Does Age Matter?     
How does age influence public opinion regarding controversial social issues? The issues at stake are: attitudes toward Muslims, Jews, Affirmative Action, immigration, abortion, and gays and lesbians. While we understand the importance of including opinions toward African-Americans among these categories, we found little data on opinions toward this group by age. We also discuss opinions toward Darwin’s theory of evolution and stem cell research since they were issues that pitted science against religion in American society and were important topics of intense political discussion. The selection of issues is based on the importance of these issues in public debate and electoral politics. A number of these issues, mainly those related to opinions toward religious and racial groups, reflect the development of American society and draw lines of possible disagreements and social cleavages.  相似文献

This paper is a critical examination of a widely accepted method of human rights justification. The method defends the universality of human rights by appeal to diverse worldviews that converge on human rights norms. By showing that the norms can be justified from the perspective of diverse worldviews, human rights theorists suggest that there is reason to believe that human rights are universal norms that should govern the institutions of all societies. This paper argues that the evidence of plural foundations of human rights fails to increase our confidence in the universality of human rights. The paper defends the following claims: (1) the convergence on human rights is better explained as an accidental outcome than as an indicator of the universality of human rights, (2) the plurality of human rights justification is superfluous to the explanation of why human rights apply to all societies, (3) the aggregation of justifications decreases rather than increases the reliability of the universality belief, and (4) the reasonable disagreement among conflicting justifications generates an epistemic dilemma.  相似文献

ABSTRACT

In the wake of the financial crash, many governments across the globe are seeking to curb expenditure in public sector organizations. To assess the extent to which public organizations can make strategic choices that might result in lower expenditure, we explore the relationship between strategic management and overspending in English local governments. The effects of strategic stances and actions on overspending are tested using multivariate statistical techniques. The empirical results show that an innovative strategic stance results in overspending as does a commitment to the development of new services, while a reactive strategic stance and decentralized decision making are associated with lower levels of overspending. Our analysis provides support for arguments that public organizations can make strategic choices that result in tighter control of their budgets.  相似文献

In what respects can military basic training affect veterans’ civic identities? According to a 2015 report published by the National Conference on Citizenship (NCoC), military service positively affects civic health. While social scientists have also noted this possible connection, little attention has been paid to how and why this link might exist. To test the purported relationship between military training and increased civic capacities, I explored the United States Marine Corps’ (USMC) Recruit Training program. I conducted 20 semi-structured, in-depth interviews with 17 enlisted Marine veterans and Marine drill instructors (DI) to ascertain their perceptions of the pedagogical aspirations of their service’s recruit training. The study’s participants reported that Marine Corps Recruit Training does seek to inculcate skills, values, and habits that are consistent with a civic identity as discussed in the civic-engagement and civic-education literature.  相似文献

In recent years, there has been a strong tendency for the politicians of Western nations to make issues of economic policy making their first priority. Emerging evidence from the economics discipline, which shows a close association between subjective well-being and other macroeconomic variables such as unemployment and inflation, suggests that this priority ordering of politicians may well be one which is functional from an electoral viewpoint. However, recent research by Ronald Inglehart on the development of 'postmaterialist' values challenges the continuing electoral relevance of an economics-first approach to policy making by suggesting that, in advanced societies, mass publics are exercised more by quality of life concerns than by issues of economic affluence. Here we use Eurobarometer data for 12 EU nations to explore the nature of the linkage between economic policy outcomes and levels of popular satisfaction in both economically advanced and less advanced societies. Our findings suggest that affluence is not the only economic determinant of subjective well-being in these countries and that, contrary to Inglehart's thesis, the growth of the economy impacts on subjective well-being in rich and poor nations alike.  相似文献

At all levels, governments around the world are moving toward the provision of open data, that is, the direct provision to citizens, the private sector, and other third parties, of raw government datasets, controlled by a relatively permissible license. In tandem with this distribution of open data is the promotion of civic hackathons, or “app contests” by government. The civic hackathon is designed to offer prize money to developers as a way to spur innovative use of open data, more specifically the creation of commercial software applications that deliver services to citizens. Within this context, we propose that the civic hackathon has the potential to act in multiple ways, possibly as a backdoor to the traditional government procurement process, and as a form of civic engagement. We move beyond much of the hype of civic hackathons, critically framing an approach to understanding civic hackathons through these two lenses. Key questions for future research emphasize the emerging, and important, nature of this research path.  相似文献

Training is much discussed but rarely studied in public management. Using multiple waves of survey data, the authors examine the effects of training on the implementation of performance management reforms in the U.S. federal government, asking whether those exposed to training are more likely to use performance data and strategic goals when making decisions. Training is positively associated with reform implementation, but there is little evidence that this association can be explained by the development of specific capacities to overcome performance management challenges. The findings offer two implications for the practice and study of training. The authors propose that training is likely to succeed if it is designed and funded to close specific capacity gaps needed for successful reform implementation. However, it is also necessary to better understand alternative causal mechanisms by which training facilitates reform implementation, such as explaining and justifying reforms.

