Using data collected within the scope of a Dutch internet panel survey (LISS) in 2011, this study tracks public support for direct, stealth and representative democracy according to educational level. Our findings indicate that, in terms of overall support for each specific type of democracy, lower educated citizens are significantly more supportive of stealth and direct democracy than highly educated citizens. While the mean levels of support for representative democracy do not differ significantly between levels of education, multivariate OLS regression analyses show that lower educated citizens are noticeably more supportive of representative democracy once political efficacy, trust and satisfaction are introduced. When contrasting the different types of democracy directly with one another, we find that lower educated citizens have a greater tendency to prefer direct and (to a lesser extent) stealth democracy over representative democracy than higher educated citizens. Multivariate OLS regression analyses indicate that most of these educational gaps cease to be significant once the lower levels of political efficacy, trust and satisfaction of lower educated citizens are taken into account. Implications of these results for the debate on the functioning of democracy are discussed.  相似文献

Three decades after the fall of the Portuguese authoritarian regime, support for democracy has become widespread among the mass public. However, similarities between Portugal and other more established democracies should not be overestimated. In most of the latter, several studies have found increasing political and civic activism on the part of pro-democratic and politically sophisticated citizens, who are nevertheless increasingly dissatisfied with democratic performance. However, the most prevalent and consequential attitudinal-behavioural syndrome in Portugal is less one of ‘democratic dissatisfaction’ than one of ‘democratic disaffection’, entailing low levels of political engagement and participation.  相似文献

Education plays an important role in the political, social and economic divisions that have recently characterised Western Europe. Despite the many analyses of education and its political consequences, however, previous research has not investigated whether government policy caters more to the preferences of the higher educated than to the preferences of the lower educated. We address this question using an original dataset of public opinion and government policy in the Netherlands. This data reveals that policy representation is starkly unequal. The association between support for policy change and actual change is much stronger for highly educated citizens than for low and middle educated citizens, and only the highly educated appear to have any independent influence on policy. This inequality extends to the economic and cultural dimensions of political competition. Our findings have major implications for the educational divide in Western Europe, as they reflect both a consequence and cause of this divide.  相似文献

Evidence suggests that the quality of grassroots political reform varies throughout rural China from fair elections to electoral manipulation. This reflects an uneven supply of reforms. However, top-down implementation is not a complete measure of success when it comes to the introduction of grassroots reform. Rural folks are good judges of institutional qualities, such as procedural fairness. It is their attitudes that are associated with the support for democracy. This is called the supply and support model. I modify and apply this model to rural China, and show that support for democratic institutions and ideals can develop within an authoritarian regime such as the People’s Republic of China.  相似文献

The left-right dimension plays a crucial role in how political scientists think about politics. Yet we know surprisingly little about the extent to which citizens are able to position themselves on a left-right dimension. By analysing non-response on left-right self-identification question from seven waves of the European Social Survey (N = 295,713), this study demonstrates that citizens’ ability to position themselves on the left-right dimension depends on the political system they live in and its history. Citizens in countries with lower levels of elite polarization place themselves on a left-right dimension less often, this difference is partiularly pronounced for citizens with high levels of political interest. Citizens in countries with a recent authoritarian history were unable to place themselves on the left-right dimension more often. These findings show the importance of political socialization for left-right self-identification.  相似文献

Parties with left-wing positions on economic issues and right-wing (i.e., authoritarian) positions on cultural issues have been historically largely absent from the supply side of the policy space of Western European democracies. Yet, many citizens hold such left-authoritarian issue attitudes. This article addresses the hypotheses that left-authoritarian citizens are less likely to vote, less satisfied with the democratic process and have lower levels of political trust when there is a left-authoritarian supply gap. Using data for 14 Western European countries from the European Social Survey 2008 in the main analysis, it is shown that left-authoritarians are less likely to vote and exhibit lower levels of satisfaction with democracy and political trust. A supplementary analysis of national election studies from Finland before and after the electoral breakthrough of the left-authoritarian True Finns Party in 2011 indicates that whether left-authoritarians participate less and believe less in the efficacy of voting is contingent on the presence of a strong left-authoritarian party. This study illuminates how constrained party supply in a two-dimensional policy space can affect voter turnout as well as political support, and has broader implications for the potential further rise of left-authoritarian challenger parties.  相似文献

