A unique longitudinal study of the technical communication patterns of 184 engineers in a high technology research and development laboratory centers in the activities of technology gatekeepers. This two-step flow of technical information follows the literature as well as results from prior studies. Gatekeepers span the organizational boundary in the transfer of technology from outside the laboratory, while facilitating the distribution of technical information to colleagues within the organization. Sociometric data are analyzed over a five-year period with respect to changing organizational structures, new technical assignments and alterations in group composition. Despite these dynamic changes, the data reveal consistent results in gatekeeper identification and technical information flows.  相似文献

Voluntary programs intended to improve corporate environmental practices have proliferated in recent years. Why some businesses choose to participate in such voluntary programs, while others do not, remains an open question. Recent work suggests that companies' environmental practices, including their decisions to participate in voluntary programs, are shaped by a license to operate comprised of social, regulatory, and economic pressures. Although these external factors do matter, by themselves they only partially explain business decision making, since facilities subject to similar external factors often behave differently. In this article, we draw from organizational theory to explain why we would expect a company's license to operate to be ultimately constructed by internal factors, such as managerial incentives, organizational culture, and organizational identity, as these shape both interpretations of the external pressures and organizational responses to them. Using qualitative data from an exploratory study of matched facilities that reached different decisions about participating in a prominent voluntary environmental program, we then report evidence indicative of the role of these internal factors in shaping facilities' environmental decisions. Finally, we offer suggestions for future research that could further develop understanding of how internal organizational characteristics influence environmental management decisions, including those concerning participation in voluntary programs.  相似文献

Both the number and influence of organizations increased dramatically during the 20th century, which helps explain why the problem of organizational crime has received attention from investigators. Growing interest in organizational and corporate crime has been matched by interest in organizational culture. Variation in organizational culture is employed to explain many aspects of organizational performance, from effectivenessin goal attainment to criminal conduct. There are reasons, however, to be critical of theoretical constructions and empirical investigations of organizational culture. There is both considerable ambiguity about its meaning and an implicit assumption of intra-organizational cultural uniformity. Cultural explanations were developed principally in case studies, empirical analyses are flawed, and supportive post hoc interpretations ofinteresting or enigmatic findings are commonplace. The influence of hierarchy and agency as constraints on organizational culture has received insufficient attention. We interpret the appeal of organizational culture despite the absence of demonstrated predictive value, and we call for additional research on sources of variation in organizational crime.  相似文献

Technology Transfer Centres (TTCs) have been analyzed in the last few years by focusing on the relationship between a TTC, provider of knowledge-intensive services, and a firm client-receiver. Less attention has been devoted to a more complex relationship which involves in the dyadic provider-receiver tie a third relevant body, University. We provide both a theoretical and an empirical contribution by studying whether TTCs can bond the academic and industrial system and we define the activities that make-up this role such as: scanning and selection of R&D opportunities, bridge building, semantic translation of domain specific knowledge, co-production of new knowledge. The boundary spanning role of TTCs is discussed drawing on different and complementary theoretical perspectives. Moreover, we test research hypotheses on the antecedents of boundary spanning activity from a knowledge-based perspective. We argue that TTC boundary spanners need to leverage on both technical skills and networking competences. Empirical investigation has been carried out with a survey of the TTC population of North East Italy. The research findings highlight the task coordination activities implied by a boundary spanning role in joint R&D projects and show that the endowment of human capital at individual level and a qualified social capital at individual and organizational level are the main determinants.  相似文献

Business incubators are structurally complex and have resisted any major change to their internal structure, replicating throughout the world in large numbers, and delivering value through numerous models. A question, thus arises, what specific structural properties of incubators facilitate the organizational form’s replication and performance in a range of institutional contexts? In order to shed light on this question, an exploratory-inductive approach is adopted; and, utilizing the tools of organization theory, the internal environment of the business incubator is de-coded. This draws attention to attributes of the hybrid incubator-form’s internal structural properties that have not been discussed in the past, including de-coupling issues and the mis-alignment of managerial incentives with the actual role of incubating. These properties, rather than impacting incubators’ status, award incubators with ceremonial value and help their managements avoid close inspections of performance. This in turn, it is proposed, has allowed for their rapid replication in a variety of socio- cultural, economic and institutional contexts.  相似文献

