The regulatory state and the UK Labour Government's re‐regulation of provision in the English National Health Service

Following its election in 1997, the UK Labour Government embarked upon a 10 year program of reform of the National Health Service (NHS). By 2005, Labour had doubled the NHS budget and dramatically transformed the shape of the Service. In England, a basic characteristic of the NHS is the organizational split between provider and commissioning agencies. In this article I argue that Labour's re‐regulation of NHS provision is a coherent representation of the influence of the “regulatory state” in restructuring arrangements between government, market, and society. The article offers an account of the regulatory state based on a discussion of five key theses: The Audit Society, Regulation Inside Government, The New Regulatory State, The British Regulatory State, and Regulatory Capitalism. The article unfolds Labour's program of reform across themes common to these accounts: the division of labor between state and society, the division of labor within the state, the formalization of previously informal controls, and the development of meta‐regulatory techniques of enforced self‐regulation. It concludes that the key themes of the regulatory state are at work in Labour's transformation of NHS provision and it offers a discussion of the implications for both scholars of regulation and the UK and European health policy literature.

Local Government and decentralization in the Sudan

The establishment of an effective local government system has been imperative in the Sudan both on account of the vast scale of the country and the decentralization policies of successive governments. District councils were initially established in 1951 following the Marshall Report, but were by stages superseded as budgetary authorities, and reduced to unimportance by the People's Local Government System in 1971, which vested responsibility in Councils at the Provincial level. The subsequent difficulties experienced by this system indicate the value of the District, now renamed Area, as a level for a multipurpose local authority in the Sudan, and explain the reemphasis of this level in the 1981 Local Government Act. This article summarizes the experience leading up to the 1981 Act, and examines the extent to which the new legislation offers an effective structure. The finance of local government, a recurrent problem in the Sudan, emerges as a critical issue, together with the future role of the Provincial Commissioner.

Depoliticization,Citizenship, and the Politics of Community in Hong Kong

This article critically examines the government discourses on citizenship and community in Hong Kong from the 1960s to the present. By making special reference to the government's discourses on three public events—the 1966 Hong Kong Government 1966 Report of the Working Party on Local Administration Hong Kong Government Printer  [Google Scholar] Star Ferry riots, the 1981 riots, and scuffles such as those that took place at the Cultural Center, Tsimshatsui, on Christmas and New Year's Eve of 2002—it reconstructs the meaning of good citizenship as promoted by the Hong Kong colonial and Special Administrative Region (SAR) governments, respectively. These three public events are selected as cases highly indicative of what the government expects an ideal citizen to be because all of them aroused substantial public attention which subsequently invoked considerable government discourses and action. Citizenship is built upon a shared sense of community. Considered in this context, this article also traces the understanding of community of the governments, as it is intertwined with the notion of citizenship, through the development of government policies on youth and citizen education in the city from the 1960s onward. It is obvious that citizenship is constituted from both above (by the government) and below (by the civil society). By reconstructing the government discourses in this regard, this paper will shed light on part of the process of citizenship making in Hong Kong.

No New Vision: the Gradual Death of British Social Democracy?

This article argues that the Labour Party has no new vision for British social democracy. New Labour in Government is intellectually tired and lacks ideological vision. Gordon Brown's leadership is managerial and lacking robust ideological content. These problems exist in a period of severe recession and whereby the Conservatives under David Cameron are in the ascendancy. The argument in this article asserts that revisionism is required in the Labour Party. An ideological revisionism which reconnects the Party with an overt vision of social democratic politics; which reconnects the Labour leadership with activists and supporters; and which inspires the next generation of Labour voters.

Local administration in Botswana

Since Botswana became independent in 1966 a steady process of decentralization has been undertaken by a Botswana Democratic Party (BDP) government confident in its own legitimacy and committed officially to a policy of rural development. In 1978 the President appointed a Local Government Structure Commission to test the suitability of the existing structure and to advise on the relationship between the four main institutions at district level–the District Administration, the District Council, the Land Board and the Tribal Administration. In its 1979 Report the Commission recommended that each institution should retain its separate identity, with its powers balanced by those of the others. This article reviews the working of each institution, and concludes that the Commission's recommendation was justified. It notes, however, that the balance between the four institutions has been tilted to an extent in favour of the District Administration. It shows that the District Councils have displayed an improved capacity for plan implementation, but need more skilled technical personnel and a better quality of elected councillor; that the Land Boards are no longer subordinate to the District Councils in administrative matters, but are hampered by a shortage of transport and finance; and that Tribal Administration staff still work under very poor conditions, though their salaries and pensionable status are much improved.
