加强高校共青团干部的服务意识

服务职能是共青团的重要职能之一。新时期,新形势,高校共青团干部必须按照＂三个代表＂的要求,深入贯彻落实科学发展观,从新的历史起点出发,适应高校青年学生特点的新变化,解放思想,实事求是,加强和改进团的建设,不断强化团的服务功能,树立适应时代发展、形势变化的服务意识。     

Globalisation,workers and the northern league

This article seeks to explain why the Northern League's main basis of support now comes primarily from Northern workers and artisans. To explain the nature of the League's support, we hypothesise that a fear of globalisation has led workers in the north to vote for the party that has put the greatest emphasis on the protection of local identities. We analyse survey data to document the affect globalisation has on the voting patterns of Northern workers. From our data, we construct a regression model to identify the issues and socioeconomic factors that predict support for the Northern League. In addition to the regression model, we also present cross‐tabulated data revealing that Northern League supporters tend to be extremely provincial, yet they are convinced that global forces are threatening their quality of life.     

Leonard Woolf,the League of Nations and Peace Between the Wars

Co‐founding The Political Quarterly was one among many of Leonard Woolf's achievements during a long career as a progressive political thinker and publicist, particularly in the field of international affairs. To mark the centenary of the publication of International Government, his most innovative and influential work on the subject, this article seeks to assess Woolf's contribution. It examines the Fabian background to Woolf's work, his support for and approach to the League of Nations and his commitment to collective security as an approach to peace. Through a broader understanding of the League it argues that certain failings in the area of collective security, however profound, should not be permitted to blight an otherwise impressive intellectual legacy.

The Northern League: the Self–representation of Industrial Districts in their Search for Regional Power

The 1996 political elections have confirmed the electoral importance and stability of the Northern League in the North–east of Italy. The party's strongholds are located in 'industrial districts', specific socio–economic areas where local communities and small and medium businesses merge. This paper argues that the resilience and indeed increasing success of the League in these northern areas since its appearance in the 1980s can be explained largely on the basis of their industrial need to move towards a regional representation and organisation, capable of providing the services required by an increasingly competitive market.     

Urban Regimes, Sports Stadiums, and the Politics of Economic Development Agendas in Chicago

Sports issues have increasingly become prominent items on the urban policy agenda. Most demands for sports-related policies have been woven into the general fabric of economic development in the community. in this article, the authors examine the issues surrounding sports stadium development in Chicago from 1985–90. An urban regime framework, based on the notion of governing coalitions, is used to analyze the incorporation of stadiums into Chicago's policy agenda during these years. The article is instructive of the way in which progressive city administrations have used the regime to mediate corporate demands for the often intangible benefits of sports.     

Religion,Space Exploration,and Secular Society

This article concerns the efforts of Reverend John M. Stout and the Apollo Prayer League to land microfilm copies of the Christian Bible on the lunar surface during the Apollo era. The efforts of Stout, a NASA information scientist and industrial chaplain who orchestrated the years-long undertaking, underscored manned spaceflight not only as a technological and geopolitical achievement, but as a collective spiritual quest. The venture was countered at the time by the renowned head of the American Atheists, Madalyn Murray O'Hair, who insisted that religious artifacts and observances had no place on state-sponsored, taxpayer–funded missions. Stout believed that the astronauts themselves had rights guaranteed by the First Amendment. The rancorous debate between Stout and O'Hair, which was played out in the media, laid bare the innate conflict between personal religious freedom and the specter of state-sponsored religion in a secular society making its first expeditions into deep space.     

Irish Potatoes and British Politics: Interests, Ideology, Heresthetic and the Repeal of the Corn Laws

The Repeal of the Corn Laws in 1846 remains one of the most fascinating events in the history of political economy. A parliament securely controlled by the party of agriculture, which was the main beneficiary of protection, abolished protection. Explanations have included the hegemony of Manchester School economics; class conflict; the effectiveness of the Anti-Corn Law League; the personality of Sir Robert Peel; and evangelical religion. We aim to see why the standard ideas from political economy (Chicago and/or Virginia) seem to fit our case so poorly. We use the Aydelotte dataset on rollcalls in the Parliament of 1841–7, augmented from primary sources, and the letters and memoranda of the principal actors.     

Do differences in presidential economic advisers matter?

Using data on members on the Council of Economic Advisors as well as US Treasury secretaries and OMB directors from 1952 through 2005, I investigate the effect of economic advisors’ educational and employment backgrounds on the time series performance of several policy variables. Ivy League advisors appear to raise non-defense government spending, although the size of the impact differs by president. While voter preferences appear to matter for a wider variety of policy variables (changes in federal regulation and marginal tax rates), the share of Ivy League advisors is at least as important as voter preferences in explaining non-defense spending.

Political marketing in Pakistan: exaggerated promises,delusive claims,marketable development projects and change advocacy

The present study discusses the intricacies of the political landscape in Pakistan and its compatibility with the modern political marketing theory. The election campaigns of the three largest political parties Pakistan Muslim League Nawaz, Pakistan People's Party, and Pakistan Tehreek‐e‐Insaf in the general elections 2013 were critically analyzed in the print media to comprehend the political marketing trends in Pakistan. It was found out that that the three parties largely employed mutually exclusive strategies in order to garner the support of the electorate. The success ratio of the political parties in the general elections 2013 signifies the importance of certain advertising appeals, advertising themes, and aggressively attacking the opponents. The study also questioned the veracity of the exaggerated and delusive claims made in the advertisements. The findings have implications not only for future electioneering in Pakistan, but also other countries with similar demographics and socioeconomic setups. 论析影响我国体育产业发展的因素及对策

通过对体育产业发展状况的分析,论述体育产业经济发展问题,主要在于:政府对体育投入的总量偏少,体育产业的投入渠道单一;体育产品制造业市场缺乏竞争力;体育产业有形资产的运营效率有待提高;体育产业的无形资产尚待与国际接轨;体育产业法制建设尚不完善。而解决这些问题的对策是:加强政府宏观调控;进一步开拓和发展体育产业市场;强化体育产业市场的内部要素。     

The Finnish Christian League: Party or ‘Anti-Party’?

