室内空气检测实践中几个问题

通过大量室内空气检测实践总结出GB 50325—2001《民用建筑工程室内环境污染控制规范》及GB/T18883—2002《室内空气质量标准》两部标准在应用当中的一些问题。主要有:由于在检测限值及检测条件上的区别,导致两部标准对结果判定存在差异;相关配套标准尚不完善,很难全面准确地反映室内污染的来源;检测限值单一,而室内空气污染存在季节性变化规律,因此单次检测结果无法反映室内空气污染的危害程度。     

山东省建筑装饰装修管理办法

姜大明省长签署第208号省政府令,公布《山东省建筑装饰装修管理办法》。《办法》所称建筑装饰装修,包括公共建筑装饰装修和住宅装饰装修。《办法》鼓励房地产开发企业对新建商品住宅统一进行装饰装修,逐步减少毛坯房供应。从事建筑装饰装修设计、施工和监理活动的企业,应当依法取得相应等级的资质证书,并在其资质等级许可的范围内从事建筑装饰装修活动。建筑装饰装修施工企业应当依法取得安全生产许可证。禁止使用质量不合格、国家明令淘汰或者不符合国家室内环境污染控制等相关规范和标准的建筑装饰装修材料。在正常使用条件下,建筑装饰装修工程的最低保修期限为2年,有防水要求的卫生间、房间和外墙面的防渗漏最低保修期限为5年。双方约定长于上述期限的,按照约定执行。保修期自建筑装饰装修工程竣工验收合格之日起计算。建筑装饰装修工程投入使用时,其室内空气质量应当符合室内空气质量标准和室内环境污染控制规范的要求。每天12时到14时、19时到次日7时,不得进行影响相邻业主或者使用人正常休息的住宅装饰装修活动。《办法》自2009年3月1日起施行。

<正>SDPR-2015-0020003鲁政办字[2015]44号各市人民政府,省政府有关部门:经省政府同意,对《山东省环境空气质量生态补偿暂行办法》作以下修改:一、在《山东省环境空气质量生态补偿暂行办法》中增加第九条"年度空气质量连续两年达到《环境空气质量标准》(GB3095-2012)二级标准的设区的市,省政府给予一次性奖励,下一年度不再参与生态补偿;若该市后续年度污染反弹,空气质量达不到《环境空气质量标准》(GB3095-2012)二级标准,则继续参与

正应对室内空气污染除汽车尾气、高耗能工业排放造成的污染以外,用于建筑及装修的人工复合材料释放的甲醛、苯等挥发性气体对室内空气的污染严重危害居民身体健康。究其原因,室内空气污染问题主要是由于监管薄弱、机制建设滞后、监测标准体系不完善等因素造成。为此,建议:一是进一步明确室内空气质量监管部门。当前,环保、质检等多个部门对室内空气质量行使监管职责,往往发生职责交叉模糊,导致监管薄弱或不到位。     

“担忧的雾霾”何日才能消散

公众要问的是:为何在环保政策连年推进的情况下,仍出现了愈发严重的空气质量问题?为何环保部门迟迟不提高检测标准?为何严重的污染天气频频只能依靠一场大风来救急?据《新京报》报道,今年冬季,北京几场雾霾天,把"PM2.5"推上争论顶点。环保部也很快将PM2.5纳入到《环境空气质量标准》的征求意见稿中,并提出很有可能实行限定的标准

《福建省建筑装修管理办法（草案）》已正式向社会征求意见，该草案就装修中容易出现争议的问题制定了相应规范。针对大家关心的装修质量与安全问题，草案第17条明确规定，在正常使用条件下，建筑装修工程的最低保修期限为2年。有防水要求的卫生间、房间和外墙面的防渗漏为5年。保修期自建筑装修工程竣工验收合格之日起计算。超过上述期限的，按双方约定执行。草案同时规定，禁止使用质量不合格、国家明令淘汰或者不符合国家室内环境污染控制等相关标准的建筑装修材料、构配件和设备。在委托装修的工程完工后，装修人应当委托具有相应资质的检测单位对装修后的室内空气质量进行检测。将未经室内空气质量检测或者检测不合格的公共建筑交付使用的，将对装修人处5000元以上20000元以下的罚款。
