This paper focuses on a public administration issue of continuing significance: the privatization of public services. Specifically, the study compares efficiency indicators across two groups of cities. One of the groups is comprised of cities that make extensive use of privatization while the other provides services through traditional municipal departments staffed with public employees. Most privatization studies focus on specific services and compare the relative efficiency of public and private production. Very little attention has been given to the impact privatization has on the larger functional areas of cities. This paper expands the conventional paradigm by attempting to determine whether the functional areas of contractual cities operate more efficiently than a comparable group of full- service cities.

Efficiency indicators were compared between two groups of cities using a variety of statistical techniques including analysis of the variance (ANOVA) and multiple regression. Six major functional areas were examined. In addition, relative productivity rankings were analyzed. No convincing support was found to indicate that the functional areas of contractual cities were more efficient than their full- service counterparts.  相似文献

This article traces patterns of consumption, low productivity, debt accumulation and slow economic growth. Rather than calling for an increased emphasis on market and corporate incentives, the author calls for increased public investment. He favors particularly increases in scientific research and development and technology, in public works to rebuild the infrastructure, and calls for a public administration associated with increased investment in government.

The New Deal and the Great Society established the foundations of the public policy and administration of consumption—income transfer, entitlement, loan, loan guarantee, credit, subsidy, tax expenditure, and related programs designed to maintain or improve the income levels and social and economic well being of many elements of the United States population. Such programs now constitute approximately 50 percent of the federal budget. In the late 1980s, the United States entered into a new international economic, technological, and demographic order in which the public administration of investment will be increasingly important. The “public administration of investment” is defined as the administration of policies designed to produce future benefits for the nation through investment in people, knowledge and technology, the environment and public infrastructure, and public systems and public service.

Several trends in the 1980s contributed to the increasing importance of the public administration of investment. The first trend was the continuation of the low rate of productivity growth in the United States, a condition that has persisted since the early 1970s. (1)

Despite low productivity growth, the United States as a nation continues to spend as if productivity were increasing at pre-1973 rates and to borrow from other nations to make up the difference. The result has been large public and private debt. Increased productivity growth will require additional public as well as private investment if the United States is to maintain its standard of living and capacity to pursue social justice and other values into the next century.

The second trend has been the globalization of technology and the economy. The United States has been losing the comparative advantage it once enjoyed in many scientific and technological fields, as technological know-how has spread throughout the world. The United States fell further behind in the 1980s in the development of new production processes and in the commercialization of new processes and products in consumer electronics, semiconductors, and other fields.(2) There is compelling evidence that both the private and public sectors underinvested in developing the scientific and technical workforce that will be essential in the global technological competition of the future.(3) More generally, by many measures the education system of the United States has not been producing a well-educated workforce or well-educated citizens.(4)

The third trend of the ’80s was the maturation of the baby boom generation. This generation is now in the high consumption stage of its life cycle—homes, cars, and other consumer goods. The aging of the baby boom generation in the early decades of the twenty-first century will pose a complex challenge to public policy and administration. Early in the twenty-first century, the baby boomers will enter a stage of life usually marked by reduced consumption and higher saving.(5) At the same time, increased longevity suggests growing demands on both public and private systems for income maintenance, health care, and social services. New technologies will compound health care costs. Unless saving and investment are increased now to partially support the baby boom generation in retirement, the “baby bust” generation that followed the baby boom will face a heavy burden of support.(6) Currently, the Social Security Trust Fund does not have a single penny in it because the Treasury is borrowing the funds to reduce the federal deficit. Substantially increased productivity or substantially higher taxes will be necessary to replenish the fund in the early twenty-first century.

To compound the problem, by the year 2050, for the first time in American history (according to the middle series of Census projections), there will be more old than young Americans. The age cohort 60 and older will make up 28 percent of the population, while the age cohort 1-19 years will make up about 23 percent of the population.(7) This is in stark contrast to the 16 percent of the population 60 and over, and the 32 percent of the population 1-19 years, in 1980. Greatly increased saving, increased productivity, substantially lower standards of living for working people, extended working years, or an influx of immigrant workers will be needed to produce the benefits that are promised in the entitlement programs of the federal government and expected by the American people.

