In this paper we review – from a UK perspective – how the UK government and its policy process have adapted to European integration. Has adaptation been a quiet revolution, a step‐change, or both? In exploring this question we draw upon the conceptual literature of Europeanization. We employ it to shed light on the longer‐term pattern of UK adaptation as well as to put into context the domestic changes currently under way. Our argument is that a step‐change is under way in the Europeanization of the UK government. However, at the end of the paper we will reflect on how this development remains over‐shadowed by broader circumstances: the continued weak public support for the EU and the divisions which emerged with key EU partners from the UK's policy over Iraq.  相似文献

In order to examine institutional change in Republic of Ireland (hereinafter referred to as 'Ireland' or 'the Irish case') as a consequence of European integration, this article looks at the adaptation of national institutions subsequent to EU membership. A new institutionalist approach is taken towards the definition and discussion of institutions in order that the analysis may encompass the broadest range of changes consequent to EU membership: in relation to national structures; decision-making patterns; socialization processes; and overall 'system change'. The analysis uses the organizing concepts offered by Bulmer and Burch (1998) in their evaluation of the impact of Europeanization on national systems of public administration in Britain. According to this framework, 'institutions can be analysed in terms of four gradations moving from the formal, through the informal, to the normative and cultural' ( Bulmer and Burch 1998 , p. 604).  相似文献

This article addresses the scope of legal Europeanization with regard to Austria, a 1995 accession country. Depending on the choice among several plausible indicators of legal Europeanization, the relative impact of the EU varies greatly. The share of EU-related legislation peaked in the pre-accession period when most of the acquis communautaire needed to be adopted. In the membership period, legislation that relates to the EU accounts for almost 25 per cent of the enactments. Although government decrees outnumber laws as the means of transposition, EU-related rules constitute a much smaller share of delegated legislation. Collectively, EU-related rules constitute a tenth of Austrian legislation. Yet by mid-2003, 42 per cent of Austria's original laws—the core of its legislation—were related to EU rules. While falling short of some inflated expectations, legal Europeanization is indeed a major feature of Austrian legislation. The article confirms expectations derived from the political controversy of EU affairs, federalism, and legal traditions. When we refer to 'legal orders' in the article we mean the entire body of legislation in force; we use the term 'legislation' to refer to recent additions to the body of legislation.  相似文献

This article takes an in-depth look at the cultural implications of membership of the European Union (EU) for a UK government department. As part of a broader examination of how Europeanization, in its various forms, has affected a range of Whitehall departments, Bulmer and Burch (1998) concluded that the cultural element of change in the UK has been limited in the sense that existing administrative traditions within government departments have not undergone any radical reorientation. The purpose here is to test the validity of these conclusions and in more general terms afford detailed consideration to an area of Europeanization which has tended to be neglected in the academic discourse. This is achieved by way of employing interview and documentary-based source material relating to the area of cultural change as it affected a particular UK department, the Scottish Office. In the event, the piece concludes that the detail of the Scottish Office case can be used to confirm Bulmer and Burch's general observation that cultural Europeanization has not manifested itself to any great extent within UK government departments in the sense that it has entailed wide-reaching changes to administrative approaches and working practices. More generally, the empirical basis of the analysis provides fresh insights into how specific matters, such as training and secondments, have impacted upon the work of civil servants in the UK.  相似文献

The paper adopts a historical institutionalist approach to Europeanization and argues that policy change is facilitated by three factors. First, it is driven by ‘soft’ mechanisms of Europeanization such as policy transfer. The EU provides the framework for reform and functions as a platform of best practices. Policy transfer mechanisms are implemented in order for member states to pick and choose institutions. Second, domestic mediating factors such as policy preferences are as important as EU obligations. The introduction of the Ombudsman to Greece, Cyprus and Malta demonstrates that hard mechanisms of Europeanization (for example, directives) are not always necessary for change to occur. Soft mechanisms can be equally effective, as long as the political leadership prioritizes the reform. Third, policy change depends on time. Member states adjust their policies and institutions over time. The most common outcome of this adjustment is inertia or incremental change rather than convergence.  相似文献

