It has been suggested that voting may be an ``expressive''action taken without regard to any hope of actuallyinfluencing election outcomes on the margin. However, therehas been no real-world evidence brought to bear on thequestion of whether the propensity of an individual to voteand the propensity of that same individual to engage in otherforms of ``expressive'' behavior are correlated in anystatistically meaningful sense. The literature on congressional committees has largely overlooked the impact of jurisdictional fights on policy proposals and outcomes. This paper develops a theory of how legislators balance the benefits of expanded committee jurisdiction against preferred policy outcomes. It shows why (a) senior members, and junior members in safe seats, are most likely to challenge a committee’s jurisdiction; (b) policy proposals may be initiated off the proposer’s ideal point for jurisdictional gains; (c) policy outcomes will generally be more moderate with jurisdictional fights than without these turf wars. We empirically investigate these results examining proposed Internet intellectual property protection legislation in the 106th Congress.  相似文献

Compulsory voting laws have consistently been demonstrated to boost electoral participation. Despite the widespread presence of compulsory voting and the significant impact these laws appear to have on voting behavior, surprisingly little effort has been devoted to analyzing how mandatory voting alters the decision-making calculus of individual voters in these systems. Moreover, studies that investigate the influence of compulsory voting laws on electoral participation generally treat these policies monolithically, with scant attention to the nuances that differentiate mandatory voting laws across systems and to their consequences for voting rates. Analyses that explicitly and empirically examine the effects of penalties and enforcement are surprisingly rare. This study aims to fill that void by adapting rational choice models of participation in elections for compulsory voting systems. I find that the level of penalties countries impose for non-compliance and the degree of penalty enforcement impact turnout rates. Voters in mandatory voting systems abstain least when both the penalties and the likelihood of enforcement are high, and abstain most when both meaningless.

Despite the expansion of convenience voting across the American states, millions of voters continue to cast ballots at their local precincts on Election Day. We argue that those registered voters who are reassigned to a different Election Day polling place prior to an election are less likely to turn out to vote than those assigned to vote at the same precinct location, as a new precinct location incurs both search and transportation costs on reassigned voters. Utilizing voter file data and precinct shape files from Manatee County, Florida, from before and after the 2014 General Election, we demonstrate that the redrawing of precinct boundaries and the designation of Election Day polling places is not a purely technical matter for local election administrators, but may affect voter turnout of some registered voters more than others. Controlling for a host of demographic, partisan, vote history, and geospatial factors, we find significantly lower turnout among registered voters who were reassigned to a new Election Day precinct compared to those who were not, an effect not equally offset by those voters turning to other available modes of voting (either early in-person or absentee). All else equal, we find that registered Hispanic voters were significantly more likely to abstain from voting as a result of being reassigned than any other racial group.  相似文献

Why do people vote? This paper presents a solution to the voting paradox in rational choice theory, based on the interaction between two concepts: externalities (James Coleman) and reputation (Einar Overbye). Elaborating on the idea that voting is an investment in one's reputation, I will argue that there are two concepts of reputation: reputation-of-power and reputation-of-trust. The solution to the voting paradox can be found in the reputation-game between social actors holding these two different forms of reputation. During an electoral campaign, powerful opinion leaders can employ their reputation-of-power (power to impose sanctions) in order to get mere voters to vote in a certain way. The aim of the powerful opinion leaders is not to influence the outcome of the election but simply to acquire or maintain their reputation, while mere voters have an interest to vote as told in order to appear trustworthy (reputation-of-trust) to powerful opinion leaders. The act of voting is an unintended consequence of this power game.  相似文献

We investigate the method of power indices to study voting power of members of a legislature that has voting blocs. Our analysis is theoretical, intended to contribute to a theory of positive political science in which social actors are motivated by the pursuit of power as measured by objective power indices. Our starting points are the papers by Riker (Behavioural Science, 1959, “A test of the adequacy of the power index”) and Coleman (American Sociological Review, 1973, “Loss of Power”). We argue against the Shapley–Shubik index and show that anyway the Shapley–Shubik index per head is inappropriate for voting blocs. We apply the Penrose index (the absolute Banzhaf index) to a hypothetical voting body with 100 members. We show how the power indices of individual bloc members can be used to study the implications of the formation of blocs and how voting power varies as bloc size varies. We briefly consider incentives to migrate between blocs. This technique of analysis has many real world applications to legislatures and international bodies. It can be generalised in many ways: our analysis is a priori (assuming formal voting and ignoring actual voting behaviour) but can be made empirical with voting data reflecting behaviour; it examines the consequences of two blocs but can easily be extended to more.  相似文献

Issue importance mediates the impact of public policy issues on electoral decisions. Individuals who consider that an issue is important are more likely to rely on their attitudes toward that issue when evaluating candidates and deciding for whom to vote. The logic behind the link between issue importance and issue voting should translate to a link between issue importance and performance voting. Incumbent performance evaluations regarding an issue should have a stronger impact on the vote choice of individuals who find that issue important. The analysis demonstrates that there is a significant interaction between performance evaluations and issue importance. People concerned about an issue assign more weight to their evaluations of the government's performance on that issue when making up their mind.  相似文献

This paper analyses equilibria of voting on commodity standards within the framework of a Farrell-Saloner model which takes into consideration the trade-off between network effects and losses from a reduction of variety. Social welfare implications are derived and discussed with respect to manipulations of majority rules. The findings indicate that welfare implications of standards are highly sensitive to the decision procedure and that the choice of the decision rule is non-trivial as it can at least prevent worst outcomes if not guarantee optimal results.  相似文献

This article suggests that voters rely more strongly on “substantial” criteria, such as issues and ideology, when elections are competitive. In such contexts, voters should attach more importance to their own choice and rely less on “heuristics.” Three aspects of election competitiveness are considered: the fragmentation and polarization of the party system and the proportionality of the electoral system. Elections are more competitive when there are many parties in competition, when they differ strongly from one another in ideological terms, and when the threshold of representation is lower. These hypotheses are tested with data from the 2007 Swiss federal elections. The electoral districts differ markedly from one another as far as electoral competitiveness is concerned while being similar in many other respects. The results show that competitiveness strengthens issue voting and reduces the impact of party identification.  相似文献

This article develops a theoretical model of political representation under the single-member district system. I establish the existence of equilibria in which legislative voting of each legislator depends only on her preference and her electorate's preference and voters sanction badly behaved incumbents and retain well-behaved ones based solely on their own representatives' roll-call records. In equilibrium, voters achieve a partial representation with respect to representatives' behavior in each district. However, with respect to representation of the social majority, my findings are indeterminate. On the one hand, there exists an equilibrium in which the majority-preferred alternative is the outcome guaranteed, except in very special circumstances. On the other hand, this equilibrium is not generally the unique equilibrium, and, for some parameter values, there is an equilibrium in which the majority-preferred alternative is less likely than the alternative preferred only by the minority to be the outcome.  相似文献

Those who regard low turnout as a particular problem for democracy are sometimes led to endorse compulsory voting as a solution. However, even if there is a moral duty to vote, such legal coercion seems illiberal. This article, by appeal to the analogous case of blood donations, suggests that we should consider instead paying people incentives to vote. This would achieve the aim of increasing turnout, particularly among underrepresented groups, without threatening individual liberty in the way that compulsion seems to.  相似文献
