The scholarly literature provides mixed guidance on the question of whether DREs or optical scan systems inspire greater confidence. We bring new evidence to bear on the debate using a unique exit poll and a nationally representative survey, both of which examine a wide range of voting experiences. Having detailed information about voting experiences enables us to investigate both the direct effects of DRE/optical scan voting and the indirect effects through voting experiences. Doing so reveals new information about the relationships between voting technology, voting experiences, and voter confidence. Indeed, the type of machine one uses has very different direct and indirect effects on voter confidence—a finding that may help explain scholarly disagreement over voters’ reactions to different types of voting machines.  相似文献

North Carolina offers its residents the opportunity to cast early in-person (EIP) ballots prior to Election Day, a practice known locally as “One-Stop” voting. Following a successful legal challenge to the state’s controversial 2013 Voter Information and Verification Act, North Carolina’s 100 counties were given wide discretion over the hours and locations of EIP voting for the 2016 General Election. This discretion yielded a patchwork of election practices across the state, providing us with a set of natural experiments to study the effect of changes in early voting hours on voter turnout. Drawing on individual-level voting records from the North Carolina State Board of Elections, our research design matches voters on race, party, and geography. We find little evidence that changes to early opportunities in North Carolina had uniform effects on voter turnout. Nonetheless, we do identify areas in the presidential battleground state where voters appear to have reacted to local changes in early voting availability, albeit not always in directions consistent with the existing literature. We suspect that effects of changes to early voting rules are conditional on local conditions, and future research on the effects of election law changes on turnout should explore these conditions in detail.

Inspired by analyses of majoritarian systems, students of consensual polities have analyzed strategic voting due to barriers to party success, namely, district magnitude and threshold. Given the prevalence of coalition governments in proportional systems, we analyze a type of strategic voting seldom studied: how expected coalition composition affects voter choice. We identify Duvergerian behavior by voters targeted at the coalition formation stage. We contend that when voters perceive their preferred party as unlikely to participate in the coalition, they often desert it and instead support the lesser of evils among those they perceive as viable coalition partners. We demonstrate our argument using data on coalition expectations from the 2006 Israeli elections. We find an appreciable albeit differential effect of coalition expectations on voter choice. Importantly, results hold controlling for ideological and coalition preferences. Lastly, we explore a broad cross-national comparison, showing that there is less, not more, proximity voting where coalitions are prevalent.  相似文献

I present a new method of interpreting voter preferences in settings where policy remains in effect until replaced by new legislation. In such settings voters consider not only the utility they receive from a given policy today, but also the utility they will receive from policies likely to replace that policy in the future. The model can be used to characterize both long-term preferences and distributions over policy outcomes in situations where policy is ongoing and voters are farsighted.  相似文献

In the aftermath of the Florida debacle in the 2000 Presidential election, there has been an emphasis on replacing voting equipment perceived as inferior (e.g., punch card ballots) with more technologically advanced voting methods. It is possible, however, that not all voters will be comfortable with high-tech voting devices. Elderly voters, for example, might be familiar with the old voting machines but apprehensive about computerized voting. If this is the case, the fear of new voting technology might cause the turnout of elderly voters to decrease. We test for this effect by analyzing the change in voter turnout across Georgia counties in the two most recent gubernatorial elections, as it relates to the share of the counties’ populations that is over the age of 65 years. Consistent with the hypothesis that computers scare the elderly, we find a significantly negative relationship between the change in voter turnout and the elderly share of the population. An additional 1% of the population that is elderly is associated with a 0.3–0.4% decrease in turnout. The hypothesis that elderly voters were apprehensive about the change in voting technology is also supported by the increase in absentee balloting.  相似文献

This paper reviews the problem of declining turnout and proposes as a solution a system whereby each elector would be legally obliged to vote in the first election for which they were eligible. Popular attitudes toward first‐time compulsory voting are measured and probed by means of UK data. The main findings of the paper are that first‐time compulsory voting is a politically and administratively feasible proposal that appears tentatively to command popular support and has the potential to help address a number of the problems associated with declining turnout, and in particular low rates of electoral participation among younger citizens.  相似文献

Studying the development of stable political attitudes, political scientists have argued that repeated voting for a political party reinforces initial party preferences, in a seemingly mechanistic process of habit-formation. However, the empirical evidence is scarce and the theoretical framework underdeveloped. Does the act of voting for a party improve an individual’s evaluation of this party? If so, is this effect simply due to habit-formation, or a more complex psychological mechanism? Drawing on cognitive dissonance theory, we examine the act of voting as a choice inducing dissonance reduction. We go beyond existing research, by focusing on tactical voters—a group for which the notion of habitual reinforcement does not predict an effect. The analyses reveal a positive effect of the act of voting tactically on the preferences for the parties voted for and may thus call for a revision of the traditional understanding of the role of voting in shaping party preferences.  相似文献

This paper analyzes the influence of alternative voting technologies on electoral outcomes in multi-party systems. Using data from a field experiment conducted during the 2005 legislative election in Argentina, we examine the role of information effects associated with alternative voting devices on the support for the competing parties. We find that differences in the type of information displayed and how it was presented across devices favored some parties to the detriment of others. The impact of voting technologies was found to be larger than in two-party systems, and could lead to changes in election results. We conclude that authorities in countries moving to adopt new voting systems should carefully take the potential partisan advantages induced by different technologies into account when evaluating their implementation.  相似文献

This research note adds to the emerging body of literature arguing that retrospective voting works on the level of political parties – for government and opposition parties alike – by investigating the generalisability of previous research findings. Furthermore, it tests whether there is a knowledge gap in retrospective voting on the party level. Using the data of the Icelandic National Election Study (ICENES), support is found for the argument that mechanisms of electoral accountability work both for incumbent and opposition parties. Second, while previous research raised doubts on the electorate’s ability to hold governments accountable, there is no evidence of a knowledge gap in retrospective voting on the party level.  相似文献

