This paper uses an aggregate modelling approach to assess the impacts of a redistribution of the taxes and duties that currently exist on crude oil and refined petroleum products on the Philippine economy. The approach used in the analysis consists of a general equilibrium model composed of fourteen producing sectors, fifteen consuming sectors, three household categories classified by income and a government. The effects of replacing the taxes and duties on crude oil and refined petroleum products with a more broad based tax on manufacturing and service sectors output on prices and quantities are examined. The results are revealing. For example, the consequences of redistributing the tax burden away from petroleum products to the manufacturing and service sectors of the Philippine economy will be an increase in output by all producing sectors of about 3.5 percent or about 2.4 hundred billion Philippine pesos, a rise in the consumption of goods and services by about 6.1 percent or 1.6 hundred billion Philippine pesos, a rise in total utility by 6.9 or 1.9 hundred billion Philippine pesos, and virtually no change in tax revenue for the government. When subjected to a sensitivity analysis, the results are reasonably robust with regard to the assumption of the values of the substitution elasticities. That is, while the model's equilibrium values do vary in response to different assumptions of the values of these elasticities, the fluctuations are not so enormous to suggest that the model is unrealistically sensitive to these parameters.  相似文献

This paper describes the U.S. experience in using the Internet to disseminate international information about the technical and economic performance of newly demonstrated, energy efficiency technologies. It draws specifically on Oak Ridge National Laboratory's use of the Internet to promote the goals of the International Energy Agency's Center for the Analysis and Dissemination of Demonstrated Technologies (CADDET). Statistics from the U.S. CADDET home page system illustrates the potential of the Internet for contributing significantly to the goals of international information exchange. However, to reach a wider range of international and domestic audiences (beyond primarily upscale and educated professionals located in industrialized countries), Internet systems need to include other dissemination efforts that reach individuals in countries and organizations not currently using Internet services. In addition, more personal and customized information sources may be needed for providing users with the types of assistance and guidance required to translate knowledge of a technology's technical and financial performance into a decision to purchase, install, and use the technology.  相似文献

This contribution examines the EU’s innovative climate and energy package: how this package of binding policies has been initiated, decided, implemented and reformed. The key argument is that linking climate and energy concerns can help to explain how the EU managed to adopt an ambitious package of policies aimed at achieving 2020 goals. The combination of differently valued issues, side payments to overcome distributional obstacles and the creation of synergies contributed to a successfully negotiated outcome. The consequences for implementation and further policy development towards 2030 are explained by challenges in reproducing these joint EU-level gains at national level and by new circumstances. This may weaken the EU’s chances of realizing a low-carbon economy and ‘leadership by example’ in international climate policy.  相似文献

Using a case study, this paper explores the extent to which one area of law (privacy and data protection) can intersect with, and be challenged by, proposals for delivery of another goal – greater energy efficiency. The article then explores the extent to which these fields are becoming more integrated; and also the risks of relying on technology (notably through Privacy by Design) to do this, particularly given the uncertainties embraced by lawyers and which can be problematic to technologists. Having identified challenges in meeting both energy efficiency and privacy/data protection goals at the same time, the article develops two responses. One looks more widely in law, to competition, to prevent particular activity and to confirm the relevance of greater legal interdisciplinarity. The other is a more multi-faceted collaborative governance approach, involving legal and technical expertise and consumer perspectives, with standards having a valuable role. Addressing climate change through greater energy efficiency should be an appropriate motivation to bring about this second approach, which draws on wider environmental governance developments. With largely a UK and EU focus, but seeking to be of transnational relevance, the paper makes key contributions as to the capacity and limits of how law can address societal challenges; explores the risks of assuming that social and legal problems can be readily addressed by technology; confirms the need for lawyers to look to other fields of law; and assists progress in an increasingly intersectional and dynamic field.  相似文献

