Abstract

This article brings defining aspects of ‘community media’ – as proposed by a group of media stakeholders – into dialogue with research findings from a study on small ‘independent media’. One significant difference between the two media sectors is that the former is usually understood as being driven by commune-style ownership and community control, and the latter by private ownership and profit-driven control. We argue that perceptions constructed by this difference potentially marginalise small independent media organisations. It may compromise their access to funding as well as obscure how, and how much, they contribute to their communities. We find that the six South African small independent newspapers in this research meet defining criteria for ‘community media’. Research findings on issues such as social responsibility, participatory democracy, media diversity and the generation of skills and wealth demonstrate how the principles and practices of the two media sectors overlap. So we propose ‘independent community media’ as a more inclusive and appropriate concept and term for small community-oriented publications, irrespective of their ownership profiles or relationship to profit. Independence is also examined – particularly how the newspapers balance editorial independence with outside control: this reveals inequitable practices currently threatening some newspapers’ survival and success.  相似文献

Abstract

The withdrawal of the United States from the United Nations Educational, Scientific and Cultural Organization (UNESCO) represented an abrupt change in the long debate over the role of mass media, especially the so‐called New World Information Order. The NWIO issue itself was not a justification to withdraw, but other factors—corruption and incompetence within UNESCO and ill‐conceived programs— were. The debate, however, did spark a renewal of interest in the role of communications, particularly telecommunications, to promote Third World economic and political development. It also produced a modest but important commitment by U.S. government and private mass media to increase technical assistance and training programs. Despite the UNESCO rhetoric, support for the Western tradition of independence between mass media and government remains strong among Third World journalists.  相似文献

Abstract

This article reviews the practice of ethical journalism in Zimbabwe. It reports on a study that engaged with both public and private journalists through in-depth interviews, to rethink ethical journalism in the worsening socio-economic and political situation in Zimbabwe. The study used thematic analysis informed by the communal approach or sociology of journalism ethics to analyse journalists’ perspectives. Several factors were found to be causes for unethical journalism practice, namely, political interference; poor economy; corruption; biased editorial policies; political activism; and interests of media owners or funders. The findings of the study reflect parallelism or antagonism between the public and private media in Zimbabwe. Therefore, the article calls for a common view based on the communal approach. It argues that social responsibility must be the norm in the face of corruption and economic challenges. An independent media body should be appointed by the Zimbabwean government to preside over the public media as the first step towards ethical journalism.  相似文献

Acts of public communication cannot be isolated from other features of a political process. In fact, a study of public policy articulation can provide a valuable framework of national perceptions, demands and expectations through which a nation's evolving position in the international system may be analyzed. Iran offers a valuable opportunity in this regard because its policy articulation occurs through a limited number of communication channels‐one of which is the newspaper Kayhan. Kayhan has been chosen because of its clear capacity to reflect accurately the perceptions of Iran's political elite in regard to general national development and foreign policy objectives. This paper will concentrate on two reference periods‐one pre‐1973 and one post‐to analyze in terms of selected variables, Iran's evolving elite perceptions of its traditional relationship to Western Europe. Editorials and policy statements have been keyed to selected variables representing various channels of Iran's perceptions and then analyzed to chart shifting policy priorities among Iranian elites. The results indicate a radically altered self‐perception of both national development objectives and Iran's self‐perceived role in global power relationships.  相似文献

ABSTRACT

Research shows that there is a perception that gender equity in the South African news media has reached maturation and that the power female journalists hold in the newsroom equals that of their male counterparts. these perceptions might be attributed to the fact that South african news media have reached near gender parity in terms of the workforce. However, the question is whether this translates into women having equal power to influence news agendas and to extend the broader public discourse.

Through interviews with journalists from a cross-section of the South african english- and afrikaans-language media, the study shows that despite improved gender equity in the workforce, female journalists do not think they have the same power to alter news agendas as their male counterparts. Furthermore, the study shows that despite women and men often covering similar beats and stories, they emphasise different story angles and also articulate their role in society differently.  相似文献

Abstract

Scandals involving heads of state are generally the staple diet of news media. Internationally, the Bill Clinton-Monica Lewinsky scandal and former Italian Prime Minister Silvio Berlusconi’s “bunga bunga” sex escapades are some of the most memorable. In South Africa, scandals that marred former president Jacob Zuma’s term of office have continued to be the centre of attention long after he resigned as president. During his presidency, Zuma became one of the most covered (reported in the news) leaders across media platforms, in South Africa and beyond. This was largely due to allegations including corruption, his relationship with the Gupta family, and misuse of government funds to renovate his private property. Evoked in the media by various labels of controversy, the media frenzy dominated headlines in South Africa at the time. This article presents an account of how journalists actively construct labels for controversy associated with newsworthiness. The article makes a theoretical link between labels of controversies and news values, and argues that these labels are, in spite of their significance, the most understudied phenomena in mainstream journalism literature today. Fifty-eight news articles were examined by means of content analysis for the labels that journalists constructed.  相似文献

Since the U.S. Congress approved some of the provisions of the Caribbean Basin Initiative (CBI) in July 1983, U.S., Canadian, Asian and European businesses have demonstrated increasing investment interests in Latin America and the Caribbean. The CBI offers, among other incentives, free trade for Caribbean Basin products exported to the United States, and financial and technical assistance to the region's private sector.

