This article argues that conflicts are productive forces within which new ideas are developed and new social relations are articulated. The critical issue here is the way in which such conflicts are managed and mediated. The paper analyses the Gezi Events of May–June 2013 in Istanbul and considers the way in which people’s reactions in these events are linked with the intersection of everyday lives and the Justice and Development Party (Adalet ve Kalkinma Partisi – AKP) government’s social policy initiatives, which are increasingly framing these everyday lives. Social policy is considered to be the domain of this intersection, as the government uses policies to inform a particular way of orienting individuals’ everyday context.  相似文献

Debate surrounds the relative importance of development aid and development policy in donor efforts to support international development. Likewise, the literature on UK development policy points to its putative stability and consistency over time. Both perspectives, however, underplay the political contention which characterises UK development policy and its variable effects. This article, therefore, examines UK development policy between 1997 and 2016 and the varying extent to which it gave rise to contentious politics over time. It explores three politically-significant periods in the context of UK development policy between 1997 and 2016: the first between 1997 and 2003, characterised, I argue, by political consensus and managed contention; a second between 2003 and 2010, characterised by transition and emerging political contention; and a third, between 2010 and 2016, characterised by contentious politics and political fracturing. I associate the first period with effective political vision and direction and the third with a significant erosion of both, to the detriment of UK development policy and its efficacy. In conclusion, I argue that UK development policy has been most effective when it has been underpinned by a clear and consensual political vision.  相似文献

While an on-going statist project tries to portray India as a ‘rising power’ in world politics, the fact remains that India’s global projection continues to be heavily fashioned by the Global South rhetoric. Such rhetoric is inclusive of irredentism and contestation with western norms and ideals along with cooperation leading to a complex process of interactions shaping up the global order. For countries like India being claimant to the status of ‘civilisational state’, the strong urge for autonomy along with the self-perception of national and cultural greatness is shared by the elite along with a sense of strategic importance. Such identity formation, however, reduces and sometimes obliterates the gaps between ‘internal’ and ‘external’, bringing into academic scrutiny the whole range of policymaking and to what extent it matches the state rhetoric.  相似文献

In many countries, local government has been a prime target of austerity measures. In response, local authorities are exploring a new repertoire of policy approaches in a bid to provide more with less. In England, local authorities have been drawn to community resilience as a pragmatic response to the challenge of deploying shrinking resources to support communities exposed to social and economic disruption. This application of resilience thinking is not without its challenges. It demands a working definition of community resilience that recognises the potential for communities to prove resilient to shocks and disruptions, but avoids blaming them for their predicament. There is also the practical challenge of developing and targeting interventions to promote and protect resilience. This paper sets out to explore these issues and establish the potential utility of community resilience as a policy tool through case study analysis in the city of Sheffield.  相似文献

In the UK, local authorities (LAs) have been placed at the forefront of domestic energy-reduction strategies as the responsible actors for coordinating policy in this sector. Yet, there has been little research regarding the role of LAs in this policy agenda, and their abilities to bring together stakeholders in the successful design and implementation of strategies to reduce energy demands. The paper aims to fill this gap by highlighting the relevance and importance of the energy policy sphere to local government studies, building on the idea of resilient LAs within the context of tensions between the localism agenda and the actual implementation of energy efficiency polices. This is achieved through multiple rounds of semi-structured interviews with LA officers. Our findings reveal that LAs, operating under a localism agenda, lack the freedoms and resources from central government to meet the needs of multiple stakeholders, resorting to short-term policies.  相似文献

The article critically surveys the impact of domestic public opinion on foreign policy in Ukraine by integrating it within theories of public opinion. Studies of public opinion in Ukraine have not given due weight to the unique characteristics of the Ukrainian ‘public’, which differs greatly from the Western public. Ukrainian society is passive, atomized and its power is ‘submerged’ relative to that of the state. The article argues that public opinion is of minimal importance in the area of foreign policy.  相似文献

