The purpose of political campaigns in democracies is to provide voters with information that allows them to make “correct” choices, that is, vote for the party/candidate whose proposed policy or “position” is closest to their ideal position. In a world where political talk is often ambiguous and imprecise, it then becomes important to understand whether correct choices can still be made. In this paper we identify two elements of political culture that are key to answering this question: (i) whether or not political statements satisfy a so-called “grain of truth” assumption, and (ii) whether or not politicians make statements that are comparative, that is contain information about politicians’ own positions relative to that of their adversaries. The “grain of truth” assumption means that statements, even if vague, do not completely misrepresent the true positions of the parties. We find that only when political campaigning is comparative and has a grain of truth, will voters always make choices as if they were fully informed. Therefore, the imprecision of political statements should not be a problem as long as comparative campaigning is in place.  相似文献

Do personal background characteristics of a political candidate affect voter evaluations when voters also know the candidate's policy position? Several studies have shown that voters infer personal traits and policy positions from candidate characteristics such as gender, family background and occupation. However, in most elections, voters do not evaluate candidates absent of any policy information. We investigate whether the influence of personal background characteristics vanishes when policy information regarding a candidate is available to the voters. Using a survey experiment, we confirm that voters infer both personal traits and policy positions from the background characteristics of a candidate, and we furthermore show that explicit information on policy positions moderates the relationship between background characteristics and candidate evaluations. However, policy information does not simply crowd out the effects of candidate background characteristics. Instead, policy information can change the valence of background characteristics, turning otherwise disadvantageous characteristics into an electoral advantage.  相似文献

We extend the standard Downsian framework to suppose that voters consider the identity of each candidate's supporters when deciding whom to support, rather than considering only the announced policy positions of the candidates. In particular we posit the existence of a class of voters whose support for a candidate reduces support by some other voters for that candidate. Our most important result concerns the conditions under which the addition to the electorate of new voters on one side of the policy spectrum shifts the equilibrium toward the opposite direction. The model can explain why enfranchisement of blacks did not immediately help the election of liberal candidates.  相似文献

Holding an unpopular position on an issue important to voters can endanger a candidate??s electoral success. What is the candidate??s best agenda-setting strategy? To focus on other issue positions congruent with the same ideological stereotype, shoring up support among like-minded voters? Or to ??go maverick?? by discussing some issues that signal liberal positions and some that signal conservative positions? Existing voting models suggest the answer depends on voter preferences, since going maverick should have symmetric effects??support among voters who agree with the candidate??s positions will decrease, proportionally, as support increases among voters who disagree. We argue, however, that stereotype incongruence prompts these voters to process information differently, yielding asymmetric effects. We test our expectations experimentally, using a fictional candidate webpage to show how the benefits of going maverick can outweigh the costs.  相似文献

The fundamental assumption of spatial models of party competition is that voters possess cardinal utility functions defined on all combinations of issue positions which candidates may adopt. Furthermore, spatial theorists usually assume that utility functions have a shape common to all voters and that voters' most preferred positions are distributed in some regular manner. Employing these and attendant assumptions, the spatial theorist seeks to ascertain what deductions can be made about candidate strategies, i.e., the positions which vote or plurality-maximizing candidates should adopt in an election. It has been found that, in many situations, convergence to an opponent's positions and/or adoption of the median/mean of the most preferred positions of all voters is an important candidate strategy. In this context, two main problems have arisen: (1) difficulties of empirical or statistical analysis; (2) the abovementioned candidate strategy is generally not applicable to elections in so-called ‘plural’ societies. One path out of this latter problem has been formulated by Rabushka and Shepsle (1972). This article explores another potential solution by addressing the following question: If voters arenot characterized by cardinal utility functions, but some other type, what are the consequences for candidate strategies? The alternate assumption employed is that voters are characterized bylexicographic utility functions. The consequences for candidate strategies of this assumption are then determined for two plurality-maximizing candidates in some one- and two-dimensional, three-, five-, and seven-voter electoral games.  相似文献

In this paper we use a simple Downsian spatial model to analyze the properties of campaign contributions. We first consider campaign contributions that are intended to inform voters of candidate positions. We show that it is difficult to construct arguments in a Downsian spatial model for why some voters would choose to contribute to a candidateand the candidate would want to spend the money contributed to inform voters of his position. We then define persuasive campaign expenditures as those that are intended to convince an individual to vote for a candidate regardless of the candidate's position on issues. In the presence of persuasive campaign expenditures some voters have an incentive to contribute to one or both candidates, and the candidates have an incentive to spend the money. We show why the nature of persuasive campaign expenditures may explain both their growth in recent years and the increasing advantage of incumbency.  相似文献

