about the relative strength of competing states are important—but neglected—factors in accounting for the variation in state-ethnic group relations. In particular, whether an ethnic group is perceived as having an external patron matters a great deal for the host state's treatment of the group. If the external patron of the ethnic group is an enemy of the host state, then repression is likely. If it is an ally, then accommodation ensues. Given the existence of an external patron, an ethnic group's response to a host state's policies depends on the perceptions about the relative strength of the external patron vis-à-vis the host state and whether the support is originating from an enemy or an ally of the host state. We present five configurations and illustrate our theoretical framework on the eighteen largest ethnic groups in China from 1949 to 1965, tracing the Chinese government's policies toward these groups, and examine how each group responded to these various nation-building policies.  相似文献

Conventionally, it was Palmerston's political nemesis, Lord Aberdeen (foreign secretary 1841–46), who brokered an entente cordiale with François Guizot and France in the early 1840s, which the belligerent and unequivocally “English” Palmerston then systematically destroyed when he returned to office in 1846. However, not only is this a distortion of the relationship between Britain and France prior to 1846, it also fails to appreciate the nuances of Palmerston's approach to Anglo–French politics. Naval scares and rhetorical constructions of English and British identities certainly drew Palmerston to adopt aggressive positions towards France on occasion, but against this must be set his close personal ties with leading French statesmen, not least Napoleon III himself, and his desire to maintain peaceful harmonious relations with France in order to free Britain's diplomatic hand elsewhere in the world. Although superficially swinging between extremes of amity and enmity, therefore, Anglo–French relations under Palmerston's guidance were in fact far more cordial and close than has sometimes been allowed.  相似文献

In order to study presidential leadership and responsiveness, this research focuses on the role of the news media and examines the multidirectional relationships between the president, the news media, and the public. One of the purposes of this study is to examine competing theoretical expectations about the causal direction between the three actors by focusing on their issue stances. The potentially reciprocal influences between the three actors are estimated by using vector autoregression and moving average representation simulations. According to the statistical results, the news media significantly interact with the public and the president. In contrast, the direct relationship between the president and the public is weak or insignificant.  相似文献
