Few colleges and universities have chosen to establish ombuds offices, and the profession itself has remained relatively obscure. Although organizations have established different types of ombuds offices, the International Ombudsman Association (IOA) defines an organizational ombuds office as a neutral, informal, independent, and confidential office that allays and prevents conflict within the organization and brings systemic concerns to the attention of the organization for resolution. Ombuds office professionals work with individuals to inform them of their options and help them express their concerns in challenging conflict situations. But they also work at the systemic level to alert leaders to important institutional trends and patterns that they would be less likely to perceive on their own. In this article, I examine several stark discrepancies within the academic ombuds profession that may contribute to the relative invisibility of the field itself. While organizational ombudspeople who belong to the IOA unite under the IOA's standards of practice in theory, in practice they diverge in several areas, including the nature of their positions, hiring practices, the level of informality in their practice, their degree of isolation or integration within their institutions, how they cultivate relationships on campus, and how essential they consider ombuds offices to be for the effective functioning of the university. They often also fundamentally disagree about such areas as:
  • ? the terminology that defines the jobpractitioners disagree about the usefulness of the terms “ombuds” and “ombudspeople,” for example;
  • ? the role of neutrality and the challenge of maintaining it;
  • ? the value of IOA certification;
  • ? the most appropriate methods for evaluating the effectiveness of an ombuds office; and
  • ? how ombuds make recommendations for institutional improvement.
The ombuds profession in general — and academic ombuds professionals in particular — need not necessarily resolve all practice discrepancies in order to thrive, but I argue that open acknowledgement of existing discrepancies can help the profession more effectively promote itself and present a more consistent image to the world.  相似文献

Like dispute resolution practitioners in other arenas, organizational ombudspeople face profound challenges in dealing with the issue of neutrality. For ombuds, it is useful to view neutrality as composed of three major dimensions: the definition or terms of reference for the position; its institutional location; and the interactions of the ombuds within the organization. This article attempts an overview of the ombudsman concept as itdeveloped in the United States, borrowing from earlier classicalformulations of the role at the same time that divergent organizationalmodels emerged. As the use of ombudsmen has steadily expanded, they can befound at all levels of government as well as in settings of privateindustry and academe. Since the 1960s, ombudsmanship has become increasingly popular. Although there is a great deal of literature on ombudsmen, existing research rarely focuses on the people who actually use the ombudsman's services. This article examines those who seek the help of ombudsmen in Belgium, and asks whether ombudsmen's intervention has a noticeable effect on citizens' confidence in government and public administration. Based on three surveys of 626 complainants, our analysis suggests that we should not see the ombudsman in Belgium as merely an instrument to help citizens but that they can also function as "change agents" and provide early warnings of problems in public administration. The role of ombudsmen in directly strengthening trust in government is limited at best. Furthermore, it seems that the profile of ombudsman complainants is skewed; our findings indicate that the socially disadvantaged are less likely to use the institution.  相似文献

Though the organizational ombudsman's role may sometimes be regardedas only a facilitator of individual problem solving, in fact the ombudspersonis ideally situated within the organization to make recommendationsfor systemic change, based on patterns of complaint brought to the office.Indeed, the ombuds is obligated to take steps to prevent future recurrence ofa problem, as well as to resolve the problem at hand. This article examines content homogeneity, understood as the degree to which different media focus on the same stories during a particular news cycle, in Argentina's leading print and online newspapers. It focuses on the role of technical practices across media and over time—during a decade for print and during 24 hours for online. The analysis shows three main patterns of homogenization: (a) an increase in the level of homogeneity in print newspapers tied to their online counterparts' practice of publishing breaking and developing stories during the day, (b) an increase in the level of homogeneity in online newspapers as the day unfolds, and (c) a densely interconnected web of homogeneity across print and online newspapers in 2005. We draw from these findings to make contributions to research on online news and media sociology and to reflect upon the direction and meaning of changes in journalistic form in the current media environment.  相似文献

Conclusion In this article I have tried to outline the present day practice of organizational ombudsmanry in North America, as I understand it thus far. I have drawn on very generous contributions from others in the profession, from my own experience, and from research. Probably no ombudsperson lives up, every day, to the standards he or she has set for good judgment, fairness, compassion, neutrality, respect for others — for true and ethical professionalism. These are qualities that may be instinctive in some people but which may be acquired by all of us in greater measure through study and self-reflection — as I learn from the steadfast examples of close colleagues around North America.also adjunct professor of management at MIT's Sloan School of Management. A practicing ombudsperson for 22 years, and co-founder of The Ombudsman Association, she has consulted, lectured and written extensively in this area of dispute resolution.  相似文献

