China-U.S.energy cooperation has experienced a roller-coaster ride over the past few years.Which way will it head under Joe Biden?Mitchell F.Stanley,Chairman of the National Center for Sustainable Development(NCSD)in Washington,D.C.,shares his observations with Beijing Review reporter Tao Xing.This is an edited excerpt of the interview:Beijing Review:According to Forbes,the U.S.will become the world’s largest oil and gas exporter in the next few years.China is the world’s largest importer of crude oil,and the U.S.accounted for 7 percent of China’s imports through mid-September 2020,according to London-based market intelligence firm Vortexa Ltd.How can the two countries expand their energy cooperation?     

Making the Most of China's Future

The Center for China and Globalization released Transition and Opportunity: Strategies from Business Leaders on Making the Most of China’s Future on February 24. At a roundtable inside the center’s Beijing headquarters, various contributors to the book, all leaders of trade groups and multinational corporations(MNCs) in China.     

A Due Regard for Multilateralism

A World Trade Organization (WTO) arbitrator on January 26 ruled on the case of the United States—Countervailing Duty Measures on Certain Products From China, determining that China may impose trade retaliations against the U.S. with respect to trade in goods in the amount of$645 million annually given the U.S. failure to comply with a WTO ruling in force. China now urges the U.S. to take immediate action to right its wrongs in trade remedy investigations targeting China.     

“The China problem” in the eyes of the China‐watchers

This research is a survey study of the opinions of one group of China scholars in the U.S.—scholars teaching Chinese politics in American universities—on issues concerning the People's Republic of China. Our findings suggest that despite some new developments in the Sinologist community in the U.S., China scholars continue to favor more generous and more pragmatic approaches toward China. They are more concerned with practical issues such as regional stability and economic ties with China and do not want the U.S. to be highly moralistic in dealing with China.

Major-Country Ties and Yin-Yang Philosophy

正Since U.S. President Joe Biden assumed office almost six months ago, his administration has been making efforts to rope U.S. allies into launching a crackdown on China economically, technologically, politically and culturally. Positioning China as a hostile rival, some American politicians have always viewed bilateral relationship as a zero-sum game with one winner and one loser. However, this narrow and extreme mentality will only end up hurting both sides.

From 2018 to 2020, the number of U.S. companies attending the China International Import Expo (CIIE) increased from 180 to 198, with their total exhibition area one of the largest among all participating countries and regions. This year, some 200 U.S. com-panies attended the expo's fourth edition that took place in Shanghai from November 5 to 10, hitting a new high. Their active engagement in the CIIE mirrors U.S. businesses' continued passion for the Chinese market, the only major economy to achieve positive growth last year amid the worldwide impact of COVID-19, a Xinhua News Agency commentary read.

As two major countries in the world, China and the U.S. must work together to combat global challenges. At a three-day webinar on China-U.S. relations hosted by the China-U.S. Exchange Foundation and the China Center for International Economic Exchanges from January 26 to 28, the participants examined the main issues in the relationship and the key areas the two should focus on.

Wary of America's Overhaul

U.S.President Barack Obama signed a new financial regulatory bill,supposedly the most comprehensive overhaul on Wall Street since the Great Depression in the 1930s,into law in July.Zuo Xiaolei,chief economist at the Beijing-based Galaxy Securities Co.Ltd.,contends that the new law could have adverse impact on emerging economies.She shared her views with Shanghai Securities News.Edited excerpts follow:     

The Human Side of Poverty Alleviation

正Poverty shouldn't be a controversial subject, but it is. The World Bank, the World Health Organization, the U.S. State Department and pretty much every government in the world has a different definition of what poverty means. In China, absolute poverty is defined as 11 yuan a day; this is about $1.7. The World Bank disagrees and sets a higher number. In 2011 the U.S. considered people to be in poverty if their consumption was less than $21.7 a day. If that were the case, given inflation, almost all Chinese people outside of a few large cities would be in poverty. But living in China is different.
