The pervasive influence of partisanship on political evaluations is well known and understood. Whether citizens rely on their policy attitudes has received less attention, especially in the context of how people update and revise their evaluations. This paper focuses on presidential assessments and uses panel data covering three presidencies to model the determinants of opinion change. The results indicate that policy preferences (like partisanship) exert a regular and substantial influence on how citizens update their presidential evaluations. 相似文献

This article examines nonincumbent fundraising through the lens of two theories that have not been applied in other studies of fundraising—strategic candidate entry and ambitious amateur candidates—to test whether candidates with prior office experience are advantaged in raising funds for U.S. House campaigns. A selection model that takes into account the strategic entry of strong candidates demonstrates that electoral experience matters for only a select subset of experienced candidates. In contrast to previous research, the results show that much of the fundraising difference between amateurs and experienced candidates can be attributed to a selection process where the strongest candidates seek the best races. The results have implications for how we understand the relative importance of various conditions that shape fundraising. Competitive local or national conditions that encourage strong candidacies also allow nonincumbents to accumulate sufficient funds to mount credible campaigns. 相似文献

In the Ukrainian parliamentary elections of 1994 the Communist party gained the greatest number of seats, yet the presidential election of the same year was won by a liberal reformer, Leonid Kuchma. The question arises as to how within a period of only a few months the Ukrainian electorate could have brought about such divergent results. This article addresses the question with reference to the workings of the Ukrainian electoral systems. It argues firstly, that the systems governing the two types of election created distinctive incentive structures for campaign strategy which interacted with the structure of preferences of the electorate in different ways, and secondly, that majoritarian aggregative formulae had different effects in the two sets of elections. 相似文献

Through 1992, federal election campaign laws and House rules permit U.S. Representatives holding office on 8 January 1980, to personally claim unspent campaign contributions when they retire, while other House members have to forfeit such sums. These rules provide differential incentives to pre-1980 members to more aggressively seek and yet refrain from spending political contributions than other House members. Regression estimates suggest that the privilege was worth almost $71,700 to the typical pre-1980 House member during the 1987–88 election cycle. 相似文献

This paper explores why two countries with similar electoral, partisan, and presidential institutions, have produced significantly different policy outcomes in Latin America. Brazil and Ecuador are conventionally known as having highly fragmented party systems, where legislators have great incentives to cultivate a personal vote. Presidents are perceived to be strong and to make large use of government resources in order to advance their agenda. Yet, policies in Brazil are more likely to respond to shocks and to be more stable over time than policies in Ecuador, where policies remain vulnerable to political changes and realignments. We argue that this variation is explained by the different nature of political coalitions formed in each country. We identify three factors that increase the executive's ability to craft governing coalitions in congress: the availability of valuable coalition currencies, the influence of long‐term political horizons, and the extent to which political transactions are credibly and effectively enforced. 相似文献

The effects of redistricting on candidate entry patterns in contemporary House races has received growing attention in the scholarly literature, yet virtually no consideration has been given to this question in the context of historical elections. This is unfortunate as the wider variation in congressional redistricting during the nineteenth century gives us increased leverage in terms of understanding strategic candidate behavior. Utilizing a new dataset of candidate quality for nineteenth-century House races, we examine whether candidates with prior electoral experience are more likely to run in districts that are altered during the redistricting process, and provide an account of how differences in the prevalence of redistricting may affect strategic entry decisions of politicians. Our results suggest that entry decisions and electoral outcomes are affected by redistricting in this era. Moreover, our analysis provides an opportunity to use history to test contemporary theories of congressional elections in a broader context . 相似文献

The Polarization of American Environmental Policy: A Regression Discontinuity Analysis of Senate and House Votes, 1971–2013

