以“党员主体”理念推进党内民主理论和制度创新

“党员主体”具有深刻的理论内涵，是马克思主义党的学说中具有根本性的基础理论。新形势下明确提出“党员主体”的理念，反映了中国共产党对党内民主建设规律的深刻认识。在理论上，党员主体理念揭示了党内民主的本质含义，阐释了中西政党党内民主的本质区别；在实践中，党员主体理念要求我们必须在党内民主制度建设思路上实现重大转变，把坚持扣尊重党员主体地位作为健全党内民主制度的突破口。建立充分发挥党员主体作用的党内民主机制。     

论党员的主体地位与党内民主建设

党员主体地位既是党内民主建设的根本出发点和归宿,也是马克思主义政党先进性的重要特征。党员主体地位应体现在党的政治生活的各方面。但目前,在党的建设理论和实践中,仍然处于"弱化"和"缺失"的状态。为此,必须加强以党员主体地位为主导的党内民主建设,即创建以党员主体地位为主导的党内民主理论,强化以党员主体地位为主导的理论宣传工作,建立完善以党员主体地位为主导的党内民主机制。

广大党员是党内权力的主体和行动的主体,党内民主建设的重要内容是党员主体地位的确立,只有党员的主体地位充分确立才能真正实现党内民主。为此,必须切实保障党员权利、推行党务公开、不断推进党代会常任制、推进党内选举制度的完善和改革、进一步完善党内监督机制。

试论党员主体地位的内涵和保障机制

党员主体地位是指党员是党的主人,在党的组织和党的事业中居于基础的、主要的、至高的地位,具体是指党员是党内权力的拥有主体、党内民主的建设主体、党内监督的重要主体、党保持先进性的基本主体等几个方面。发挥党员主体作用,关键是建立健全各项保障机制:一是在推进党内民主建设过程中健全党员发挥主体作用的运行机制;二是在深入开展党内监督过程中健全党员发挥主体作用的参与机制;三是在保持党的先进性过程中激发党员发挥主体作用的内驱动力机制。     

关于党内民主建设的若干思考

党内民主是党的生命。加强党内民主建设对于保持党的先进性,提高党的执政能力,发展人民民主,建设社会主义政治文明以及构建社会主义和谐社会等都具有重大的现实意义。党内民主建设深受党员的民主意识和民主权利、民主制度建设以及民主程序设计等诸多因素的影响。新时期推进党内民主建设要着眼于提高党员民主意识,保障党员民主权利,着力于党内民主制度和民主程序建设。

"党员主体地位"就是党员在党内当家作主,坚持党员是党的组织、生活、工作、建设和事业的主体,在党的一切活动中起着最终的决定作用,其本质是党员义务和权利的辩证统一.针对当前党员主体问题的现状,要大力推进党内民主,维护党员的民主权利,充分保障和尊重党员的主体地位.