This paper examines the organizational structure and operations of Taiwanese organized crime and youth gangs in Southern California. In-depth interviews were used as the principle method of research. In contrast to transnational criminal conspiracy claims and the La Cosa Nostra model of vertically integrated organizations, our findings suggest that these criminal groups consist of discrete local Taiwanese youth gangs which operate as largely independent economic units that show no substantive and operational ties to criminal organizations in Taiwan. The formation of Taiwanese criminal organizations and gangs in Southern California is primarily governed by the availability of financial opportunities. Furthermore, both the inter-gang relations and intra-gang structures exhibit a distinct form of contractor arrangement which consists of market-like weak ties that are simultaneously circumscribed by the criminal embeddedness. We argue that that these economic weak ties, which seem to render conventionally understood criminal organizational boundaries administratively less meaningful, still function as an operationally significant governance mechanism of the organizational structures of American Taiwanese youth gangs. In addition, the paper discusses the implications that the embeddedness has on the somewhat paradoxical and incoherent organizational structure.  相似文献

Internet of things (IoT) is changing the way data is collected and processed. The scale and variety of devices, communication networks, and protocols involved in data collection present critical challenges for data processing and analyses. Newer and more sophisticated methods for data integration and aggregation are required to enhance the value of real-time and historical IoT data. Moreover, the pervasive nature of IoT data presents a number of privacy threats because of intermediate data processing steps, including data acquisition, data aggregation, fusion and integration. User profiling and record linkage are well studied topics in online social networks (OSNs); however, these have become more critical in IoT applications where different systems share and integrate data and information. The proposed study aims to discuss the privacy threat of information linkage, technical and legal approaches to address it in a heterogeneous IoT ecosystem. The paper illustrates and explains information linkage during the process of data integration in a smart neighbourhood scenario. Through this work, the authors aim to enable a technical and legal framework to ensure stakeholders awareness and protection of subjects about privacy breaches due to information linkage.  相似文献

Governments continue to play a central role in the way research is conducted and organized by defining new models for research centers. How do existing research centers adapt to changes in their environment? Institutional theory suggests that organizations pursue efficiency and legitimacy by conforming to isomorphic pressures in their organizational field, which will eventually lead to a reduction of diversity in organizational practices and strategies. Resource-dependence theory assumes a more active agency and calls attention to the diverse strategic responses of organizations to institutional processes. Based on funding microdata and qualitative information at center level, this study undertakes to analyze changes in two populations of Spanish research centers (government laboratories and technology centers) in a time of evolving policy paradigms, emergence of new models for research centers, and increasing competition in the field of R&D. We find that a large share of the existing government laboratories and technology centers have progressively conformed to a funding strategy based on diversifying sources and increasing competitive public funding, although both populations are still characterized by some degree of internal diversity regarding funding portfolios. Structural heterogeneity also remains as regards management practices such as research planning and agenda setting.  相似文献

What motivates university scientists to identify practical applications for their research results and consider having them patent-protected? A wealth of research points towards a complex blend of factors, including organizational antecedents, social norms and personal-level expectations. Few studies, however, have attempted to investigate the effect of concrete incentives from the perspective of individual scientists’ decision-making. In this paper, we operationalize the propensity to patent and commercialize research results as the intention to submit an invention disclosure filing. We use scenario-based conjoint analysis to capture university scientists’ preference structures for different incentive policies. Results indicate that direct and indirect financial incentives are dominant drivers. In addition, a grace period that would allow for patenting and publishing in parallel and the inclusion of patents in academic performance assessments are worth considering, whereas the specific setup of the technology transfer organization and public recognition of achievements in form of an award appear to have limited effect. However, preferences for incentives and hence their effectiveness vary significantly across academic disciplines and ranks as well as with scientists’ working experience, patenting experience and research orientation. On this basis, we can derive more qualified recommendations for incentive system design.  相似文献

Purpose The purpose of this study was to investigate the relationships among identification, embeddedness, and turnover intentions at the organizational and occupational levels. Design/methodology/approach—Over 1,100 members of the United States Air Force Office of Special Investigations completed an on-line survey. The sample included Agents and staff who were officers, enlisted, and civilians. Findings Measures of fit, sacrifice, and links were positively related to organizational embeddedness. Organizational and occupational embeddedness were negatively related to turnover intentions. Organizational and occupational identification were negatively related to turnover intentions. Embeddedness fully mediated the relationship between identification and turnover intentions at the organizational level and partially mediated the relationship between identification and turnover intentions at the occupational level. Implications Turnover can be expensive in organizations where training costs are high. Understanding embeddedness may help practitioners reduce turnover costs. Combining models of embeddedness and identification can help researchers understand the mechanisms by which employees are rooted in organizations, and organizations are rooted in employees. Originality/value This paper is one of very few papers that have examined job embeddedness in law enforcement organizations, or occupational embeddedness in any organization. This is one of the first studies to examine the relationships among identification, embeddedness and turnover intentions. The paper demonstrated the value of adding identification to the job embeddedness model.  相似文献