The partisan polarization of environmental policy is an important development in American politics, but it remains unclear how much such polarization reflects voter preferences, as opposed to disagreements between partisan elites. We conduct a regression discontinuity analysis of all major environmental and energy votes in the Senate and the House, 1971–2013. In total, we have 368,974 individual roll call votes by senators and House Representatives. The causal effect of electing a Democrat instead of a Republican in close elections on pro‐environmental voting is large: when a Democrat wins, pro‐environmental voting increases by over 40 percentage points. Because of the quasi‐experimental research design, this difference cannot be attributed to the median voter's preferences. Next, we test hypotheses concerning possible explanations for the elite partisan conflict. The Democrat–Republican gap is the widest when fossil fuel interests make contributions exclusively to Republicans and when state‐level public opinion is polarized. 相似文献

Practitioners and scholars are concerned that citizen surveys about community services are heavily influenced by respondents' opinions on other issues and by their sociodemographic backgrounds. We search for these biases by examining the extent to which citizen assessments of streets and parks in Iowa communities match the assessments of a nonresident. The citizens' ratings correlate significantly with the nonresident's ratings, indicating that citizen evaluations are not entirely the product of other influences. However, further analysis reveals some bias. In particular, streets are rated higher in wealthy towns, towns high in political efficacy, and towns where residents rate government services good overall. Parks are rated higher in towns where people come together to solve problems and in towns where people rate government services good overall. Even with these biases, our research indicates that citizen evaluations convey reasonably accurate information about the condition of community streets and parks. 相似文献

This study extends the analysis of presidential coattails to the most recent U.S. House elections. Building upon previous research on this subject, it draws a clear distinction between open and incumbent-held seats and presents evidence about several measures of presidential coattails. In particular, the analysis attempts to estimate, controlling for incumbency, the strength of presidential coattails (the proportion of the vote received by a congressional candidate that is due to the presence of the presidential nominee on the ballot) and the effectiveness of a president's coattails (the number of districts gained or retained by a party because of the net influence of presidential candidates). The results show that, contrary to earlier findings and trends, the unique impact of presidential coattails in open seat races did not decline. The results also suggest that several representatives who played a very prominent role in crafting the Republican strategy to win back control of the House in 1994 were the beneficiaries of the coattail effect. 相似文献

Scholars who study the American presidency usually have to rely on indirect evidence for understanding the internal operations of the 'black box' that is a contemporaneous White House. Most of the direct evidence about White House behavior becomes available only after a president has left office, when confidential communications are opened to the public by the presidential libraries. In recent years, however, such direct evidence has become increasingly inaccessible, because of changes in the record-keeping habits of senior executive branch officials and because of the politics of archival release. This article explores the nature and extent of these problems, and how elite oral history interviewing can compensate for them. It further examines the strengths and weaknesses of oral history as a means of learning about the usually hidden workings of the American presidency. 相似文献

Candidate positioning and responsiveness to constituent opinion in the U.S. House of Representatives

In this paper, I develop a survey-based measure of district ideology for the House of Representatives. I use this index to document and study ways in which patterns of candidate positioning depart from perfect representation. These findings help distinguish between competing theories of candidate positioning. My findings present evidence against theories that attribute divergence to the preferences of voters and the locations of primary constituencies. My findings are potentially consistent with the policy-motivation and resource theories, which attribute divergence to the polarization of political elites. 相似文献

But while the research is being done, what provisions should be incorporated in the Clean Air Act of 1977 (or the Acts of 1978 through 2000, for that matter)? For research won't give us clear answers then either. What constitutes procedural rationality in such circumstances? “Reasonable men” reach “reasonable” conclusions in circumstances where they have no prospect of applying classical models of substantive rationality. We know only imperfectly how they do it. We know even less whether the procedures they use in place of the inapplicable models have any merit—although most of us would choose them in preference to drawing lots. The study of procedural rationality in circumstances where attention is scarce, where problems are immensely complex, and where crucial information is absent presents a host of challenging and fundamental research problems to anyone who is interested in the rational allocation of scarce resources. 相似文献
