The article discusses the role of norms in the foreign policy making of Central and East European states in the 2000s. It deconstructs the normative foundations of the so-called ‘Atlanticist’ orientation of Central and East European states, going beyond the standard ‘neorealist’ notion whereupon strategic and security concerns lead small states to align with superpowers. The case studies of the Czech and Slovak republics demonstrate that norms, such as human rights and democracy, have an autonomous and traceable effect on state behaviour. More specifically, we argue that norms have translated themselves into policy outcomes via the agency of influential ‘norm entrepreneurs’, such as ex-dissidents and their associates.  相似文献

Building on two recent case studies of public debates concerning political meetings arranged by or involving controversial Muslim actors in Denmark, this article argues that an observed mainstreaming of intolerant discourses, most forcefully expressed by the Danish People's Party, can be explained by the proliferation of a new form of “liberal intolerance” that has transformed old racist or nationalist intolerance into a discourse stressing liberal reasons (autonomy, gender equality, social cohesion, public-private divide, security risks) for not tolerating particular Muslim practices. By comparing the two cases, the different toleration/intoleration positions and arguments in the two debates are brought out, and four different modalities of “liberal intolerance” are identified. Further, the article shows how the spread of liberal intolerance discourses across the political spectrum in Denmark has significantly affected Danish (liberal) Muslim actors’ possibilities of political participation and room for maneuvering.  相似文献

This article is concerned with religious soft power in foreign policy making through a focus on the foreign policies of the USA, India and Iran. It suggests that, if religious actors ‘get the ear’ of key foreign policy makers because of their shared religious beliefs, the former may become able to influence foreign policy outcomes through the exercise of religious soft power. In relation to the above-mentioned countries, the article proposes that several named religious actors do significantly influence foreign policy through such a strategy. It also notes that such influence is apparent not only when key policy makers share religious values, norms and beliefs but also when policy makers accept that foreign policy should be informed by them.  相似文献

Abstract

China’s aid is frequently portrayed as a challenger to established Overseas Development Assistance (ODA) norms, but it is unclear when the distinct ‘Chinese-model’ of aid emerged and how it has evolved over time. Using new historical data on Chinese aid in Africa and the case of Ethiopia, we have three main findings. First, China developed a distinct model of mixing ODA-like aid and commercial forms of economic engagement only after the mid-1990s, reflecting institutional reforms for allocating and managing foreign official finance. Second, social sectors have played a much greater role in China’s aid programme than is commonly perceived. Finally, Chinese aid to productive sectors has changed substantially whereas in social sectors it is relatively consistent.  相似文献

Abstract

Does overseas development aid necessarily translate into more generous national policies for refugees? Evidence from Jordan suggests that this is not always the case. Since the arrival of an estimated 756,000 Syrian refugees, international funding has made Jordan one of the top seven recipients of foreign aid in the world. Despite sustained international financing, however, national policies towards refugees have become increasingly restrictive, especially when it comes to healthcare. Based on fieldwork conducted between 2017 and 2019, this paper argues that Jordan’s healthcare policies towards Syrian refugees are not necessarily correlated to international financing, but are rather the product of political considerations aimed at maintaining domestic stability, increasing bargaining power in the global policymaking arena and resisting international pressures to integrate Syrian refugees. This paper contributes to filling a gap in the literature on the complex and interdependent factors which influence the evolution of national healthcare policies towards refugees in a country not only highly dependent on foreign aid, but also at the geopolitical crossroads of international interests in the Middle East.  相似文献

Exploring Contracts as Reinvented Institutions in the Danish Public Sector   总被引:1,自引:0,他引:1  
Contracts have been on the agenda in public sector reform in most OECD countries. In Denmark, contracts have been considered as one of the most important tools in reorganizing the public sector. The article examines the implementation of contract agencies in central government in Denmark during the 1990s. First, a review of contractual theory distinguishes between 'hard' and 'soft' contracting. Second, recent developments in contracting in Denmark are examined, and three phases of contract agencies are identified. Contracts have been supported by other tools for reporting on performance like annual reports. Third, it is argued that Denmark has put co-operation and negotiation before more strict management and control. The Danish experience can be seen as an alternative to the principal-agent model. The article finishes by discussing the pros and cons of the Danish approach, and suggests that although the pragmatic approach has merits, it may lead to problems in the future concerning the credibility of the whole project.  相似文献

In this study we examine the determinants of public support for foreign aid in China. We find that while political ideology and sense of national identity are the most important determinants of support for foreign aid, several demographic characteristics, such as age, gender and income, are also important. We also find that those living in the lower income western provinces and in provinces with higher poverty rates express less support for giving foreign aid. We draw policy implications from the findings for better targeting engagement strategies designed to garner support for foreign aid.  相似文献

