What explains widespread coethnic voting in the Middle East? The prevailing understanding revolves around clientelism: the view that MENA citizens support coethnic parties and candidates in order to most easily or effectively extract resources from the patrimonial state. Previous research has thus neglected non-economic explanations of ethnic-based preferences and outcomes in MENA elections, including social biases long identified in other settings. This study presents findings from a conjoint survey experiment in Qatar, where symbolic elections lack distributional implications. Consistent with expectations derived from social identity theory, results reveal strong favoritism of cosectarian candidates, whereas objective candidate qualifications do not affect voter preferences. Bias is especially strong in a policy domain – promoting religious values – that prompts respondents to consider the candidate’s ethnic identity. Findings offer clear evidence that ethnic-based voting in Qatar and likely elsewhere is not merely epiphenomenal but can reflect actual preferences for members of social in-groups.  相似文献

Across established democracies, citizens express high levels of support for decision making via referendums. What drives these preferences remains yet unclear. In this article it is argued that, first, process preferences are less stable than previously assumed but vary substantially across policy proposals. Second, it is suggested that instrumental considerations play an important role in shaping citizens’ preferences for referendums. Specifically, citizens who favour the policy proposal or believe that they hold a majority opinion are expected to express more support for the use of referendums. An original survey was designed and conducted in the Netherlands (N = 1,289) that contains both between and within respondent variation across a range of policy proposals. The findings support these arguments: Both the desire for a specific policy change and the perception of being in the majority with one's policy preference relate to support for the use of referendums across policy proposals, levels of governance, and between and within respondents. This study contributes to a better understanding of process preferences by showing that these preferences have a non-stable component and that instrumental considerations play an important role in citizens’ support for referendums.  相似文献

Abstract

The 2017 French presidential elections featured an eventful campaign, produced astonishing results, and presented important signs of party system change. This paper analyses the main lines of divide of the demand and the supply side of electoral competition. It analyses the structure of citizens’ preferences, as well as the candidates’ strategic issue opportunities, relying on issue yield theory. To that end, it combines data from an original individual-level survey with information about the candidates’ Twitter messages. It is found that the traditional model of two-dimensional political space, characterised by an economic (left–right) and socio-cultural (integration–demarcation) dimension is largely challenged. On the supply-side, the analysis offers additional evidence for the central role played by the integration–demarcation divide, while showing that the traditional left–right conflict has not fully disappeared.  相似文献

Representatives have more effective incentives to cater to the preferences of the majority of citizens when they are elected in districts with few rather than many seats. We investigate this hypothesis empirically by matching Swiss members of parliament’s voting behavior on legislative proposals with real referendum outcomes on the same issues for the years 1996 to 2008. We thus identify the impact of district magnitude on representatives’ incentives to adhere to citizens’ revealed preferences. We find systematic, statistically significant and economically relevant evidence that individual representatives from districts with few seats vote more often in line with majority preferences.  相似文献

This article analyses effects of German federal election campaigns on citizens’ orientations towards chancellor candidates. Three hypotheses are formulated; they refer to polarization, party politicization, and priming of candidate attitudes; additionally, it is argued that campaign context moderates the effects. The hypotheses are tested empirically using survey data conducted in the election campaigns 1980 to 1998. Empirically, campaign communication polarizes the perceptions of the chancellor candidates; additionally, the perceptions are brought into line with party preferences. Thirdly, priming effects are less common, but in some cases substantial candidate priming can be proved. Hence, election campaigns influence candidate orientations in Germany, and the effect varies according to the political context.  相似文献

