The new developments in global politics exert three systemic impacts on international relations. Global issues, vital to the survival of mankind, rise to the top agenda of national governments. The epicenter of global power is shifting from U.S. and Europe to the rest of the regions. The global political excitement and zeal is rolling on. All exact more on the competence of global governance. The current international multilateral mechanisms are in competence deficit, worsening either in terms of adequacy, validity or legitimacy. The call for the reform of it is ever soaring. China by the way is at once engaging in the multilateral diplomacy transforming the international system and facing the growing pressure of assuming leadership and international responsibility. China needs to continuously adapt to the changed national identity in the multilateral diplomacy, to reconcile the multilateral mechanisms that deal with regions and domains in China’s strategic planning and laying-out, to organically associate the short-term and long-term goals and to upgrade the concept of harmonious world in the practice of multilateral diplomacy.  相似文献

Abstract

This article looks at Russia’s exercise of power politics in Ukraine and Syria as a way of improving its international status. Russia’s recent willingness to use power and coercion is theoretically counterintuitive as it appears to be in dissonance with the prevalent characterisation of the country as a status-overachieving inconsistent power. We argue that this behaviour is not the result of a consistent weighing of status against capabilities, but rather reflective of both internal and external dynamics. We analyse issues of identity, opportunity and costs as factors that influence Russian foreign action, showing that power politics will not solve Russia’s status-inconsistency problem in the long run.  相似文献

The article examines how Russian criticism of the normative power Europe (NPE) has evolved. Initially Russia insisted that NPE arguments covered realpolitik. However, two new approaches have recently emerged in Russian reporting on human rights in the EU. One is the demonstration that the EU does not qualify as a normative power. Another is the development of an alternative interpretation of human rights. Russia has, therefore, mastered all NPE critiques. This has occurred as the result of a change in how Russia views international relations. Moscow’s ultimate goal has, however, remained unchanged; it is to reaffirm its equality with key global players.  相似文献

The rare but important phenomenon of business protest has not been adequately addressed in either literature on contentious politics or literature on business politics. Using Argentina’s 2008 agricultural producers’ protests as an illustration, this paper develops the concept of business protest and situates it within the classic framework of business’ instrumental power, exercised through political actions, and structural power, arising from individual profit-maximizing behavior. Business protest entails public and/or disruptive collective action in either the economic arena or the societal arena. Business actors are most likely to consider protest in order to defend their core interests when their structural power is weak and when they lack sources of instrumental power that enhance the effectiveness of ordinary political actions like lobbying. I apply the business power and protest framework to explain the Argentine producers’ failure to influence export tax policy from 2002 through early 2008 and the emergence of protest against a 2008 tax increase. I then examine how the producers’ protests contributed to the reform’s repeal. The producers’ protests are an exceptional example of business protest in which the participants lacked key organizational resources that facilitate collective action.  相似文献

The institutionalisation and nationalisation of Russia’s party system, which is dominated by United Russia (Edinaya Rossiya—UR), has played a major role in the building of Putin’s ‘power vertical’. Nevertheless, despite the fact that formal relations within UR are highly centralised, informal practices allow for far greater degrees of regional autonomy. Focusing on UR’s candidate selection for the 2011 Duma election this article provides an examination of cross-regional variations in the relations between UR’s Party Centre and its regional branches. As electoral legislation requires the segmentation of party lists into ‘regional groups’, the composition of the regional lists, specifically the share of ‘native candidates’, is considered as an indicator of the level of autonomy of regional branches. Ordinal regression analysis confirms our main theoretical hypotheses. In the more financially autonomous regions, UR’s regional branches will have more leverage and bargaining power in their relations with the Party Centre. A second important factor is heterogeneity: the more a region’s socio-economic indices deviate from the national average (either up or down), the less its UR branch is subordinate to the Party Centre.  相似文献

Creation of local government districts has become an enterprise in Uganda, with many stakeholders having diverse opinions about the government's motives. This article examines the questions: What are the proclaimed and hidden or implicit intentions of the government? What evidence is available to provide reasonable interpretation of government action according to a particular rationale? By triangulating primary and secondary data and using a deductive approach, the study concludes that the initial intention of the government to create new districts to bring services and government closer to the people was consistent with the country's constitution and decentralisation policy. However, since 1997, and especially since 2006, other rationales have come to the fore, though not communicated as such in public policy statements. While we do not exclude ethnic rationale, the article finds more evidence that points to political patronage and a variant of gerrymandering (namely, that of splitting up districts while not redrawing boundaries).  相似文献

Turkey is often perceived as a country with low bureaucratic capacity and prone to political manipulation and ‘pork-barrel’. This article tests whether this is the case, by analysing the extent to which politics, rather than equity and efficiency criteria, have determined the geographical allocation of public investment across the 81 provinces of Turkey between 2005 and 2012. The results show that although the Turkish government has indeed channelled public expenditures to reward its core constituencies, socioeconomic factors remained the most relevant predictors of investment. Moreover, in contrast to official regional development policy principles, we uncover the concentration of public investment in areas with comparatively higher levels of development. We interpret this as the state bureaucracy’s intentional strategy of focussing on efficiency by concentrating resources on ‘the better off among the most in need’.  相似文献

<正>This paper analyses developments in China's climate change diplomacy from the perspective of business power and conflict theory.It does so by:(i) accounting for the processes of clean energy industry policy and development in China;(ii) introducing the concept of business power and placing it in the context of climate change;(iii) applying the business power concept to China explore how the development of clean energy industry is expanding China's policy options and changing its bargaining position;and(iv) taking stock of developments thus far and assessing future prospects.It will thereby test both the theoretical proposition that the business power concept is applicable to the Chinese situation,and the empirical proposition that the ongoing development of the national clean energy sector is crucial to China's bargaining position at the international level.  相似文献

ABSTRACT

This paper examines the different styles of anti-corruption strategy, particularly at the local level in China and India. In China there has been a central push with a role of anti-corruption agencies that have law-enforcement power. In India there has been a focus on institutional building together with a visible role of the civil society. China has had a top-down approach while India has more of a bottom-up approach combined with top-down initiatives such as demonetization. Interviews with 44 mid-career and senior officials investigate the two approaches and the impacts of anti-corruption measures in China and India. Interviewees support the approaches adopted by China and India but doubt their effectiveness and sustainability. The way forward, they suggest, is to reduce the influence of political parties especially in India and to enhance e-governance in both countries. Experiences of the two countries have significant implications especially on capacity building, institutional development, and law enforcement.  相似文献
