吃野生动物本来就是人类的陋习,以前没东西吃,吃这个吃那个。现在何必吃野生动物呢,因为冠状病毒常常存在于野生动物体内。这是国家卫健委高级别专家组组长、中国工程院院士钟南山在2月27日新闻发布会上讲到的。一直以来,由于人们猎捕、食用野生动物所引发的各类疾病包括鼠疫、非典、MERS、埃博拉病毒等,但并没有让很多人记住教训。如今,新冠肺炎疫情又给人类社会带来巨大危害,认真制定、严格执行舌尖上的禁令,已刻不容缓。

2013年春季,一种新型流感病毒H7N9在华东地区爆发。这种来自禽类动物的病毒,自3月底被发现后,在短短几天之内便夺去了6条鲜活的生命。它的高"致死性"和蔓延的趋势,令4月初的中国城乡公众谈H7N9色变。在这个特殊的背景下,公众又一次"见到"了钟南山院士的身影。

新闻背景： 从四川到北京的18岁乡村少年廖珍平，骑电动车撞伤一个老太太，因为赔不起3万元的医疗费而自杀身亡。廖珍平自杀而去，而活着的人们却为了他的自杀打着官司。廖珍平的死，像一根针刺进了所有人的心。阳光男孩廖珍平已经远去。他的亲人还在悲痛之中，被他撞伤的老人还躺在病榻上。事已至此。本不该谈论孰是孰非，但我们必须通过这个事件的细节，冷静地去查找—下悲剧的根源。

国家质检总局颁布新的商品条码管理办法

建设部2005年7月26日向社会公布了《城市轨道交通运营管理办法》，自2005年8月1日起实施。所谓城市轨道交通，是指城市公共交通系统中大运量的城市地铁、轻轨等城市轨道公共客运系统。该办法的主要内容包括如下：（1）城市轨道交通运营单位应当执行价值主管部门依法确定的票价，不得擅自调整；     

作风建设考评办法探索

胡锦涛总书记在党的十七大报告中明确要求，要以保持党同人民群众血肉联系为重点加强作风建设。值得注意的是，作风建设在一些地方和领域仍存在着形式主义倾向。产生这一问题的主要原因之一，在于缺乏科学、系统、操作性强的作风建设考核评价办法。     

‘Substantial and Radical Change’: A New Dawn for Scottish Criminal Procedure?

This paper discusses the recommendations of the Carloway Review, which was established to review law and practice in criminal cases following the introduction in Scotland of a right to legal assistance during detention. A number of recommendations are made in the Review, including the introduction of stricter time limits governing the detention of suspects, the removal of the corroboration requirement, the rejection of adverse inference provisions, and a change in the manner in which the appeal court deals with cases referred to it by the Scottish Criminal Cases Review Commission. It is argued that while some of these recommendations are to be applauded, others are poorly reasoned and some may lead to a dangerous reduction in protection against wrongful conviction.

Women Prisoners at the Dawn of the 21st Century

Abstract

The contemporary experiences of women in prison at the beginning of the 21st century must be understood within the context of the monumental increase in incarceration of specific U.S. populations in the last three decades of the 20th century, a truly unique period in history. How race and class impact on the increase of women in U.S. prisons attests to the importance of an intersectional and structural analysis (of race, class, and gender) in explaining the huge number of poor, heavily Black and Latina women incarcerated today. Women are criminalized for the same kinds of crimes today as in the past (nonviolent larceny-theft, forgery, and prostitution)-with the critical addition of drugs (and the “net widening” of previously noncriminal or nonviolent behaviors). And with drugs, the racialized impacts are even more profound. The socially structured conditions of class, race, and gender in the context of globalization, unemployment, and the prison industrial complex help to explain these findings.     

A New Textbook

Moscow University Press has published a new textbook, Public Law of the Bourgeois Countries and of Countries Liberated from Colonial Dependence. (1) The very title of the textbook is evidence that the team of authors headed by Professor Mishin has abandoned the traditional organization of the course in public law of bourgeois countries by including among the problems studied the systems of public law of countries that upon liberation from colonial dependence took the political forms of bourgeois democracy or of established authoritarian political regimes. This grouping is entirely justified and is explained by the fact that all nonsocialist governmental systems have a number of significant common characteristics, above all the fact that they reinforce and protect the capitalist economic system and capitalist ownership of the implements and means of production.     

一种新的普适主义

在过去二十年里,人权学者最激烈的争论发生在普适论者与文化相对论者之间。普适论者忽视了公民权利和政治权利的背景。文化相对主义模式的关键———共同体,在普适主义人权范式中找不到。相对论者忽视了公共社会中个人自治和自由选择存在的空间。可以把普适论者和文化相对论者的两种理论的要素融合起来形成一种新的普适主义。
