This paper introduces a special issue on the social and political impact of new information communications technologies (ICTs) in Asia, with specific attention paid to new social media. This paper provides some contextualisation of the broader questions that the principal literature on the subject raises, namely questions about the effectiveness of ICTs as tools for mobilisation and information exchange; mechanisms of censorship and control; and the nature of public discourse on the Internet. In doing so, the paper introduces and locates the articles that comprise this special issue within these debates.  相似文献

Beginning in the 1980s, social and political actors across Latin America turned to courts in unprecedented numbers to contest economic policies. Very different patterns of high court–elected branch interaction over economic governance emerged across the region, with crucial implications for economic development, democratic governance, and the rule of law. Building on both institutional and strategic accounts of judicial politics, this article argues that high court “character,” a relatively stable congeries of informal institutional features, channels interbranch struggles into persistent patterns. Two case studies illustrate the argument. In Argentina, the high court's political character encouraged a pattern of court submission to elected leaders marked by periodic bouts of interbranch confrontation over economic governance. In Brazil, the high court's statesmanlike character induced interbranch accommodation. This study demonstrates that even in politically unstable settings, institutional features can shape law and politics.  相似文献

This paper presents a fresh perspective on the complicated relationship between digital communication technologies and historically disadvantaged castes such as Dalits in peri-urban Bangalore (Bengaluru), India, a city popularly perceived as India’s “Silicon Valley.” Based on interviews with Dalit household members, entrepreneurs, and political activists, the study examines whether mobile phones have been insufficiently harnessed by Dalits in the region to overcome historic deprivation, or whether they may have even assisted in the reinforcement of caste-based exclusion. The paper uses oral histories and draws from feminist perspectives on technology to demonstrate how the contemporary socio-technological outcomes among Dalits in peri-urban south Bangalore is a result of a convergence between three elements – the durability of caste in peri-urban metropolitan India, the social construction of the usage of information communication technologies (ICTs), and myopia in the conventional understanding of the digital divide in India. In the process of disentangling this convergence, the paper offers a new perspective on the relationship between caste, ICTs, and development policy. The paper ultimately argues for a re-examination of the idea of a digital divide and the development assumption that access to new technologies will further positive development outcomes.  相似文献

In “general economic-political discourses”, actors from the spheres of politics, economics and mass media struggle over the valid perception of the relations between the economy, politics, and society as a whole. The discourse on the “modèle sociale français“ provides a case in point: A concept that had been associated for many years with the economic success of the fifth republic, but in the 2000s became a central element of a crisis-rhetoric that helped to pave the way for the reform agenda of Nicolas Sarkozy. Building on this example, the article analyzes how economic-political discourses are established and transformed. On the one side, it reflects upon the importance of discourse research for economic sociology in general; on the other, it shows how general economic-political discourses help to legitimize certain positions in public debates, and how they depict specific scientific problems as relevant for society. Mediators of public and scientific debates benefit from this, just as political and economic actors do as they generate public approval for their corresponding reform-agendas.  相似文献

Making extensive use of Russian and Western documentary sources, as well as three research trips that included formal and informal discussions with politicians, scholars, and journalists, the article examines both the rise of new major players in the Russian political economy and the transformation of old ones. ABSTRACT

Marked in part by a narrow river, the border between the neighbouring provinces of Loei in Thailand and Sayaboury in the Lao PDR appears to be porous and unregulated. While a Friendship Bridge regulates large-scale international trade, an extensive amount of informal, small-scale trade continues to flow across smaller checkpoints and other parts of the river. Trade along these sites is not only highly organised, most of it also happens under the gaze of border officials. This article examines the material and power exchanges that occur at local checkpoints between the different actors involved in the facilitation and restriction of trade. Between Loei and Sayaboury, trade is regulated according to a spectrum of licitness that is constantly negotiated and renegotiated between traders and officials. Negotiations rely on the social relations between these actors and involve practices of gift-giving and bribery, which blur the boundaries between reciprocity and corruption. By focusing on the interactions between state and non-state actors, this article sheds light on the way the informal economy is configured by checkpoint politics.  相似文献