Theories from psychology suggest that voters’ perceptions of political positions depend on their non-policy related attitudes towards the candidates. A voter who likes (dislikes) a candidate will perceive the candidate’s position as closer to (further from) his own than it really is. This is called projection. If voters’ perceptions are not counterfactual and voting is based on perceived policy positions then projection gives generally liked candidates an incentive to be ambiguous. In this paper we extend the standard Downsian model in order to investigate under what conditions this incentive survives in the strategic setting of electoral competition.  相似文献

This research considers how reference dependence impacts choice in a primary election. The normative advice is to weigh personal political preference against the greater ability of a more electable candidate to win the later general election. Here a behavioral view of primary elections is developed by adding reference dependence to a Hotelling model of political competition. The model details the impact of references on voter choice and generates recommendations as to the reference marketers for any candidate would like primary voters to employ. The advice to a more electable, that is, moderate, candidate is to encourage voters to compare the primary candidates to the extremes of the opposite party. A less electable candidate should encourage voters to compare the candidates to positions within their own party.  相似文献

Candidates and parties often face a choice between endorsing policies that appeal to their core constituencies or generate support from more diverse groups of voters. While the latter strategy may make overtures to a wider set of citizens, existing literature says little about how the overall mix of issue positions affects electoral support. We argue that candidates who endorse diverse sets of policy positions appear unpredictable to voters and incur subsequent electoral penalties. Using data from the 2006 congressional elections, we find that ideological predictability substantially increases electoral support at both the individual and aggregate levels and that voters perceive greater ideological congruence from more predictable candidates. Our results have important implications for candidate and party strategies and suggest that voters are responsive to the mean and the variance of candidates’ policy stances.  相似文献

We study the interdependence between campaign contributions, the candidates’ positions, and electoral outcomes. In our model, a candidate who moves away from his firmly established position towards a more risky one generates costs for the voters. Campaign contributions allow the candidates to reduce these mobility costs. We show that if donations were prohibited, then a unique equilibrium regarding the position choices of candidates would exist. With unrestricted financing of political campaigns, two equilibria emerge, depending on whether a majority of interest groups runs to support the leftist or rightist candidate. Interest groups may finance candidates whose position is far away from their own ideal point. The equilibria generate a variety of new features of campaign games, and may help identify the objective functions of candidates empirically.  相似文献

How does the expressed political ideology of voters influence their evaluation of presidential candidates? The classic answer to this question is provided by the spatial theory of electoral choice in which utility for a candidate is a function of the proximity between the voter and candidate positions on the liberal-conservative continuum. We have argued elsewhere that spatial theory, while intellectually appealing, is inadequate as an empirical model of mass behavior. We have developed a directional theory of issue voting that we believe provides a more realistic accounting of how specific policy issues influence utility for a candidate. Directional theory is based on the view that for most voters issues are understood as a dichotomous choice between two alternative positions. While ideology is widely understood as a continuum of positions, the directional model can be applied to the relationship between ideology and candidate evaluation. In this paper we compare the two theories using National Election Study data from 1972 to 1988. The results tend to favor the directional model over the traditional proximity model. We conclude by briefly tracing out the implications of this finding.  相似文献

Several recent spatial modeling studies incorporate valence issues—e.g., voters’ evaluations of the candidates’ competence, integrity, and charisma—that may give one of the candidates an electoral advantage that is independent of his policy positions. However to date all such models assume that while voters value positive valence characteristics, the candidates themselves do not. We develop a spatial model where the candidates are valence-seeking, i.e.—like the voters—the candidates prefer that the winning candidate possess qualities, such as integrity, diligence, and competence, that will enhance his job performance. We analyze a spatial model where the candidates value both the valence qualities and the policies of the winning candidate, and we show that the candidates’ optimal policy choices typically diverge as the valence differential between them increases, and in particular that the valence-disadvantaged candidate normally has incentives to become more extreme as the valence advantage of her opponent increases.  相似文献

In spatial voting theory, voters choose the candidate whose policy preferences are most like their own. This requires that (a) voters and candidates have policy preferences that can be meaningfully summarized in terms of low-dimensional “ideal points” on a left-right scale; (b) voters are able to discern, either directly or through relevant cues, the ideal points of the candidates who are running for office; and (c) voters incorporate this information into the choices they make at the ballot box. Perhaps more than in any other elections, it is not clear that any of these requirements are met in non-partisan municipal elections: policy preferences may not be ideologically structured, information may be inadequate, and voters may choose candidates for reasons other than ideology. This makes non-partisan municipal elections an especially hard test for spatial voting theory. Using novel data from both municipal candidates and eligible voters in a major non-partisan municipal election in Canada, we show that municipal policy attitudes are ideologically structured and that these municipal policy ideal points are strongly related to mayoral and council vote choice. Thus, despite the institutional and informational obstacles, spatial voting can play an important role in non-partisan municipal elections.  相似文献