Although Russian President Vladimir Putin has been faced with numerous crises since coming to office in 2000, most importantly the war in Chechnya, the Iraq War was the first major international crisis with which his administration was confronted. As in the case of Kosovo for Yeltsin, and the Gulf War for Gorbachev, the Russian President had to deal with conflicting domestic pressures and apparently still more conflicting Russian national and international interests. Indeed, one result of such a situation was a post-war accusation that Putin actually had no policy or at least no consistent policy with regard to the Iraq crisis [Golan, G., 1992. Gorbachev's difficult time in the Gulf. Political Science Quarterly 107 (2), 213–230]. One may remember similar accusations of Gorbachev's “zigzaging” in the Gulf War and claims that the Yeltsin government failed to forge a Kosovo policy altogether [Levitin, O., 2000. Inside Moscow's Kosovo muddle. Survival 42 (1), 130]. Yet, a certain pattern did appear to repeat itself in the Iraqi crisis, namely, pre-war efforts to prevent a military conflict from breaking out, then gradual escalation of rhetoric if not actual involvement, and finally gradual but relatively rapid retreat to conciliatory posture toward the United States (in all three crises). Moreover, Putin was indeed consistent throughout the pre-crisis, crisis and post-crisis periods in his opposition to the Americans' use of force against Iraq and in the need to remain within a United Nations framework. Actually, one might ask (and we shall below) why Putin did not abandon the first part of this policy, in order to maintain the second component, when it became certain that the U.S. was going to attack with or without UN Security Council approval.  相似文献

In this article, we inquire to what extent different manifestations of trust are associated with public support for evidence informed policy making (EIPM). We present the results of a cross-sectional survey conducted in the peak of the second COVID-19 wave in six Western democracies: Australia, Belgium, Canada, France, Switzerland, and the United States (N = 8749). Our findings show that public trust in scientific experts is generally related to positive attitudes toward evidence-informed policy making, while the opposite is the case for trust in governments and fellow citizens. Interestingly, citizens' assessment of government responses to COVID-19 moderates the relationship between trust and attitudes toward EIPM. Respondents who do rather not trust their governments or their fellow citizens are more in favor of EIPM if they evaluate government responses negatively. These findings suggest that attitudes toward EIPM are not only related to trust, but also strongly depend on perceived government performance.  相似文献

This article traces patterns of consumption, low productivity, debt accumulation and slow economic growth. Rather than calling for an increased emphasis on market and corporate incentives, the author calls for increased public investment. He favors particularly increases in scientific research and development and technology, in public works to rebuild the infrastructure, and calls for a public administration associated with increased investment in government.

The New Deal and the Great Society established the foundations of the public policy and administration of consumption—income transfer, entitlement, loan, loan guarantee, credit, subsidy, tax expenditure, and related programs designed to maintain or improve the income levels and social and economic well being of many elements of the United States population. Such programs now constitute approximately 50 percent of the federal budget. In the late 1980s, the United States entered into a new international economic, technological, and demographic order in which the public administration of investment will be increasingly important. The “public administration of investment” is defined as the administration of policies designed to produce future benefits for the nation through investment in people, knowledge and technology, the environment and public infrastructure, and public systems and public service.

Several trends in the 1980s contributed to the increasing importance of the public administration of investment. The first trend was the continuation of the low rate of productivity growth in the United States, a condition that has persisted since the early 1970s. (1)

Despite low productivity growth, the United States as a nation continues to spend as if productivity were increasing at pre-1973 rates and to borrow from other nations to make up the difference. The result has been large public and private debt. Increased productivity growth will require additional public as well as private investment if the United States is to maintain its standard of living and capacity to pursue social justice and other values into the next century.

The second trend has been the globalization of technology and the economy. The United States has been losing the comparative advantage it once enjoyed in many scientific and technological fields, as technological know-how has spread throughout the world. The United States fell further behind in the 1980s in the development of new production processes and in the commercialization of new processes and products in consumer electronics, semiconductors, and other fields.(2) There is compelling evidence that both the private and public sectors underinvested in developing the scientific and technical workforce that will be essential in the global technological competition of the future.(3) More generally, by many measures the education system of the United States has not been producing a well-educated workforce or well-educated citizens.(4)

The third trend of the ’80s was the maturation of the baby boom generation. This generation is now in the high consumption stage of its life cycle—homes, cars, and other consumer goods. The aging of the baby boom generation in the early decades of the twenty-first century will pose a complex challenge to public policy and administration. Early in the twenty-first century, the baby boomers will enter a stage of life usually marked by reduced consumption and higher saving.(5) At the same time, increased longevity suggests growing demands on both public and private systems for income maintenance, health care, and social services. New technologies will compound health care costs. Unless saving and investment are increased now to partially support the baby boom generation in retirement, the “baby bust” generation that followed the baby boom will face a heavy burden of support.(6) Currently, the Social Security Trust Fund does not have a single penny in it because the Treasury is borrowing the funds to reduce the federal deficit. Substantially increased productivity or substantially higher taxes will be necessary to replenish the fund in the early twenty-first century.

