Why do violent movements participate in elections? To answer this question, we examine Hamas's formation of the Reform and Change Party and its iconic victory in the 2006 elections to the Palestinian Legislative Council. We argue that Hamas's formation of this party was a logical step, following nearly two decades of participation in local and municipal elections. Hamas's need to attract resources from external donors, who make funding decisions based on civilian support for the movement, best explains why Hamas decided to participate in local elections in the early 1990s, taking Hamas on a path that eventually led to its 2006 legislative victory. Hamas's foray into elections was consistent with its dual strategy of directing violence against Israel and building Palestinian support through welfare services. We demonstrate that changes in political opportunities (Fatah's decline and the increase in Hamas's popularity), institutional incentives (lax electoral laws and the holding of municipal elections), and the rise of moderate voices within Hamas explain the timing of its entry into legislative elections. Finally, we discuss Hamas's electoral victory, the need for cooperation between Fatah and Hamas, and the role played by international actors as significant factors influencing prospects for peace and democratization in the region.  相似文献

The speed and scale of mobilization in many contemporary protest events may reflect a transformation of movement organizations toward looser ties with members, enabling broader mobilization through the mechanism of dense individual-level political networks. This analysis explores the dynamics of this communication process in the case of U.S. protests against the Iraq war in 2003. We hypothesize that individual activists closest to the various sponsoring protest organizations were (a) disproportionately likely to affiliate with diverse political networks and (b) disproportionately likely to rely on digital communication media (lists, Web sites) for various types of information and action purposes. We test this model using a sample of demonstrators drawn from the United States protest sites of New York, San Francisco, and Seattle and find support for our hypotheses.  相似文献

This article explores the concept of transitional justice in democratic states dealing with political violence. Although transitional justice was designed for paradigmatic transitions (from war to peace and from dictatorship to democracy), conflicted democracies such as Northern Ireland and the Basque Country could also benefit from this framework which brings a comprehensive human rights approach to the past and promotes the principles of truth, justice, reparation and guarantees of non-repetition. The article compares the transition from conflict in Northern Ireland and the Basque Country. It explores some of the specific features which characterise processes of transitional justice within settled democracies, such as the blurred break with the past, the fragmentation of initiatives aimed at dealing with violence and the mixture of ordinary and transitional justice. As well as contributing to the conceptualisation of the field of transitional justice, the study proposes that the conflict vs. terrorism divide and the clash of narratives associated with it are the key to understanding these types of transitions.  相似文献

Abstract

This article explores the opportunities and conundrums of understanding violence at critical junctures following ruptures in political orders through the prism of political settlements. While there is an emerging body of scholarship on political settlements, we specifically examine its relationship to violence, which we argue has been under-theorised. Through comparative country case studies (Bangladesh, Egypt, Kenya, Sierra Leone), we examine in a historicised manner how these types of settlements interact with various forms of violence at various scales. The article reconceptualises political settlements in relation to three forms of violence, intrinsic, instrumental and resultant, and shows how multi-scale dynamics and formal/informal interactions shape the violent nature of political settlements in different contexts.  相似文献

The Trans-Pacific Partnership (TPP), signed in February 2016, is the most ambitious free trade deal of the postwar era. The 12 TPP countries account for nearly 40 percent of the world's economy. Coupled with the Transatlantic Trade and Investment Partnership—which is still being negotiated between the United States and the European Union—the TPP represents an attempt by the Obama Administration to lead in promoting regional trade and investment arrangements despite the failure of the Doha Round to reach a comprehensive global trade deal under the auspices of the World Trade Organization. Although the agreement among the 12 TPP countries has been reached, ratification by their legislatures is pending. Ratification by the US Congress remains uncertain due to complex economic and political factors in the United States, including the presidential election of 2016.  相似文献

ABSTRACT

The Critical Terrorism Studies (CTS) community has produced an important volume of work assessing and critiquing epistemological understandings of the War on (of) Terror. Largely missing from this body of work, however, is the experience of those who are directly impacted by the policies of this global phenomenon. By rethinking the War on Terror as an experience of war, I posit a wider understanding, by reassessing its temporal and spatial boundaries, but more significantly, the ways in which it is experienced. By providing a wider understanding of war and expanding our knowledge of its boundaries, I am able to show that those impacted by the policies of the War on Terror can claim to have been subject to an experience of war, even when that experience takes place outside of the war zone. This reflection, however, serves a larger purpose, which is to act as a call to the CTS community to centre the lived experiences of those impacted by the War on Terror in their work and decision-making when engaging with policy and policymakers. This represents a call for an ethical re-centring of CTS scholars to the violence of the War “of” Terror, by reminding us of the many ways in which harm can occur.  相似文献