Finally, many observers perceived an increase in private greed during the last decade in the United States and a growing indifference to common concerns—eroding public infrastructure, the highest infant mortality rate among industrialized nations, the highest rate of child poverty, and similar social conditions. They see a preoccupation with current pleasure at the expense of future benefits, and a decline in social discipline and civic virtue. To some observers, the United States has been in a temporary cycle of preoccupation with private needs.(8) To others, civic virtue in the United States has been in decline.(9)

In any event, diminishing growth may intensify each individual's desire to protect his or her interests. In this context, redistribution in the pursuit of social equity will become increasingly difficult.  相似文献

In the aftermath of the devastating terrorist attacks in the USA and Europe, most notably the 9/11 attacks on New York, there has been renewed interest in the role of cultural diplomacy in international relations as a strategic platform for engaging with other nations and for wielding “soft power” on the international stage. Central to this renewed interest on cultural diplomacy is that culture can provide a critical platform for contact and negotiations when political relations are in jeopardy or for recalibrating relationships with emerging powers. This study provides an analysis of cross-cultural museum exchanges as an instrument of “soft power” and cultural diplomacy by considering Singapore’s motives and outcomes of engaging in the Singapore–France cultural collaboration. The study demonstrates that while cross-cultural museum exchanges can serve as symbolic gestures of political goodwill, their effectiveness in shaping the preferences of other nations through exerting “soft power” on the international stage is limited. These exchanges are often apolitical in their initiation because museums seldom take their nations’ political goals into consideration in selecting their prospective partners and the subject of collaboration. While cross-cultural museum exchanges are apolitical in their initiation, their consequences are nonetheless political due to inherent unequal power relations between the collaborating parties.  相似文献

The majority of today’s authoritarian regimes have little hope of promoting autocracy beyond their own borders, let alone to consolidated democratic countries. However, China and Singapore are two prominent examples of non-democratic countries whose soft power arsenals have given them some global appeal beyond that enjoyed by most authoritarian regimes. But to what extent has China’s and Singapore’s power of example influenced consolidated democracies in terms that the latter wanting to replicate some political practices or even norms in these non-democratic regimes? In this article, we engage recent works to examine this question in relation to how Australians perceive the political example offered by China and Singapore. Focusing our analysis on several prominent polls conducted recently by the Lowy Institute for International Policy, we suggest that at present there is little evidence of a causal impact of the rise of authoritarian powerhouses such as China and Singapore on how Australians view democracy at home. Through these case studies, this article sheds some light on the theoretical as well as practical questions about the inherent impediments of authoritarian diffusion in consolidated democracies.  相似文献

In response to foreign demands for concessions and territories, China’s last imperial court in the early twentieth century executed reforms to strengthen fiscal, personnel, military, and cultural control over its frontier regions. However, in so doing, it provoked an awakening of the national consciousness of the elites of non-Han ethnic minorities there. Much has changed over the past 100 years regarding the governance of China’s frontier territories of Inner Mongolia, Tibet, and Xinjiang, with the diffusion of nationalist claims among increasing numbers of the ethnic minority populace, heightened focus of foreign actors on the humanitarian and rights situations of the ethnic minorities, and greatly extended reach and firmer grip of the central government. What remained unaltered is the “state integration” purpose of Chinese regimes, as manifested in the practices of “internal colonialism” or “ethnic assimilation,” which has led to grievances and resistance by China’s ethnic minorities against the Chinese state.  相似文献

This article examines a case study of one industry in order to explore the factors influencing changing performance levels in the industries of post-socialist economies. It explores the influence on industrial performance of a number of once-only non-repetitive factors of market development that were typical of the transition period and compares them with longer term aspects of the market economy. The case that we discuss here is the development of the market for products of the Hungarian printing industry since the late 1980s. During the transition phase, privatisation, deregulation, the abolition of administrative distribution, and radical cuts in subsidies were all among the factors affecting this industry. Its supply chains also changed radically. However, these lost their importance after the transition had been completed and the long term processes of technical development and consumer behaviour became the main determinants of the behaviour of the printing companies.  相似文献

