金诺克改革与英国新工党

1994年布莱尔担任英国工党领袖,对工党进行全方位改革,并将之称为"新工党".但新工党包含的内容并不完全是新的,很多改革在工党前领袖金诺克①时期就已完成.本文通过对金诺克改革的分析,表明所谓"新工党"同金诺克时期的"旧工党"之间虽有差异,但更多的是一种继承延续而不是一种分离甚至对立,因而不能简单地以"新"或"旧"对两者进行界定.     

新工党与2001年英国大选--兼论工党与保守党的共识政治

英国保守党的衰微为布莱尔的再次当选以及新工党的第二届任期铺平了道路.但是,由于新工党长期奉行实用主义策略,尽管它试图走出与保守党趋同的怪圈,但它仍然不得不遵循英国两党共识政治的逻辑.     

"新工党"新在何处?

自20世纪80年代后期以来,英国工党加速了现代化的步伐,与过去的工党相比,发生了脱胎换骨的变化,而被称为"新工党"."新工党"的"新"表现在它的背景、角色、立场、手段和策略、共识、学习范式、制度、风格和态势、政治文化、社会政策等诸多方面都发生了不同以往的深刻变化.     

冷战后澳大利亚工党和新西兰工党的新变化

自20世纪90年代以来,澳大利亚工党和新西兰工党在思想理论和纲领方面进行了一系列调整。对全球化、市场经济和国家等问题也有了新的见解,同时对各自国家的经济和社会政策进行了调整并取得了一定的成果。     

英国新工党的宪政改革

英国工党的宪政改革是以全球化为时代背景、以“第三条道路”为理论依据并针对英国政治时弊进行的。改革既涉及横向政治制度的调整 ,包括议会制度改革、司法权的强化、政府现代化以及加强公众监督的信息自由化等 ;又涉及到纵向国家结构形式的调适 ,主要体现为中央对地方实行放权政策。改革在取得成就的同时也存在许多潜在的问题。     

英国新工党的选举改革及其影响

经过英国新工党的选举改革,长期以来在英国实行的简单多数选举制(FPTP)已经演变成以FPTP为主、多种比例代表制方式并存的混合选举制度。英国新工党近八年的选举改革实践,给英国选民、政党、政府甚至整个社会政治生活带来了深远的影响,致使威斯敏斯特模式面临考验。     

欧盟区域政策对我国的启示

近年来我国经济发展速度虽已位于世界前列,但区域差异明显,城乡矛盾突出,加之领土广袤,民族众多。协调区域发展,缩小地区差距成为我国经济调结构,促转型的当务之急。放眼世界,欧盟与我国情况相似,且欧盟的区域政策已取得阶段性成就,可为我国提供一定的经验借鉴。     

论欧盟邻国政策的形成

欧盟邻国政策是克服其在2004年“爆炸式”扩大后面临的扩大疲劳症和管理外部边界两个困境后产生的。在结构上和方法上，欧盟邻国政策明显地借鉴了扩大政策。欧盟邻国政策是欧盟共同外交与安全政策的地区实践，具有差异性、双边性与联营性等特点。在实现繁荣、稳定、良治的目标上，尽管欧盟邻国政策不像扩大政策那么有效，却是必要和有潜力的。     

澳大利亚工党变革的现状及态势

澳大利亚工党是澳大利亚的主要政党之一。工党多次执掌国家政权,在澳大利亚政治舞台上发挥着重要作用,这与其自身的不断变革密切相关。当前,工党对其价值与目标进行了提炼,进一步明确了党的性质和工作方向;定期革新党的纲领和政策,完善党内法规建设;调整党员结构,加强党组织的中央权威;改革党内决策机制,扩大党员决策参与权;适应新形势的发展,改革社会福利政策,积极制定环保政策,不断增强政党的适应性和竞争力。     

