Despite efforts to increase gender diversity and equality worldwide, women are still underrepresented in leadership positions in public bureaucracies. This article speaks to the debate on how organizational context, more specifically organizational decline, may influence gender representation in such leadership positions. Based on role congruity theory and glass cliff theory this article empirically examines whether and how excessive workforce reductions are associated with changes in the representation of women in leadership positions in Dutch civil service organizations. Panel analyses on administrative data show that women's representation in leadership positions varies over time, but is not significantly affected by excessive workforce reductions. Overall, the analyses do not provide evidence for a glass cliff for women in Dutch civil service organizations. Implications for theory and future research are discussed.  相似文献

So‐called servant leaders strive selflessly and altruistically to assist others before themselves, work to develop their followers' greatest potential, and seek to benefit the wider community. This article examines the trust‐based mechanisms by which servant leadership influences organizational commitment in the Chinese public sector, using data from a survey of civil servants. Quantitative analysis shows that servant leadership strongly influences affective and normative commitment, while having no impact on continuance commitment. Furthermore, we find that affective trust rather than cognitive trust is the mechanism by which servant leadership induces higher levels of commitment. Our findings suggest that in a time of decreasing confidence levels in public leaders, servant leadership behaviour may be used to re‐establish trust and create legitimacy for the Chinese civil service.  相似文献

This article is based upon analysis of biographical data of those men and women who reached the rank of Permanent Secretary in the career civil service between 1900 and 1986. Among other matters, the article gives details of the schools and universities attended by Permanent Secretaries, their age on, and mode of, entry to the civil service, and their career pattern within that service, including the number of departments served in, the age of appointment to the rank of Permanent Secretary, and the length of tenure in that role. The evidence shows that for the present cadre of Permanent Secretaries the route to the top has been characterized by inter-departmental mobility, private office service, and experience in the key central departments of the Treasury and the Cabinet Office.  相似文献

While issues of political leadership have recently powerfully reclaimed ground in international political science, global political leadership has remained strikingly understudied. This article starts with a reconstruction of the diffusive leadership debate in international relations and eventually arrives at the fundamental distinction between structural leadership, relating to the material power capabilities of an actor, and behavioural leadership which refers to the concrete actions of a possible leader. It then inquires what collective actors – from major states via international organizations to transnational movements – could possibly exert global political leadership (structural, behavioural, or both). Overall, the major states would appear to hold the most favourable position, though their relative superiority in terms of material capabilities alone does not turn them into genuine leaders. The most radical visions, such as global leadership by transnational networks of civil society, are also the most vulnerable empirically. Given their explicit focus on ‘real change’, they correspond however more closely to established notions of genuine leadership than the order- and stability-oriented agendas of most other players.  相似文献

This paper analyzes the experiences of female leaders in civil service in a rapidly changing political, socio-cultural, and economic context of Kazakhstan. The research presents an analysis of the views of female managers on advantages and disadvantages of having women-leaders in civil service; on challenges and opportunities they are facing; on strategies they use to advance to and succeed in leadership positions. The important finding of this research is that female leaders in Kazakhstan are challenged with a clash of western, neo-liberal values and traditional expectations of women in the society. The analysis is based on primary data with women holding managerial positions in civil service.  相似文献

This article examines the relationship between leadership and public value, which is particularly challenging in a context of explicit contest and conflict. The theoretical framework is illustrated through a case study of policing rural crime. The study reveals that the police worked with multiple and competing publics rather than a single homogeneous public, and that part of their leadership role was to create and convene a public space in which different voices and divergent views could be expressed. The study notes that research needs to pay attention to the loss and displacement of public value, not solely its creation and recognition. The need to convene multiple publics required the police to lead, as part of a leadership constellation, and with political astuteness. The findings have wider relevance for other public services, and for studies of leadership and public value at the intersection between the state and civil society.  相似文献

An alternative to contractual solutions to agency problems is suggested in the literature on leadership in which leaders are often claimed to be able to steer historical processes in the direction they intend through the distinctive influence they have on the intrinsic motivation of their followers. We evaluate Casson's (1991) agency–theoretic model of leadership as 'moral manipulation' which under certain conditions can be exercised at lower agency cost than monitoring. We then make a case for conceiving leadership as the development of culture of passion to advance the leader's quest through the engagement of followers in 'interaction rituals' in which their passion is either recharged or their lack of passion exposed. The impact the emergence of such cultures can have on the policy–making community is examined using the British and New Zealand experiences and a case is made for the preservation of a counter–culture of 'public interest' in the policy advisory ranks of the civil service.  相似文献