The 12 Member States of the European Economic Community (EEC) are legally obliged by the Treaty of Rome, as amended by the Single European Act, to abolish all of the remaining physical, technical and fiscal barriers between them by 31 December 1992. The Single European Act, which sets the 1992 deadline, defines the envisaged internal market as “an area without internal frontiers”.The creation of a common European market for telecommunications services and equipment is both an essential prerequisite and an important part of the “internal market”.In its Green Paper on the Development of the Common Market for Telecommunications Services and Equipment — “the Green Paper”1)) — and a follow-up Communication2), the Commission of the European Communities (“the Commission”) has set forth its main policy proposals in the telecommunications field. Implementation of these policy proposals by means of Community law directives is progressing rapidly, in particular with respect to terminal equipment. On 16 May 1988, the Commission issued a“Commission Directive on Competition in the Markets in Telecommunications Terminal Equipment” — “Terminal Equipment Directive”3) based on its regulatory powers under Art. 90(3) of the Treaty of Rome (“EEC Treaty”).This article explores the regulatory scope of the Terminal Equipment Directive which has recently been challenged by the French government before the European Court of Justice.  相似文献

COMPSTAT has been heralded as an innovative and rational crime control program, but our research shows that its implementation presents police departments with a set of opportunities and challenges. Using Weber's theory of bureaucracy, we present a case study demonstrating how COMPSTAT's key elements are shaped by extant organizational arrangements. In renewing an emphasis on the crime-fighting goal and the command hierarchy of the Lowell Police Department, the study site, COMPSTAT presented an opportunity to reinforce certain traditional features of police bureaucracy. However, by strengthening control through its accountability mechanism, COMPSTAT interfered with its own operation. Furthermore, the persistence of other bureaucratic features—functional specialization, formalization, routine, uniformity, and secrecy—limited organizational change. Our case suggests that the most significant challenge for any department is picking the compromise between existing bureaucratic features and COMPSTAT's core elements that most suits its needs and those of its constituencies.  相似文献

This study examines the impact organizational stressors have on police performance. Evidence on police stress is mixed whether or not the nature of police work is inherently stressful. A growing body of research suggests police officers are no more stressed than other groups and police work is not especially stressful. Instead, organizational stressors may be a greater source of stress due to various structural arrangements, policies and practices. This cross-sectional study uses survey data (n = 461) from two large urban police departments in Michigan and New Jersey. Multiple regression predicts lower performance as perceived stressors increase and paired-sample t test reveals organizational stressors are significantly different from operational stressors. The results imply the need for structural changes in police organizations. Future research should examine police performance in smaller and mid-size police agencies as well as suburban and rural agencies and widen the participant pool to include superior officers and civilian personnel.  相似文献

Profuse research supports that organizational work environments are linked to varying police officers’ work-related attitudes and behaviors. Yet, there remains a lack of information pertaining to how perceptions of organizational fairness may differ among police officers based on job characteristics. To help fill this void, this exploratory research examines differences in fairness perceptions based on officers’ tenure, rank, duty assignment, and department size with their perceptions of organizational fairness. To examine this relationship, an online survey of police officers (n = 1649) in a southern state in the United States that were members of a police officer association was conducted. Findings support that differences in overall fairness perceptions exist for all the aforementioned job characteristics. This study furthers our knowledge and understanding of how job characteristics (e.g., tenure, rank, duty assignment, and department size) may be associated with police officers’ work-related attitudes.  相似文献

In this paper we discuss the new generation of German innovation clusters as a model that reflects the paradigm of a supervising and even entrepreneurial role of government. The model evolves alongside a predominant programmatic design that postulates strategy driven clusters or virtual regional organizations consisting out of research laboratories, university departments, and SME. The cluster design implicates the management of strategic implementation, alignments, and the settlement of conflicts as well as the enabling of trust formation. The findings outlined in this paper draw on action research and expert interviews, carried out at the German cluster Campus PlasmaMed 2008–2011 and with stakeholders. The analyzed cluster is funded by German Ministry of Education and Research, BMBF Innovation und State of the Art Research in the New Bundeslander which stands in the tradition of the Entrepreneurial Regions’ Program. The backbone of our research is the cluster’s strategy to develop the interdisciplinary science plasma medicine, a hybrid of low temperature plasma physics and life sciences and to market innovative PlasmaMed products. Innovation policies, programmatic designs, and evolving cluster management schemes are discussed regarding their significance in fostering the current cluster paradigm in German federal science policy. We outline the relevant factors for a transformation of trust-based scientific networks into strategy driven clusters or virtual organisations and provide new criteria for government intervention.  相似文献