The contemporary global Aid for Trade (AfT) agenda emerged out of world trade negotiations and it could have profound implications for the future of development aid, depending on how it is interpreted. The European Union (EU) has recontextualised this global agenda to suit its own approach to trade and development; specifically a focus on regional integration, and free market but ‘pro-poor’ development models. AfT is ascribed a variety of purposes in EU texts and its use continues to adapt as the EU's trade and development policy evolves. Institutionally the AfT framework has not strongly affected EU processes, organisational structures or methodology. A study of the use of EU aid for regional integration reveals dissonance between its development relationship and its trade policies while a focus on pro-poor AfT reveals a lack of capacity. Overall, there are tensions not just between discourse and practice but between different discourses of the EU.  相似文献

This article examines the gendered nature of institutional strengthening policies at the World Bank, as part of an attempt to analyse what role gender plays in the institutionalist turn within development policy. It focuses on three snapshots of Bank action wherein debates about gender and institutional strengthening are particularly pertinent: Washington, DC policy texts and Presidential speeches; gender policy enacted in the Latin American and Caribbean region; and an Argentine project loan on social capital promotion and family strengthening. Two themes emerge from these sites: (1) that couplehood between men and women has been identified as a key informal institution necessary for development; and (2) that gender reform has been positioned as an institutional change issue requiring attention to issues such as social marketing. New norms about gender interaction thus emerge as an explicit part of the Bank's reform agenda, and are shaping project experiences across Latin America.  相似文献

This article examines the rise and subsequent development and transformation of the new radical right movement in Denmark from 1980–2015. The Danish radical right emerged from xenophobic subcultures as a reaction to increasing immigration during the 1980s and evolved into a social movement of nationalist associations, militant skinheads, and neo-Nazis that attempted to conquer the streets. This attempt was met by an antiracist countermovement, which built up a coalition of left-wing militants and moderate political organizations that put a temporary end to the radical right as a social movement during the second half of the 1990s. However, from 2001 national and international circumstances offered new opportunities for the Danish radical right both in the streets and as a parliamentary voice.  相似文献

This study provides a critical analysis of the growth regressions in Burnside and Dollar [2000]. First, we analyse the relationship between aid and government expenditure in a modified neo-classical growth model. One of the main results of the analysis is that while good policies spur growths they may at the same time reduce the effectiveness of foreign aid. Second, we show that the econometric results in Burnside and Dollar emphasising the crucial role of interaction between aid and good policies in the growth process are fragile, as they are extremely data dependent. Finally, we demonstrate that the Burnside and Dollar data lend support to the idea that the association between aid and growth can be approximated by decreasing returns to aid. This finding conforms well to regression results in other recent studies.  相似文献

Under what conditions does foreign aid in the aftermath of war foster state-building? This article argues that institutional legacy and continuity and the politics of aid may matter. In the aftermath of war, for an aid regime to reinforce state-building, it may need to ensure continuity in the strength of the state and to use recipient mechanisms and finance policies that generate a greater state capacity. The existence and continuity of a Weberian state may increase the likelihood of effective state-building. If the state is relatively strong, with a Weberian bureaucracy, aid can further reinforce it when aid is spent through national systems or is aligned with local priorities, with efforts to ensure that the recipient leaders reinforce state effectiveness by implementing policies that may require greater state capacity. Evidence for this argument is provided through pairwise comparison of state-building patterns between South Korea and Taiwan.  相似文献

Growing concerns about small-scale, low sophistication terrorist attacks, and the difficulties they present for security services, make public coproduction of security increasingly necessary. Communication to ensure that the public(s) is aware of the role they can play will be central to this. This article, based on interviews with thirty expert practitioners, explores challenges associated with communication designed to prevent radicalization, interdict attack planning and mitigate the impacts of a terrorist attack in the United Kingdom and Denmark. The interplay between these challenges and the contemporary terrorist context are analyzed, highlighting that new, or adapted, communications and approaches may be necessary.  相似文献

The fact that Denmark was deeply engaged in the practices of the slave trade and slavery from the seventeenth century to 1848 often goes unnoticed—even in Denmark. For this reason, a number of Danish scholars and artists have characterized Danish ignorance of the colonial past as repression. This article demonstrates that the colonial past has in fact never been repressed, but has instead been subject to figurations, as theorized by Olick (2007). The initial experiences of colonialism have been screened at different points in time rendering the past in versions very far from the actual historical events themselves. Recently, new claims for reparations for slavery and colonialism in the former Danish West Indies have challenged the existing notions of the colonial past in Denmark. These claims have not resulted in an official Danish politics of regret (Olick 2007) as witnessed in other former colonial states. Whereas, a radical break away from the earlier conceptions of the colonial past is demanded, instead new figurations and renarrations have been used to try to incorporate the new challenges to the historical imaginary into the older layers of memory without radically breaking away from it, creating somewhat surprising results that questions the notions of a uniform global memory and understanding of historical injustices.  相似文献