The international trade regime has seen an explosion of challenges to government support for renewable energy in recent years, yet fossil fuel subsidies, which dwarf renewable energy subsidies, have remained unchallenged. Existing explanations for this puzzling discrepancy have focused on four rationales: major fossil fuel exporters have not historically been members of the General Agreement on Tariffs and Trade/World Trade Organization (WTO); WTO subsidies rules are inadequate to deal with the specifics of the fossil fuel trade; nations have developed separate institutions to govern energy; and all states have fossil fuel subsidies, so a challenge to one country’s subsidies will prompt a reciprocal challenge. This article makes two contributions. First, it uses a survey of existing renewable energy trade disputes to critique the existing explanations. Most importantly, the article shows that the threat of reciprocal litigation exists in the renewable energy sector, and that WTO subsidies rules are rarely used to challenge renewable energy subsidies. Hence, neither the threat of reciprocal litigation nor the relative ease of applying WTO subsidies rules explains the discrepancy in the number of disputes. Second, the article hypothesizes that the economic diversification of energy-producing countries is correlated with and may drive whether energy-producing countries face WTO challenges to their energy support policies. Most major fossil fuel producers lack significant non-fossil fuel exports that could be restricted in order to induce them to reform their fossil fuel policies, the usual mechanism for enforcing a WTO judgment. States may also be more likely to challenge new, rather than long-standing, trade restrictions. This suggests that trade challenges will arise more frequently where innovation leads to competition and a demand for new trade restrictions (as in renewable energy), as opposed to in mature sectors of the economy (i.e., the fossil fuel industry). Economic diversification, in turn, is a good predictor of innovation.  相似文献

Rapid growth in the demand for commercial energy in Bangladesh poses serious development constraints in recent years. Per capita energy consumption of Bangladesh is one of the lowest in the world (252 kgoe in 2005). This paper undertakes an empirical investigation to find out the trends in energy intensities by comparing the energy consumption per capita and energy consumption per GDP for agriculture, industry, commercial, and transport sectors of Bangladesh and investigate their conditions over the long run. Only 43% of total population has access to electricity facility. Though natural gas provides two-third of the nation’s commercial fossil fuel supply, only 4% households have access to natural gas networks. Biomass fuels are estimated to account for about 73% of the country’s primary energy supply. The daily electricity output totals around 3800 MW against the demand of 6000 MW, leaving a supply crunch of 2200 MW. Natural gas has so far fuelled more than 90% of the power plants of the country. Hydro-electricity contributes only 3% of the total energy supply in Bangladesh. More than 90% of the oil and petroleum products are imported. The country has a substantial potential for coal, most of which has yet to be explored. Overall energy intensity increased approximately twofold from 1980 to 2005. The findings of the study show that change in energy intensity is due to structural effect, while increase in aggregate energy consumption is due to both the activity effect and structural effect. Renewable energy sources will largely mitigate the dire energy crisis in rural areas of Bangladesh. Over 400,000 Solar Home Systems (SHSs) have been installed so far, benefiting over 4 million rural people. More fiscal and other incentives should be included in the recently formulated Renewable Energy Policy to investors for rapid development of clean energy. In addition, regional cooperation should be enhanced specially in case of hydro-power and natural gas. Finally, coal based power plant should be set up as early as possible.  相似文献

Publicness, a concept developed by public administration theorists, is a measure of government influence on an organizational process. This study examines the effect of publicness on the flow and movement of the energy technology decision process. The study finds that technology service providers have the potential for adversely affecting the technology decision process of service recipients by increasing paperwork, conflict, and decision time. The study suggests that a greater understanding of the multiple forms of publicness can help technology service providers minimize disruptions and administrative costs for service recipients. It lays the groundwork for more extensive research into how economic development agencies, state universities, federal laboratories, and other service providers affect the technology decision process of private firms.  相似文献

