ABSTRACT

Non-governmental organisations [NGOs] sought to expand American conceptions of human rights and contributed to shaping the American debate over Nicaragua policy in the 1980s. Progressive NGOs interpreted human rights to include political and civil liberties along with social and economic ones, an interpretation similar to that of the Nicaraguan government and embodied in Nicaraguan democracy. The Ronald Reagan Administration interpreted human rights narrowly to include only political and civil ones whilst recognising electoral politics as the essential ingredient of democracy. The Administration also considered the defeat of communism as its highest priority. Calling the Sandinistas, which controlled the Nicaraguan government after July 1979, both communist and allies of the Soviets and Cubans, Reagan’s anti-communism led him to support a counterrevolutionary force in Nicaragua—the Contras. NGOs and members of Congress regularly accused the Contras of human rights abuse; and NGOs used a lexicon of human rights to oppose Reagan’s Nicaragua policy and challenge the Cold War construct.  相似文献

The boundaries between news and entertainment, and between public affairs and pop culture, have become difficult if not impossible to discern. At the intersection of those borders sits The Daily Show with Jon Stewart, a hybrid blend of comedy, news, and political conversation that is difficult to pigeon hole. Although the program often is dismissed as being “fake” news, its significance for political communication may run much deeper. This study first locates The Daily Show within an emerging media environment defined by the forces of technological multiplication, economic consolidation, and discursive integration, a landscape in which “real” news is becoming increasingly harder to identify or define. It then offers an interpretive reading of the program that understands the show not as “fake news,” but as an experiment in journalism. It argues that the show uses techniques drawn from genres of news, comedy, and television talk to revive a journalism of critical inquiry and advance a model of deliberative democracy. Given the increasing popularity of the program, this essay concludes that The Daily Show has much to teach us about the possibilities of political journalism in the 21st century.  相似文献

The relationship between the United States and Iran has had an important influence on world affairs during the past two decades. Accordingly, the U.S. news media have an instrumental role in portraying U.S.‐Iran relations to the public. The Iranian Revolution and hostage crisis of 1979–1981, the TWA hijacking of 1985, the Irangate controversy of 1986–1987, and the Persian Gulf War of 1990–1991 are examples of important media events that have impacted public opinion regarding U.S. policy toward Iran. This research analyzes government and print media portrayals of the Reagan administration's U.S.‐Iran policy during Irangate. Results supported the prediction that the print media would fulfill their “watchdog” function by providing more critical portrayals of the United States' policy toward Iran than the Tower Commission Report, an investigative document published by President Reagan's Special Review Board. Among the three leading newspapers analyzed, there was significant diversity in the reporting of U.S.‐Iran relations. Results indicate the Reagan administration's attempt to “spin” its version of Irangate did not successfully pressure the media to neglect their watchdog role. Although the Tower Commission Report was less critical of U.S. policy toward Iran than the print media, all four print media sources portrayed the Reagan administration's policy as a flawed approach that degenerated into trading arms for hostages. Implications of these findings for future research are discussed.  相似文献

This article explores the myriad uses of television drama in mediated political discourse using the case study of 24, Fox's counterterrorism drama. It examines references to 24 in articles and columns of nine major daily newspapers, magazines, and political Web sites from 2001 to 2007 and demonstrates how the show was invoked to support and express different political opinions, how political identity and media preferences were reconciled, and how different categories of use interacted with different political allegiances, as well as different assumptions about the ontological and epistemological status of the show. The study shows that while, at one level, fictional events and characters can function in political discourse in similar ways to nonfictional people and events, the “ontological openness” of politically relevant fictional texts serves as a resource for political discourse that is not readily available through nonfiction media texts. Finally, this article is an attempt to revisit and develop the concept of inter-textuality as a way to account for the complex interactions within the contemporary media environment, analyze media-related practices beyond direct viewing experiences, and bridge text-centered and audience-centered approaches to communication studies. Within this framework, journalists and political commentators are viewed as both mediators of other media texts for their audiences and as audiences in their own right who use these popular texts to negotiate and express their own identities and ideologies.  相似文献

