An enduring and increasingly acute concern—in an age of polarized parties—is that people’s partisan attachments distort preference formation at the expense of relevant information. For example, research suggests that a Democrat may support a policy proposed by Democrats, but oppose the same policy if proposed by Republicans. However, a related body of literature suggests that how people respond to information and form preferences is distorted by their prior issue attitudes. In neither instance is information even-handedly evaluated, rather, it is interpreted in light of partisanship or existing issue opinions. Both effects are well documented in isolation, but in most political scenarios individuals consider both partisanship and prior opinions—yet, these dynamics may or may not pull toward the same preference. Using nationally representative experiments focused on tax and education policies, I introduce and test a theory that isolates when: partisanship dominates preference formation, partisanship and issue opinions reinforce or offset each other, and issue attitudes trump partisanship. The findings make clear that the public does not blindly follow party elites. Depending on elite positions, the level of partisan polarization, and personal importance of issues, the public can be attentive to information and shirk the influence of party elites. The results have broad implications for political parties and citizen competence in contemporary democratic politics.  相似文献

A wealth of comparative scholarship indicates that a transformation in the value priorities of Western publics has been occurring during the last quarter century, and that value-based cleavages are increasingly coming to structure Western political behavior. The United States, however, has been conspicuous by its relative absence from this research enterprise. This paper attempts to partially fill this void in the literature by examining the impact of materialist-postmaterialist value priorities on American political behavior. Using data from the 1972 through 1992 American National Election Studies, we first compare the impact of the value-based cleavage on partisanship and presidential vote choice to that of other relevant sociodemographic variables. These analyses show that the effect of postmaterialism on American political behavior is not negligible. When the parties take distinct stances on postmaterial concerns, value type exerts a noticeable, though not overwhelming, influence on partisanship and vote choice. Further analyses show that the effect of value priorities on electoral behavior is mainly indirect, as they significantly shape attitudes on defense and racial issues, which in turn influence vote choice. Surprisingly, however, value type is not related to attitudes on cultural issues such as abortion and homosexual rights. Thus, although postmaterialism does have some relevance for American political attitudes and behavior, it does not seem to be pertinent to the cultural conflicts that are increasingly salient to American political life.  相似文献

I examine the influence of partisan donors on the district-level ideological polarization of congressional candidates in the United States. I use data from 2002–10 U.S. House elections, which provide for the placement of major party primary winners on the same ideological dimension as their primary, general election, and partisan donor constituencies. Using this unique data set, I find strong evidence that the influence of donors in nominating contests is a source of polarization in the United States. House nominees are more responsive to their donor constituencies than either their primary or general electorates. I also find some evidence that the lack of general election competition affects nominee extremity. In safer districts, Democratic incumbents appear more responsive to donors. However, Republican donors seem to demand proximity regardless of district competitiveness. Overall, the polarizing effects of donor constituencies dominate any moderating effects, resulting in ideologically extreme nominees and, ultimately, members of Congress.  相似文献

A large literature has studied the trend of greaterpolarization between Democrats and Republicans in Congress.This paper empirically examines the extent to which inflationand unemployment explain cyclical movements ofpolarization over time. An informal application of thestandard Downsian spatial competition model of partiesgenerates the following relationships, ceteris paribus: (1)inflation should be associated with policy convergence, (2)unemployment should be associated with polarization, (3) theeffect of unemployment on polarization should be larger inmagnitude than the effect of inflation on convergence, and (4)the effect of unemployment on polarization should be strongerin the House than in the Senate. We estimate the relationshipbetween vote records and business cycle conditions over the1947–1999 period using a GLS model with varying lags. Ourresults are broadly consistent with these business cyclehypotheses of polarization, though greater support is found inHouse data than in Senate data.  相似文献

We examine how clearly citizens in Norway and the United States perceive the ideology and issue positions of parties and candidates. Following in the tradition of Campbell & Valen (1966) and Granberg & Holmberg (1988). we ask: Does the political system matter? We also consider the role of individual sophistication and whether sophistication has different consequences in the two cultural setting. Across a broad range of issues, we find that citizens in Norway have a sharper view of party positions than those in the United States. Sophistication influences the clarity of issue perception in both countries. However, the hypothesis that sophistication matters more in the US is not well supported.  相似文献