This article applies the agenda‐dynamics framework of persuasive‐manipulative communication to the implementation of programs such as the CBI and to the formulation of development strategies for the Caribbean Basin. According to the framework, development in a nation is a function of the perceptions, preferences and actions of people associated with each of three agendas (media, public and policy), as well as the interplay of the agendas. The article emphasizes the need for agencies to develop and broaden development policies in response to Caribbean realities. Finally, it also considers the broad implications of multilateral cooperation for accomplishing wide‐ranging development programs in the Basin nations.  相似文献

Abstract

This paper draws on a mathematics audit of a South African newspaper to make a quantitative assessment of numerical accuracy in that local paper. It attempts to answer three research questions: how often do news reports in a daily newspaper include a quantitative element? How often do mathematical errors occur in those reports? What types of mathematical errors occur in those reports? Twelve consecutive weekday editions of the Cape Times, a daily newspaper based in Cape Town, South Africa, were examined to measure the frequency of quantitative elements in news reports, the frequency of mathematical errors in those reports containing quantitative elements, and the types of errors that occur. The data revealed that a large proportion of news reports include a quantitative element, supporting the hypothesis that journalists need to be mathematically literate. News reports with a quantitative element had a high rate of numerical errors, mostly due to a lack of ability in or attention to basic arithmetic. The findings raise questions about the numerical competency of South African journalists and concerns about the ability of the South African media to perform their normative role within a developing democracy.  相似文献

Abstract

This paper attempts to characterize aspects of the relationship between members of the parliament (Diet) and reporters in Japan. It focuses on the question of the degree of contact between the political elite and a particular mass medium, based on the results of a questionnaire that was distributed to Diet members. The findings show that most of the Diet members have a very great degree of contact with representatives of the printed media. Further, a correlation exists between frequency of meetings with local newspaper reporters—as opposed to the national mass media (newspapers and television)—and the number of times a politician has been elected to the Diet.

Abstract

For over 25 years the Sudan and the United States have had a contentious relationship. In 1986 several international human rights organisations pointed to the re-emergence of the practice of slavery in the Sudan. Past research by American media has shown that journalists tend to use routine channels and American government officials, especially those from the ‘golden triangle’ (the White House, Pentagon and State Department) when covering stories related to foreign countries. However, in the case of the Sudan there was no clear American foreign policy for an extended period of time. Consequently, there was a stark absence of reporting on the slavery issue in the two elite American newspapers (the New York Times and the Washington Post) examined in this study. Furthermore, even when the topic was covered the sources used defined the issue through an American perspective, rather than within an historical and geopolitical context.  相似文献

SUMMARY

Against the background of a theory about press-party parallelism the author of this article argues that the Johannesburg based newspaper, THE STAR, supported the use of political violence when this newspaper supported the government of the day. As an example he illustrates how THE STAR vigorously defended the strong steps taken by the Smuts Government against revolutionaries in 1922. This was at a time when THE STAR was associated with colonial control and mining interests. During the mine worker strikes in 1913, 1914 and 1922 THE STAR supported the government's use of military measures to suppress revolt, and identified ‘communists’ and ‘agitators’ as the primary force behind the strikes. Today the same newspaper opposes the government's arguments for strong measures against revolutionaries. According to the author the implications of his historical evidence are disquieting: they suggest that on occasion newspapers are so tightly linked to a political party and other interests that truth, balance and fairness are of secondary interest.  相似文献

This article uses the third and fourth filters of Herman and Chomsky's Propaganda Model, namely, official sources and flak, to examine how the Daily Nation, which is the largest circulating newspaper in Kenya, covered the 2013 Kenyan elections. In the run up to the elections, several institutions, among them the Independent Electoral and Boundaries Commission (IEBC) of Kenya and the Media Council of Kenya (MCK), organised several workshops with media owners and journalists in the name of “peace journalism” to avoid a repeat of the 2007/2008 post-election violence. Although such efforts paid off because there was no physical post-election violence, questions have been raised as to whether this extensive peace training translated to “peace propaganda” making journalists and the media in general engage in excessive self-censorship in the name of peaceful elections thereby neglecting their watchdog role. Using the findings from a qualitative content analysis of the Daily Nation as a case study and semi-structured interviews with civil society organisations as media monitors, it can be arguably observed that the Daily Nation avoided any “contentious electoral issues” for fear of flak and relied overly on the IEBC and other government agencies as official sources of critical electoral information.  相似文献

This historical agenda‐setting study examined the extent to which Franklin Roosevelt's issue agenda, as expressed in his first seven State of the Union speeches, correlated with subsequent coverage in seven major newspapers and the degree to which newspaper coverage correlated with FDR's issue agenda. While past works have emphasized Roosevelt's ability to influence media coverage, this study suggests that Roosevelt reacted to previous coverage more than he influenced subsequent coverage. Past researchers contend that Roosevelt's strong support early in his first term deteriorated subsequently. By contrast, our study found stronger correlations between FDR's issue agenda and subsequent coverage later in his presidency. FDR reacted to, rather than influenced, coverage in newspapers he read and influenced coverage in newspapers he did not read. Roosevelt's issue agenda posted stronger correlations for the papers that supported him than those that opposed him. This study suggests, then, that historical conditions, amount of exposure to the newspaper, and political leanings of the newspaper are contingent conditions influencing the agenda‐setting process and should be considered in future agenda‐setting studies.  相似文献