This paper calls into question the extent to which ethical dualism, broadly conceived as raison d’ état, does justice to Machiavelli’s understanding and practice of the diplomatic arts. Arguments are advanced herein that Machiavelli did not so much abandon morality as he sought, through the examples of Rome and antiquity, to find a different remedy for the disorder and violence rampant in the Italy of his day. Machiavelli’s reports in the diplomatic service of Florence illustrate qualities and skills of the diplomat often at odds with the caricature of the immoral statesman.  相似文献

In this paper, Asset-based Community Development (ABCD) is presented as an alternative to needs-based approaches to development. Following an overview of the principles and practice of ABCD, four major elements of ABCD are examined in light of the current literature on relevant research and practice. This involves exploring the theory and practice of appreciative inquiry; the concept of social capital as an asset for community development; the theory of community economic development; and lessons learned from the links between participatory development, citizenship, and civil society. The paper outlines how ABCD both reflects and integrates trends in these areas, and stands to benefit from the insights generated from this work.  相似文献

Abstract

This article explores the concept of a communication ethic, with specific reference to news practice. Can communication be ethically neutral? I would argue that it cannot and will show that certain hermeneutical elements (or aspects of interpretation theory) not only make communication possible, but morally accountable as well. Guided by the philosophy of Hans-Georg Gadamer, I will draw on a recent presentation by Donald Matheson, who teaches journalism at Canterbury University, in New Zealand. Three obstacles in the path towards a fuller ethical vision of news practice are initially examined: an emphasis on verification of factual presentation at the expense of meaning-making, the inadequacy of ethical discourses of independence and distrust of sources, and the methodological relationship between ethical discourse and practice. An alternative conceptualisation of news practice challenges the bias against understanding implicit in traditional news practice, discovers an intrinsic role for the subjectivity of the journalist and comes to recognise the importance of what Jake Lynch terms an ‘ethic of responsibility’. To the same end of a more accountable media ethic, certain key concepts of Gadamer's hermeneutical philosophy, such as openness, listening, close distance and self-knowledge, are introduced and briefly discussed.  相似文献

cush and Folger (1994) in The Promise of Mediation acticulated distinctions between Individualist and Relational ideology, and linked them to specific theoretical orientations to mediation practice, problem-solving and transformative, respectively. Yet, a question persists as to whether these distinctions produce any material differences in practice. This question is approached here through an examination of a single construct in the mediation literature, empathy. The author proposes that the Individualist and Relational ideological frameworks have material implications for the concept and the practice of fostering empathy between the parties to a mediation: The problem-solving framework fosters a social interaction which can be understood as transactional empathy while the transformative framework fosters an interaction described as relational empathy.  相似文献

The conventional wisdom about local TV news is that quality journalism does not sell and that only by focusing on crime, disasters, and other “soft news” can newscasts get good ratings. Political scientists have decried the poor quality of TV news as a betrayal of the press's mandate to inform citizens of the important policy issues of the day so that they can hold government officials accountable. This study tests the proposition that audiences prefer low effort, tabloid journalism by looking at external measures of commercial success—the Nielsen ratings data. Utilizing data from a 5‐year study matching the content quality of 33,911 local news stories from 154 TV stations in 50 TV markets nationwide to corresponding ratings success, we show that solid reporting and a focus on significant issues actually produce better ratings than slapdash or superficial tabloid journalism. Additionally, we find that strategy-oriented coverage of political campaigns that focuses on the horserace does not build an audience. These surprising results have practical implications for democratic practice and local TV news production.  相似文献

Abstract

This paper provides a theoretical sketch of relationality within the field of International Relations (IR). It argues, contrary to what many IR scholars hold, that representation is practice: academic representation reflects the background of a community of practice and highlights what is embodied therein. Therefore, different cultural communities have different practices and draw from different background knowledge. Rationality, which serves as the dominant foundation for background knowledge within many Western communities of practice, permeates mainstream IR theory. Relationality performs a similar role in traditionally Confucian communities of practice, where relations enjoy a distinct ontological status over individual rationality. A relational theory assumes (1) that self-existence coincides with other-existence and coexistence, and (2) that self-interest coincides with other-interest. Based on these assumptions, it argues that relations select, meaning that in a social situation actors base their action on relations in the first place and that rationality is and can only be defined in terms of relations. The article uses the Association of Southeast Asian Nations (ASEAN) as an example to elaborate its theoretical point.  相似文献