The unsustainable aid dependency of war-torn countries – most of which are rich in natural resources – makes it imperative to start gradually replacing aid with foreign direct investment (fdi) and exports. This article identifies ways in which stakeholders – governments, the international community, including the UN development system, foreign investors, and local communities – could work together in a ‘win-win’ situation. Most crucial is avoiding conflict-insensitive policies that fuel discord by putting governments and foreign companies, often from emerging markets, in direct confrontation with local communities. The control of natural resources is often a root cause of conflict, and the latter’s exploitation can become a major challenge as wars end. The peculiarities of war-torn countries are discussed along with the specific impediments to attracting fdi into the exploitation of natural resources. An effective and fair legal framework is necessary to ensure that investors do not operate as ‘enclaves’, creating new conflicts.  相似文献

The international aid regime is currently faced with a major paradox. On the one hand, officials in bilateral and multlateral agencies increasingly agree that 'aid matters' and can contribute significantly to development. This confidence has been reinforced by the fact that, after a decade dominated by the objective of structural adjustment, the much less controversial one of sustainable development has taken over as the new mantra of aid policies. On the other hand, development assistance appears to be a declining priority for foreign policy-makers in the developed countries. The generosity of donors has diminished to the point that aid reached an all-time low in 1997. The aim of this article is to make sense of this paradox. After examining the grounds for optimism within the aid community, the article then explains why there is reason to doubt that foreign assistance can effectively foster sustainable development over the course of the next generation.  相似文献

This article examines Nepalese forestry governance from gender perspectives. We argue that gendered institutional norms and values are associated with forest-governing institutions, such as forest bureaucracies, shaping the nature, and extent of women’s involvement in decision-making processes in the Nepalese forest bureaucracy. Studies on Nepalese forestry reveal that substantial progress has been made in forming policies and initiating activities for including women in forestry governance of Nepal; however despite this, gendered dynamics create difficulties for women to enter and progress in the forestry profession, thereby creating gendered employment territories through institutional, legislative, normative, and infrastructural measures.  相似文献

Although liberalism has been the dominant economic ideology in post-communist Poland, liberal parties have tended to struggle to win political majorities. After winning the 2011 parliamentary elections, Citizens' Platform (Platforma Obywatelska) became the first party in Poland's democratic history to win two consecutive elections. Despite its liberal ideological background, Platforma Obywatelska took a more pragmatic and cautious approach to economic policy, avoiding the introduction of strong austerity economic policies. This paper considers the debate within the liberal camp about Platforma Obywatelska's economic policies, with particular reference to the reform of pensions. It also looks at the plans of the government for more strident liberal economic reforms in its second term, at what impact these will have on the popularity of Platforma Obywatelska and at how this reflects a tension between the party's pragmatic concerns of government and commitment to liberal ideology.  相似文献

Despite the cessation of a variety of governmental organisations, policies and programmes in the UK throughout the 1980s and 1990s, the termination concept which emerged during the late 1970s remains heavily under utilised. This is attributed partly to the effects of the same incremental practices which termination was designed to solve; partly to the difficulties of distinguishing the categories of ‘termination’ from ‘succession’ ; and partly to Kaufman's assertion that organisational survival was a matter of chance, and therefore not fruitful to study. Academic interest in governmental cessations remains firmly rooted in the termination of organisations; much less attention has been paid to the ending of policies and programmes. Management science research can be used to challenge assertions about the lack of pattern in organisational survival, and the way in which political science has operationalised the concept of incerementalist, suggesting the applicability of semi rationalist techniques in an incrementalist world. Using a hierarchical reformulation of de Leon's 1978 categorisation of governmental functions, organisations, policies and programmes it is here suggested that ‘termination’ and ‘succession’ are distinct. In doing so, the aim is to demonstrate the practical utility of the termination concept, both for analysis, and for practitioners whose interest is centred on the opportunity cost savings which cessations can make available.  相似文献

This article describes and explains the impact of the donor-driven Poverty Reduction Strategy Paper (PRSP) and the aid modalities surrounding it in Ghana. It focuses on the period in which the New Patriotic Party (NPP) government was in power from 2001 until 2008, but places this within the broader context of aid dependence in Ghana since the 1980s. It is argued that the PRSP documents produced by the government had little impact on implementing policy actions, but rather their function was to secure debt relief and the continuation of foreign aid from official donors. The article examines what was actually implemented during the NPP government and the factors that influenced those actions. More generally it highlights the constraints Ghanaian governments have faced in pursuing economic transformation within contemporary domestic and international contexts.  相似文献