The press is essential for creating an informed citizenry, but its existence depends on attracting and maintaining an audience. It is unclear whether supply-side effects—including those dictated by the owners of the media—influence how the media cover politics, yet this question is essential given their abilities to set the agenda and frame issues that are covered. We examine how ownership influences media behavior by investigating the impact of Rupert Murdoch’s purchase of the Wall Street Journal (WSJ) in August 2007. We collect data on every front-page story and editorial for 27 months, and we compare the difference in political coverage between the New York Times (NYT) and WSJ using a difference-in-differences design. We show that the amount of political content in the opinion pages of the two papers were unchanged by the sale, but the WSJ’s front-page coverage of politics increased markedly relative to the NYT. Similar patterns emerge when comparing the WSJ’s content to USA Today and the Washington Post. Our finding highlights potential limits to journalists’ ability to fulfill their supposed watchdog role in democracies without interference from owners in the boardroom.  相似文献

Studies of political communication and persuasion typically focus on deliberately persuasive communications of political actors. Contemporary rhetorical theories suggest the importance of rhetorical examinations of a range of communications not normally considered rhetorical/persuasive, including media news reports. Bormann's fantasy‐theme analysis is a rhetorical‐critical method that allows critics to discover the rhetorically created social realities of groups of people through detailed examination of their communication behavior. The method is particularly suited to discovering the motives of social actors who share social realities or “rhetorical visions.” Applied to U.S. print media coverage of the Iran hostage crisis, fantasy‐theme analysis reveals the motives that urged journalists to give the episode massive coverage, that urged Americans to become preoccupied with the episode, and that urged Americans to vote out an incumbent president. Thus, the study reveals the tremendous persuasive impact of “objective” materials like news coverage on electoral politics.  相似文献

The unsolved question of whether the media affect political agendas is tackled with an innovative research method: a survey among politicians and journalists in Belgium. This article shows that this new approach can complement existing knowledge and yield new insights. Results largely support the contention that media matter for politics; politicians and journalists state that the media are important agenda setters, even compared to more established political actors such as political parties and interest groups. Though not all issues are equally conducive to media agenda-setting, media always seem to matter to some extent. Some politicians more than others evaluate the media's agenda impact to be high. The actual parliamentary action of some MPs is affected more by prior mass media coverage than others. I account for these differences and show that it is mainly their political role (government or opposition), the negativity of their evaluation of media power, and their perception of the impact of public opinion on politics that determine politicians' perceptions and behavior regarding political agenda-setting.  相似文献

This study assessed farmers’ perceptions of milk-collecting centres (MCCs) in the central and north-eastern regions of Thailand. MCCs can be divided into two groups, dairy cooperatives and private organisations. There were similar perceptions about the role of MCCs among the farmers regarding the basic needs of dairy farmers, but with a stronger focus of economic issues for private organisation members, while dairy cooperative members views were more from the perspective of ownership. The farmers were somewhat satisfied with their MCCs’ performance, except that private organisation farmers were less satisfied with credit services. Policy recommendations are presented.  相似文献

ABSTRACT

Zimbabwe held ‘fresh’ elections on July 31, 2013 under a new constitution. This was in line with the provisions of the Global Political Agreement (GPA), a political power-sharing compromise signed between Zimbabwe's three main political parties, following the heavily disputed 2008 harmonised presidential and parliamentary elections. The GPA established in Zimbabwe a Government of National Unity (GNU). On the road to making a new constitution, political differences and party politicking always seemed to take precedence over national interest. This political polarity in Zimbabwe resulted in the heavy polarity of the media, especially along political ideological grounds. The new constitution-making process and all its problems received heavy coverage in almost all national newspapers. This article analyses the discourse-linguistic notion of ‘objectivity’ in ‘hard’ news reports on the new constitution-making process by comparing the textuality of ‘hard’ news reports from two Zimbabwean national daily newspapers: the government-owned and controlled Herald and the privately owned Newsday. Focusing on how language and linguistic resources are used evaluatively in ways that betray authorial attitudes and bias in news reporting, the article examines how the news reports uphold or flout the ‘objectivity’ ideal as explicated through the ‘reporter voice’ configuration, and within Appraisal Theory.  相似文献

When U.S. citizens are held hostage in a foreign land, U.S. journalists have problems making the story meaningful for their readers. The hostages are usually not accessible. The political causes are far too complex to translate well into 90‐second nightly news stories or 20‐inch newspaper articles. Friends and families of the hostages provide journalists with a way for focusing on the human element of the story. This case study of the 1985 hijacking of TWA 847 illustrates how such a focus can lead to exploitation of friends and family to manipulation of news media.  相似文献