Abstract

The last decade has witnessed a raft of new policies designed to transform the politics and performance of local authorities in the UK. Over the next three years, a specially commissioned themed section of Local Government Studies will explore the impact of these policies drawing on recent empirical studies by leading researchers in the field. This paper, the first in the series, sets the scene by tracing the evolution of key policies, analysing their objectives and assessing the extent to which they can, as central government has claimed, be seen as a coherent package of complementary policies. It concludes that whilst at first sight the links between policies within the Local Government Modernisation Agenda are not obvious, policies have become increasingly holistic. Local authority officers perceive them to be interacting in ways that contribute to the achievement of service improvement, more effective community leadership, increased stakeholder engagement, greater accountability and increased public confidence. However, the lack of ‘joined up’ working across Whitehall presents significant problems for councils and other agencies that are responsible for local service delivery and a continuing challenge for central government.  相似文献

The article critically surveys the impact of domestic public opinion on foreign policy in Ukraine by integrating it within theories of public opinion. Studies of public opinion in Ukraine have not given due weight to the unique characteristics of the Ukrainian ‘public’, which differs greatly from the Western public. Ukrainian society is passive, atomized and its power is ‘submerged’ relative to that of the state. This paper studies urban transport, a public service with extensive initiatives towards deregulation and privatisation throughout the European Union and in other developed and developing countries. The relative merits of deregulation, public or private provision and the implications of different policies for the performance of public services have become important issues. A crucial question is what type of operating and regulatory environment is best suited to stimulate efficiency in public service delivery. This paper analyses specifically the effect of privatisation and deregulation on the technical efficiency of bus services in 73 cities, in order to compare performance in cities with bus services provided by public operators, private operators, both types simultaneously or in which the service is deregulated. The behaviour of the different types of operators analysed in this paper shows that competition – total or partial – is effective in controlling costs.  相似文献

Although Russian President Vladimir Putin has been faced with numerous crises since coming to office in 2000, most importantly the war in Chechnya, the Iraq War was the first major international crisis with which his administration was confronted. As in the case of Kosovo for Yeltsin, and the Gulf War for Gorbachev, the Russian President had to deal with conflicting domestic pressures and apparently still more conflicting Russian national and international interests. Indeed, one result of such a situation was a post-war accusation that Putin actually had no policy or at least no consistent policy with regard to the Iraq crisis [Golan, G., 1992. Gorbachev's difficult time in the Gulf. Political Science Quarterly 107 (2), 213–230]. One may remember similar accusations of Gorbachev's “zigzaging” in the Gulf War and claims that the Yeltsin government failed to forge a Kosovo policy altogether [Levitin, O., 2000. Inside Moscow's Kosovo muddle. Survival 42 (1), 130]. Yet, a certain pattern did appear to repeat itself in the Iraqi crisis, namely, pre-war efforts to prevent a military conflict from breaking out, then gradual escalation of rhetoric if not actual involvement, and finally gradual but relatively rapid retreat to conciliatory posture toward the United States (in all three crises). Moreover, Putin was indeed consistent throughout the pre-crisis, crisis and post-crisis periods in his opposition to the Americans' use of force against Iraq and in the need to remain within a United Nations framework. Actually, one might ask (and we shall below) why Putin did not abandon the first part of this policy, in order to maintain the second component, when it became certain that the U.S. was going to attack with or without UN Security Council approval.  相似文献

This study investigates the implementation of preventive policy targeting children. Based on longitudinal survey data we analyze how frontline workers assign meaning to core concepts of the policy and categorize the children and in this light how their exercise of discretion affects policy implementation. Many studies problematize the effects of limiting the discretion in the frontline. We identify a case where the policy is highly ambiguous, the definitions of target groups, core concepts, or central goals are vague, and the general steering of the frontline is not characterized by a lack of discretion but a lack of organizational boundaries to shape the discretion. This expands not only the policymaking role of the frontline but also becomes a barrier to developing a stronger preventive effort. The findings give nuanced insight into how organizational boundaries affect the discretion and target group construction in the frontline during frontline implementation of welfare policies.  相似文献