This article compares the Europeanization of central government in four Central and Eastern European countries (CEECs): Estonia, Latvia, Poland, and Slovakia. Using a large N survey of ministerial civil servants, it finds that the Europeanization of central government is characterized by partial convergence. The scope of Europeanization is large and similar among CEECs, reaching widely and deeply into government ministries. Moreover, patterns of Europeanization are similar among CEECs: the same ministries form the ‘inner core’ and ‘outer circle’ of Europeanized ministries; only a small proportion of civil servants work full‐time on EU issues and routinely engage in activities that ‘project’ national policies at EU level. Compared to old member states, patterns of Europeanization show signs of convergence, while the scope of Europeanization is larger in CEECs.  相似文献

This article examines the Europeanization of social movements following the European sovereign debt crisis. It develops a theoretical framework to measure degrees of social movement Europeanization, incorporating targets, participants, and issue frame dimensions of mobilization. Europeanization of social movements occurs when they collaborate with similar movements in other countries, claim a European identity, invoke Europe-wide solidarity, contest authorities beyond the state and ascribe responsibility for solving the crisis to European Union (EU). By targeting EU authorities, social movements may contribute to the construction of the EU as a crisis actor and through deliberative processes define the roles and identities of such actors.  相似文献

Visegrad inter-state cooperation among the Czech Republic, Hungary, Poland and Slovakia has faced numerous near-death experiences since its official birth in 1991. Furthermore, it has faced two challenges since the four member-countries’ accession to the EU in 2004. Then Visegrad was eulogized, considered deceased by many precisely for having achieved the apparently ultimate aim of EU membership. Second, having purposefully stated rumours of its death, Visegrad has since 2008 been confronted by issues from outside and ones well beyond its size – the Obama presidency and its apparent abandonment of Central and Eastern Europe in its “reset” strategy towards Moscow; a post-Lisbon EU agenda; strategic reorientations in NATO; and both the general, that is, global, financial crisis and particularly within the EU and regarding the Euro.This article, by contrast, contends that the fundamental changes and challenges that Visegrad has faced enhanced the Group's clear and successful strategy. It identifies and elaborates that strategy, drawing also selectively and thematically on the Group's historical experience since 1991. These strategies include targeted rather than broad selection of aims; retaining an exclusive membership while also inventing variable and flexible mechanisms for adding non-member countries to help them pursue specific initiatives. Through a study of annual Group Presidency agendas and reports, high-level and ministerial meeting declarations and media and secondary source analysis and interviews with National Coordinators, the article contends that the Group continues to promote realistic aims, and provides a unique platform for exercising them. This study concludes that Visegrad, despite the outside challenges remains effective in raising awareness, advancing smaller-scale policies and influencing EU policy towards the Western Balkans and European Partnership (EaP) countries, as well as achieving specific Visegrad initiatives with those states.  相似文献

The paper explores the impact of Europeanization on bureaucratic autonomy in the new EU member states using as a case study the Agricultural Paying Agency in Slovakia. The paper shows that Europeanization had limited sustained impact on the personal autonomy of senior officials; however, it requires and sustains the personal autonomy of an extensive cadre of mid‐level and junior civil servants. At the same time, it necessitates and continues to sustain significant change in the way agricultural subsidies are distributed, with a high level of autonomy in implementation and a lower, but still significant, measure of autonomy in policy‐making. These conclusions can also generally be supported by evidence from Lithuania and Poland. In addition, the coercive elements of Europeanization interacted with the temporarily high bureaucratic autonomy in Slovakia to ‘open’ non‐coercive channels of Europeanization of agricultural subsidies and beyond.  相似文献