Germany might be considered as the European country that has suffered the most from the spatial diffusion of Turkey's internal conflicts. It has received the highest number of Kurdish migrants in Europe and it became the core of Kurdish mobilization in transnational space. Germany's approach to the Kurdish Question on its own soil—combined with the strategies that the Kurdish activists used—determined the scope of opportunity structures for the mobilization of the Kurdish movement. This article explains how Kurdish activism has come to be perceived in Germany, and analyzes the German political environment by focusing on the criminalization and stigmatization of the Kurdish movement, especially during the 1990s. It then describes the discursive shift and change in framing strategies that the Kurdish diaspora experienced after the capture of the the Kurdistan Workers' Party's (PKK) leader in 1999. Lastly, it touches upon the recent developments in the Middle East, especially in Kobane, and their impact on the image of the Kurdish movement. The article is based on extensive fieldwork in Germany and includes testimonies of Kurdish diaspora activists, with a focus on their own perceptions about their situation and how they respond to securitization policies in the host country.  相似文献

This article examines the role of armed parties in democratization. Usually considered volatile and thus excluded from the democratic process, we argue instead that in certain circumstances, armed parties can have a productive role in elections aimed at democratization – most notably by contributing to the balance of power between incumbents and opposition, both before, during and after elections. An in-depth analysis of the 2006 Palestinian elections, placed in comparative context, shows how arms affect the calculus of voters, opposition elites, and incumbents to make elections more competitive and democracy more likely. The article then directly addresses the objection that postponing disarmament fosters civil war, arguing rather that postponing disarmament may actually help promote peaceful, democratic outcomes of states emerging from civil war. It concludes by discussing the implication of the analysis for the study of democratization and for policies aimed at democracy promotion.  相似文献

The present study applies Social Learning (Differential Association) Theory to the explanation of political violence, focusing on exposure to extremist content through new social media (NSM) and controlling for key variables derived from rival theories. Data are gathered using (a) a paper-and-pencil study among high school students, and (b) a web survey targeting youths between 16 and 24 years old. A total of 6020 respondents form the dataset. Binary logistic regression is used to analyze the data. Results show that even when controlling for background variables, strain variables, personality characteristics, moral values, and peer influences, the statistical association between measures of extremism through NSM (ENSM) and self-reported political violence remains significant and fairly constant. The most persistent effects are found for those measures where individuals actively seek out extremist content on the Internet, as opposed to passive and accidental encounters using NSM. Furthermore, offline differential associations with racist and delinquent peers are also strongly and directly related to self-reported political violence, as are some mechanisms from rival perspectives. This indicates that political violence can only partially be explained by social learning and suggests that the impact of ENSM is mediated by real-world associations and that the offline world has to be taken into account.  相似文献

While conflict-related sexual violence affects men and women, male survivors are often overlooked or marginalised. The case of Bosnia-Herzegovina (BiH) is a poignant example. Twenty-two years after the Bosnian war ended, little attention has been given to the men who suffered diverse forms of sexual violence during the conflict. The present article contributes to addressing this gap. Based on semi-structured interviews with 10 men who endured the horrors of the ?elopek camp in north-east BiH, it focuses on the lives of these men today. Exploring the men’s silences and the intersection of their trauma with ongoing everyday problems, it goes beyond the commonly made argument that sexual violence against men constitutes an attack on masculinity. Fundamentally, it examines how masculinity norms and expectations have shaped the men’s stories, coping strategies, and current needs. This use of a masculinity lens highlights important gaps within transitional justice, which to date has narrowly focused on violent and militarised forms of masculinity. The article thus calls for transitional justice processes to give more attention to masculinities affected by violence.  相似文献

Anders Behring Breivik, a lone wolf terrorist, killed 77 people in two terrorist attacks in Norway in 2011. This study uses framing theory from social movement studies to compare his Manifesto with the rhetoric of the anti-Islamic movement that inspired him. The anti-Islamic movement has a dual, and sometimes inconsistent, collective action framing. On the one hand, they portray Islam as an existential threat to the West and a warlike enemy; on the other, they promote peaceful and democratic opposition. The potential for radicalization is thus immanent. This case study reveals the importance of seeing lone wolf terrorists as acting from rhetoric embedded in larger social movements. It further demonstrates, in detail, the subtle and complex ways in which political narratives rejecting terrorism and political violence still end up inspiring such acts.  相似文献

Does the experience of studying in Taiwan significantly enhance the degree to which Chinese students hold democratic beliefs? What are the factors that cause the change? By adopting a political socialization approach, a panel survey with Chinese students enrolled in short-term studies in Taiwan was conducted. The results indicated that 41.44% of the students showed no change in the degree to which they hold democratic beliefs, whereas the degree of democratic beliefs held reduced among 34.23% of the students and increased among 25.33% of the students. The regression model developed for this study can be used to explain 21.60% of the variance in the degree to which the students hold democratic beliefs. Six of the nine hypotheses tested are confirmed.  相似文献