The paradox between an individual's decisions to head to the polls and the absence of strictly rational arguments for this action has intrigued – and troubled – many scholars. The present article surveys various theoretical contributions to resolve this paradox of (not) voting. We assess these approaches based on their ability to explain a number of 'stylised facts' with respect to voter turnout. The main conclusion is that straying away from the behavioural assumptions of the Downsian model provides more realistic models and leads to promising predictions as to the individual's decision to head to the polls. Incorporating the role of (social) groups and learning in particular can be regarded as important strides towards understanding the individual's decision to cast a vote.  相似文献

Intergovernmental grants are based on the interrelated choicesof: (i) the national government deciding whether to offer thegrant; (ii) the national government determining grant conditions;(iii) the subnational government deciding whether to acceptthe grant; and (iv) the subnational government determining policy,including spending levels, upon grant receipt. Empirically andtheoretically, scholars often study these decisions separately,leading to an incomplete understanding of grant-related behavior.This article develops a noncooperative game theoretic modelthat simultaneously captures all four of these decisions. Using a three-perspective model of stratification, group and issue-oriented variables, an effort was made to examine the relevance of three perspectives in predicting voting behaviour among Athenians in Greece. The model was based on an analysis of 478 cases from data collected in Athens in the spring and summer of 1977. Pro-Western attitudes and politics of friends were found to be the most important variables in predicting vote among the Athenians. Unlike other European countries, education and occupation were not important while income and age were. The primary group variable of father's politics had important indirect effects while the secondary group variable of workers’ membership in political or occupational organisations had a significant direct effect. The interdependence of the variables in the three-perspective model were also delineated in the analysis.  相似文献

This article aims to combine the spatial models of candidate/party choice and abstention/participation choice in a single decision model and to provide empirical reaction functions. The starting point of this study is the hypothesis of a sequential ordering of candidate choice and participation choice (Riker and Ordeshook, 1973). The proposed model simultaneously considers the choice among n≥ 2 parties and the abstention option. It differentiates between policy-specific effects of alienation and indifference. The models are estimated with nested multiattributive discrete choice models which are theoretically founded on random utility theory.  相似文献

An alternative approach to the explanation of voting behavior is offered, suggesting that the starting point of electoral decision making is individuals' recall of their behavior in the last similar situation. Whether or not this recall is accurate is irrelevant in our model, since the voters' reasoning proceeds from their belief about their earlier behavior, whether or not it is correct. Using this approach we are able to treat voting from a unified perspective, rather than adopting the current stance of treating the turnout decision as separate from and preceding the candidate choice decision.  相似文献

This article explores the relationship between vote sincerity and the time at which vote decisions are finalized. It posits that a specific set of competitive circumstances are necessary for insincere voting to occur, and that voters' understanding of these circumstances can be influenced by exposure to information during a campaign. The article introduces a new method of operationalizing a commonly overlooked type of insincere voting: the protest voter. As defined here, protest voters express their political dissatisfaction by supporting an uncompetitive non-traditional party that is not their first preference. Canadian Election Study data reveal that protest voters make up a small, but noteworthy segment of the electorate and that insincere voters tend to make their vote decisions relatively late.  相似文献

Does registration timing impact whether an individual becomes a habitual voter? We argue that those registering in near proximity to a presidential election are more likely to vote in the upcoming election compared to those who register at other times during an election cycle because they seek an immediate return on their investment, but they are less likely to become habituated to vote in subsequent mid-term and primary elections. We suggest that this is because last-minute registrants, many of whom were registered through voter registration drives, were not focused on long-term electoral payoffs. Leveraging Florida's statewide voter files, we use logistic regression and propensity score weighting with county fixed-effects to evaluate if the timing of voter registration has significant short- and long-term turnout effects in high- and low-salience elections, controlling for party registration and an array of demographic factors. We find that the timing of registration does affect turnout, as last-minute registrants are not equally likely to vote in ensuing elections.  相似文献

This paper analyzes the welfare effects of capital tax coordination in a simple model of fiscal competition where fiscal policy is subject to majority voting and households differ with respect to their labor and capital income. It turns out that a coordinated capital tax increase may raise or reduce welfare, depending on the relative magnitude of i) economic distortions induced by a labor tax and ii) political distortions resulting from the influence of the median voter on fiscal policy decisions. A negative welfare effect is more likely, the smaller the marginal excess burden of the labor tax and the smaller the ratio of the median voter's labor income to average labor income. We also use empirical estimates of the marginal excess burden of taxation to determine the welfare effects of tax coordination; it turns out that a negative welfare effect of coordinated tax increases may emerge in our model for empirically reasonable parameters.  相似文献

Decades of individual and aggregate level research suggest that three sets of factors influence voter turnout: the socioeconomic makeup of the potential voter; legal restrictions on voting; and the political context of each election. In this brief study, we use state-level data to test whether these factors combine to account for variations in turnout rates in the electoral arena of presidential primaries. As expected, high turnout is associated with states which have high median levels of education, lenient legal restrictions on voting, and a history of competitive two-party elections. Also congruent with our expectations, but at odds with research of other electoral arenas, high turnout in presidential primaries is unrelated to high campaign spending or close elections. We contend that spending in presidential primaries may be simply too low to stimulate turnout and that close primaries do not enhance turnout because voters are often unaware that the pending election will be close.The names of the authors appear in alphabetical order and imply that this study is in every way a collaborative enterprise.  相似文献