This article analyses the management of European Union (EU) business by the Irish core executive. More specifically, it investigates the demands placed by EU membership on the Irish system of public administration and how the system has responded to these demands. Employing an institutionalist analytical framework, the article maps the formal and informal organizational and procedural devices or structures used to manage EU affairs in Ireland, as well as dissecting the key relationships that govern this management process and the role of the domestic agents actively involved in the EU’s governance structure, the cadre or boundary managers. The article also explores in a dynamic way the development of the capacity for the management of EU affairs in Ireland over time. Using the concepts of path dependence and critical junctures, we illuminate how key system‐management decisions became locked‐in over time and we isolate the triggers for significant adaptational change, be they domestic or external. Adaptation to EU business in Ireland was path‐dependent and consisted of gradual incremental adjustment. This system of flexible adaptation generally served Ireland well as the EU’s policy regime expanded and evolved, but in response to the shock rejection of the Nice Treaty by the electorate in 2001, significant formalization of the Irish system occurred with the establishment of new processes and rules for managing relations between the core executive and the EU.  相似文献

This paper analyses the important changes to the European Union (EU) policy-making process within the UK core executive introduced by the Blair government between 1997 and 2007. Employing a strategic-relational network framework, it sets out to map the changing face of policy-making within the Whitehall EU network, and to evaluate and explain the impact of adaptation. The article argues that Labour's reform strategy has been double-edged: day-to-day coordination of EU policy has become increasingly informal, ad hoc and delegated downwards to departmental players while the role of the centre has been greatly strengthened in order to provide more effective strategic direction and political leadership. Despite these seemingly coherent reforms, however, many critical features of the process have been potentially detrimental to the projection of a more constructive European policy.  相似文献

The EU takes a growing interest in governing the energy sector in its member states. Competing with national institutions, policies and organizational structures, it is however not clear whether the EU exerts a strong influence compared to other factors, and if there is such an influence, the mechanisms are not well understood. This paper examines strategic reorientation towards electricity investment in the Swedish energy sector, a ‘frontrunner case’ of Europeanization, and discusses how this change can be attributed to EU policy change, national policy change and organizational field developments respectively. It finds that EU energy policy influence has been notable, and that governance mechanisms that shape beliefs and expectations are strongly at play. However, despite growing EU clout on energy policy, field level and national policy change remain key drivers of the changing decision space in the examined time period.  相似文献

Accession to the European Union (EU) constitutes one of Turkey's primary foreign policy objectives. However, to establish whether the country would benefit from becoming part of an integrated Europe, its foreign policy alternatives to EU membership must also be examined. The first part of this article analyses Turkey's changing relations with Europe. Against this backdrop, the article then moves to assess Turkey's partnership with the USA and the potential of maintaining a close relationship independent from Europe. The role of Russia, Turkey's old neighbours and relations with the Turkic states, as well as the potential for attaining a leading role among them, are also considered. The argument is that Turkey may exploit its geostrategic position to pursue its core foreign policy interests and even assume an important regional role. However, Ankara ought to concentrate on what has long been its priority – full Turkish membership of the EU.  相似文献

ABSTRACT

The political legitimation (or de-legitimation) of the European Union (EU) has been the object of much empirical research. This paper argues that this research holds lessons that can inform debates about the legitimation of global governance more generally. After some conceptual clarifications, the paper presents a critical review of the literature on the EU’s legitimation, focusing on six crucial aspects – (1) the emergence and change of legitimation debates; (2) the arenas where legitimation occurs; (3) the role of the state as a reference point in legitimacy assessments; (4) the difference between various objects of legitimation; (5) the actors that trigger legitimation change; as well as (6) the relationship between legitimation and polity development. In each of these respects, the paper identifies important insights that can be gained from EU Studies, but also conceptual and methodological weaknesses in the EU-related literature that researchers working on other aspects of global governance should avoid. The paper closes by formulating a set of general desiderata for empirical legitimation research in International Relations.  相似文献

