Abstract

In an age characterized by “strong-man” or “leader-centered” leadership styles, Joseph Smith, the Mormon Prophet, set himself apart by leadership behaviors that centered in the conviction that the world of human interaction is governed by interpersonal and moral laws in just the same sense that the physical world is governed by the laws of nature. If one could identify these correct or “fixed principles,” and live in harmony with them, one would thereby gain leadership power and influence. From this belief grew his leadership dictum, “I teach them correct principles, and they govern themselves.” Specifically, we note Smith's emphasis on integrity as a foundation for leadership interaction, both in truth-telling and in living in harmony with the correct principles one knows. In addition, Smith underscored the importance of unleashing the creative talent of followers by trusting them with sizeable responsibilities (empowerment, in today's terms), in demonstrating love for followers, and in having the courage to think and act independently of mainstream thought and practice. His chief concerns in selecting a leadership team included his focus on character, building an organizational structure which would institutionalize over time the principles he taught, and then motivating followers in pursuit of challenging goals.  相似文献

Abstract

The methods and goals of the Provisional IRA make it difficult to categorize it simply as a “terrorist” group. Its longevity and its affinity to Irish political culture suggest that it will not be defeated by force but by being rendered irrelevant. This is likely to come about as a result of the state demonstrating its own legitimacy among those sections of the Catholic community which have been understandably reluctant to give the state their full allegiance in the past. Survey evidence supports the contention that the Provisional IRA's goals and grievances are shared by many who would spurn their tactics.  相似文献

ABSTRACT

UNHCR's current #IBelong campaign presents stateless people as uniquely excluded, emphasizing the need for legal solutions to their situation. Such approaches to statelessness sidestep both the complexities of lived experience and the wider politics of state recognition. In response, this article utilizes ethnographic data from Sabah, Malaysia, and theorizations of the gray areas between citizenship and statelessness to argue for the fundamental connection between statelessness and irregularity. Such a connection is central to understanding both the everyday lives of potentially stateless people and Sabah's public discourse on statelessness as a mirage obscuring the problems of “illegals” and “street children.”  相似文献

Abstract

So long as the declared objective of the Provisional IRA's violent campaign was the abolition of the Protestant‐dominated Northern Ireland Government, many Northern Catholics gave political or moral support. Propaganda mobilized this audience and was also directed outwards, mainly towards America and Britain, utilizing ancient myths, current allegations or revolutionary fervor according to the taste of each audience. But once Stormont had fallen, the Provi‐sionals were unable to convince their supporters that the IRA had been wise to reject negotiations offered by the UK Government and instead to adhere to a strategy of uniting Ireland by force. Violence became an end in itself, appealing only to minority audiences held under propaganda's spell, and diminishing rather than enhancing the prospects of a united Ireland.  相似文献

This article claims that the ongoing debate about the structure and dynamics of Al Qaeda has failed to appreciate the importance of an organizational layer that is situated between the top leadership and the grass-roots. Rather than being “leaderless,” it is the group's middle management that holds Al Qaeda together. In Clausewitzian terms, Al Qaeda's middle managers represent a center of gravity—a “hub of … power and movement”—that facilitates the grass-roots’ integration into the organization and provides the top leadership with the global reach it needs in order to carry out its terrorist campaign, especially in Europe and North America. They are, in other words, the connective tissue that makes Al Qaeda work. The article substantiates this hypothesis by providing a number of case studies of Al Qaeda middle managers, which illustrate the critical role they have played in integrating the grass-roots with the top leadership. The policy implications are both obvious and important. If neither the top leadership nor the grass-roots alone can provide Al Qaeda with strategic momentum, it will be essential to identify and neutralize the middle managers, and—in doing so—“cause the network to collapse on itself.”  相似文献

Abstract

This article examines the anti-French campaign triggered by the Laoxikai incident — a dispute in 1916–17 over lands bordering the French concession in Tianjin. The incident was a focal point for competing narratives of the nation, each drawing on traditions and inspirations that implied divergent futures for China. Constitutional monarchism, true monarchism, republicanism, and Christianity all played into the power struggles of the 1910s. This article also addresses the role of violent coercion in the incident, in which nationalism began to legitimate “punishment” of Chinese who continued working with the French. The nationalists felt shame on behalf of their nation, and through public humiliation they forced Chinese who appeared indifferent to the nation to share in the national shame. This development accelerated a trend of nationalistic violence and the discourse of “national humiliation”.  相似文献

Olshfski uses critical incident methodology to describe the leadership environment of state cabinet officials. The rich data set offers insight into how state executives (1) learn about their jobs, (2) exercise discretion to determine their policy agenda, and (3) operate in the political environment of state administration. She concludes by pointing out discrepancies in our understanding of leadership and offers suggestions for leadership, research, and teaching.

