New York State has made extensive use of social, geographic,and sectoral targeting in economic development. It has targetedboth distressed industries, particularly manufacturing, andgrowth industries. When the initial assistance provided to manufacturingin the 1960s did not stem the decline of this sector, the stateresponded by providing larger subsidies. Even though manufacturingcontinued to decline, both absolutely and relatively, supportfor its preferred status has, nevertheless, remained strong,and few of the programs initially aimed at this sector haveseen any sign cant changes in their manufacturing focus. Effortsto target distressed areas and individuals, however, were notsustained over time. The state's two most significant effortsat geographic targeting were expanded statewide over relativelyshort periods of time.  相似文献

Over the last decade the balanced scorecard (BSC) has emerged as a popular strategic performance measurement and control system within various public sector organisations as it assists in effectively implementing strategy and in measuring performance. This article investigates whether the implementation of a BSC has been of value to a large Local Government Authority (LGA) within Australia. The research takes a thematic approach to identify the issues, challenges and lessons learnt in relation to the design and implementation of the BSC, which is accomplished through a review of annual reports, published relevant documents and semi‐structured interviews with 13 senior managers of various programs and divisions within the LGA. The principle of fairness, first introduced by H. L. A. Hart in 1955, is able to support a workable theory of political obligation upon liberal premises. In a previous paper, 'Presumptive benefit, fairness, and political obligation', I argued that the principle can establish general obligations to cooperate in the provision of 'presumptive public goods' (that is, public goods that are indispensable to the typical member of society). Because a wider range of governmental services is necessary for the provision of presumptive goods, the principle also supports obligations to support 'discretionary public goods' (goods that are desirable but not indispensable). The 'indirect argument' developed in this paper counters the criticisms of my previous paper presented by A. John Simmons in 'The anarchist position: a reply to Klosko and Senor'.  相似文献

This study estimates the effect of local labor demand on the likelihood that Supplemental Nutrition Assistance Program (SNAP) beneficiaries are able to transition out of the program. Our data include SNAP administrative records from New York (2007 to 2012), linked at the person‐level to the 2010 Census, and linked at the county‐month‐level to industry‐specific labor market conditions. We find that local labor markets matter for the length of time spent on SNAP, but there is substantial heterogeneity in estimated effects across local industries. Using Bartik‐style instruments to isolate the effect of labor demand and controlling for the changing composition of entrants and program rules brought on by the Great Recession, we find that fluctuations in labor demand in industries with high shares of SNAP participants—especially food service and retail—change the likelihood of exiting the program. Notably, estimated industry effects vary across race and parental status, with black participants being most sensitive to changes in local labor market conditions and mothers benefiting less from growth in local labor demand than fathers and non‐parents. We confirm that our results are not driven by endogenous inter‐county mobility or New York City labor markets and are robust to multiple specifications.  相似文献

中央权威是指中央权力在国家权力结构中所享有的独占性威望和最高强制力。中央权威的宪政之道是对国家法治战略之中央权力宪法安排的解读。社会主义法治意识形态是我国宪法精神的集中表达,是央地权力共同的价值基础和信仰支撑;从政策治国向依法治国转变是宪法之依法治国战略的基本要求,它为中央权威提供了更具连续性和公正性的合法性基础;落实全国人大及其常委会的最高监督权和加强中央司法权威的控制力,是宪法国家权力结构的内在需求,也是加强中央权威的根本宪政途径;宪法意义上的地方分权是地方权力对中央权威的一种回应性诉求,也是宪政权力纵向配置的一种内在机理。  相似文献

农村基层党组织是党在农村全部工作和战斗力的基础,拥有领导核心功能,利益综合、协调与表达功能以及政治录用与政治社会化功能。新时期,农村中出现的各种变化、变革给农村基层党组织带来了挑战。权威的提升有助于促进党组织功能的有效发挥。权威的树立并不意味着权威问题的永久解决,作为党在农村工作的领导核心,村党组织必须关注农村社会各层面的变动,提升其功能发挥的效果,重塑自身的权威。  相似文献
