“Hybrid governance” appears today as an emerging research current that focuses on the role of non-state institutions and actors to strengthen state institutions that lack legitimacy and capacity in developing countries. By examining the interactions between private and public actors involved in the governance of public motor parks in Lubumbashi, the second city of the Democratic Republic of the Congo, this article demonstrates that informal taxation can be a decisive support for the perception of an official parking tax.  相似文献

In response to foreign demands for concessions and territories, China’s last imperial court in the early twentieth century executed reforms to strengthen fiscal, personnel, military, and cultural control over its frontier regions. However, in so doing, it provoked an awakening of the national consciousness of the elites of non-Han ethnic minorities there. Much has changed over the past 100 years regarding the governance of China’s frontier territories of Inner Mongolia, Tibet, and Xinjiang, with the diffusion of nationalist claims among increasing numbers of the ethnic minority populace, heightened focus of foreign actors on the humanitarian and rights situations of the ethnic minorities, and greatly extended reach and firmer grip of the central government. What remained unaltered is the “state integration” purpose of Chinese regimes, as manifested in the practices of “internal colonialism” or “ethnic assimilation,” which has led to grievances and resistance by China’s ethnic minorities against the Chinese state.  相似文献

This paper examines two interrelated issues: the role of police as an institution of Russian society and their role during the past 25 years. This research is based on a series of in-depth interviews conducted by the author in 2014–2016 with former and current police officers in three Russian cities. The paper traces changes in the perceived institutional roles of the Russian police by comparing police officers' views during three periods: early through mid-1990s, late-1990s through mid-2000s, and mid-2000s through 2010s. The study reports that, during the early period, Russian police were disfranchised from the state and this abandonment was a source of institutional identity crisis for law enforcement officers who remained on the job. This process was coupled with high levels of job dissatisfaction and the overall feeling of “abandonment” of police by the state.At the same time, it was during this post-Soviet period, when ideas of policing as a service to the society were introduced and sometimes entertained among the professional circles of police officers and other government officials. Furthermore, this period was marked by continuous, though often sporadic, institutional reforms and anti-corruption measures.In the second period, the Russian police were slowly engaging back into the state-building process, which caused increased job satisfaction and better retention rates. At the same time, the second period signified a decline of the “police as service” ideology and the comeback of paternalistic views on policing. During this time, the government's efforts to reform police and anti-corruption measures became systemic and better organized. Also, in the second period, members of the civil society became more active in demanding public accountability and transparency from the Russian police.Finally, the modern period of police development presents a case in which the institutional identity of the Russian police has been clearly connected to the state's capacity. This process is coupled with increased paternalistic views among police officers and a failure of “police as a service” doctrine. In such an environment, the efforts by a maturing civil society to demand public transparency and accountability of the police are often met with hostility and anger. The paper concludes that further development of the Russian police depends on the role that they will play within the modern Russian state.  相似文献

In this paper we explore, through the narratives and perspectives of “old residents” in post-Soviet Bishkek, the dominant discourse which has emerged towards rural migrants arriving to the city from other areas of Kyrgyzstan from the late Soviet period onwards. We investigate the existence of a primarily “antagonistic” discourse in relation to the migrants and analyze this in detail to understand how it illuminates wider concerns amongst residents about what is occurring in their city, and about wider processes of social change in Kyrgyzstan. The paper provides a revealing insight into the processes of urban change in post-Soviet Central Asia, and demonstrates the ways in which confrontation with the everyday harsh realities of post-Soviet transformation can lead to the negative “othering” of one group of urban residents by another. We also demonstrate how the “old residents'” perceptions of migrants reveal important insights into emerging notions and constructions of identity in the post-Soviet period, related in this case to understandings of “North” and “South'1 The terms “North” and “South” are used here to denote the “North” and “South” of Kyrgyzstan. Talas, Naryn, Issyk-Kul' and Chuy regions (where the regional and national capital Bishkek is located) are usually taken as “North”, whereas Osh, Batken and Dzhalal-Abad regions are taken as “South.” View all notes and related concepts of what is “urban” and what is “Kyrgyz”.  相似文献

Throughout the twentieth century, the city of Khartoum was the subject of analyses and knowledge produced by diverse actors, such as scholars, urban planners, government agents and institutions, urban dwellers and, more recently, actors from the humanitarian and private sectors. The aim of this article is to offer a critical analysis of Sudan urban studies from the 1970s onwards, and to illustrate their strengths and shortcomings. A revisitation of the work of anthropologist Richard Lobban on Tuti Island, where I recently conducted ethnographic fieldwork, will allow me to comment on Marxist anthropology as the theoretical framework used by Sudanist scholars in the early decades of urban studies, to focus on methodological strategies for data collection, and to analyse the use of concepts such as “urbanisation” and “community”. These reflections will be used to suggest a research agenda for urban studies in Sudan, as well as recent academic approaches to the treatment of the urban question.  相似文献