Does the @realDonaldTrump really matter to financial markets? Research shows that new information about the likely future policy direction of government affects financial markets. In contrast, we argue that new information can also arise about the likely future government's resolve in following through with its policy goals, affecting financial markets as well. We test our argument using data on U.S. President Donald J. Trump's Mexico-related policy tweets and the U.S. dollar/Mexican peso exchange rate. We find that Trump's Mexico-related tweets raised Mexican peso volatility while his policy views were unknown as well as thereafter, as they signaled his resolve in carrying out his Mexico-related agenda. By helping politicians disseminate policy information to voters, and since voters hold governments accountable for their policy performance, social media allows investors to gather information about the likely policy direction and policy resolve of government, especially those of newcomers whose direction and resolve are unknown.  相似文献

Individuals who vote in one election are more likely to vote in the next. Yet modelling the causal relationship between past and current voting decisions is intrinsically difficult, as this positive association can exist due to habit formation or unobserved heterogeneity. This article overcomes this problem using longitudinal data from the British National Child Development Study (NCDS) to examine voter turnout across three elections. It distinguishes between unobserved heterogeneity caused by fixed individual characteristics and the initial conditions problem, which occurs when voting behavior in a previous, but unobserved, period influences current voting behavior. It finds that, controlling for fixed effects, unobserved heterogeneity has little impact on the estimated degree of habit in voter turnout; however, failing to control for initial conditions reduces the estimate by a half. The results imply that voting in one election increases the probability of voting in a subsequent election by 13%.  相似文献

This article analyzes if, and to what extent, the public service motivation (PSM) construct has an added value to explain work motivation in the public sector. In order to address the specificity of PSM when studying work motivation, the theoretical model underlying this empirical study compares PSM with two other explanatory factors: material incentives, such as performance-related pay, and team relations and support, such as recognition by superiors. This theoretical model is then tested with data collected in a national survey of 3,754 civil servants at the Swiss municipal level. Results of a structural equations model clearly show the relevance of PSM. They also provide evidence for the importance of socio-relational motivating factors, whereas material incentives play an anecdotal role.  相似文献

This study examines the relationship between organizational structure (size and complexity) and administrative intensity and, subsequently, the effect of administrative intensity on organizational performance in the context of four-year institutions of higher education in the United States between 2003 and 2009. Organizational size has a negative effect on administrative intensity and supports the notion of economies of scale. Size and complexity also interact such that complexity has a greater effect on total administrative intensity in larger organizations. While administrative intensity has a nonlinear relationship with degree productivity, suggesting a tipping point of 30% total administration, it has little direct effect on graduation rates.  相似文献

Recent research has found that civic education improves the democratic capacity of students and that teachers who employ an ‘open classroom’ approach seem to perform better at accomplishing this goal. We build on behavioural literature suggesting that variation in personality traits across ideology may account for why liberal middle school teachers would be more likely to foster an open classroom climate and as a result do a better job than their conservative counterparts at stimulating in their students’ political knowledge, an important component of democratic capacity. We estimate a series of quasi-experimental multilevel models using data from a survey of American students and teachers. The results indicate that liberal teachers tend to use an open classroom approach more frequently and that the students with the highest levels of political knowledge are in classes taught by liberal teachers. This effect holds up when controlling for individual-level predictors of student knowledge.  相似文献

This article analyses French European policy-making in the context of divided government, arguing that in the area of European policy-making cohabitation increases the number of veto players, as compared with unified government. The increase of veto players, in turn, reduces France's acceptance-sets at the European table and thereby introduces a status quo bias. In order to test this theory, use is made of a comparative case study design. Process-tracing and counterfactual analyses reveal that veto player theory can, indeed, be applied to the interactions of a split-executive government.  相似文献

Based on the Asia Barometer Survey of 2003, 2004, and 2006, government performance, citizen empowerment, and citizen satisfaction with self‐expression values are associated with public trust in government in Japan and South Korea. This study finds, first, that government performance on the economy, controlling political corruption, the quality of public services, crime, and attention to citizen input are significantly associated with broad public trust in government in both Japan and South Korea. Likewise, citizens’ satisfaction with their right to gather and demonstrate and to criticize the government is closely connected to trust in central and local governments in Japan. In South Korea, citizens’ satisfaction with their right to gather and demonstrate is intimately linked to trust in local government. Implications for government leadership to enhance performance, transparency, citizen participation, and public trust in government are analyzed and elaborated upon in this insightful study.  相似文献

This article focuses on whether the provision of 'objectively' correct information to voters about where parties stand on an issue affects their placement of the parties, and ultimately their own position, on that issue. Classic theories of how mass publics make voting decisions assume that voters are able relatively accurately to place themselves and the parties on various issue dimensions. While these assumptions have been challenged, it is generally assumed that the provision of new information makes voters' placements more informed. We explicitly test this idea using a survey experiment focusing on one political issue – European integration. In the experiment, all respondents were twice asked to place the three main British parties and themselves on a bipolar scale of European integration. This was done towards the beginning, and then at the end of the survey. Most respondents were also given information on the 'informed' positions of the parties, derived from expert survey placement. Our analyses indicate that individuals' placements did change, and the tendency was related to both political sophistication and the inherent difficulty of placing the party. Only less sophisticated voters updated their placements, and these changes are concentrated on the placement of the Labour party, where the elite stance on Europe has been more conflicted. For all respondents we do not detect any corresponding changes in self-placement that would be congruent with 'cueing' effects.  相似文献