Inter-agency collaboration – or partnership as it now commonly termed – is central to New Labour's agenda, but the general support for a partnership approach conceals disputes about definitions and approaches. This article begins by examining the shift to more complex and ambitious partnerships in health, social care and regeneration, which require new modes of governance. The three main modes – market, hierarchy and network – are briefly described and contrasted, and located within the recent history of public service development. It is argued that they are best seen as overlain and co-existing, resulting in a hybrid mode of governance which is characterised by tension and contradiction. The article goes on to discuss the issues this raises for real partnerships in trying to understand the collaborative imperative and the barriers to its effective achievement. Although the network mode has its attractions, there are complex issues of membership, management and culture which need to be addressed. It is concluded that hierarchy, markets and networks will co-exist better where each acknowledges its own limits and the strengths of others.  相似文献

Considering the development of the Bulgarian energy security strategy this article analyses how the country has adapted to EU membership and to energy security challenges, such as disruptions to Russian gas supplies in 2006 and 2009 and rising gas prices. Utilising a conceptual lens which synthesises Regional Security Complex Theory and Europeanisation, the article offers an explanation of energy policy changes. It concludes that conceptions of Russia as an energy security guarantor have changed since Bulgaria's EU accession and that Bulgarian energy policy has undergone a qualified reorientation away from a positive dependence on Russian energy sources, towards a convergence with EU priorities of diversification and a single energy market.  相似文献

Although European Union (EU) membership generates similar functional pressures for national administrations, member states developed institutional arrangements that show marked cross‐country variation in the coordination of EU policy. This article examines and assesses the institutions and mechanisms established in Hungary for formulating policy positions on the domestic level. In line with the general features of central government, the system is highly centralized and hierarchical, and has been characterized by a comprehensive coordination ambition from its inception. The case confirms the primary importance of national institutional factors for shaping coordination systems, but also the relevance of more actor‐centered explanations for accounting for changes in the top decision‐making tier. At the same time, the Hungarian experience also draws attention to power relations within governing parties and prime ministerial involvement as important variables so far relatively neglected in the literature.  相似文献

The article explores a new, dynamic conceptual framework to understand the relations between local government and the European Union (EU). It argues that, first, the fusion approach explains the systemic linkages between European integration and corresponding change within cities, counties and municipalities. Secondly, fusion dynamics are slowly emerging across European and local levels, whereby competencies and resources are merging and policies become synchronised under Europe 2020 and the European Cohesion Policy. Thirdly, the fusion approach provides an understanding of the attitudes of local actors towards European integration. In order to show the relevance of fusion, the article presents the findings of five empirical indicators: the absorption of EU policies and legislation; attention towards EU policies; institutional adaptation; EU-related action of local government and attitudes towards European integration. It also compares local government in two contrasting regions with regard to their political autonomy – North Rhine-Westphalia in Germany and the North West of England.  相似文献

This article examines the reception of the education Open Method of Coordination (OMC) in the UK as an aspect of Europeanization of national administrations. It addresses relationships between political and administrative actors in the process of responding to the education OMC. We argue that despite progress with institutionalization of the education OMC at the EU level, there is limited institutionalization of the education OMC at the national level. Against the backdrop of UK skepticism about engaging with the EU integration project, the interesting finding is the administrative strategies employed for deflecting EU influence on the national education space.  相似文献

The twin processes of Europeanization and Transition provide significant opportunities for the development of Public Administration education in Europe and provide a possibility to further the 'emancipation' of the discipline. In terms of Europeanization, the increasing challenges of politico-administrative interaction between national administrations and the institutions of the European Union illustrate that it is essential for Public Administration graduates to acquire an informed understanding of both the European context of policy-making and of the administrative organization and culture of other member states and countries associated with the EU. As a second element, the transition process in Central and Eastern European states could provide the discipline with further impetus to search for its own identity and approach in a European context. This article reviews the key findings of the results of the comprehensive inventories undertaken by the SOCRATES Thematic Network in Public Administration with regard to the current direction in which Public Administration education in Europe is moving. It addresses whether attention to European issues is reflected in the curriculum as well as links with the profession and whether cross-fertilization between the development of new programmes in the transition states and PA academic programmes in the EU member states has actually occurred.  相似文献
