The goal of this study was to assess the effect of a brief motivation enhancing intervention (MEI) on criminal recidivism. This was a multi-site, cluster-randomized clinical trial in six addiction probation offices. We randomized 73 probation officers (37 to intervention, 36 to control) and followed 220 substance-abusing repeat offenders that were allocated to them (111 intervention, 109 control). We report three measures of recidivism rate (self-report, police records, and combination of either of the two) and time to re-offending (police records) during a 12-month follow-up period. The proportion of re-offending and time to re-offending was not significantly different between offenders that received supervision plus intervention and those that received supervision-as-usual (SAU, no intervention). Our findings provide no evidence that supervision plus a brief MEI is more effective than SAU.  相似文献

The purpose of this study is to evaluate the deterrent effect of imprisonment. Using data on offenders convicted of felonies in 1993 in Jackson County (Kansas City), Missouri, we compare recidivism rates for offenders sentenced to prison with those for offenders placed on probation. We find no evidence that imprisonment reduces the likelihood of recidivism. Instead, we find compelling evidence that offenders who are sentenced to prison have higher rates of recidivism and recidivate more quickly than do offenders placed on probation. We also find persuasive evidence that imprisonment has a more pronounced criminogenic effect on drug offenders than on other types of offenders.  相似文献

The central question we address in this article is whether participation in court-ordered drug treatment programs reduces future criminal involvement among convicted property offenders who have a history of drug abuse. Using a national sample of male property offenders sentenced to felony probation, we analyze drug treatment experience on probationers’ recidivism rates by employing proportional hazards techniques. Results indicate that how successful white men are in completing courtordered drug treatment programs has no significant effect on their recidivism rates. However, AfricanAmerican and Hispanic men who satisfy the expectations of their drug treatment programs are significantly less likely to be rearrested. Overall, our findings support the contention that drug treatment reduces further criminal behavior among men on probation for felony property offenses. Thus, we recommend that court service personnel strive to provide drug treatment programs for property offenders with a history of drug abuse and that supervisors closely monitor probationers’ activities while in treatment to assure lower rates of recidivism. Data from New Jersey were used to examine the effectiveness of felony probation. Examination of more than 2,000 burglars, robbers, and controlled substance offenders placed on probation in 1976–1977 showed that their recidivism at three, four, and approximately 10 years after sentencing ranged from approximately one-third to more than half arrested and about 10 percent imprisoned. Prior convictions, type of offense, age, race, the Greenwood prediction device, use of heroin, and employment were statistically significant correlates of recidivism. The major conclusion is that probation is an acceptable sentencing alternative for some felony offenders in some states but that recidivism rates can be alarmingly high for particular categories of offenders. In addition, probation officials should devote some attention to the needs of probationers in such problem areas as employment and drug abuse.  相似文献

The Self-Appraisal Questionnaire (SAQ) is a 72-item self-report measure designed to predict violent and nonviolent recidivism among adult male criminal offenders. It was administered to 91 female offenders incarcerated in Pennsylvania and 183 incarcerated in Singapore correctional systems. Results indicated that the SAQ has sound psychometric properties, with acceptable reliability and concurrent and predictive validity for assessing violent and nonviolent recidivism. There were no significant differences between the scores of African American and Asian offenders and the responses of the White offenders. Similar to the findings from male offenders, the present results provide some support for the validity of the SAQ in the prediction of violent and nonviolent recidivism risk among White, African American, and Asian female offenders.  相似文献

The parole performance of offenders who were released after successfully completing a shock incarceration program was examined and compared to the performance of offenders who were serving time on probation or parole after a period of incarceration. Separate survival analyses were performed for recidivism as measured by (1) arrests and (2) failures (jailed, absconded, or revoked). Prior incarceration, age, age at first arrest, and risk assessment score were related to recidivism but type of sentence was not. Intensity of supervision was significantly related to recidivism but this relationship was eliminated when risk level was controlled. There was no evidence that shock incarceration reduces recidivism. Future research should focus on methods of reducing failures during community supervision for these young, nonviolent offenders within the framework of either a shock incarceration program or some other sentence.An earlier version of this paper was presented at the American Probation and Parole Association 14th Annual Training Institute, Milwaukee, Wisconsin, August 1989.  相似文献

This analysis examines the inter- and intra-racial/ethnicity effects of skin tone variations in a sample of probationers across three dependent variables: probation length, successful completion, and revocation due to technical violations. Darker tones were linked to shorter probation terms with the exception of African Americans, among whom no effect was found. Darker tones were also associated with a decreased likelihood of successful probation completion. Conversely, probation success likelihood was higher among light skinned Hispanics. Finally, lighter tones were also associated with increased risks of probation revocation. Importantly, across the analysis any significant effects for Whites dissipated once Hispanics were removed from the analysis. Explanations of the contrary findings are offered drawing from scholarship on normal crimes and racial threat.  相似文献

