联合国制裁恐怖主义机制的功能包括约束作用、示范作用、规范作用和服务作用。这些功能推动了恐怖主义制裁的国际合作。由于制裁机制的存在,国际社会形成了一个治理恐怖主义的新模式。然而,成员国的不合作导致上述功能存在以下缺陷:机制的约束作用较弱,示范作用较窄,规范作用有限,服务质量不高。成员国不合作的根源在于制裁机制中的权力分配失衡、国际社会中相互依赖的变化、制裁机制本身的不健全和不透明。要提升未来成员国在国际反恐中的合作和治理效果,各主要国家和联合国应当推动制裁机制的完善,以赢得更广泛的国际合作。  相似文献

南海及其邻接周边是海上安全机制云集之地。对印度尼西亚而言,后冷战时期南海争端的凸显时值其谋求并巩固区域大国地位的关键时期。此间印尼逐渐在东南亚安全区域主义中发挥核心作用,即通过安全机制建设通联区域安全秩序内外建构,调处南海争端并建构相应安全机制成为印尼塑造区域安全能力的重要途径。文章通过对印尼独立主持的“处理南中国海潜在冲突研讨会”的案例分析,指出该安全机制对南海争端具有针对性;其形成与运作综合了印尼的国家与区域安全观,是印尼实践安全战略与政策、协调区域主义与大国角色的工具,对南海海上安全机制以及印尼建构区域安全机制起到了协同补充作用。  相似文献

The purpose of this paper is to introduce North Korean culture as well as its foundation, North Korean cultural policy. The paper consists of three broad sections. First, I explore the unique qualities and changes of North Korean cultural policy. Next, I look into what North Korea considers to be culture and how it is portrayed. Finally, I will analyze the similarities and differences between North and South Korean cultural policy, and the possibility of their convergence.  相似文献

This article challenges the view that protest policing depends on situational threats, such as violent, disruptive tactics and the size of protests, by analysing how categorical threats assigned to movement groups' social-demographic identities affect repression. An analysis of South Korea's democratic transition reveals that categorical threats importantly trigger differential repression after the transition. Compared to moderate “citizens' movements” that thrived during Korea's democratisation, the protests organised by “people's movements” incurred state repression after controlling for other alternative variables. The result is also supported by qualitative evidence from multiple in-depth interviews with activists. The implication of differential repression is discussed in terms of how a democratising state attempts to channel and regulate social movements.  相似文献

In Japan, two political issues came to the forefront in the year marking the 70th anniversary of the end of World War II. While usually dealt with separately, the Statement by Prime Minister Shinzo Abe, issued on August 14, 2015, and the security legislation based on the concept of a “Proactive Contribution to Peace” both relate to the question of how we view Japan's place in international society. This article examines how both these issues support Japan's commitment to maintaining its identity as a peace-loving nation and its responsibility to contribute to international peace and prosperity.  相似文献

The literature on Africa’s collective security arrangementsfocuses on the African Union’s Peace and Security Counciland the Central Organ of the Organization of African Unity (OAU)before it. This article shows that the Peace and Security Councilis only an implementation mechanism of a broader policy framework,the Common African Defence and Security Policy (CADSP), thatwas adopted recently in Sirte, Libya. The article argues thatthe adoption of such a broader collective security policy frameworkwas made possible by changes within the international system.These changes brought about a shift from realism to idealismin various regions of the world. In Africa, the idealistic undercurrentfound expression in renewed interest in African institutionsand African solutions to African problems. The article alsodemonstrates that the CADSP will confront many challenges rangingfrom general theoretical and normative questions that bedevilcollective security arrangements elsewhere to specific issuessuch as funding and other practical implementation matters.  相似文献

随着欧盟不断深化和扩大,又企图在全球事务上扮演重要角色,国际学界遂从原共同体法研究和共同外交与安全政策研究中发展出一个针对欧盟对外事务法律研究的新领域,专门研究欧盟对外事务的法律规范,以及这些规范对欧盟对外行为的影响。由于《里斯本条约》取消了三支柱架构,将共同体和联盟合并成一个新的欧洲联盟,并赋予法律人格,原共同体法也蜕变为联盟法,学界开始探索原共同体法是否可能因此渗入共同外交与安全政策运作。本文顺着制度主义的脉络,首先分析《里斯本条约》创设的新制对欧盟共同外交政策运作可能产生的影响,然后尝试聚焦法律的演变,来探究欧盟共同外交"共同体化"的可能,包括欧洲法院对共同外交政策的管辖权、共同外交决策在新联盟中的法律位阶,以及欧盟通过《欧盟运行条约》第352条径行扩权的可能性。作者认为,欧盟共同外交的"共同体化"其实早已悄悄展开,《里斯本条约》则可能会加快这个发展,但是通过法律渗透而建立的一体化共同外交政策,并不能提升其效率,反而可能治丝愈棼,掣肘欧盟在全球事务上扮演一个更积极、更有影响力的角色。  相似文献

This paper critically appraises the core philosophies of the three Concertación governments with respect to agrarian change and rural restructuring in Chile since 1990. It identifies common ideological ground in the successive administrations' perspectives on the nature and role of agriculture in the wider economy, arguing that a 'neoliberal inheritance>> has pervaded each. In drawing on primary and secondary data from the non-traditional fruit export sector the paper challenges the concept of reconversión as a panacea for rural under-development and grower failure. Given the simultaneously regionalising and globalising context which frames the Chilean transition, the paper highlights the tough choices that face policy makers at the current time. Developmental dilemmas are increasing in the sector, given the stated desire of the Concertación governments to move beyond pure, efficiency-driven, neoliberalism towards the incorporation of equity and sustainability goals. After ten years of democratic transition it is timely to ask if policy shows any signs of moving beyond reconversión .  相似文献

The nobility of the objectives and aspiration of the African Union's Agenda 2063 towards the developmental needs of the African people are laudable, as are the attempts being made to ensure collective action, despite the ‘shield of sovereignty behind which too many corrupt leaders have hidden’. However, these noble objectives and aspirations may be undermined and threatened by the upsurge in militant Islamism and the spread of terrorism within and outside Africa, a fact not being addressed by Agenda 2063. Yet while Agenda 2063 does not seek to address the challenges posed by terrorist networks within the continent, which are threatening human security as well as the sovereignty, territoriality, legitimacy and stability of political regimes, these issues are at the core of the agenda. This article argues for Agenda 2063 to step up its efforts to combat both the roots of terrorism and the threat to development that terrorism itself poses.  相似文献

Abstract

Although the quest for oil has long been a central concern for resource-poor Japan, its foreign policy in the Middle East does not simply reflect a mercantilist interest in the region's resources. Its desire to remain close to the United States during the North Korea crisis and its nascent competition with China are also critical factors in Japan's Middle East policy. However, Japan lacks an integrated strategy toward the Middle East and as a result the various components of its policy are not always compatible. Hence, while Japan has firmly backed the Bush administration's Iraq policies, and begun discussing a possible free-trade agreement with members of the Gulf Cooperation Council, it has also, until quite recently, simultaneously pursued closer relations with Iran. In lieu of coherent regional strategy, Japan instead possesses a clearly prioritized sense of its interests in the region.  相似文献