Japanese corporations are undergoing radical transition: they have begun to reassess the role, organization, and management of their internal R&D and technology commercialization activities in response to changing market, business, and technical conditions. From large consumer electronics firms such as Matsushita and Sony to the semiconductor and computing conglomerates such as Fujitsu and NEC, these organizations are under considerable pressure to both invent and innovate more rapidly and cheaply than ever before. As technologies become more complex and integrated—such as the convergence of electronics, computing, video, and broadcast television—it is no longer practical to assume that all of a firm's R&D needs can be met internally. This paper looks first at how major Japanese corporations have embraced technology transfer mechanisms such as licensing, joint collaboration, and the outsourcing of R&D to manage these changes dynamically and effectively. Secondly, this paper looks at why Japanese firms' record of managing collaboration and licensing, particularly on an international basis, has been disappointing because of a number of problems and barriers. These difficulties, which are compounded by the further externalization of research and technology and by increased licensing activity, have given rise to a need for new technology transfer services which, until recently, have not been available either within the organization or through local consulting firms in Japan. This paper concludes by outlining strategic and operational guidelines for managing licensing and collaboration arrangements between U.S. and Japanese firms which are also applicable in the general case. These insights are based on the experiences of managing licensing and collaboration programs between Japanese and U.S. organizations from the dual perspectives of two licensing firms—Innovation Partners, kk. in Japan and Competitive Technologies, Inc. of the United States.  相似文献

Recent societal concern regarding computer crime was well documented in the research literature. To date, however, modest research addressed how large, local police and sheriff's departments confront Internet fraud. Using data collected from surveys distributed to the seven hundred largest police- and sheriff's departments, the present article addresses law enforcement: (1) preparedness to enforce Internet fraud crimes; (2) perceptions of Internet fraud; (3) cooperative policing efforts; and (4) Internet fraud information dissemination practices. Among other things, results suggested that individuals within these departments believed Internet fraud was problematic, although they lacked the resources to properly address the problem. These results are discussed as they relate to the organizational design of law enforcement agencies and their potential to adapt to innovative crimes. Suggestions are offered for a more effective approach to confronting Internet fraud.  相似文献

The subfield of organizational justice has entered young adulthood. Its scientific achievements from conception to contemporary applications are represented in The Oxford Handbook of Justice in the Workplace, edited by Russell Cropanzano and Maureen Ambrose. The Handbook highlights advances in the field’s theoretical foundations, measurements, and applications. This Handbook follows a decade on the heels of its predecessor, Handbook of Organizational Justice, edited by Jerald Greenberg and Jason Colquitt. In 2005 the justice field was dominated by developmental debates over esoteric definitions of various facets of organizational justice, whereas the present Handbook reflects construct refinement, orientation to detail, and theoretical nuance that comes with maturation. This timely release therefore offers a fitting opportunity to reflect on key trends over the last 10 years and to consider the future of organizational justice research. This collection of comprehensive chapters meticulously compiled by the luminaries of organizational justice shows that organizational justice is still young, developing, and full of potential to influence the world.  相似文献

Over the past two decades there has developed a voluminous literature on the problem of cyber terrorism. The themes developed by those writing on cyber terrorism appear to spring from the titles of Tom Clancy’s fiction, such as Clear and Present Danger, The Sum of All Fears and Breaking Point, or somewhat more cynically, Patriot Games. This essay examines both the gap between the presumed threat and the known cyber terror behaviors and the continuing literature which suggests an attack is imminent. It suggests that at least part of the explanation lies both in the continuing failure to distinguish between what Denning (Activism, hacktivism, and cyber terrorism: The internet as a tool for influencing foreign policy, 1999) referred to as hactivism and cyberterrorism and also the failure to distinguish between the use of digital means for organizational purposes (information, communication, command and control) and the use of digital communications to actually commit acts of terror.  相似文献

This study investigates a set of precursor factors that appear related to future technology success, and whether or not expert evaluators can a priori provide useful information during the technology review process. Sixty-nine highly advanced post 9–11 technologies are tracked over time. Based upon the results of this study, we conclude that a reasonably good predictive model can be constructed from organizational and technology factors, such as firm size, stage of development, and strategic partnerships. The results also indicate that the incremental value of expert reviewers and technology evaluators to predict future technology success is relatively small. Reviewers that provided the greatest predicative power, however, had current scientific responsibilities. These results raise important issues regarding the capability of developing predictive models of technology success.   相似文献