Somerset Maugham is said to have begun all his lectures by saying there are only three things that one must know in order to be a good writer: the only problem being that no one knows what those three things are. The same might be said of leadership research. For example, Stogdill's survey of leadership research contains over 3,000 references and Bass's revision documents over 5,000 references.(1) The preface to Stogdill's survey assesses the status of leadership research: “four decades of research on leadership have produced a bewildering mass of findings…. The endless accumulation of empirical data has not produced an integrated understanding of leadership. “(2) A more pithy evaluation is offered by Bennis and Nanus, “never have so many labored so long to say so little.”(3) Yet, most people still vigorously believe in the importance of the leader and leadership research.(4)

Recognizing the confusion in the field of leadership research, this study attempts to describe the context within which public executives operate. It is assumed that the executive's operating environment determines the extent to which leadership is possible. Critical incident methodology is used to illustrate how public sector executives conceptualize their environment and how they operate based on that conceptualization. This research is driven by two questions: What is the leadership environment of the state cabinet executive? Secondly, how does the leadership literature facilitate the understanding and interpretation of executive leadership in the public sector?  相似文献

About three years ago a Special Issue of the International Journal of Public Administration focused on the topic “Government Set-Asides, Minority Business Development, and Publi Contracting.”(l) Much of the discussion in the issue addressed race conscious government set-aside programs in the aftermath of the U.S. Supreme Court decision in City of Richmond v. J. A. Croson Co. (2) The decision declared unconstitutional a local government minority business set-aside provision designed to help minority business enterprises (MBEs) obtain government contracts. At the time, the decision was applicable only to state and local governmental jurisdictions.(3) Government set-asides involve the practice of providing minority contractors and subcontracting a certain percentage of a public jurisdiction's contract dollars.

In 1995 the Supreme Court in Adarand v. Pena (4) extended the Croson ruling to include set-aside programs in federal agencies. This Special Issues examines and discusses the Adarand decision and the developments that have followed. The first article by Mitchell F. Rice, “Federal Set-Asides Policy and Minority Business Contracting: Understanding the Adarand Decision,” reviews the Adarand decision and discusses the implications of the decision for minority business development. The next article by Audrey L. Mathews and Mitchell F. Rice, “Adarand v. Pena: Turning Challenges Into Opportunities,” uses a case study of two public preference programs to suggest how Adarand requirements may be successfully utilized to maintain set-aside preference programs.

The third article by Shelton Rhodes, “Mirmative Action Review ‘Report’ to the Presidents: Implications of Military Affirmative Actions Programs to Current and New Millennium Affirmative Action Programs,” reviews the Affirmative Action Review: Report to the President which was ordered by President Clinton soon after the Adarand decision. Rhodes considers the implications of the possible applicability of the successes of affirmative action and equal opportunity in the military, which is highlighted in the Report, to other public and private organizations. The final article by Wilbur C., Rich, “Presidents and Minority Set-Aside Policy: Race, Gender and Small Opportunities,” analyzes the impact of presidential leadership on minority set-asides policy and shows how politicians use set-asides to facilitate exchanges and cooperation with the business elites.  相似文献

The article, based on a generation of contacts with the militant Irish republican movement in general and the Provisional IRA in particular, focuses on: who becomes a gunman and why; who is chosen as a gunman by the leadership and why; what are the characteristics of an active service volunteer; what and who make a good gunman and why—the virtues, characteristics, and craft of the contemporary Irish gunmen; and the result of a gunman's career for the movement, the opposition, and the individual.  相似文献

This article argues that the breakdown of hierarchical structures in illicit organizations is creating new opportunities for criminals and terrorists to collaborate. The rise of networked organizations has given greater independence to criminals and terrorists who previously answered to a clear chain of command. These members are now willing to engage in operations that before had been off-limits because the leadership believed the activity would hurt the organization's broader mandate. The result is that a “leaderless nexus” is beginning to emerge between criminals and terrorists. The phenomenon has far-reaching and dangerous implications for U.S. security, and should be thoughtfully considered as lawmakers debate homeland security reform.  相似文献

ABSTRACT

This article explores four questions: (1) What are common themes in meaning among the terms social science, engaged social science, leadership, and teaching? (2) What forces are driving the need to make progress teaching leadership as engaged social science? (3) What examples in the author's portfolio illustrate a search for such progress? (4) What lessons do we draw for a future scholarship of teaching? A conclusion from experience in three recent courses (congressional, naval, and private sector-virtual) is a hypothesis that leadership is an important integrative concept in the 21st century social and behavioral sciences, and that the need for leadership practices of a high order is increasing under conditions of hyperturbulent change. Such leadership can be facilitated through problem-based, student-centered learning ecologies that model requirements to deal with the complex demands of changing boundary conditions. These “courses as transition learning ecologies” will be key mechanisms for future diffusion and increase of knowledge. An implication is to question the impact of this reasoning on the status of the public administration field as a social science. We are at the very early stages of learning how to fulfill these requirements.  相似文献