Understanding representation is central to politics. Numerous studies assess under which conditions politicians share citizens’ ideological preferences. However, under which conditions bureaucrats share citizens’ ideological preferences has not been systematically studied. Yet, bureaucratic preferences shape policy outcomes. Our paper thus studies why bureaucrats are more right or left-wing than citizens in some countries and points of time, yet not others. We theorize that political ideologies of past incumbents shape this variation. Incumbents can select ideologically aligned bureaucrats and socialize bureaucrats into ideological preferences; moreover, prospective bureaucrats may self-select into ideologically aligned governments. As bureaucratic tenure exceeds political tenure, this politicization has lasting effects. Survey data from 87 countries supports this argument: bureaucrats are more left-leaning than citizens in countries with longer prior rule by economically left-wing governments, and more right-wing in countries with more authoritarian pasts. This suggests that incumbents continue to shape the ideological preferences of bureaucrats after leaving office.  相似文献

For a number of Western democracies, it has been observed that the preferences of poor and rich citizens are unequally represented in political institutions and outcomes. Yet, the causes of this phenomenon are still under debate. We focus on the role of elections in this process, by disentangling biases towards different income groups that stem from the party system and from voters’ behaviour. Our aim is to uncover whether elections as selection mechanisms contribute to unequal representation by analysing factors of the supply and demand sides of the electoral process. On the supply side, we focus on the congruence of parties’ policy offers and voters’ preference distributions. This shapes citizens’ possibilities to express their policy preferences. On the demand side, we are interested in the extent to which citizens from different income groups base their vote decisions on their policy preferences. The empirical analysis relies on the European Social Survey and the Chapel Hill Expert Survey and covers 13 Western European countries. Our results indicate, first, that the economic and cultural preferences of poor and rich citizens differ significantly, and second, that party systems in the countries under investigation represent the lowest income groups the worst, and the middle income groups the best. This makes it difficult for citizens at both the lower and the higher end of the income distribution to voice their preferences in elections. Additionally, we show that low income citizens tend to take policy less into consideration when making an electoral choice than richer citizens. Thus, while the rich make up for their representation bias by taking policy more into account in their voting behaviour, the electoral stage poses another obstacle for the poor to overcome the representation bias. In summary it can be said that already on the supply side there is an unbalanced disadvantage in terms of representation for the very poor and the very rich, but the pattern leads to an even more asymmetrical misrepresentation of the poor due to the election act.  相似文献

Generations of democratic theorists argue that democratic systems should present citizens with clear and distinct electoral choices. Responsible party theorists further argued that political participation increases with greater ideological conflict between competing electoral options. Empirical evidence on this question, however, remains deeply ambiguous. This article introduces new joint estimates of citizen preferences and the campaign platforms chosen by pairs of candidates in U.S. House and Senate races. The results show that increasing levels of ideological conflict reduce voter turnout, and are robust across a wide range of empirical specifications. Furthermore, the findings provide no support for existing accounts that emphasize how ideology or partisanship explains the relationship between ideological conflict and turnout. Instead, I find that increasing levels of candidate divergence reduce turnout primarily among citizens with lower levels of political sophistication. These findings provide the strongest evidence to date for how mass political behavior is conditioned by electoral choice.  相似文献

While equal political representation of all citizens is a fundamental democratic goal, it is hampered empirically in a multitude of ways. This study examines how the societal level of economic inequality affects the representation of relatively poor citizens by parties and governments. Using CSES survey data for citizens’ policy preferences and expert placements of political parties, empirical evidence is found that in economically more unequal societies, the party system represents the preferences of relatively poor citizens worse than in more equal societies. This moderating effect of economic equality is also found for policy congruence between citizens and governments, albeit slightly less clear-cut.  相似文献

This study examines the effect of electoral competition on politicians’ trade policy preferences using candidate observations from the House of Representatives in Japan’s 2012 general election. The study clarifies the effects of constituency size and the electoral strength of constituencies on candidates’ political stances. The empirical results provide evidence that politicians’ preferences for trade policy are sensitive to electoral pressure, but their reactions differ depending on the characteristics of each constituency. The results reveal that for a broad constituency with a large concentration of agricultural workers, election candidates are more likely to support protectionism than their counterparts running in a narrow constituency. For city district election candidates, electoral strength measured by the vote margin significantly affects their trade policy preferences. Candidates in close elections are more likely to be protectionist than candidates elected by a substantial majority, suggesting that electoral pressures deter politicians from supporting trade liberalization.  相似文献