Work on the Finnish protest elections of the 1970s has concentrated on Vennamo's Rural Party. Yet at the general elections in 1979 the Finnish Christian League succeeded in surpassing not only the Rural but also the centre-based Swedish and Liberal People's parties. This paper has two main objectives: firstly, to consider why in a monoreligious, multiparty polity an interest-specific Christian party has emerged; and, secondly, using elite interviews and survey data, to examine the genealogy of its active members. A distinctive genus, at once party and 'anti-party', is traced.

The quest for regional legitimation: Analyzing the Arab League’s legitimizing role in the Arab spring

The topic of international legitimacy has returned to centre stage during the Arab Spring, in which the Arab League has apparently assumed a prominent legitimation role. Although some scholarship has studied how international organizations are decisive in legitimizing actors and their actions during conflicts, relatively scant attention has been focused at constructing a comprehensive analytical framework for this kind of assessment that could be also applied to regional organizations (ROs). This paper proposes that when actors are involved in battles over international legitimation, analysing their access to the socially identified brokers of three legitimation functions (appropriateness, consensus, and empathy) is key to assess their success. Particularly, we argue that relevant identity-based ROs may have a crucial legitimizing role by operating as brokers of regional consensus. For this purpose, two case studies – Bahrain and Libya – illustrate how the Arab League’s brokerage influenced the legitimation of the actors involved and their outcomes. The findings suggest novel implications about the decisive legitimizing impact of regionalism on conflict resolution.     

中国足球体制改革与监管体系建设--概念、问题与方向

2004年的俱乐部罢赛和国足冲击世界杯失利风波已经过去,足协领导也进行了调整,联赛也在正常地开展。这一切似乎表明,我们的足球事业在经历一番挫折后又步入正常发展的轨道。但我们对此却心存疑虑,原因就在于中国足球事业的体制仍然没有进行根本性调整,对足球与市场、政府的关系问题,有关方面似乎还没有非常清晰合理的认识。从足球是一种公共服务的角度论述了政府干预的必要性和干预的方式。文章认为,我国的足球产业正在经历结构性变革和制度转型,在产权私有化和收入市场化的同时,足球的管理方式没有转变或跟进。因此,如果不在适当的时机提出与足球本身特征和市场经济发展相符监管框架的话,在强烈的逐利动机驱使下,黑哨、假球、赌球、骚乱等不良行为很可能会再次成为争论的焦点。     

Regulators and Redskins

We examine the correlation between federal government activity and performance of the capital’s National Football League team, the Washington Redskins. We find a positive, non-spurious, and robust correlation between the Redskins’ winning percentage and bureaucratic output, measured by pages published in the Federal Register. Because the Redskins’ performance is prototypically exogenous, we give this result a causal interpretation and provide a plausible, causal mechanism: bureaucrats must make “logrolling” deals to expand their regulatory power, and a winning football team offers a shared source of optimism to lubricate such negotiations. We do not find the same correlation when examining congressional activity.     

The End of Regional Middle Eastern Exceptionalism? The Arab League and the Gulf Cooperation Council after the Arab Uprisings

Up to the Arab uprisings, Middle Eastern exceptionalism served as an important paradigm for analyzing politics in the Arab world. With the numerous upheavals of the Arab uprisings, which caused fundamental political change in significant parts of the Arab world, this paradigm has been challenged for analyzing the domestic affairs of contemporary Middle Eastern politics. The present article aims at contributing to the debate by focusing on the regional dimension of Arab Middle Eastern exceptionalism. The Arab uprisings vitalized regional institutions, particularly the Arab League and the Gulf Cooperation Council. Two main arguments are critically discussed. First, in sharp contrast to the revolutionary period of the 1950s, the conservative Gulf monarchies, particularly Saudi Arabia, have been spearheading regional politics since the Arab uprisings. Second, in striking difference to the conservative character of the Gulf States’ domestic agenda, the means that the Arab League (and the Gulf Cooperation Council) has recently used are innovative—for instance, policies of softening the principle of noninterference in the domestic affairs of other states. However, despite the recent animation of regional institutions under the leadership of Saudi Arabia, it is unclear whether the recent trend of new regionalism will be sustained.     

Myanmar: the challenges of power

Despite the National League for Democracy's resounding victory in Myanmar's November 2015 general election, the country's political future is far from clear. There remain major obstacles to a peaceful transfer of power from the military-supported government to one led by Aung San Suu Kyi.     

Rituals of Reform,Policy Transfer,and the National University Corporation Reforms of Japan

In 2004, Japan restructured the state‐directed public university system to create the national university corporations (NUCs). Proponents of the reforms made explicit mention of agentification in the United Kingdom, changes to university management structures elsewhere, and reforms in the wider Japanese public sector. As such, the NUC reforms are an example of policy transfer. Despite rhetoric to the contrary, however, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) has not surrendered the large degree of control it had manifested over the university system. Rather the means of control have changed from largely direct ones to largely indirect ones. Policy transfer provided a means by which MEXT could legitimate its policy stance by referring to developments elsewhere, show it was responding to pressure for reform by adopting its rhetoric and superficial forms, but use this to capture the policy agenda to its own ends.