Representation literature is rife with the assumption that politicians are responsive to voter preferences because their re-election is contingent upon the approval of those voters, approval that can be won by furthering their desires or, similarly, that can be threatened by ignoring their wishes. Hence, scholars argue that the anticipation of electoral accountability by politicians constitutes a crucial guarantor of (policy) responsiveness; as long as politicians believe that voters are aware of what they do and will take it into account on election day, they are expected to work hard at keeping these voters satisfied. If, on the other hand, politicians were to think what they say and do is inconsequential for citizens’ voting behaviour, they may see leeway to ignore their preferences. In this study, we therefore examine whether politicians anticipate electoral accountability in the first place. In particular, we ask 782 Members of Parliament in Belgium, Germany, Canada and Switzerland in a face-to-face survey about the anticipation of voter control; whether they believe that voters are aware of their behaviour in parliament and their personal policy positions, are able to evaluate the outcomes of their political work, and, finally, whether this knowledge affects their vote choice. We find that a sizable number of MPs believe that voters are aware of what they do and say and take that into account at the ballot box. Still, this general image of rather strong anticipation of voter control hides considerable variation; politicians in party-centred systems (in Belgium and some politicians in Germany that are elected on closed party lists), anticipate less voter control compared to politicians in more candidate-centred systems (Canada and Switzerland). Within these countries, we find that populist politicians are more convinced that voters know about their political actions and take this knowledge into account in elections; it seems that politicians who take pride in being close to voters (and their preferences), also feel more monitored by these voters. Finally, we show that politicians’ views of voter control do not reflect the likelihood that they might be held to account; politicians whose behaviour is more visible and whose policy profile should therefore be better known to voters do not feel the weight of voter control more strongly.  相似文献

Survey research on the 1980 presidential election does not support the contention that sophisticated voting is employed by voters to avoid their least preferred alternative. Complete preference orderings for Anderson, Carter, and Reagan are inferred from survey responses for a sample of voters. Data analysis focuses on reported vote for preference groups which rank Anderson first, comparing those who voted for Anderson to those who voted for their second choice. Results show that sophisticated voters appear to have voted on the basis of positive aspects of their second most preferred candidate rather than in avoidance of negative aspects of their least preferred candidate.  相似文献

Models of voting behavior typically specify that all voters employ identical criteria to evaluate candidates. We argue that moderate voters weigh candidates’ policy/ideological positions far less than non-moderate voters, and we report analyses of survey data from the 2010 Cooperative Congressional Election Study that substantiate these arguments. Across a wide range of models and measurement strategies, we find consistent evidence that liberal and conservative voters are substantially more responsive to candidate ideology than more centrist voters. Simply put, moderate voters appear qualitatively different from liberals and conservatives, a finding that has important implications for candidate strategies and for political representation.  相似文献

Though few voters appear to hold consistent ideological views, the roll call votes of congressmen and senators can be well predicted by ideological terms. An explanation for this puzzle is that ideology allows candidates to succinctly explain their views. Because it is difficult to explain detailed positions to voters, a candidate who presents his position in ideological terms may be able to defeat a candidate who supports a set of issue positions that would, in toto, be preferred by a majority of well-informed voters were the voters aware of all the views of that candidate. This effect can be a powerful one. One of the most prominent claims to emerge from the field of public opinion is that citizens can vote for candidates whose issue positions best reflect their own beliefs even when they cannot remember previously learned stances associated with the candidates. The current experiment provides a unique and powerful examination of this claim by determining whether individuals with profound amnesia, whose severe memory impairments prevent them from remembering specific issue information associated with any particular candidate, can vote for candidates whose issue positions come closest to their own political views. We report here that amnesic patients, despite not being able to remember any issue information, consistently voted for candidates with favored political positions. Thus, sound voting decisions do not require recall or recognition of previously learned associations between candidates and their issue positions. This result supports a multiple memory systems model of political decision making.  相似文献

Empirical research reports conflicting conclusions about whether primary election voters strategically account for candidates’ general election prospects when casting their votes. We model the strategic calculations of office-seeking candidates facing two-stage elections beginning with a primary, and we compare candidates’ policy strategies in situations where primary voters strategically support the most viable general election candidate against candidate strategies when voters expressively support their preferred primary candidate regardless of electability. Our analyses—in which the candidates’ appeal is based on their policy positions and their campaigning skills—suggest a surprising conclusion: namely, that strategic and expressive primary voting typically support identical equilibrium configurations in candidate strategies. Our conclusions are relevant to candidates facing contested primaries, and also to political parties facing the strategic decision about whether or not to use primary elections to select their candidates—a common dilemma for Latin American (and some European) parties.  相似文献