This article is about the Shan opium-heroin problem which figures largely in many journalistic and academic accounts of political events in Burma, but which has, paradoxically, been neglected. Rather, it has been “hollywoodized” with images of “opium” armies, heroin “empires,” colorful drug “kings,” and warlord-princes, etc., to the extent that it has more or less become but a dramatic backdrop, an “exotic unknowable.” This article is a more mundane account of the opium-heroin phenomenon. I will deal with it from the economic-political perspective, with particular focus on the basic mechanism of the Shan opium-heroin industry. Specifically, I will deal with the actors involved and their role in what is the only viable and integrated (locally and internationally) industry to emerge from Burma in the over three decades of military rule. My contention, in sum, is that the Shan opium-heroin issue constitutes only a part of the regional and global informal complex of investment, trade, and profit, in which are involved a host of non-Shan actors, whose interests are primarily economic; that basically, it is a transnational/global agro-business, no different, in substance and dynamics, from any other lucrative agro-business; and that Shan peasants, and to some extent, rebel armies, cannot be in any way regarded as “winners” in, or the main beneficiaries of, the “illegal” and “unregulated” informal economy of investment, trade, and profit, that spans borders, regions, and oceans.  相似文献

The advent of new information and communication technologies (ICTs) – particularly the internet and associated networks – have made it possible to express previously repressed nationalist sentiments, forbidden languages, ethnic loyalties, and new identities free from the control exerted between the boundaries of the state. New forms of nationalistic conflicts (that take place in what Arquilla and Ronfeldt (1996, 2001) call ‘netwars’) are now being waged along the lines of multiple forms of loyalties (civic, state-induced, or ethnic or subversive). Since the advent of democracy in Francophone Africa, the state has lost its monopoly over the media and now cannot control actors (particularly diasporic communities scattered around the world) who are disputing its hegemony and legitimacy. Citizens who no longer live in the national territory are fighting back against divisive and subversive tendencies in the name of national cohesion, unity, territorial integrity, and democratic governance. For example, in Niger since the beginning of 2007, two rebel movements led by Tuareg insurgents have been fighting the government on both the military and the virtual fronts. They have invaded existing virtual networks such as discussion forums and online media websites and created their own websites and chat rooms. In the name of national unity and peaceful development, they are being countered by the state as well as other citizens of the diaspora.

This article analyses how Tuareg identity has been framed over time by colonial anthropologists and administrators in Niger and how this identity is now being expressed online by current Nigerien Tuareg rebels in the context of conflicting nationalisms involving the state and its opponents. The discussion argues that, contrary to the deterministic role attributed to ICTs, it is the ‘external’ social and political conditions that determine the online contours of nationalistic expressions and conflicts. This article falls within the framework of the ‘structuralist-constructivist’ theory devised by Bourdieu; consequently, it approaches such conflicting nationalisms as ‘symbolic struggles over the power to produce and to impose a legitimate vision of the world’ (Bourdieu 1989, 20).

The topic here is limited to the Nigerien Tuareg movements and does not address in any way the Malian Tuareg movements or the pan-Amazigh movement. Where necessary, however, references will be made to the one or the other for the purpose of clarifying issues related to Nigerien Tuareg movements.  相似文献

Economically vulnerable voters are expected to hold politicians accountable for their management of the economy because these voters are more likely to be personally affected by economic shocks and less able to cope with the resulting dislocation. Evidence from the informal sector in Argentina, where the lack of formal registration increases income volatility and denies unemployment benefits, is consistent with this hypothesis. Data from Argentina from 2005 to 2006 show that the association between evaluations of the economy and evaluations of President Néstor Kirchner was stronger among those working without formal employment guarantees. The implication is that the electoral support of Latin America's many informal workers may very well be fickle and dependent on economic performance.  相似文献