When the Soviet Union collapsed, most Russians had lived their entire lives in a quintessentially authoritarian culture. Having been socialized in this environment, how could citizens acquire the attitudes and behaviors necessary to support a new, more pluralistic regime? Cultural theories of political learning emphasize the primacy of childhood socialization and hold that altering initial attitudes is a decades‐long process that depends on generational replacement. Institutional theories emphasize adult relearning in response to changing circumstances regardless of socialization. Lifetime learning integrates the competing perspectives. Multilevel models using New Russia Barometer data from 1992 to 2005 confirm the persistence of some generational differences in Russian political attitudes but demonstrate even larger effects resulting from adult relearning. Lifetime learning provides the most comprehensive account and suggests that Russians would quickly acquire the attitudes and behaviors appropriate to democracy—if Russian elites supply more authentic democratic institutions.  相似文献

Establishing a model of public administration distinct from those of Western countries has been a long standing hope of the Chinese Communist Party (CCP) and Chinese government. Using the Creating a National Healthy City (CNHC) campaign as a case study, this article demonstrates evidence for an emerging authoritarian integrative governance model (AIGM) in China. Given their limited and scattered resources in terms of both bureaucratic structure and geography, local government officials cannot effectively complete the numerous tasks transferred to them from higher‐level government offices. Therefore, relying on an authoritative system to integrate dispersed resources has become a rational solution. The emergence of AIGM is more contingent upon the weighing the political risks that originate from competition between different political ideologies, environmental feedback on the failure or success of solutions to bureaucratic problems are considered less significant, which furthers allow the emergence of AIGM to be an inevitable consequence. Research suggests that the rightist discourse on immigration appeals to left‐leaning citizens with lower levels of education. The opposite is, however, not true for right‐wing voters with lower educational levels, and this asymmetry leaves left‐wing parties at a disadvantage compared with the right on immigration and integration issues. Deliberative theory promises that discussion, information and reflection can promote a more balanced political discussion and a more enlightened citizen. This article assesses the extent to which deliberative polling increases the ideological awareness of citizens with lower educational levels. More specifically, it gauges the extent to which especially less well educated left‐wing voters – those whose attitudes research finds to be particularly out of tune with their ideological predispositions regarding immigration and integration – adjust their attitudes as a consequence of deliberate exposure to informational input and the presentation of two‐sided arguments. Use is made of unique data generated during the first European‐wide deliberative polling project, ‘EuroPolis’, held in 2009. The results indicate that less well educated left‐wing voters indeed have slightly more negative attitudes towards immigrants than leftist voters with secondary or post‐secondary educational levels. Turning to the micro‐mechanisms of attitude change in a deliberative setting, the analyses show that both levels of education and ideological predispositions play a role in the extent to which participants of the deliberative poll adjust their attitudes. In three out of four models, evidence is found that less well educated left‐leaning citizens are indeed most likely to adjust their attitudes on immigration and integration after being presented with a more balanced discussion of the topic.  相似文献

The transition from totalitarian to democratic rule in the Baltic states raises the question of conditions for regime legitimacy and stability. The article focuses on the level of confidence people have in institutions after change of regime. The confidence in political and social institutions is at a surprisingly low level. The data suggest that people have more confidence in institutions producing symbols than they have in policy-making and implementing institutions. There is also evidence to show that leaders are more trusted than institutions as such. A survey of the potential background variables shows that people with higher education have lower confidence in institutions than the less well educated. But low confidence in institutions does not necessarily spell gloomy prospects for procedural democratic development, as long as the elites do have some popular support and the capacity for consensual integration.  相似文献