ARPA-E offers a new innovation institutional model to meet energy technology challenges. Because it is explicitly based on DARPA, this article reviews the noted DARPA approach in detail. Briefly citing well-known features of DARPA, it explores a number of important features that have not been well discussed in the policy literature on DARPA. These include DARPA??s ability to undertake multigenerational technology thrusts, the synergies it has been able to create through complementary strategic technologies, its ability to build an advocate community, and connections it has built to larger innovation elements downstream from DARPA. It has also taken on incumbent technologies within both DOD and in the private sector, used ties to DOD leadership to press its advances, and supported initial market creation. The article then reviews the new ARPA-E model in detail, commenting first on how ARPA-E has adopted key DARPA approaches. It then discusses new features ARPA-E is adopting, driven by the unique demands of the complex, established energy sector. These include new ways: (1) to sharpen the research visioning, selection and support processes, (2) to build a community of support, important to its political survival, and (3) to implement technologies it supports. In addition, the further DARPA features enumerated above provide potentially useful future guideposts to ARPA-E. The paper closes with a discussion of the difficult technology implementation problems on the ??back end?? of the innovation system??including demonstrations, test beds, and initial markets. The article posits that both agencies must further address these implementation issues by fostering additional downstream partnerships, including between government and private sector.  相似文献

A fundamental question facing the regulatory and competition authorities is whether to delegate competition policy issues of utilities to regulatory agencies or competition authorities. While, some countries prefer ‘light handed regulation’ by competition authorities, others grant substantial power to independent regulatory agencies. Turkey followed the liberalization wave in electricity with a regulatory reform in 2001. Recently, a slight shift of tide has appeared in previously liberalized markets. Electricity markets are the forefront example of this change of course. A similar trend is apparent in Turkey as well. Increasing pressures on prices and excess demand have created more reasons for active government involvement. As political factors weigh in, economic considerations take a secondary place in electricity markets. In order to show the tension between political and economic preferences, we use the Pareto and Kaldor-Hicks criteria of welfare economics metaphorically. This paper discusses the scope of competition policy in the Turkish electricity industry. We focus on the issue of regulatory governance. The absence of a well established institutional environment reduces the potential role of competition policy in the industry and increase political meddling in all segments of the Turkish electricity market. By looking into changes in prices, market power and new entry closely, we discuss the relative success of the regulatory reform in the electricity industry. We conclude by emphasizing the consequences of a passive competition authority in establishing a competitive electricity market.  相似文献

To accelerate the use of energy-conserving building technologies in the farflung, decentralized buildings industry, a strategy for more directed transfer of government research to public- and private-sector users has been implemented. The strategy involves a cycle of four sets of activities: (1) Needs assessment; (2) development of transferable information; (3) outreach activities; and (4) feedback and evaluation. By employing this iterative technology transfer cycle and emphasizing trade and professional organizations as communication channels to and from users, it is hoped that research sponsored by the U.S. Department of Energy's Building Systems Division will be responsive to the industry's needs and accessible to its diverse participants.  相似文献

Although the benefits of the use of less lethal kinetic energy munitions are numerous, there is a need to evaluate the munitions prior to deployment to ensure their intended effect. The objective of the current research was to validate a surrogate that could be used to predict the risk of penetration of these devices. Existing data from biomechanical testing with post-mortem human specimens (PMHS) served as the foundation for this research. Development of the surrogate involved simulating the various layers of the skin and underlying soft tissues using a combination of materials. A standardized 12-gauge impactor was used to assess each combination. The energy density that resulted in a 50% risk of penetration for the anterior thorax region (23.99 J/cm(2)) from the previous research was matched using a specific combination of layers. Twelve various combinations of materials were tested with the 50% risk of penetration determined. The final validated surrogate consisted of a Laceration Assessment Layer (LAL) of natural chamois and .6 cm of closed-cell foam over a Penetration Assessment Layer (PAL) of 20% ordnance gelatin. This surrogate predicted a 50% risk of penetration at 23.88 J/cm(2). Injury risk curves for the PMHS and surrogate development work are presented.  相似文献
