Political Careers differ from other professional careers in several regards, but most significantly in the peculiar degree of insecurity they impose. This insecurity is due to the democratic accountability to voters, which includes the possibility of electoral defeat and deprofessionalization. Therefore a continuous career is rendered much more difficult than in other occupations. This calls for specific strategies of access to and staying in political positions, which may be subsumed under the rubric of “career politics”. This article deals with political careers in the Federal Republic of Germany and the elements of individual career politics that may be reconstructed from these careers. The analysis is based on a dataset comprising the political biographics of all 1948 German state legislators with the date being taken from the official legislative handbooks. The features that are most interesting here are the succession and the cumulation of different political offices. Four strategies of career politics can be distinguished: a local politics, a party politics, an interest group, and a fourth strategy, that proceeds via staff positions. In analyzing these strategies the article wants to contribute to a better understanding of the relationship between political careers and career politics.  相似文献

Subject of this study are patterns of interpretation of the political community of the Federal Republic of Germany. This paper has to be seen as a contribution to the interpretative political culture research, whose attention does not apply to subjective attitudes but to intersubjectively recognized normative ideas of the political reality. The significance of “national”, “democratic”, “european” patterns of interpretation is examined in a quantitative-qualitative content analysis of selected debates on the political community of the Federal Republic of Germany. The analysis presents a universalistic value-commitment of the discourse of the West German community.  相似文献

Governance beyond the nation state is intensively discussed with regard to the degree of Europeanization of the member states. For some scholars, the Europeanization degree of German legislation has already reached a share of 80 percent. This article applies a quantitative perspective and investigates, whether and to what extent German legislation has been stimulated by European impulses over the past 30 years. In contrast to previous studies, the analysis distinguishes between regular and important legislation and examines whether and to what extent European impulses are induced by EU legislation. The results reveal that previous estimates have dramatically overstated the influence of Europeanization on German legislation. According to our findings, a share of 80 percent has only once occurred in a single policy domain. Usually, this share is significantly lower, in particular for important legislation. Moreover, it is only possible to identify the reasons for half of the Europeanization impulses in the respective EU legislative database.  相似文献

In this article we map out the development of German political theory since 1945 and locate it within the international context. For this purpose we track concepts which were central in shaping the scholarly controversies within the field. We distinguish between organizational concepts (democracy, state, power, system, institution), normative ideas (justice, common welfare, recognition) and new themes (gender, discourse, globalization). The resulting picture of the development of political theory replaces the common idea of three phases with a decisive break at the beginning of the 1980s.  相似文献

In this article, we test individual and contextual level hypotheses about right-wing extremist voting in Germany derived from cleavage theory and the theory of realistic group conflicts. The data base is exceptional insofar as it allows multilevel analyses of right-wing extremism that include the level of the German districts between the respondent and the federal state level. Our findings demonstrate — to our knowledge for the first time — that the contextual influence of the religious/catholic milieu as well as of the regional tradition of trade union membership reduce the likelihood of a right-wing extremist party preference. Cleavage theory is thus clearly supported. With respect to the theory of realistic group conflicts we find support for some of its implications.  相似文献

While the European Convention was working on the Draft Treaty, similar bodies for reforming the national state organisation were installed in Germany and Austria. The paper analyses this new form of “Europeanisation” by answering two questions: Why was the Convention considered an attractive model only in these member states of the European Union? And how can obvious differences between the relevant reform procedures be explained? Challenging the well-known thesis that a “misfit” between the national and EU levels poses a necessary condition for “Europeanisation”, it is argued that the isomorphic contexts of the EU and Germany as well as Austria explain the domestic attractiveness of the Convention model; the different ways of its translation are caused by case-specific factors.  相似文献

Since the early 1990s, the future development of the political culture of unified Germany was a matter of debate. According to some scholars, a fit between political structure and political culture is a necessary condition of a well performing and stable democracy. At the same time it was doubted, whether such a configuration would develop in Germany in the near future. Generalized support of a democratic regime and of the particular type of democracy institutionalized in the nation under observation are regarded as particularly relevant elements of a democratic political culture. Regarding the distribution and development of these attitudes, there are no indications of an increasing congruence between political structure and political culture in unified Germany. In the Eastern part of the country, the democratic regime in general, but even more the German variant of democracy is facing considerable scepticism. The particularly strong scepticism of the East Germans towards the form of democracy institutionalized in Germany particularly rooted in a distant attitude to democracy as a type of political regime. Other relevant factors are dissatisfaction with the performance of democracy in Germany, a negative view of the responsiveness of political leaders, a persisting support of socialism and a negative perception of the prevailing economic conditions.  相似文献

Starting from very different positions on the outbreak of violence in Slovenia and Croatia in 1991, French and German policies slowly converged over time and even reached a similar position on the Kosovo crisis. Yet, both foreign policies did not concentrate on the conflict solution as such but were rather concerned with preventing any negative spill-over on the European integration process and Franco-German relations respectively. The first part of the article summarises the two foreign policies in three phases of the Yugoslavian drama: First, the recognition of Slovenia and Croatia, second, the Bosnian war and third, the Kosovo crisis in 1998–99. By means of two heuristic criterea (behaviour towards institutions and conflict perception), both foreign policies are then compared analytically. Moreover, the striking differences in policies towards institutions and conflict perceptions motivate the generation of hypotheses in the next part. For France, we hold that identity theory might present a good approach in order to understand why French foreign policy was primarily driven by self-perceptions. Germany, by contrast, seems to be better suited to the application of role theory with its strong emphasis on alter-expectations. The article concludes by focusing on the perspectives of European integration and the Franco-German relations.  相似文献

The article deals with the development of International Relations in Germany. Following a brief history of German IR, the authors focus on its development since the 1990s. For this period, German IR has been a success story with respect to professionalisation, institutionalisation and internationalisation. Furthermore, with the Global Governance concept, German IR has even established a thematic umbrella to further its integration and identity.
