Trajectories of European Politics: An Introduction

This article introduces a specially commissioned issue of West European Politics marking the journal's 30th anniversary. It highlights profound changes in the European political landscape over the last three decades, including the fall of Communism; progressive European integration; territorial restructuring; public sector reforms at European, national, regional and local levels; changes in democratic participation, protest, elections, political communication, political parties and party competition; and challenges to the welfare state. The special issue also discusses how political science has responded to these changes in terms of its substantive focus, concepts, methods and theories. Many of the 17 contributions included in the special issue identify important challenges for the future, including those challenges stemming from EU integration, the reduced electoral accountability of politicians, the problematic legitimation of party government and the sharpening of the edges of the state.

当代西方比较政治研究由于过分迷信大样本计量统计和形式模型而忽视了许多人类社会生活中的实质性重要问题。作为一种有着深厚学术传统的研究范式,比较历史分析是部分西方学者对这一方法论危机的重要回应。相对而言,比较历史分析的研究特别致力于为大规模社会结果提供有历史深度的社会科学因果解释。它们不仅关注宏大的历史问题,而且试图为这些问题提供因果性解释;不仅运用案例间的比较确定历史问题的因果效应,同时重视案例内的分析探寻背后的因果机制;不仅热衷于追寻经济社会结果的长历史原因,同时强调历史时序的重要性。尽管国内政治学界一向擅长历史的研究,但由于缺乏规范的方法意识而鲜有比较历史分析的佳作。借助比较历史分析方法,中国学者不仅可以对本土政治问题开展跨国性的比较,同时可以整合不同研究方法的长处,繁荣中国的比较政治研究。

Environmental Politics in China: An Issue Area in Review

This article takes a thematic approach to review the existing literature (in both Chinese and English) of environmental politics in the broad context of China studies. Examined themes include state and environmental governance, public awareness and environmental social activism, and environmental foreign relations. Findings and arguments are assessed with two important questions in mind: What differentiates the environmental arena from Chinese politics in general? What new insights into Chinese politics can be gained from case studies of environmental protection? Scholarship on environmental politics contributes not only empirical findings, but also critical challenges to the conventional knowledge and frameworks of Chinese politics.     

Introduction: In Defence of Politics

In a world that is increasingly dominated by literary hyperbole there can be no doubt that Bernard Crick's In Defence of Politics remains a classic text. Classic not just in the sense that it provides a masterly account of the essence, meaning and fragility of democratic politics but classic in the sense that it is written with a style, verve and passion that is rarely found within political science. If the test of pretensions to ‘a classic’ status is that a book defies the passage of time in terms of significance and argument then Crick's Defence would also make the grade for the simple fact that its arguments remain arguably far more important today than they were when they were first published exactly fifty years ago. This article reflects on the contemporary significance of Crick's Defence by defending politics against an updated set of adversaries in the form of: public expectations, marketisation, depoliticisation, the media, and crises before locating the book within the contours of current debates about public disengagement, the rise of ‘disaffected democrats’ and questions concerning the future and relevance of political science.     

Westminster Too: On Sexual Harassment in British Politics

At the end of 2017, millions of women used the #MeToo hashtag to draw attention to widespread sexual harassment and assault around the world. In British politics, female politicians, staff members, and journalists opened up about their own experiences, provoking the resignation and party suspension of a number of male Cabinet ministers and Members of Parliament. This article explores how this issue got on the political agenda, what features of politics might foster harassment and discourage reporting, and what solutions might be pursued to tackle this problem. It argues that sexual harassment should be understood as a systemic, cultural problem, rather than a question of problematic individuals. Ignoring the issue of sexual harassment in politics, the article concludes, has serious consequences for gender equality—as well as for democracy itself, reducing policy effectiveness, distorting the political pipeline, and diminishing political transparency and accountability.     

Introduction: Gender Parity and Quotas in European Politics

Since the 1995 Beijing Declaration and Platform for Action, which clearly endorsed measures to ensure the equal participation of women in decision-making, many nations across the globe have adopted and implemented laws requiring political parties to nominate gender-balanced slates of candidates. This symposium brings together new research on the fairly recent gender quota and parity reforms in Portugal, France, Belgium, Italy, and Spain and the efforts of the European Union to promote them. In keeping with the single-case, comparative, and international gender quota literature, the articles stress the role of domestic and international actors/factors (political parties and elites, women's groups active inside and/or outside political parties, and international and European organizations) in the adoption of reforms as well as the reforms' specific provisions (placement rules and sanctions for non-compliance) and how well they fit in with the electoral system when assessing their impact. At the same time, the articles also offer intriguing insights related to the labelling of reforms as either ‘parity’ or ‘quota’ or both in different contexts, the involvement of different political parties in their adoption, and, finally, their qualitative upshots and, more specifically, their impact on citizens and elites' attitudes towards women in politics and measures to enhance it.     

Introduction: The Progressive Dilemma in British Politics

This special edition reflects on the contemporary relevance of the insights and concerns of David Marquand's book The Progressive Dilemma. In this Introduction, the editors set the scene for these reflections. They consider the structural changes that have occurred in politics since the 1990s: the impact of globalisation, the erosion of class identities, the rise of ‘identity politics’ and the continued fragmentation of the party system. There has been no reconciliation between the parties of the centre‐left, nor any re‐examination of the ‘liberal tradition’ and the potential for a new synthesis with revisionist social democracy. On the one hand, Corbynism is a radicalised metropolitan species of liberalism, while on the other there are plenty in Labour who stress the need for the party to re‐engage with the traditional, socially conservative values of the working class in a new ‘postliberal’ appeal. Yet the authors argue that those who broadly identify with progressive causes in British politics—animated by the various overlapping strands of social liberalism, social democracy and liberal socialism—have still to work out how to address the historic failings that Marquand so eloquently exposed, to create a new and inspiring intellectual vision that unites and energises the left and centre‐left.     

God's Fundamentalist Politics: A Critical Review

The limits of metaphorical argumentation make it difficult for "Hierarchism and the Organizational Forms of Emancipatory Politics" to engage the real, practical problems facing progressive thought and action. As insightful as it often is, the absence of a positive program confines the discussion to a critique of "hierarchism" whose utopian admiration of resistance for its own sake undermines the possibility of a more sustained political argument.     

反思与进展:新制度主义政治学的制度变迁理论

新制度主义政治理论被认为更有助于解释制度稳定与维持,而对制度变迁解释乏力,因为它仅把制度变迁看作是由外生因素引起的。面对这种批评,近年来,新制度主义者提出制度变迁的内生理论,并试图与外生理论结合起来,把制度的起源、稳定维持和急剧变动看成是一个统一的演化过程,更加注重制度变迁的历时与空间维度,对制度变迁中观念与制度的相互作用给予了更多的关注,洞悉路径依赖的多样性及其解释制度变迁的可能性。另外,制度变迁的动力与具体方式,制度的分层等问题也成为研究制度变迁的议题。新制度主义者的这些努力大大丰富了新制度主义对制度变迁的解释,增强了其理论说服力,但并没有解决批评者提出的所有问题,同时还带来了不少新问题。
