On February 14, the Office of the U.S. Trade Representative issued a report entitled "U.S.-China Trade Relations: Entering a New Phase of Greater Accountability and Enforcement." U.S. Trade Representative Rob Portman, who submitted the report to Congress, says, "Our bilateral trade relationship with China today lacks equity, durability and balance in the opportunities it provides."