This paper reports findings from a clinical trial of a probation case management (PCM) intervention for drug-involved women offenders. Participants were randomly assigned to either PCM (n=92) or standard probation (n=91), and followed for 12 months using measures of substance abuse, psychiatric symptoms, social support and service utilization. Arrest data were collected from administrative datasets. The sample (N=183) included mostly African American (57%) and White (20%) women, with a mean age of 34.7 (SD = 9.2) and mean education of 11.6 years (SD = 2.1). Cocaine and heroin were the most frequently reported drugs of abuse, 86% reported prior history of incarceration, and 74% had children. Women assigned to both PCM and standard probation showed change over time in the direction of clinical improvement on 7 of 10 outcomes measured. However, changes observed for the PCM group were no different than those observed for the standard probation group. Higher levels of case management, drug abuse treatment, and probationary supervision may be required to achieve improved outcomes in this population.  相似文献

Considerable theoretical and empirical attention has been given to the relationship between time incarcerated and recidivism. Much less attention has been devoted to alternative sanctions such as house arrest with electronic monitoring and recidivism following participation in such programs. In this paper we use event history techniques to assess the relationships between time spent in jail, time spent on electronic monitoring, and recidivism in a sample of offenders who spent at least some time on electronic monitoring. The results suggest that the longer the time on electronic monitoring, the lower the likelihood of recidivism. This effect, however, varies by type of offender. Despite some evidence of a curvilinear relationship between time in jail and recidivism, the relationship is not robust to the inclusion of other control variables. Theoretical and practical implications of these findings are discussed.  相似文献

This study examined prosecution and post-prosecution elements of a coordinated community intervention approach to male perpetrators of adult domestic violence. In a sample of 235 cases, recidivism was assessed from official criminal justice data during a 12- to 18-month period after cases were initially handled by the Baltimore, Maryland State's Attorney's Domestic Violence Unit. Court orders for domestic violence counseling were associated with significantly lower criminal recidivism for battery or violation of a civil order of protection. Lower criminal recidivism was also associated with the cumulative effects of successful prosecution, probation monitoring, receiving a court order to counseling, attending counseling intake, and completion of counseling. Individuals with greater involvement in this intervention system had lower recidivism rates, even though offenders with more extensive abuse histories experienced more intervention. Results provide qualified support for coordinated community intervention for domestic violence perpetrators.  相似文献

A group of 419 adult property offenders granted probation and ordered to repay their victims for the direct monetary losses or property damage incurred as a result of their crime were matched on 28 variables to a group of 179 offenders who were not ordered to pay restitution to their victims. Compared to those not ordered to repay their victims, the offenders ordered to pay restitution had a more difficult probation experience, having more revocations filed against them and showing a greater frequency of reporting, physical health, and money problems. No difference in arrest rate or time on probation was discovered. Those offenders ordered to pay restitution but who did not pay in full had the greatest problems of all, showing the highest revocation filing and actual revocation rate, rate of convictions, and time served. Payment characteristics were described for offenders who paid all, part, or none of their restitution debt by probation's end. It was suggested that closer probation officer scrutiny of offenders ordered to pay restitution may have accounted for the more difficult experience of the restitution group and that cost of administration of restitution programs may not be worth the benefits.This research was funded in part by grant No. 76-ED-99-0027 from the Law Enforcement Assistance Administration. This study employs classification tree analysis (CTA) to address whether 3 groups of violent offenders have similar or different risk factors for violent recidivism while on probation. A sample of 1344 violent offenders on probation was classified as generalized aggressors (N = 302), family only aggressors (N = 321), or nonfamily only aggressors (N = 717). The strongest predictor of violent recidivism while on probation was whether the offender was a generalized aggressor or not, with generalized aggressors more likely to be arrested for new violent crimes. Prior arrests for violent crimes predicted violent recidivism of generalized aggressors, but did not significantly predict violent recidivism of family only and nonfamily only aggressors. For generalized aggressors and family only batterers, treatment noncompliance was an important risk predictor of violent recidivism. CTA compared to logistic regression classified a higher percentage of cases into low-risk and high-risk groups, provided higher improvement in classification accuracy of violent recidivists beyond chance performance, and provided a better balance of false positives and false negatives. The implications for the risk assessment and domestic violence literature are discussed.  相似文献

Widely used risk/need assessment instruments assume that female offender risks for recidivism are essentially equivalent to those of male offenders. A look at the lives of female and male offenders reveals that there are important differences in the context of both offending and re-offending. This research draws on both quantitative and qualitative data to explore the effectiveness of a well known risk instrument to both predict recidivism and potentially direct intervention efforts. The results, particularly the in-depth interviews with offenders (both male and female) serving time on parole or felony probation reveal differences not detected by most contemporary risk and need assessment instruments. Ultimately, the gendered links among physical and sexual abuse, drugs, and crime are missed in risk and need assessments, thereby placing female offenders at risk for neglect and criminalization in an otherwise seemingly objective method of assessment.  相似文献

Given the growing trend of girls in the juvenile justice system, there has been increasing attention toward providing gender‐specific programming. The Reaffirming Young Sisters' Excellence (RYSE) program was one of Alameda County, Calif., Probation Department's intervention programs designed to address both gender and cultural factors in girls programming. ANCOVA analyses of 350 randomized girls did not provide support for the gender‐specific hypothesis that girls who received RYSE intervention will have a lower recidivism score than girls who received traditional probation services. However, the cultural hypothesis was partially supported with African American girls who participated in the RYSE intervention faring better than Hispanic, White, and Asian RYSE girls, and their African American control counterparts.  相似文献