ABSTRACT

This article examines the role of India’s states in shaping the implementation and framing of social policy within India’s federal system. Since the 2000s, the central government has overseen a substantial expansion of social welfare policies partly through a new push toward rights-based social provision. Yet, it is India’s states that are both responsible for an increasing proportion of total public expenditure on social welfare provision as well as determining the nature and effectiveness of that provision across space. Drawing on a comparative research program across pairs of Indian states, three critical factors explaining how state-level political environments shape social policy are identified: the role of policy legacies in shaping policy frames; the role of social coalitions underpinning political party competition; and the role of political leaders in strengthening state capacity to achieve program goals.  相似文献

ABSTRACT

The internal armed conflict of Peru (1980–2000), a struggle which saw the rise of various guerrilla movements, notably Shining Path, against the State, left an estimated 69,280 fatalities and countless survivors of human rights violations. Among the victims, particularly toward the end of the conflict, were over 300,000 indigenous, predominantly illiterate, women in impoverished rural communities who had been targeted by State officials and forced into undergoing sterilisation surgeries. To date, no reparation has been enacted in response. This article reviews acts of truth telling, in particular the use of oral testimony within the project of Quipu, of the victims of these enforced sterilisations, as a nonviolent method of historical justice. The article finds that calls for violent social justice (that is, the internal armed conflict) have not protected the rights of the most vulnerable (among them, indigenous women), though arms may have been taken up in an attempt to do so, but have in fact increased the forms of violence within the armed conflict. By contrast, testimony as nonviolent action protects victims’ right to the truth and their right to resist, as it turns against violent histories and toward possible reparation.  相似文献

Throughout the history of Northern Ireland's (NI) “Troubles,” over 3,800 individuals were killed, with between 40,000 to 100,000 individuals injured, leaving many families and communities struggling with the aftermath. In recent times a particular category of victims and survivors has been politically active and thus featured prominently in the media: “The Disappeared.” This label has come to represent the victims of paramilitary groups whose remains were secretly disposed of. Through a long public and political battle the families of the Disappeared have achieved a measure of political success resulting in the establishment of the Independent Commission for the Location of Victims' Remains (ICLVR). Achieving political voice is not the only or perhaps the most significant difficulty encountered by these families. Their experiences in fact epitomise the complexity of the conflict and divisions in NI society and reflect the dominant issues of loyalty, identity, and importantly—silence. Throughout The Troubles, this silence and related notions of loyalty permeated all levels of society: at a community level which included the response of the church; at a statutory level including the response from social services and police; and, at a political level including local political processes but also departments within the British and Irish governments. This article examines the experiences of the families of the Disappeared through a multilevel analysis of their public campaign seeking the return of the remains of their family members. Using data collected from the families, members of the ICLVR, and support workers, the experience of the families of the Disappeared are analysed through accessing the social dynamics of silence (and loyalty), in-group affiliations, notions of sacrifice, and the attribution of blame; political successes both national and international will also serve to frame the analysis.  相似文献

This study examined the relationships among newspaper ad watch coverage, ad tone, and the accuracy of political advertising. A sample of political advertisements (N = 160) was drawn from the Campaign Media Analysis Group (CMAG) database and other sources for eight U.S. Senate races. Two experts on each race evaluated the ads’ accuracy and their ideological portrayals of candidates, while trained coders analyzed other aspects of the ads. Ad watch coverage from these races (ad watch N = 109) also was content-analyzed. The number of ad watches overall in a race and the number that explicitly criticized ads were positively related with the level of accuracy of political ads and with a tendency to portray their favored candidates closer to their actual ideological position—but the overall number of ad watches also was positively related with a tendency for ads to portray opponents as more extreme than their positions warranted. Ad watches usually tend to scrutinize negative ads more, but ad watch coverage in this study was unrelated with ad tone and with the number of negative ads in a race. Positive ads were rated as more accurate but also more prone to exaggerate the supported candidates’ centrism compared to other ads. Normative and practical implications are discussed.