Abstract

Between 1982 and 1986, Belgium suffered a series of terrorist attacks that claimed more than 30 lives, making this campaign one of the most destructive in the recent history of western Europe. Two major groups were involved: one was purportedly a leftist radical sect, the other an anonymous cell popularly known as the “mad killers,” whom subsequent investigation has shown to be connected to neo‐Nazi organizations. Both groups were apparently seeking to destabilize the Belgian state at a time of intense political conflict, and it was widely suggested that the apparently opposed political extremes were actually allied in a common cause. In addition, official enquiries established connections between the terrorist groups and agents of Belgian state security. This paper discusses the use of terrorism in a political “strategy of tension” modeled on that developed in Italy in the late 1960s. It also suggests that the contemporary structure of European terrorist groups readily lends itself to manipulation in the cause of provocateur activity.  相似文献

By turning inwards and not using our collective expertise to become advocate “Cassandras” and “Jeremiahs,” who voice strongly and collectively that our society is in trouble in both the short and long run, our field of public administration has failed in its overall mission and has lost faith with the early public administrationists who were action-oriented rather than ivory-tower-oriented and who still managed to do a fair amount of publishing.  相似文献

This article sets out to establish the links between classical military doctrine as applied to general war and the empirical development of any doctrine with regard to insurgency and counterinsurgency. The theme is developed by covering both the attrition theory and the maneuver theory of warfare in outline, and then by examining the essential tenets of maneuver warfare in detail and applying these tenets to the experience gained by the United Kingdom in countering insurgency. The scope and role of the newly fashionable “information warfare” in counterinsurgency operations is examined, followed by an assessment of the important task of integrating all the separate aspects of these operations into an overall plan of action for a counterinsurgency campaign. The author concludes that there is a clear and positive link between classical doctrine for the application of force in general war and doctrine that can be usefully applied in counterinsurgency operations.  相似文献

Abstract

Characteristics of leadership, as they are discovered—or created—in scholarly research on the subject, will sometimes turn upon themselves. That is, positive qualities lead somewhat readily to negative qualities. An arena in which one might find this illustrated, surprisingly perhaps, is that of dramatic literature.

Looked at one way, this is not so surprising, as drama depends upon conflict, and conflict is inevitable when any leader's positive qualities take that negative turn. This essay chooses to pursue these ideas by looking at the treatment of one of history's most controversial “leaders,” Joan of Arc, by one of literature's most controversy-loving playwrights, George Bernard Shaw. Toward that end, the essay will put together a composite of the most widely acknowledged characteristics of a “leader,” then investigate the ways in which Shaw attributes those characteristics—and their negative corollaries—to his compelling and tragic portrait of Saint Joan.  相似文献

In Adarand Constructors v. Pena (1), the Supreme Court ruled that federal affirmative action preference programs must undergo the “strict scrutiny” standard. A program subject to strict scrutiny is one that cannot pass muster under the Constitution's “equal protection” mandate unless there is a “compelling government interest” in its objectives and the program is “narrowly tailored” to meet the objectives. Nehemia Levtzion had a long and distinguished career as an interpreter of Islam in West Africa, and some of his earliest contributions have the greatest value. The aim of this article is to critically consider the effectiveness of the “Financial War on Terrorism” on the funding streams of the Islamic State of Iraq and Levant (ISIL). The article begins by identifying that the origins of the “Financial War on Terrorism” can be found in the international efforts to tackle money laundering. It then moves on to consider if the “Financial War on Terrorism” is able to tackle the funding streams of ISIL. The essay posits the question of the end of May Fourth as a properly political sequence. If we consider May Fourth as a political movement, asking how it ends implies asking what kind of political subjects and political organizations were active then and ceased to be active at a certain point in time. Asking when and how the May Fourth movement ended implies, therefore, asking what ended. The essay analyzes a series of statements and actions signaling the “end” or the “defeat” of May Fourth in order to question whether there were collective practices, locations, and categories proper to the May Fourth period and how they got exhausted. Abstract

In December 1999, Vietnam's leaders granted Ho Chi Minh City (HCMC) powers to pilot a remarkable budget management reform. This small-scale but radical experiment, launched in January 2000, has involved allowing the provincial finance department to approve and control budgets for 10 pilot spending units as “block grants” or “lump sums.” This review of the first two years of the HCMC block grants experiment suggests that such mechanisms may be useful in the developing country context. It also explores why Vietnam's decision to continue with pilots on a larger scale, rather than move immediately to full-scale rollout, may be an optimal reform implementation approach.  相似文献