After 1945, German Breslau was transformed into Ur-Polish Wroc?aw at Stalin’s behest. Most of the remaining prewar population was expelled, and a stable population of a few hundred with German ethnic background is estimated to have lived in the city since then. This paper is based on qualitative analysis of 30 oral history interviews from among the self-defined German minority. It pays close attention to historical context, urban milieu, and salient narratives of identity as shaping forces, which include the suppression of German culture under Communism, prevalent intermarriage between Germans and Poles, and the city’s qualified reinvention as “multicultural” after Polish independence in 1989. Together with the group’s relatively small numbers, these narratives play out in their hybrid approach to ethnicity, often invoking blended cultural practices or the ambiguous geographical status of the Silesian region, to avoid choosing between “national” antipodes of “German” and “Polish.” The results follow Rogers Brubaker’s insight into ethnicity as an essentializing category used to construct groups where individual self-perception may differ; and the concept of “national indifference,” previously applied to rural populations. It also suggests we might better approach circumscribed “minority” identities such as these, by seeing them as a form of “sub-culture.”  相似文献

The Hungarian post-communist welfare state was created under the neoliberal influence of international organisations while retaining lots of elements of solidarity. The growing social tensions in the mid-2000s due to a second economic crisis in the new millennium led first the left then the right wing governments to shift the post-communist welfare state into a punitive type of workfare system. The article concludes that the political populism of the mid-2000s leading to an undemocratic governance by the 2010s better explains this paradigm shift than – as many authors argue - the neoliberal influence frame.  相似文献

Civil society is laying claim to political representation in contemporary democracies, destabilizing long-standing ideas about democratic legitimacy. The participatory governance structures that have emerged alongside classic institutions of representative democracy encompass not only direct citizen participation but also political representation by civil society actors. Using original data from São Paulo, Brazil, we show that most of civil society actors that work for the urban poor claim political representation of their “constituency.” Theirs is more often than not an “assumed representation,” we suggest, because our data show that most lack formal members and do not select leaders through elections. Civil society actors (in contrast to political parties and labor unions) lack historically settled and politically sanctioned mechanisms to authorize and hold accountable their representation. This new layer of political representatives therefore faces a historic challenge—constructing novel notions of democratic legitimacy that can support their forms of representation. We examine what new notions of representations are emerging and trace the historic roots of the most widespread and promising that focus on remedying inequality in access to the state.  相似文献

Open source represents a model generally known for its success in software production. The objective of this article is to establish a new strategic approach of using open source development principles for managing collaborative arrangements between citizens and public administration. The identity of open source governance is developed by highlighting how it is different from its main “competitor”—collaborative governance, and from other two popular concepts—open government and e-democracy. Over the last decade, a rift has emerged among Jihadi-salafis in Jordan between the “Zarqawiyyun”—who see Abu Mus‘ab al-Zarqawi as their model and concentrate on combat—and the “Maqdisiyyun”—who want more scholarly guidance, emphasize the establishment of an Islamic State and follow Abu Muhammad al-Maqdisi. The conflict in Syria, however, offered options for both: a jihad against a reviled regime and the possibility to set up an Islamic state. It thus had the potential to unite the “Zarqawiyyun” and the “Maqdisiyyun.” This article analyzes why this did not happen.  相似文献

What determines a government’s level of public goods provision? Most scholarship tends to focus on the “demand side” of public goods provision, highlighting how varying patterns of social preferences shape the provision of public goods. In an analysis of municipal hospitals and infant health clinics in Germany’s 84 largest cities in 1912, this article uses an original dataset to test a variety of hypotheses to introduce an alternative logic centered around the institutional capability of local governments. The findings suggest a supply-side theory of public goods provision in which the fiscal resources of cities and the professionalism of local government officials are important determinants of the level of public goods. The implications of these findings are two-fold: first, in federal political systems, highly capable local governments—with resources, expertise and professionalism—might represent a “decentralized” or “bottom-up” path for achieving higher overall levels of state infrastructural power in a political system. Second, public health threats might serve as a crucial trigger for the development of local capacity and hence state infrastructural power more broadly.  相似文献

Local government and modern urban management techniques will play a key role in the transition of Ukraine's institutions from a communist to a free economy and society. This paper provides a historic context for this transition, discusses the problems encountered in building urban management capacities and local government institutions, and explores what it will take to achieve real change.

The paper places the problems of revitalization and rebuilding of these Ukrainian institutions in historical perspective, with special attention to inherited patterns of Soviet administrative culture. The Sovietization of urban planning and administration, and living standards and the creation of nomenklature (the main governmental “human resource”), are analyzed as the starting point for rebuilding Ukraine's local governments. The paper traces the main sources and consequences of “continuous institutional crisis,” such as distrust, corruption, and deterioration of the capabilities of the Ukrainian state. Also examined are the current effects of economic globalization on the development of local and urban governments.

Following a review of Ukrainian “path dependence” and recent difficulties in institutional building, the paper outlines the most important tasks for future development and an agenda for Ukraine's “institutional entrepreneurs.” The paper emphasizes that it is vital to create a professional, rule-based bureaucracy and merit-based municipal civil service.  相似文献

This article analyzes the recurrent “erosion thesis” in the governance literature, arguing that bureaucratic or procedural public-sector institutions have come to play a less significant role in public-policy formation. Evidence from the Swedish policy-making institutions referred to as “governmental commissions” and adoption of the perspective of interest organizations support the claim. Using various theories of institutional change, I show that increased government control has reduced the influence of governmental commissions on policy, but not eliminated the belief held by interest organizations that the commissions are legitimate institutions.  相似文献