Abstract

This review essay discusses two recent monographs on revolutionaries and political violence in South Asia, Kama Maclean’s A Revolutionary History of Interwar India: Violence, Image, Voice and Text (2015) and Durba Ghosh’s Gentlemanly Terrorists: Political Violence and the Colonial State in India, 1919-1947 (2017). Ghosh and Maclean’s books contribute to an expanding body of scholarly work on anticolonial politics in India, a rich historiography on liberalism in the British Empire, and studies of visual culture and oral histories in modern South Asia. Specifically, Maclean’s A Revolutionary History centers on the Hindustan Socialist Republican Army (HSRA) in Punjab and Delhi in the late 1920s and early 1930s. Maclean reconfigures the political terrain of India’s independence struggle and illustrates the importance of revolutionary violence in nonviolent politics through unstudied visual sources and oral histories. In turn, Ghosh’s Gentlemanly Terrorists focuses on Bengal, particularly revolutionaries in the Anushilan Samiti and Jugantar from 1919 to 1947. Complicating the history of colonial constitutionalism as a gradual expansion of rights and representation, Ghosh demonstrates how constitutional reforms that aimed to promote liberal governance in India were tied to repressive emergency legislation. This review essay addresses how Gentlemanly Terrorists and A Revolutionary History contribute to ongoing efforts to rethink both the political chronology and the wider political landscape of interwar India by incorporating revolutionaries into the story of independence. It also considers how Maclean and Ghosh creatively utilize non-state archives and vernacular sources, in conjunction with colonial records, to follow the retelling of revolutionary histories in different media.  相似文献

This article explores definitions of terrorism according to various women in the Basque regions of Spain and France. We ask how women in social movements and government institutions define terrorism, how terrorism influences them, and whether they are viewed as victims of violence and/or as political agents who challenge terrorism. We discuss three definitions of terrorism: ethnonationalist terrorism of ETA (Euskadi Ta Askatasuna), state terrorism against ETA operatives and supporters, and terrorismo machista (or intimate terrorism seen as gender violence). The article uncovers multiple women’s lived experiences related to terrorism, and by problematising agency and definitions of terrorism, it challenges the binary in international relations of women as either victims or violent perpetrators of terrorism and it establishes terrorismo machista as political violence closely related to other forms of political violence. We conclude that women are important political agents regarding multiple types of terrorism.  相似文献

Political assassinations constitute a specific form of violence intended to take someone else's life against that person's wish. The act of killing (the ‘event') is distinguished from the cultural interpretation given to that act (the ‘rhetorical device'). The essay examines the rhetorical device as a cultural artifact to construct and interpret the deliberate serious attempt(s) to kill a specific actor for political reasons having something to do with the political position (or role) of the victim, and with the symbolic‐moral universe out of which the assassin/s act(s). This universe generates the legitimacy and justifications required for the act, which are usually presented in quasi‐legal terms although the acts are typically not the result of a fair legal procedure.  相似文献

This article uses a large-n dataset to investigate the effect of terrorist attacks with American victims on the popularity of the U.S. president. The study uses two broad theoretical frameworks to analyze this effect, the score-keeping framework and the rally-effect framework. The findings of the study show that, when excluding the effect from the September 11, 2001 terrorist attacks, actual terrorist attacks have no generalizable short-term impact on the popularity of the U.S. president. This indicates that even though the topics of national security, terrorism, and the president’s ability to handle these issues are important in the political debate in the United States, actual terrorism has little or no short-term impact on presidential approval ratings.  相似文献