Recent survey research has revealed a ‘devolution paradox’: some citizens who favour stronger regional governments inconsistently desire policy uniformity across regions and state-wide intervention in policy provision. It is argued and empirically shown that preferences for regional authority can be broken down into preferences for self-rule – that is, for autonomy for the region – and for shared rule – that is, for collaboration between regional and national governments. Drawing upon the International Constitutional Values Survey, which includes 4,930 respondents from 142 regions in eight countries, it is also shown that preferences for self-rule and shared rule have different impacts. Preferences for self-rule translate into a preference for regional reform that strengthens regional autonomy, whereas preferences for shared rule drive preferences for fiscal transfers from richer to poorer regions. These results are important because they can explain why citizens who are in favour of more regional authority may support an apparently ‘paradoxical’ set of policy outcomes.  相似文献

Theoretical and empirical accounts of public opinion show that people’s social policy preferences are affected by the state of economy. According to the countercyclical view, economic downturn increases citizens’ demands for social policy whereas the procyclical view states that citizens demand less social policy during economically tough times. This article argues that individuals’ differences in political sophistication and, specifically, the commonly associated social-psychological characteristics are part of the micro-foundations for those different responses. People acquire and process information differently, which influences their political preferences. Public opinion and macroeconomic data from Europe during the economic crisis support the argument. The results show that people with lower levels of political sophistication tend to be procyclical, whereas this relationship weakens and moves towards countercyclical opinion structures with increasing levels of sophistication. These findings help to explain social policy preferences in response to the economy, and they offer insights into the origins of social policy preferences.  相似文献

Do citizens hold congressional candidates accountable for their policy positions? Recent studies reach different conclusions on this important question. In line with the predictions of spatial voting theory, a number of recent survey-based studies have found reassuring evidence that voters choose the candidate with the most spatially proximate policy positions. In contrast, most electoral studies find that candidates’ ideological moderation has only a small association with vote margins, especially in the modern, polarized Congress. We bring clarity to these discordant findings using the largest dataset to date of voting behavior in congressional elections. We find that the ideological positions of congressional candidates have only a small association with citizens’ voting behavior. Instead, citizens cast their votes “as if” based on proximity to parties rather than individual candidates. The modest degree of candidate-centered spatial voting in recent Congressional elections may help explain the polarization and lack of responsiveness in the contemporary Congress.  相似文献

We study a spatial model of electoral competition among three office-motivated candidates of unequal valence (one advantaged and two equally disadvantaged candidates) under majority rule assuming that candidates are uncertain about the voters’ policy preferences and that the policy space consists of three alternatives (one at each extreme of the linear policy spectrum and one in the center) and we characterize mixed strategy Nash equilibriums of the game. Counterintuitively, we show that (a) when uncertainty about voters’ preferences is high, the advantaged candidate might choose in equilibrium a more extremist strategy than the disadvantaged candidates and that (b) when uncertainty about voters’ preferences is low, there exist equilibriums in which one of the disadvantaged candidates has a larger probability of election than the disadvantaged candidate of the equivalent two-candidate (one advantaged and one disadvantaged candidate) case.  相似文献

The design principles of institutions that visibly and significantly affect citizens’ lives are likely to be politically salient. Popular support for these principles is in turn crucial for institutional viability and effectiveness. Transboundary pandemics are a case in point. Understanding citizens’ preferences regarding the design of international alliances set up to mass-produce and distribute vaccines is likely to determine citizens’ subsequent cooperation with vaccination campaigns. This study explores Germans’ preferences for international COVID-19 vaccine alliance design principles. We conducted a conjoint experiment at a recurring cognitive moment in many pandemics’ cycles, between the initial outbreak and a more devastating but still-unknown second wave, when infection rates were very low, yet no policy solutions had been developed. We analyzed preferences regarding four building blocks: (1) alliance composition (size; EU-centrism), (2) alliance distribution rules (joining cost; vaccine allocation), (3) vaccine nationalism (cost per German household; coverage in Germany) and (4) vaccine producer confidence (origin; type). Distribution rules, political ideology and personal perceptions of pandemic threat matter little. But a larger alliance size and dominant EU-country composition increase alliance support. And vaccine nationalism is key: support increases with both lower costs and larger coverage for own-nation citizens. Moreover, support goes down for Chinese and American producers and increases for Swiss and especially own-nation producers. In sum, a realist and technocratic outlook is warranted at the cognitive stage in pandemic cycles when no solutions have been found, yet the worst already seems to be over, as national self-interest reigns supreme in popular attitudes.