This study focuses on the effects of significant events such as the transition to a republic, the Greek invasion in 1919 and finally the Great Depression on the economic conditions, demography and economic actors in Izmir. Trade and agriculture are at the centre of this article; the commercial life in the city within the changing reach and expression of Ottoman power and structure of the world economy. There are few studies on the Izmir economy for the period 1918 to 1938. Therefore, primary sources were used, such as city year books, Izmir city statistics, Izmir city guides, government year books, trade year books, Turkish economic periodicals, Izmir trade and industrial chamber periodicals, and British Embassy reports on economic conditions in Turkey. In addition to these, the the most important local newspapers, Ahenk and Anadolu, we also utilized. Thus, this study examines the continuity and change from Ottoman Empire to Turkish republic in terms of economic policies and economic conditions through focusing on Izmir (Smyrna) province for the period 1918 and 1938.  相似文献

冷战结束以来,东亚的经济地区主义虽然取得了一些进展,但至今仍然没有发展出一个成熟稳定的区域制度框架来推动区域经济进行深度整合。该地区多重制度框架相互竞争,造成了一种"制度过剩"的特殊格局。这导致东亚地区在经济整合的过程中,缺乏有力的制度推动和有效的区域治理,具体表现为该地区至今仍难以建立有助于提高经济绩效的经济要素完全自由流动的统一经济区;难以采取集体行动,共同应对来自外部的各种经济风险和冲击。本文认为,东亚地区多重制度竞争的背后,是由于与该区域相关的主要行为体对塑造东亚经济秩序有着不同的利益偏好和战略诉求,他们各自极力推动对自身有利的区域机制,从而形成"制度过剩"。主要行为体在东亚的主导权竞争以区域制度竞争的形式展开。随着金融危机之后中国经济的加速崛起以及美国决心重返东亚,东亚经济整合中制衡与反制衡的矛盾将日益突出,从而带来更加激烈的制度竞争,这是东亚经济地区主义遭遇挫折而非取得成功的标志,东亚地区将因此继续沦为经济全球化进程中的"碎片"。  相似文献

The measures introduced by Raúl Castro since 2008 and the most recent US–Cuba policy change indicate that Cuba is shifting from a planned and highly centralised state socialist economic model toward one in which economic actors and markets become main drivers of the economy. The examples of Asian and Central and Eastern European socialist countries suggest four distinguished pathways for such transition. The question is which one may provide a feasible model for Cuba. Based on the country's economic and population structure, this study places the Cuban case within the framework of socialist economic transitions and explores some policy implications.  相似文献

The disintegration of the Soviet Union spurred a transnational trade in consumer goods. Bazaars, which proliferated across the former Soviet Union, including in Kazakhstan and Kyrgyzstan that is the focus of this article, became nodes in this informal trade. This article makes three arguments: (i) Soviet successor states capitalised on the new informal economy which provided employment to millions when economies were in decline. Conversely, ongoing developments, particularly in Kazakhstan, seek to modernise the bazaars that emerged after the Soviet Union. (ii) The movement of people and goods – between border and bazaar, and in case of re-exports, on to another border – are illustrative of a multi-dimensional informal economy evidenced in rent extraction, regulation of bazaars, and in trader networks. (iii) The bazaar-centred economy relies on checkpoint politics that establish border regimes, enabling mobility.  相似文献

What determines how judicial institutions perform? Prominent theoretical approaches, such as international political economy, institutional rational choice, social capital, and structural theories, suggest that international economic actors, political competition, political participation, and poverty may all be important forces driving institutional behavior. This study analyzes these various theoretical approaches and uses qualitative and statistical analysis to compare judicial performance in the Mexican states. It provides evidence to support the institutional rational choice hypothesis that political competition generates judicial independence. Poverty, political participation, and an export‐oriented economy seem to influence judicial access and effectiveness.  相似文献

