I hope that I will not be regarded as demeaning either myself or my fellow contributors to these papers in honor of Chester Barnard if I suggest that the most valuable product of this exercise may be to cause some readers who have never done so to read The Functions of the Executive, and some others who have done so in the distant past, to read it again.(1) Barnard's book is often referred to as "hard," both in the senses of hard to read and rigorous; no one is likely to recommend if for bedtime or ocean beach reading. But I believe that its "hardness" is closely related to the depth and rigor of its ideas, and that it is written about as clearly and simply as the nature of these ideas will admit. Barnard does not use long words where short words will do, nor many words where few will do. For anyone who devotes thought to organizations, its messages are pretty clear, and refreshingly creative. When read attentively, it can be read with enjoyment.  相似文献

The author analyzes Putin's first year in office by comparing it to the last fifteen regimes in Russian history. Putin shares many common features with the leaders of the past. He belongs to the group of leaders who were not so concerned about the progress of society as in removing the threat to the existing political order. He is also among those who moved toward authoritarianism in their first year. As all new regimes in the 20th centuries, Putin used democratic ideology for the legitimization of his rule, though he almost immediately began to curtail the fledgling democracy in Russia. While Putin's regime was similar to the previous regimes in some respects, it was very different in others. First of all, no ruler rose to power from such a politically obscure position. Putin came to power with far less experience than his fourteen predecessors. The circumstances under which Putin came to power have no precedent in recent history. Another uniqueness of Putin's first year in office was the extent to which various elements of the old regime were preserved. The author dwells on Putin's first year with special attention. As a predictor of the future, it suggests that Russian society under Putin will remain essentially the same as it was shaped by 1995.  相似文献

Drawing on in-depth interview-based research carried out around ‘the turn of the millennium’, this article examines the emergence of medium and large entrepreneurs in post-socialist Hungary. It seeks to identify the skills necessary to successfully manage property amid the harsh circumstances of the post-socialist socio-economic crisis, and points to the importance of the pre-transition life histories and occupational experiences of the new entrepreneurs. By analysing their family histories and traditional routes of schooling, it shows how the emerging bourgeoisie accumulated knowledge, skills, and the necessary forms of habitual behaviour to construct, within a surprisingly short time, a firm social standing and widespread influence. In the concluding part of this article, an attempt is made to combine the economic and sociological findings discussed here, and also to propose some theoretical conclusions.  相似文献

This article revisits the United Nations Millennium Development Goals (mdgs) set in 2000, timely now because policy makers are currently making plans for the period after 2015. After laying out a critical analysis of the mdgs, the article focuses on Millennium Goal 8, the global partnership for development. The argument made is that the absence of any goal to reset the asymmetrical power relations between the North and the South reveals the limitations of the endeavour. The pharmaceutical industry is discussed in detail because mdg8/Target 6 deals with access to affordable, essential drugs in developing countries. This target seems emblematic of a problem found throughout the millennium project: the unaddressed need for real economic development. Target 6 exemplifies both North–South and public–private conflicts of interest, which are carefully hidden in official documents behind the euphemism of ‘partnership’, as if countries of such unequal power could be partners.  相似文献