The citizens of postcommunist states have relatively low levels of trust in their basic political institutions. This paper argues that to consolidate the advances towards civil society and democracy particular attention must be paid to strengthening trust. Trust requires not just the institutional framework appropriate to democracy and the rule of law — already substantially in place — but also an appreciation of politics and civil society as spheres of continuing diversity, competition and conflict. The deficit of trust can be addressed by a leadership exemplary in its service to the public interest, and by an acceptance of the new, adversarial politics.  相似文献

ABSTRACT

With shifting paradigm, public administration needs even more transformational leaders. A large part of an individual’s leadership potential refers to innate personality traits which are brought out by relevant nurturing processes. Environment, favorable or unfavorable, interacts with these processes and impacts the flourishing of natural potential. Experience promotes the positive growth of innate potential that one possesses. Using data from India, this article looks into the systematic impact of public administrative training institutes on the development of top-tier civil servants. By comparing the performance of officers in public administration training academy possessing innate personality traits suitable for transformational leadership vis-à-vis innate personality traits suitable for transactional leadership, we test whether current training evaluation promotes transformational innate personality traits and suggests the implications. Interestingly, our mix-method study evaluating the entry-level induction training of public administrative leaders reveals that there is a gap between theory and praxis.  相似文献

Since China's post-Mao leadership introduced material incentives to promote productivity in its bid to catch up with industrialized countries, the nation's fledgling civil service has been infected by widespread unethical behavior among bureaucrats. One of the measures taken to combat corruption has been the enactment of ethical codes for government officials. In the build up to general elections there is invariably a wealth of discourse on constitutional and transitional issues and even on the efficiency and cost-effectiveness of the civil service, but rarely is there any debate on the manner in which politicians manage the government machine. This article seeks to address this deficiency. It examines the operational factors common to the core executive, assesses the problems usually associated with the government as an organization and reviews alternative solutions. Finally, it offers managerially oriented advice, reasoning that it is the role of policy analysts to prescribe and that it is irresponsible to ignore this function. it is clearly emphasized that management solutions are not synonymous with business solutions. The article draws on universal principles of management, seeking to avoid normative suggestions and concentrating instead on practical considerations. Those considerations include personnel selection, collective responsibility, leadership style, organizational structure and team mentality. The conclusion is that strong managerially based leadership should not be dismissed as incompatible with the political constraints placed upon Prime Ministers but rather it should e the predominant impulse.  相似文献

The principal purpose of the research reported here was to assess the extent to which the organizations created by 19th I century railroad managers possessed the structural, procedural, and personnel characteristics of bureaucracy. Historical evidence I indicates that the structural and procedural characteristics were quite prominent, but biographical data about the managers suggests that the personnel characteristics were less so, particularly with respect to the key factor of managerial career development. The managers who created these bureaucratic organizations did not have organizational models or principles available to them, but rather employed a contmgency approach to their organizing decisions. The biographical data suggests that few of them had relevant experiences on foreign railroads or in the Civil War army to guide their organizing decisions. Finally, the biographical data suggests that late 19th century railroad managers were not only a clearly defined occupational group, but were also distinct with respect to selected social characteristics, forming he vanguard of the emerging managerial class.  相似文献

This article focuses on Pakistan and its divided society, and on its decades of characteristic irresponsible and unaccountable leaderships. It argues that a culture of mistrust--a product of a society divided along ethnic and sectarian lines--and poor governance has facilitated fluid civil and civil-military alliances which have in turn legitimised praetorianism by either 1) giving rise to inter-ethnic clashes; 2) fomentation of ethnic and sectarian violence; or 3) formidable multi-ethnic opposition to civilian governments. These outcomes have consequently increased the utility of coercion and the saliency of praetorianism (direct or indirect military intervention). As such this article utilises the 'coercion thesis', put forth by scholars of Asian civil-military relations, which maintains that, as the utility of coercion increases, so does the influence and saliency of praetorianism. It is ultimately argued that Pakistan's divided society, with its subsequent ethnic and sectarian violence and fluid alliances, has contributed to the country's propensity toward praetorianism. The significance of this thesis is summarised as the need for both accountable leadership and economic recovery.  相似文献

Olshfski uses critical incident methodology to describe the leadership environment of state cabinet officials. The rich data set offers insight into how state executives (1) learn about their jobs, (2) exercise discretion to determine their policy agenda, and (3) operate in the political environment of state administration. She concludes by pointing out discrepancies in our understanding of leadership and offers suggestions for leadership, research, and teaching.