Other than the conventionalaccounts which depart from the presence of foreign troops onCongolese soil, reduce the war to a struggle for natural resourcesor see it as the result of age-old ethnichatreds, the authorstry to place this conflict into its social setting. The centralargument of this article is that the outbreak of violence inIturi has been the result of the exploitation, by local andregional actors, of a deeply rooted local political conflictfor access to land, economic opportunity and political power.Firstly, it is assumed that the destruction of the local socioeconomicfabric and the emergence of ethnicity as the main basis forpolitical mobilization has been the result of a long historicalprocess in which access to land, education, political positionsand economic dominance have played a crucial role. Secondly,it is asserted that, although foreign elements (i.e. the UPDFand RDF, formerly RPA) have contributed significantly to theescalation of the political crisis in Ituri, the war has alsoprovided a perfect platform for local political and economicactors to redefine their position in this new political andeconomic landscape. Eventually, this emerging political complexhas led to the development of a new political economy whichis characterized by a shift from traditional to military rule,to privatized, non-territorial networks of economic control,and to the consolidation of ethnic bonds in the economic andpolitical sphere.  相似文献

The anti-corruption norm in both scholarship and the policy world has too narrowly focused on the domestic and institutional context of bribe-taking and public corruption. Instead, we argue that corruption in the contemporary global economy requires a multiple set of connected transactions, processes, and relationships that take place within informal transnational networks that blur the line between illegal and legal activities. These networks include multinational companies, elites in host countries, offshore financial vehicles and conduits, middlemen and brokers, and destination financial institutions. We examine how these actors operate in Central Asia, a region that is widely identified as corrupt, yet is rarely understood as embedded in the types of global processes, offshore connections and transnational links specified in our analysis. Examples of offshore centers in tax planning from Central Asia, and partial results from a field experiment based on impersonating high corruption risks from four Central Asian states, provide evidence for how the various actors in transnational financial networks structure their dealings. We then present two brief illustrative cases of how these transnational networks have operated in energy explorations services in Kazakhstan and telecommunications contracts in Uzbekistan. Our findings have theoretical, practical, and normative implications for scholars and practitioners of Central Asian international political economy and other ‘high risk' regions.  相似文献

This article addresses the structural characteristics of the interactions between Switzerland and the EU in the transport sector, i.e. transport by air and land. More precisely, it is focused on two different aspects of this relationship: first the modes of coordination between Switzerland and the EU according to the concept of external governance and, second, those conditions that make inclusive patterns of interaction more likely. The central finding of this case study is an expansion of both the regulatory and organisational boundary in both cases. This shift finds expression in the incorporation of Swiss actors into a variety of networks that, at least in some cases, allow Swiss actors to shape EU policy making. The actual patterns of interaction are influenced by a number of factors, including the type of governance inside the EU that facilitates the inclusion of third parties in EU external governance and the problem structure that is characterized by coordination rather than enforcement problems.  相似文献

During the 2009 election campaign, Twitter not only served as a source of news for the media but also became a public stage for active political users. In particular, hopes were raised about a pluralistic grass-roots sphere of public communication in which political information can be shared in a non-ideological, decentralised and egalitarian manner. To test whether Twitter led to new patterns of political interaction and to determine the beneficiaries, we present findings from a large-scale network analysis investigating about four million tweets by more than 33,000 users including citizens, journalists and politicians in the 2009 National Election. Our analysis identifies the most popular users, contents and topics in this political sphere, revealing the Pirate Party movement as the most influential group during the campaign. A network analysis of the participating actors confirms the strong position of established online activists and bloggers in contrast to traditional mass media, politicians and parties.  相似文献

The complex and multidimensional economic crisis experienced by Spain since 2008 significantly altered migration patterns in this country. Large scale unemployment contributed to slow down migrant inflows and accelerated out-migration flows in Spain. The media coverage of these processes created a distorted image of the patterns of migration affecting Spain during the crisis. Although the incipient economic recovery has not had a major impact in terms of modifying the migration dynamics triggered by the crisis, the media attention to this issue has substantially decreased without questioning its previous approach to the phenomenon. This article presents extensive data from a wide range of sources covering the period 2008–2016 to extract detailed information about the reality of crisis-era migration flows in Spain, and discusses the extent to which the media treatment of the issue has contributed to a partial and misleading view of the causes and consequences of the new Spanish emigration.  相似文献
