This article uses the Venezuelan case to shed light on the potential role of interest-group systems in discrediting liberal democracies and to identify challenges that the region's democracies are likely to confront in constructing effective and fair interest-group systems. It first analyzes the role Venezuela's interest groups played in discrediting its 40-year two-party democracy. It argues that the discrediting of a system heralded by many as the region's ‘model democracy’ cannot be understood by merely assessing how the structure of the group system excluded certain groups. The study shows that the inclusion of certain business interests in visible positions of power also helped discredit the two-party democracy. The article then compares the above system with the new group system which has emerged since 1998 as part of a new democratic system inspired by Latin America's 19th century Liberator, Simón Bolívar. This comparison reveals that the current system inverts the former system of inclusion and exclusion, even as it has retained a number of the old system's less virtuous features. The implications of the Venezuelan case for the region's democracies are elaborated in the conclusion. Copyright © 2012 John Wiley & Sons, Ltd.  相似文献

Eric Hobsbawm will forever be a giant intellectual figure. Yet, an aspect of his work is underappreciated—the case for a more pluralistic, dynamic and intellectually inquiring Labour Party. As such, his political thought is particularly relevant given the recent election of Keir Starmer, and the avowed quest for ‘unity’ in bringing Labour back to power. Hobsbawm came to believe that political strategies which sought to exploit social and political stratification and conflict—such as vilifying reformist political movements and those of moderate persuasion—doomed Labour to permanent opposition. A broad-based people’s party, uniting objectives of solidarity and aspiration, was the only viable class politics. Although from the Marxist tradition, Hobsbawm believed Labour’s purpose was to make liberal democracy function more effectively, rather than creating an alternative economic and political system. Suggesting conflict was more suited to kung fu movies, Hobsbawm’s predominant theme of ‘anti-factionalism with a purpose’ remains apposite today.  相似文献

This article analyses how minority populations govern and are governed in South Lebanon’s informal Palestinian settlements and the Serbian enclave in North Kosovo. Drawing on literature about hybrid political orders, it is argued that in both settings political parties play a linchpin role in local governance. Based on this finding, three key functions of political parties in the governance of minority populations in hybrid political orders are identified: representation, provision and brokerage. Understanding the interdependencies and trade-offs between these different roles contributes to remedying the analytical blind spot regarding the nature, positions and roles of political parties in hybrid political orders.  相似文献

This paper considers the relationship between government growth and real GDP per capita by developing models of federal legislative output in Australia since 1901. Growth in legislation is found to be negatively related to growth in real income per capita in the short-run, implying that legislation responds to temporary economic shocks, but without a robust long-run relationship with the level of income. The growth in the number of pages of legislation enacted and legislative complexity also show a negative short-run relationship with growth in real national income per capita and a positive long-run relationship with the level of income.  相似文献

Linking up with and critically assessing the recent literature on the local state in China, this article introduces a new framework to understand group behavior and strategic agency in local policy processes. Conceptualizing county and township cadres as a ??strategic group??, the framework offers a number of analytical tools for better understanding the conditions of effective and ineffective policy implementation. Drawing on insights from development sociology, Bourdieu??s theory of capital formation and the garbage can model from organization theory, against a background of extensive fieldwork in numerous Chinese counties over the last years conducted by the authors, the article intends to theoretically substantiate the current knowledge of China scholars on the nexus between actors and their institutional environment in the Chinese local state.  相似文献

David Miller’s Strangers in Our Midst is an important contribution to the debate among political philosophers about how liberal democratic states should deal with the issue of migration. But it is also a thoughtful statement concerning how best to do political philosophy and, as such, contributes also to the growing debate within Anglo-American political theory about the relative merits of ‘ideal’ versus ‘non-ideal’ normative theorising. Miller’s argument in the book builds on his earlier published work in suggesting that political philosophy should be ‘for Earthlings’: it should not be understood as a process of ideal theorising which ignores political reality. He argues that normative theorists should seek to resolve complex political problems by taking seriously the political context that makes these problems complex, rather than putting aside that context in the interests of deriving first principles. This is a controversial approach, which requires political philosophers to take more seriously than they often do the expressed concerns of citizens living in democratic states and the practical problems associated with applying normative principles in ways which actually help address the issue at hand. This piece discusses some of these themes, and the issue of migration more generally, in order to help frame the debate which follows.  相似文献

Within five years of its launch, Participatory Budgeting in New York City (PBNYC) spread from four to thirty-one of New York’s fifty-one council districts, enabling city residents to directly allocate thirty-eight million dollars in public funds. During this period, PBNYC’s neighborhood-level forums remained largely unchanged, but, in order to sustain growth, administrative shifts altered the institution’s basic design. This article examines how and why this transition affected the degree of popular control afforded by PBNYC, specifically within its cross-district Steering Committee. Analysis of original interviews and organizational documents indicates that the transition brought important, if modest, gains but impeded aspects of community empowerment through bureaucratic resistance and imbalanced governmental-civil society roles. Key players responded by reforming PBNYC’s internal governance. This case sheds light on the factors that shape participatory institutions and their impacts, emphasizing the dynamic interactions between actors and the resulting gains and losses that aggregate toward longer term outcomes.  相似文献

This article examines Aquinas’s thinking about law and nature to show that for Aquinas natural law is not about deriving or finding normative rules (standards) in the order of the cosmos or requirements of practical rationality. Rather, I argue that for Aquinas, natural law is a distinctive way of theorizing relationality and embodiment in the “sublunary realm”: one that aims at “friendship” across species lines (STI-II99.2-3). The word Aquinas uses to describe this ecological practice is synderesis. For Aquinas, synderesis is both the human-creaturely capacity to grasp the analogical structuring of reality and the “disposition” that allows us to work on transforming this reality into belonging-together through our participation in natural law (STI79; DV15-17). Synderesis is thus of central importance to Aquinas’s account of natural law, yet it is largely overlooked by modern natural law theorists. The article concludes by exploring how Aquinas’s natural law thinking might contribute to an environmental politics of friendship.  相似文献

Political cartoons, although generally neglected by academic criticism, are often one of the only forms of socio-political critique permitted during authoritarian rule (Barajas, Rafael. 2000. “The Transformative Power of art: Mexico’s Combat Cartoonists.” NACLA Report on the Americas, 3: 6–41). Reading Images: The Grammar of Visual Design. New York: Routledge) and Semiology (Barthes, Roland. 1968. Elements of Semiology. New York: Hill and Wang) for methodological purposes, this study investigates this hypothesis through the political cartoons of the covers of satirical fortnightly publication Humor Registrado during the final year of Argentina’s last dictatorship, 1982–1983. The magazine’s role in challenging the dictatorship is explored through an analysis of its representations of key social actors and events during Argentina’s difficult period of transition from dictatorship to democracy following defeat in the 1982 Malvinas/Falklands War.  相似文献

This symposium explores the value of Poststructuralist (or Political) Discourse Theory (PDT) for the analysis of world politics. PDT was originally developed by the late Argentine political theorist Ernesto Laclau, in early works together with Chantal Mouffe, and has entered the margins of International Relations (IR) in recent years, mainly by bringing in poststructuralist concepts that had previously been ignored by the more critical strands of theorizing. Against this background, the introduction (1) discusses the disconnect between PDT and research on world politics, primarily in IR, as well as PDT’s potential contribution, (2) provides an overview of PDT’s central theoretical tenets, in particular with respect to its social ontology and its theoretical concept of change, and (3) introduces the contributions to the symposium.  相似文献
