What work makes policy?

The mainstream policy literature identifies a number of activities as part of ‘policy-making’: ‘policy analysis’, ‘policy advice’, ‘decision-making’, and perhaps also ‘implementation’ and ‘evaluation’. Describing policy in these terms is compatible with the Western cultural account, and these terms tend to be applied to positions, organisational segments and official procedures. But policy practitioners tend to find that on the one hand, their experience of their work bears little resemblance to the assumptions in this policy-making model, and on the other, that policy outcomes seem to reflect much broader processes than the work of specialist functionaries. On closer examination, we find that our thinking about policy activity draws on several distinct and potentially conflicting perspectives, and that what is seen as ‘policy work’ depends on the conceptualisation of the policy process. Framing the question in this way helps to understand the apparent differences between mainstream (American) accounts of policy activity and policy practice in other political systems.

Human Rights And Power

This paper is an initial attempt to link the concepts of human rights and power from a social constructionist perspective. It looks at aspects of the social history of natural and human rights and the relationship of this history to extant power relations. It suggests that conceptions of human rights have both challenged and sustained particular forms of power, thus playing a highly ambivalent role. The paper also examines and criticises the philosophical underpinnings of liberal and marxist approaches to the concept of human rights. In a concluding section it considers the possibility of constructing a power analysis which might provide a way of anchoring the concept of human rights in social practices.

Policy Studies And Political Science

Studies of "policy" and l'policymakingll have proliferated recently. One reason is the serious policymaking difficulties of American and other Western governments. Earlier political science did not address these problems well because of its concentration on political input processes rather than outputs. Most policy studies either evaluate programs 0' explain cases of policymaking, The approach proposed here, called public policy, does both. Analyses of preferred options are played off against the limitations of process, and vice versa. This conception is illustrated and the problems posed by it are discussed.