Japan's project aid initiatives for capacity development still occupy a large part of the aid discourse of the country's development cooperation programme. Over the years, Japan's development rhetoric has been significantly adapted to the wider policy shifts of Western donor countries and has introduced in its programme and project documents such terms as ‘ownership’, ‘needs-based approach’, and ‘participatory’ initiatives in order to achieve more ‘sustainable’ results. Furthermore, the importance of ‘institutional memory’ has been repeatedly highlighted by Japan as an important element for greater project effectiveness. This article investigates how this development rhetoric translates in Japan International Cooperation Agency's (JICA) project practice in a three-year community-based initiative in rural Ghana. The results illustrate that despite the short-term benefits the project has brought to the targeted communities, the development practice of JICA falls short of its discursive representation and more effort is needed by JICA toward a more committed and inclusive project practice.  相似文献

Abstract

At the turn of the century there was sheer optimism that ‘Africa's time’ to address all its problems had come, and as a result the 21st century was widely hailed as the ‘African century’ (Ban 2008; Makgoba 1999; Mbeki 1999; O'Reilly 1998; Zoellick 2009). This pronouncement was accompanied by the parallel call for the African Renaissance, which challenged many institutions to align themselves with this ‘crucial phase’ in the history of Africa. In the process, expressions such as ‘de-Westernisation’, ‘Africanisation’, ‘indigenisation’ and ‘domestication’ became buzz-words. Yet, after almost a decade of such claims, there appears to be very little, if anything, gained from these confident pronouncements. This article is situated within embryonic debates on the Africanisation of the curricula. The article explores the current thinking on journalism education (the teaching of journalism) and practice (the practice of journalism) in the country, with a view to furthering our understanding of journalism agility deemed important for the ‘African century’. It further explores the opportunities and limitations of situating journalism education and journalism practice within the discourse of the African Renaissance. The key data that form the basis of this article were collected through interviews and an open-ended questionnaire from a sample consisting of journalists, journalism educators and senior journalism students. The findings point to the need to rethink journalism education and journalism practice, given the trends of globilisation and the equally compelling need to Africanise.  相似文献

Abstract

Continuous trauma syndrome (CTS) is the foundation for the characters in the film Impunity. The aesthetic choices in the narrative structure are an exploration of the discursive nature of violence and trauma in contemporary South African society. The theorising of continuous stress trauma provides the necessary challenge to the more conventional understanding of post-traumatic stress syndrome and informs the underlying analysis of the film. This analysis is offered in an interlocutory manner with psychology theorist Garth Stevens who provides a hermeneutic reading of Impunity that draws directly from his own research and others in the field of psychology. The paper is offered as an examination of an artistic research, film practice. The practice itself constitutes a theoretical expression which connects the aesthetic and structural choices of the film with the disciplinary observations made by Stevens. It suggests two theoretical approaches from different disciplines brought in conversation with each other to inform the reading of Impunity as artistic expression. The paper puts at its centre the discursive approach to the study of violence and trauma to suggest how the film’s structure and its aesthetics may be connected to research in the field of psychology.  相似文献

This article provides an overview of British foreign policy and the European balance of power from the late nineteenth century to the early Cold War. British attitudes towards the Continent, like those of the continental Powers toward Britain, are bound to remain ambivalent. When looking back to the history of these complex relations, two main readings stand out. The first is that Britain's attempts to underwrite European stability from Waterloo to the present day left the country exhausted and stripped of its Empire. The other reading perceives in these costly efforts a successful preservation of British integrity and independence. What allowed, for many years, the country to have the luxury of choices with regard to its relations with Europe was the underlying security of the home islands and the existence of a vast Empire overseas. Examining in broad brush strokes the idea and practice of the balance as Britain's international position altered in the half century or so before 1950, the case is made that whatever the reading of these complex relations, the British were always 'reluctant Europeans'.  相似文献

ABSTRACT

The Arab uprisings of 2011 put into question previously held understandings about the stability of authoritarian regimes in North Africa as well as the European Union’s (EU’s) relations with countries in its southern neighbourhood. Despite early calls on behalf of the EU to change its policies, the Union’s responses in the early stages seemed mostly characterised by continuity. This article claims that certain dispositions and background knowledge developed over several decades vis-à-vis EU’s Mediterranean policies served as a baseline from which EU officials and diplomats acted. Drawing on insights from practice approaches, the article argues that the practical understandings on what the EU can (and cannot) do vis-à-vis partner countries in North Africa create a kind of power politics of practical dispositions. The article focuses on the European Neighbourhood Policy - the EU’s flagship initiative - and builds on a unique set of data that combine policy documents and interviews with about 30 EU officials and national diplomats from before and after the Arab uprisings. In this way, it illustrates how practice relates to change in that even though the EU’s responses drew on an established repertoire of practice, enacting it in a new context opened up new possibilities for action.  相似文献