Economic crisis sparked political mobilization in both Malaysia and Indonesia in the late 1990s, but with very different results. Reformism in competitive electoral authoritarian Malaysia took a largely electoral route, yielding marginal, top-down institutional change and the enhancement of democratic norms. The hegemonic electoral authoritarian regime in neighbouring Indonesia, on the other hand, was toppled by a sudden upsurge of grass-roots protest, encouraged by elite factionalism. Changes to Indonesian political institutions and personnel since then have disappointed many reformers, and mounting cynicism endangers the entrenchment of democratic political culture. The article argues that a relatively more democratic system grants more space for autonomous challengers to organize and mobilize over the long term than a less open system does. Specifically, civil society agents in the former may accumulate both social capital and its organizational-level counterpart, coalitional capital, facilitating mobilization. Such a regime, though, is better able to contain or otherwise defuse protest than is a more autocratic variant. The latter is thus more vulnerable to dramatic collapse, despite its fragmented political opposition, and faces serious hurdles in subsequent democratic consolidation.  相似文献

Capacity in violence and its utilization is generally understood to be a first-order condition of the state-building process. As capacity increases and a state gains supremacy over would-be competitors, the use of violence by the state is hypothesized to decline, especially in polities that have made the democratic transition. However, we here demonstrate theoretically and empirically that the conventional wisdom is inadequate. We argue that political violence ubiquitously evolves according to the changing socio-political environment and varying tasks of the state.

Using the case of South Korea, a high-capacity, consolidated democracy, as a prism for theory building and corroboration, this study chronicles the evolution of political violence from the state’s explicit mobilization of thugs to suppress opposition at the early stage of state building through its collaboration with criminal organizations for developmental projects to the manipulation of quasi-governmental organizations after democratization in the late 1980s, coeval with the traditional use of public sources of force. We specifically look at how political development, that is, democratization, has produced new demands for – and constraints on – political violence and how post-authoritarian governments have responded.  相似文献

The consolidation of nascent democratic rule requires ordinary citizens to have certain basic qualities of democratic citizenship. To understand these qualities, this study proposes and explicates the notion of citizen sophistication with regard to democratic politics in South Korea, a country widely regarded as one of the most successful new democracies. Analysis of the Korea Democracy Barometer surveys, 1996–2001, reveals that the proposed notion of sophistication about democratic politics can serve as a useful new tool for evaluating and monitoring the shifting qualities of democratic citizenship in newly democratizing countries. The same analysis also shows that Korea faces a gross deficiency and notable decline in the cognitive, affective and behavioural qualities of democratic citizenship. These findings seem to indicate that the challenge of promoting mass sophistication about democratic politics may constitute the most intractable task of democratization.  相似文献

In this article we discuss the failure of social movement theories to adequately understand and theorize locally based, grassroots social movements like the landless workers movement in Brazil, ‘livability movements’ in third-world cities, and living wage movements in the USA. Movements such as these come to the attention of most social movement analysts only when the activists who participate in them come together in the streets of Seattle or international forums like the World Social Forum. To date, it is the transnational character of these protests that have excited the most attention. Building on scholarship that looks at the link between participatory democracy and social movements, this article takes a different tack. We show how some social movements have shifted their repertoire of practices from large mass events aimed at making demands on the national state to local-level capacity building. It is the local struggles, especially the ways in which they have created and used institutions in civil society through extending and deepening democracy, that may be the most significant aspect of recent social movements, both for our theories and for our societies. Yet these aspects have received less attention, we believe, because they are less well understood by dominant social movement theories, which tend to focus on high-profile protest events. We look at the Brazilian Landless Workers Movement and the Justice for Janitors Campaign in Los Angeles to illustrate the important terrain of civil society as well as the role of community organizing.  相似文献

This article analyzes the impact that two terrorism-related matters had on Spanish politics and electoral processes in the country. First, the article analyzes the terrorist attacks perpetrated by jihadists on March 11, 2004, three days before Spain's general election. The indiscriminate, lethal attacks caused a state of shock in the country, brought the election campaign to a sudden end, and led to the defeat of the party in power. Second, the article analyzes the negotiations entered into with the ETA terrorist organization by the new government during its first term, from 2004 to 2008. This controversial step, upheld by the Spanish government despite massive opposition by civil society and the main opposition party, failed to bring about the end of ETA. Both the Madrid attacks and the negotiations with ETA were responsible for the breakdown of the consensus in regard to terrorism that had existed among the main Spanish political parties. The article analyzes how both events generated an unprecedented level of polarization and tension among political parties and society from 2004 to 2008, and how each event had a different impact on the general elections held during that period. The period under examination provides an example of adversarial politics; terrorism was highly influenced by the management of both events by the main political players.  相似文献

This article continues a discussion begun in the 1990s on the degree to which Provisional Irish Republican Army activities were sectarian. Henry Patterson's recent contribution raises issues that concern not only interpretations of the Irish conflict but also have implications for the more general study of the causes and consequences of political violence and terrorism. After addressing some of these issues, Patterson's contribution is placed more firmly into the framework of the previous discussion. Then follows a careful examination of Irish Republican Army attacks on the locally recruited security forces in Fermanagh and South Tyrone, from the 1950s to today.  相似文献