This paper reports on a retrospective study of the Denver Drug Court that was conducted to assess the court's impact on court processing, treatment matching, and offender recidivism. A sample of 300 offenders from the Denver Drug Court and drug offenders from two previous years prior to the drug court was obtained. Quasi‐experimental procedures were used to examine differences in measured variables across each offender cohort. Data for this study were collected from court records as well as through on‐line arrest records. This paper begins with an exploration of the organizational framework of the Denver Drug Court and the court's related treatment options. It also examines the extant literature on the effectiveness of drug courts. Analysis of the data indicates that the Denver Drug Court has reduced case processing time and it has slightly reduced the amount of time offenders spend in presentence confinement. Unlike previous studies of drug courts, this study attempted to examine the court's ability to match offenders to treatment needs. Analysis of the available data, although limited, suggests that offenders are being matched to appropriate levels of treatment. Finally, data analysis indicates no significant differences in revocation or rearrest rates. This article concludes with a discussion of the controversial nature of drug courts. Directions for future research are offered.  相似文献

This exploratory study examined juvenile drug courts’ effect on adulthood recidivism. Utilizing a twelve-year average follow up time, adult recidivism rates were compared between previous juvenile drug court participants and a comparison group of juveniles who participated in traditional probation. Linear regression models indicated limited recidivism effects of drug court on arrests or convictions into adulthood. The findings suggest that gender and race may play a role in how justice-involved juveniles interact and experience juvenile drug court, highlighting the need for gender-responsive and culturally responsive policies, practices, and programs within juvenile drug courts. Recommendations are made regarding future research areas and ways to potentially improve long-term juvenile drug court outcomes.  相似文献

The results from using samples from Australia, Canada, England, Singapore, and two samples from the United States (North Carolina and Pennsylvania) indicated that (a) the SAQ has sound psychometric properties, with acceptable reliability and concurrent validity for assessing recidivism and institutional adjustment; (b) there were no significant differences among the scores of the White, African American, Hispanic, and Aboriginal Australian offenders on the SAQ; (c) there were no significant differences among offenders who completed the SAQ for research purposes versus offenders who completed it as part of a decision-making process. Results provided support for the validity of the SAQ to be used with the culturally diverse offenders involved in this research and provided further evidence that contradicts concerns that the SAQ as a self-report measure may be susceptible to lying, and self-presentation biases.  相似文献

The aim of this study was to determine whether the Self-Appraisal Questionnaire (SAQ), a tool that was found to be reliable and valid for assessing violent and nonviolent recidivism and institutional adjustment for Canadian offenders, would also be valid for the same purposes with a demographically different population of North Carolina offenders. The internal consistency alphas and SAQ total and subscale scores' correlations were high. Offenders with high SAQ total scores had significantly more violent offenses, had more total number of past offenses, had higher numbers of past arrests, and had more institutional infractions than those with low SAQ scores. There were no significant differences between the responses of the African American and Caucasian offenders on the SAQ scales. These results support previous findings regarding the reliability and validity of the SAQ for assessing recidivism and institutional adjustment and suggest that the SAQ could be used with diverse populations.  相似文献

This article examines the prediction of recidivism using the Global Risk Assessment Device (GRAD), a reliable and valid measure of dynamic factors associated with family characteristics, peers, mental health, substance abuse, trauma exposure, educational concerns, accountability, and health risks. Using a sample of adult caregivers of first-time misdemeanant offenders, two factors-education and accountability-were significantly associated with recidivistic behavior, supporting the use of GRAD data in correctly identifying first-time offenders who have the greatest and the least likelihood for future offending behavior. Additional analyses utilizing parent reports on African American males indicate that the GRAD provides discrimination in the prediction of recidivism in a group typically seen as being high risk simply because of their gender and race. The assessment drives intervention approach of the GRAD is discussed in terms of using reports from adults to accurately place youth into appropriate levels of supervision and treatment.  相似文献

This paper presents a conceptual framework to consider the activities and outcomes of probation projects. It is based on twenty site visits at which probation staffs described how project activities interrelated to produce desired effects. Based upon comparative analysis of these projects, alternative probation strategies are contrasted in six areas: (1) caseload reduction as a means to increase contact time; (2) in-house versus out-house treatment services; (3) helping relationships and tightened surveillance for probationers; (4) ways to enhance community acceptance; (5) usefulness of attempting to change probationer attitudes versus behaviors; and (6) goals of reduced criminal activity during, versus after, probation. The analysis points up underlying assumptions of probation programs and leads to three recommendations. First, contact character is a more superior measure of probation intensity than is caseload reduction. Second, probation projects should prepare conceptual frameworks to better understand the relationship between project activities and desired outcomes, but they should not be subject to elaborate evaluation requirements. Third, multiple measures of criminal activity allow a more balanced appraisal than is possible with single measures such as revocation rate or recidivism.  相似文献