Abstract

Zimbabwean mainstream media has been profoundly polarised by two significant camps, namely the pro-government and anti-government media. Public opinion has primarily split between the binary ideological alignments of these two camps. The heavily censored political environment in Zimbabwe since the imposition of the Public Order and Security Act 11:17 (and regulated in a multiplicity of overt and covert ways) resulted in political expressive space being constrained. Online media, however, has created alternative media spaces and contexts that are far more enabling to audiences when it comes in dialogic co-production of meaning and new or alternative value positions to those advanced by traditional media. This article explores the negotiation of meaning by online readers of the state-owned daily, The Herald. Dialogism theory is used to explore discourse and ideological interaction occurring between mass media and its audiences in the news website comments section and how online communication is in fact a reciprocal social practice that is both modelled and remodelled through processes of co-production and negotiation of meaning. The research also takes into account the naming practices that the participants employ in their online interaction.  相似文献

ABSTRACT

This article analyses two confronting narratives authored by Ukrainian and Russian bloggers who reported the Dutch referendum held on 6 March 2016, and discussed Dutch citizens’ referendum vote on the Ukraine–EU Association Agreement. The considered narratives, addressed to the Ukrainian and Russian audiences respectively, are viewed as strategic because they specifically portray political actors of the referendum “drama” – the Netherlands, the European Union (EU), Ukraine and Russia. These actors are significant participants of European international relations, and their perceptions of one another are important for European security at the present time of critical diplomacy. In this paper, information about the DUTCH REFERENDUM obtained from the new media texts is regarded as a narrative-based political concept (NBPC). It is argued that this concept has different versions, or images that reflect the narrators’ biased perceptions imposed upon the public. Identification and comparison of such images require a particular methodology. Therefore, the objective of this paper is two-fold: to expose the two confronting versions of a strategically relevant political image, and to develop an authentic, interdisciplinary methodology for its analysis. The proposed methodology is informed by the ontology theory employed in cognitive science and cognitive linguistics.  相似文献

Public esteem for Lt. Col. Oliver North prior to his testimony before the Iran‐contra Committee was low. As he testified, his popularity and support soared, and then tailed off after he left the witness stand. This analysis suggests that these dramatic shifts in audience response to the drama of Oliver North are attributable to the evocation of different audience values before, during, and after his testimony by press coverage of his story which placed differential emphasis on the elements of Kenneth Burke's dramatistical pentad. The differential impacts of print and electronic media to these audience effects are assessed through content analysis. Implications for political processes in general in our media society are discussed.  相似文献

Robert K. Merton's Mass Persuasion (1946) and related 1940s communications research represent a body of work that repays those who read it carefully today. Merton charted a world that became our own, one marked by the interplay of mass media, celebrity, and “public images” that traversed cultures of entertainment, moral life, and politics. In this essay, I read Mass Persuasion through a later Merton article discussing the role of reading and rereading classic texts in the human sciences. After extending Merton's arguments about the functions of predecessor texts, I amplify aspects of Mass Persuasion that remain instructive within political communication and related fields today.  相似文献

This article proceeds from the assumption that entertainment texts—particularly controversial ones—function in a broad intertextual field and that their political significance does not lie solely in their value as stand-alone texts, or in their direct influence on political knowledge, attitudes, opinions, and behaviors, but in their ability to instigate politically relevant discussions in other media venues. Focusing on the mediated discourse surrounding two controversial U.S. docudramas, The Reagans and The Path to 9/11, this study examines the political qualities of the public discourse surrounding these docudramas in the U.S. news media and investigates which factors were significant predictors of political substance in this discourse. Based on a distinction between “issue substance” and “media substance” as the two major types of political substance that emerge in the discourse surrounding controversial texts, the analysis demonstrates how these types of political substance varied across the two docudramas and across various dimensions of the discourse, among them the time in which the discussion took place. The analytical framework presented in this article is offered as a platform for future examinations of the contribution of media-centered political scandals to public discourse, the conditions under which entertainment texts spur substantive political discussions, and the complex interactions between journalism, entertainment, and politics in contemporary media environments.  相似文献