欧盟气候变化政策的演变

欧盟的气候变化政策起源于欧洲环境保护运动,其形成经历了一个循序渐进、不断深化的过程。欧洲环境运动的发展为欧盟气候变化政策的形成提供了早期基础;围绕着《京都议定书》的谈判和履行议定书中欧盟提出的各项承诺,该政策正式形成。在后京都时代,欧盟又提出了气候变化扩展政策,该政策成为欧盟参与国际气候变化谈判的主要依据与基础。哥本哈根会议后,欧盟出台了“后哥本哈根国际气候政策：行动起来重振全球气候变化谈判”的政策文件,明确了欧盟后哥本哈根气候变化谈判战略。     

伊拉克战争对欧洲一体化的影响

伊拉克战争导致欧盟国家内部的严重政治分野,欧盟现成员国和候选国形成了以英国为首的追随美国的“主战派”或者“亲美国派”,以法国、德国为代表的反对美英立场的“主和派”或者“抗美派”。两派之间的深刻分歧,对于欧盟现今和未来的一体化进程、对于欧盟的对外政策正在并将继续产生重大而深远的影响。     

塞尔维亚2008年大选与社会党政策的转变

20世纪90年代,塞尔维亚社会党曾是主要执政党,其领导人米洛舍维奇所鼓吹的"大塞尔维亚主义",成为引发当时大规模流血冲突的重要原因之一.2000年社会党沦为在野党.2008年大选前后,社会党的政策发生了重大变化,由主张民族主义走向亲西方.这些变化有着诸多复杂原因,但核心问题是社会党认识到了塞尔维亚的未来在于欧盟.

本文选取英国工党、法国社会党、德国社民党为例对欧洲社会党的组织转型,从党员、资金、组织等方面进行比较研究.从三党的决策权的分配来看,英国工党在上层精英,德国在州一级,法国在普通党员.尽管三党的意识形态和组织传统有所不同,制度环境也有所不同,但在组织运作方式上都经历着从垂直运作向扁平方式运作的转变.

The Rise and Fall of New Labour

The world is rapidly evolving on many fronts. Brazil, Turkey and other emerging powers are taking their own initiatives and building their own global links outside the old frameworks of the G‐8, the United Nations Security Council and NATO. The “third way” politics of Tony Blair that embraced globalization from the left of center in Britain has given way to the Tory party once again. Just as recovery from the financial crash seemed on the horizon, Europe's sovereign debt crisis has erupted. The historically unprecedented pace and scale of urbanization in China is transforming the politics of the Communist Party. President Lula of Brazil, former US treasury secretary Henry Paulson, Singapore's foreign minister George Yeo and others take stock of these manifold developments.     

Formalized Policy Entrepreneurship as a Governance Tool for Policy Integration

Policy entrepreneurs and their role for policy change, policy integration and cross-cutting governance has been thoroughly investigated. Here, focus is on a previously neglected aspect of policy entrepreneurship: the tendency to employ public bureaucrats with formal positions to act as policy entrepreneurs for policy integration. Based on 34 interviews with these actors in the Swedish local and regional government, three versions of this formalized policy entrepreneurship are identified: Informal compensation for formal vertical flaws, Making others do things and Integration in the vertical formal organization. These versions of formalized policy entrepreneurship brings a deeper understanding to the development of governance for policy integration, and also to the policy entrepreneurial role in the political-administrative organization.     

Measuring the Impact of New Public Management and European Integration on Recruitment and Training int he UK Civil Service

This article investigates the impact which the institutional development of the European Union (EU) and the new public management (NPM) have had on the process of recruitment and training of senior public officials in the United Kingdom between 1970 and 1995. Information provided by directors of personnel and training has enabled the extent of change observed in three government departments – Agriculture, Transport and Health – to be measured on a numerical scale. This is combined with a historical analysis rooted in practitioner experience. The evidence from both sources suggests that whereas NPM pressures have had a relatively similar impact on recruitment and training practices in all three departments, the response to EU pressure is much stronger in the Ministry of Agriculture than in the Departments of Transport and Health. The EU impact in Agriculture is particularly strong in respect of recruitment and career progression, the only area and the only department in which our index suggests that policy has been more heavily influenced by European pressures than by NPM. These findings reflect the strength of the political commitment to NPM and the power of the central departments in imposing it across Whitehall; and in the case of Agriculture the development of a cadre of senior officials who have almost all had experience of working in or with the EU institutions.