Latin American bureaucracies are notorious for their inefficiency and opacity, yet there is very little empirical research done on what exactly constitutes the “bureaucratic experience” for citizens and what the costs of bureaucratic dysfunction are. To improve our understanding of this topic, 5 cases of Mexican citizens' encounters with public bureaucracies are used to develop the notion of “low‐trust bureaucracy”: public organisations in which access to services is unreliable and the levels of control towards both citizens and bureaucrats are excessive. This bottom‐up analysis of administrative practices contributes to our understanding of the ineffectiveness of government programmes and services, but also of how bureaucracies in developing countries amplify social inequality rather than function as a social equaliser. Furthermore, this article adds new insights to the existing understanding of administrative burdens as a result of either political tactics or mere benign neglect. The data presented here suggest that structural and intractable characteristics of the broader administrative context, such as authoritarian legacies, can produce behavioural patterns that shift bureaucratic attention away from a fair and efficient service provision.  相似文献

Many scholars argue that citizens with higher levels of political trust are more likely to grant bureaucratic discretion to public administrators than citizens with lower levels of trust. Trust, therefore, can relieve the tension between managerial flexibility and political accountability in the modern administrative state. Unfortunately, there is little empirical evidence showing that trust is actually associated with citizens' willingness to cede policy-making power to government. This article tests theories about political trust and citizen competence using the case of zoning. Trust in local government is found to be an important predictor of support for zoning, but trust in state government and trust in national government have no effect. These findings suggest that trust affects policy choice and helps determine how much power citizens grant to local administrators.  相似文献

Since the early 2000s, local governments in China have been holding public hearings to solicit opinion from state, city and township residents about legal and administrative issues. Having begun with a relatively small participation rate, in the last 10 years public hearings have achieved sustainable growth in their frequency and visibility in mainstream and social media. Given that public hearings do not offer decision-making power, the increased participation rate reveals an influence not necessarily on public policy making, but on urban citizens’ attitudes towards available participatory and deliberative mechanisms. This article refers to three bodies of literature: political efficacy, deliberative democracy, and social movements. The literature on political efficacy reveals the link between political attitudes and behaviors. The literature on deliberative democracy is an important part of the analysis because Chinese public hearings are based on deliberative designs imported from North America and Western Europe. The literature on social movements complements the deliberative analysis undertaken in an authoritarian context by providing it with conceptual tools to adapt to this new setting. The public hearings held in Guiyang (Guizhou), Wuhan (Hubei) and Qingdao (Shandong) in 2010 and 2011 are used as case studies to demonstrate participation demographics and the impact of public hearing participation on city dwellers. This article investigates the impact of participation in public hearings on the political efficacy of Chinese citizens, and, based on the results, contends that such participation equips the participants with an increased level of political efficacy, and enables the development of political networks and citizen strategies that help to constrain local officials.  相似文献

This article offers the first empirical and cross-national analysis of citizens’ views about the democratic importance of the public sphere. We first identify three normative functions that public spheres are expected to perform in representative democracies: they provide voice to alternative perspectives, they empower citizens to criticise political authorities and they disseminate information on matters of public interest. We then argue that citizens develop differentiated views about the importance of these democratic functions, depending on (1) their ability to influence political decisions through public debate, and (2) the extent to which voice, critique and information address democratic problems they particularly care about. Drawing on Wave 6 of the European Social Survey, the statistical analysis indicates that citizens in most European countries consider the public sphere very important for democracy, especially its role as a supplier of reliable information. However, certain groups tend to care more about different aspects of the public sphere. More educated citizens are more likely to assign greater importance to all three functions. Members of cultural and sexual minorities are more likely to emphasise the importance of giving voice to alternative perspectives, while citizens dissatisfied with the government are more likely to prioritise public criticism and access to reliable information. Finally, in countries with more democratic public spheres, differences based on education and minority status are wider, while differences based on government satisfaction disappear. These findings support the claim that citizens care more about the public sphere when they can effectively influence political decision making through public debate or when the public sphere addresses democratic problems that are especially important to them. Moreover, our results indicate that citizens see some of the functions that public spheres perform as core aspects of democracy, comparable in importance to free and fair elections and the rule of law. The article thus advances an empirically grounded defence of the centrality of public debate for democracy.  相似文献