The case of agriculture in the United States and the European Union indicates that retrenchment opportunities wax and wane. In the first half of the 1990s, both the U.S. and the EU instituted significant farm policy reforms. But as the 1990s came to an end, subsidies in both countries increased as policymakers became less enthusiastic about reducing benefits for farmers. This variability highlights the shortcomings of current political science explanations of retrenchment: the literature has yet to explain why policy change occurs in some circumstances but not others. In this paper, I employ the concepts of issue definition and venue change in order to explain why the United States and the European Union fluctuate in their capacity to reduce farm subsidies. I argue that, in agriculture, retrenchment advocates must redefine the issue of subsidies in a manner that highlights the negative externalities associated with farm policy. Second, retrenchment advocates must also exploit opportunities for strategic venue change so that policy decisions in agriculture do not rest solely with those who benefit from the status quo. By adding the concepts of issue definition and venue change to studies of retrenchment, we gain a better understanding of the conditions that make policy change possible, as well as an account of the mechanism through which retrenchment takes place.  相似文献

The article proposes an empirically based reflection on how to measure party identification cross nationally, using data from the 1997 Canadian Election Study, the 1997 British Election Study, and the 1996 American National Election Study. These studies included both traditional national questions and a new common one, which allows for an assessment of the effects of question wording on the distribution and correlates of party identification. We show that the distribution of party identification is strongly affected by question wording and that the relationship between party identification and variables such as party and leader ratings, and voting behavior does not quite conform to theoretical expectations. We point out problems in the wording of party identification questions and propose an alternative formulation.  相似文献

Taking into account the attempts to render the European integration process a new cultural and value-based quality on the one hand, and the prevalence of sceptical positions on the other, the role of religion as a factor shaping the process of European integration and its accompanying features such as Euroscepticism deserves special attention. It may be argued that the entire EU is a project inaugurated and pushed along primarily by Christian Democratic forces and inspirations. However, the EU is currently characterised by an advanced state of secularisation in most of its member states and high levels of religious and cultural pluralisation. This article raises the question to what extent religious, in particular Christian, actors such as religious parties and the churches have strayed from this integrationist past and contributed to Euroscepticism. Furthermore, the second question is whether a confessional pattern of Euroscepticism can be identified. The paper addresses these questions by empirically and comparatively analysing the positions and influence of religious actors on Euroscepticism in a selected group of EU member states.  相似文献

The study of political parties and voter partisanship has come full circle in 4 decades. During the 1960s and 1970s numerous scholars advanced the thesis of party decline, contending that party organizations had disintegrated, party influence in government had plummeted, and voter partisanship had eroded. The 1980s and 1990s saw a turnaround in scholarly judgments, however, as first party organizations, then party in government, and finally voter partisanship appeared to strengthen. This article reviews the evidence for the downs and ups of parties, suggesting that the evidence of party resurgence is more equivocal than often realized. The parties subfield currently lacks the theory and theoretical sensitivity that enables us to interpret ambiguous empirical evidence. This contrasts with the congressional subfield where the issues now confronting the parties subfield were recognized a decade ago.  相似文献

This paper reviews the literature on poverty dynamics in the U.S. It surveys the most prevalent data, theories, and methods used to answer three key questions: How likely are people to enter, exit, and reenter poverty? How long do people remain in poverty? And what events are associated with entering and exiting poverty? The paper then analyzes the combined findings of the literature, discussing overarching patterns of poverty dynamics, differences among demographic groups, and how poverty probabilities, duration, and events have changed over time. American conservatives are divided about the future of legal immigration. Whereas some assert that the US should remain a 'nation of immigrants', others insist that immigration levels should be reduced to a bare minimum. The divisions owe much to ddifferent conceptions of American national identity. Whereas some represent the US as a 'universal nation' open to all those who subscribe to particular political and philosophical principles, growing numbers within the conservative movement put forward visions of an American nation structured around a distinct ethno-culture.