Somerset Maugham is said to have begun all his lectures by saying there are only three things that one must know in order to be a good writer: the only problem being that no one knows what those three things are. The same might be said of leadership research. For example, Stogdill's survey of leadership research contains over 3,000 references and Bass's revision documents over 5,000 references.(1) The preface to Stogdill's survey assesses the status of leadership research: “four decades of research on leadership have produced a bewildering mass of findings…. The endless accumulation of empirical data has not produced an integrated understanding of leadership. “(2) A more pithy evaluation is offered by Bennis and Nanus, “never have so many labored so long to say so little.”(3) Yet, most people still vigorously believe in the importance of the leader and leadership research.(4)

Recognizing the confusion in the field of leadership research, this study attempts to describe the context within which public executives operate. It is assumed that the executive's operating environment determines the extent to which leadership is possible. Critical incident methodology is used to illustrate how public sector executives conceptualize their environment and how they operate based on that conceptualization. This research is driven by two questions: What is the leadership environment of the state cabinet executive? Secondly, how does the leadership literature facilitate the understanding and interpretation of executive leadership in the public sector?  相似文献

The Roman Empire experienced decline and renewal on many occasions. While certainly political in nature, the solution to these imperial crises also entailed the successful application of management. In examining the history of these imperial crises, four major managerial themes can be seen: (1) organizational legitimacy, (2) anti-corruption, (3) organizational stability, and (4) effective leadership. The combination of these led to an assured imperial renewal.

First renewal entailed the identification of the regime with what could be termed as an “organizational culture” -- the moral ideal of the Empire. Second, renewal entailed reform of the abuses and corruption that had, in many instances, contributed to the decline. Third, renewal necessitated the institutionalization of these reforms thought the establishment of an effective administrative structure. Fourth, the strength of character of visionary leadership was required.

The Roman Empire endured through its ability to integrate these four elements - legitimacy, anti-corruption, stability and leadership. Its success at this enabled Rome to govern the vast Mediterranean world. To a great extent this success represents the triumph of management.  相似文献

This is a conceptual paper whose aim is to relate the development of ‘individualization’ ( Beck and Beck‐Gernsheim 2002 ) to organizational leadership. It does this by examining individualization alongside the implicit assumption on which orthodox approaches to leadership are founded, namely that leadership is an individualized phenomenon. Despite the expanding literature on these topics, particularly that on leadership, these concepts have not been examined in relation to one another. This paper seeks to do this in two ways. Firstly, it highlights the increased attention given to leadership in the UK public sector, locating leadership as a continuation of public sector managerialism. Secondly, it discusses the development of the trend of individualization more broadly. The paper’s main discussion focuses on leadership as an individual activity and of the consequences of that approach. In particular, it argues that individualized leadership presents a restrictive perspective which does not allow for exploration of a broader range of leadership approaches, particularly that of distributed leadership, which have especial relevance for public sector organizations.  相似文献

Increasing demands are being placed on many public servants as civil service organizations seek to increase productivity and operate with fewer levels of management. Moves away from traditional bureaucratic organization structures are often accompanied by attempts to develop a more empowering culture. These typically involve leadership initiatives adapted from the private sector in areas such as vision, values, participation and trust. In order to be successful, however, such initiatives need to be supported by corresponding changes in the systems which underpin human resource management. One of the most important of these is the performance appraisal system. This article describes how performance appraisal can be used to assist in empowering employees, using as an example the Corporate Finance Office of the New Zealand Department of Social Welfare.  相似文献

In the wake of major corruption scandals, there are great expectations that the new leadership under Xi Jinping will respond to social pressure and pursue political reforms that have stalled over the last decade. In the career civil service the US federal government has long been guided by a merit system. This article traces how the principle of merit in appointment and promotion has developed since the nineteenth century and examines contemporary applications of competency frameworks in the US – their development, character, strengths and weaknesses. If core competency discussions and frameworks are to have a broader impact at both the government wide and the agency level, the frameworks will have to be disentangled. Existing notions of competencies for the political appointees, the leadership echelons of the career service, the rest of the career service, the entire government, central agencies, individual agencies, and badly needed future leaders not only suggest superhuman abilities, but also contain seriously conflicting expectations.  相似文献