Ever since the Great Recession, public debt has become politicised. Some research suggests that citizens are fiscally conservative, while other research shows that they punish governments for implementing fiscal consolidation. This begs the question of whether and how much citizens care about debt. We argue that debt is not a priority for citizens because reducing it involves spending and tax trade-offs. Using a split-sample experiment and a conjoint experiment in four European countries, we show that fiscal consolidation at the cost of spending cuts or taxes hikes is less popular than commonly assumed. Revenue-based consolidation is especially unpopular, but expenditure-based consolidation is also contested. Moreover, the public has clear fiscal policy priorities: People do not favour lower debt and taxes, but they support higher progressive taxes to pay for more government spending. The article furthers our understanding of public opinion on fiscal policies and the likely political consequences of austerity.  相似文献

In the debate on authoritarian resilience, the importance of persuasion to regime legitimacy has been widely acknowledged, yet a conceptual framework explaining the role of persuasion is still lacking. Against this backdrop, we argue that the framing perspective (Benford and Snow 1988) provides a useful basis for such a framework. Drawing on Beetham’s (1991) legitimacy model, we contend that the ruling elites in authoritarian regimes propagate official frames in a continuous effort to reproduce the belief of the populace in the elites’ leadership qualities and their determination to serve the common interest. In the empirical part of our paper we look at the case of China, where the Chinese Communist Party (CCP) has in recent years reemphasized persuasion as a means of reproducing legitimacy. We then apply our theory in an analysis of the conceptual shifts in the CCP’s frames and ideology, as propagated under its secretary general, Hu Jintao.  相似文献

What are the most important sources of institutional variation among authoritarian regimes, and how do such institutions influence these dictatorships' propensity to initiate military disputes? This article argues that most existing studies in both comparative politics and international relations employ a flawed conceptualization of authoritarian institutions. Excessive focus on the personalization or institutionalization of authoritarian regimes' decision‐making procedures has distracted attention from the more critical issue of what institutions these regimes deploy to enhance social control and secure political incumbency. Since military regimes are systematically less effective than single‐party regimes at developing these types of authoritarian institutions, they more frequently resort to desperate measures to fend off domestic challenges to their power. In particular, we find compelling empirical support for our hypothesis that military regimes are more likely than single‐party regimes to initiate military disputes, irrespective of whether those regimes are highly personalized or not.  相似文献

In electoral autocracies, why do some citizens view the state as autocratic, while others see it as democratic and legitimate? Traditionally, indicators such as income and education have been the most important factors to explaining how different types of citizens understand politics. This article argues that in electoral autocracies, we must also take into account the role of political geography. In these types of regimes, opposition parties are often one of the only actors that provide information about the authoritarian nature the government, but their message tends to get quarantined within their strongholds. I argue that regardless of income, education, ethnicity, access to government spending, or even partisanship, citizens living in opposition strongholds should be far more likely to view the state as autocratic and illegitimate than citizens living in ruling party strongholds. I find evidence for this theory using Afrobarometer survey data paired with constituency-level electoral returns from five electoral autocracies in sub-Saharan Africa.  相似文献

The article presents an analysis of the disjunction between civil and political society in Perú and its consequences in the collapse of the political parties and the rise of an authoritarian regime. It explains how citizenship developed as social rights in the realm of Peruvian civil society before the population gained access to full civil and political rights. This situation diminished the capacity of Peruvian citizens to have their own political representation and created a distance between Peru's civil and political societies, making it difficult for the population to hold politicians accountable for their actions in government and the opposition. This situation proved particularly serious when the country went through a period of deep economic crisis and extended political violence during the 1980s. The breach between civil and political society destroyed the prestige of politicians and democracy, paving the way for an authoritarian cuadillo who dismissed representation with promises of "direct communication with the people" and harsh solutions to the problems of economic crisis and political violence.  相似文献

Central governments face compliance problems when they rely on local governments to implement policy. In authoritarian political systems, these challenges are pronounced because local governments do not face citizens at the polls. In a national‐scale, randomized field experiment in China, we test whether a public, non‐governmental rating of municipal governments' compliance with central mandates to disclose information about the management of pollution increased compliance. We find significant and positive treatment effects on compliance after only one year that persist with reinforcement into a second post‐treatment year. The public rating appears to decrease the costs of monitoring compliance for the central government without increasing public and media attention to pollution, highlighting when this mode of governance is likely to emerge. These results reveal important roles that nonstate actors can play in enhancing the accountability of local governments in authoritarian political systems.  相似文献