Citizen candidate models represent a significant advance in the analysis of public choice. They provide added realism to models of endogenous policy formation, relate the number of candidates to the benefits and costs associated with electoral competition and support equilibria with differentiated candidate positions, even with a multidimensional policy space. In this paper, experimental methods are utilized to test two of the model’s equilibrium predictions. The results support the prediction that an increase in the net benefits to winning an election increases the number of citizens entering electoral contests. When the net benefits to winning an election are low, the results support the prediction that the only candidate has the median preference. Further, the results suggest that when net benefits are high, two members of the electorate with preferences close to and symmetric about the median enter the election, although convergence to this equilibrium takes time. Because entry is costly, having multiple candidates lowers group payoffs and may be seen as inefficient.  相似文献

This study uses multiwave panel data from the 2008 presidential election to investigate the impact of partisan news exposure on changes in vote preferences over time. Overcoming key limitations of prior research, the analysis distinguishes among the potential effects originally delineated by Lazarsfeld and colleagues ( 1948 ): (1) activation—motivating partisans who initially say they are undecided or planning to defect to shift their vote back to their own party's candidate; (2) conversion—motivating partisans to shift their vote to the opposing party's candidate; and (3) reinforcement—strengthening partisans’ preference for their initial vote choice. The results reveal only modest evidence that partisan news reinforces existing vote preferences. Surprisingly, partisan news plays a more robust role motivating changes in vote choice: news slanted toward citizens’ own partisanship increased the odds of activation and decreased the odds of conversion, while news slanted away from citizens’ own partisanship proved a strong counterforce working in the opposite direction.  相似文献

Different institutions can produce more (or less) preferred outcomes, in terms of citizens’ preferences. Consequently, citizen preferences over institutions may “inherit”—to use William Riker’s term—the features of preferences over outcomes. But the level of information and understanding required for this effect to be observable seems quite high. In this paper, we investigate whether Riker’s intuition about citizens acting on institutional preferences is borne out by an original empirical dataset collected for this purpose. These data, a survey commissioned specifically for this project, were collected as part of a larger nationally representative sample conducted right before the 2004 election. The results show that support for a reform to split a state’s Electoral College votes proportionally is explained by (1) which candidate one supports, (2) which candidate one thinks is likely to win the election under the existing system of apportionment, (3) preferences for abolishing the Electoral College in favor of the popular vote winner, and (4) statistical interactions between these variables. In baldly political terms, Kerry voters tend to support splitting their state’s Electoral College votes if they felt George W. Bush was likely to win in that state. But Kerry voters who expect Kerry to win their state favor winner-take-all Electoral College rules for their state. In both cases, mutatis mutandis, the reverse is true for Bush voters.  相似文献

We study a citizen‐candidate‐entry model with private information about ideal points. We fully characterize the unique symmetric equilibrium of the entry game and show that only relatively “extreme” citizen types enter the electoral competition as candidates, whereas more “moderate” types never enter. It generally leads to substantial political polarization, even when the electorate is not polarized and citizens understand that they vote for more extreme candidates. We show that polarization increases in the costs of entry and decreases in the benefits from holding office. Moreover, when the number of citizens goes to infinity, only the very most extreme citizens, with ideal points at the boundary of the policy space, become candidates. Finally, our polarization result is robust to changes in the implementation of a default policy if no citizen runs for office and to introducing directional information about candidates’ types that is revealed via parties.  相似文献