To compound the problem, by the year 2050, for the first time in American history (according to the middle series of Census projections), there will be more old than young Americans. The age cohort 60 and older will make up 28 percent of the population, while the age cohort 1-19 years will make up about 23 percent of the population.(7) This is in stark contrast to the 16 percent of the population 60 and over, and the 32 percent of the population 1-19 years, in 1980. Greatly increased saving, increased productivity, substantially lower standards of living for working people, extended working years, or an influx of immigrant workers will be needed to produce the benefits that are promised in the entitlement programs of the federal government and expected by the American people.

Finally, many observers perceived an increase in private greed during the last decade in the United States and a growing indifference to common concerns—eroding public infrastructure, the highest infant mortality rate among industrialized nations, the highest rate of child poverty, and similar social conditions. They see a preoccupation with current pleasure at the expense of future benefits, and a decline in social discipline and civic virtue. To some observers, the United States has been in a temporary cycle of preoccupation with private needs.(8) To others, civic virtue in the United States has been in decline.(9)

In any event, diminishing growth may intensify each individual's desire to protect his or her interests. In this context, redistribution in the pursuit of social equity will become increasingly difficult.  相似文献

This study analyses the impact of the 1986 oil price shock on China and the policy options for accommodating the shock. A computable general equilibrium model is used to capture the complex interactions in the Chinese economy in response to the shock. Interpreted in the theoretical framework of the ‘Booming Sector’ model, the results of the model provide insights on both the real and monetary effects of the shock, and suggest that a combination of policy instruments such as a cut in real absorption, depreciation of the official exchange rate and tight monetary control are required to facilitate adjustment.  相似文献

This article examines the dominant conception of world order in India’s post-Cold War foreign policy discourse. Drawing on a poststructuralist, discourse-theoretical framework, I argue that the discourse uses foreign policy and world order as sites for the (re-)production of India’s identity by placing India into a system of differences that constitutes ‘what India is’. The article shows that India’s foreign policy discourse frames world order in accordance with India’s own national experiences and thus seeks to upheave India’s identity to a position from where it can represent the universal: a global political community. This notion of Indian Exceptionalism constitutes the affective dimension of the discourse that obscures the absence of an extra-discursive foundation on which national identities could be grounded by endowing the Self with an imaginary essence and seemingly unique qualities.  相似文献

Research has demonstrated that pilots contain multiple shifting purposes, not all of which relate to simple policy testing or refinement. Judging the success of policy pilots is therefore complex, requiring more than a simple judgment against declared goals. Marsh and McConnell provide a framework against which policy success can be judged, distinguishing program success from process and political success. We adapt Boven's modification of this framework and apply it to policy pilots, arguing that pilot process, outcomes and longer-term effects can all be judged in both program and political terms. We test this new framework in a pilot program in the English National Health Service, the Vanguard program, showing how consideration of these different aspects of success sheds light on the program and its aftermath. We consider the implications of the framework for the comprehensive and multifaceted evaluation of policy pilots.  相似文献

Accession to the European Union (EU) constitutes one of Turkey's primary foreign policy objectives. However, to establish whether the country would benefit from becoming part of an integrated Europe, its foreign policy alternatives to EU membership must also be examined. The first part of this article analyses Turkey's changing relations with Europe. Against this backdrop, the article then moves to assess Turkey's partnership with the USA and the potential of maintaining a close relationship independent from Europe. The role of Russia, Turkey's old neighbours and relations with the Turkic states, as well as the potential for attaining a leading role among them, are also considered. The argument is that Turkey may exploit its geostrategic position to pursue its core foreign policy interests and even assume an important regional role. However, Ankara ought to concentrate on what has long been its priority – full Turkish membership of the EU.  相似文献

This article explores the relationship of policy to organizational structure. Using an interpretive paradigm, two military organizations are examined. One of these organizations is a National Guard Unit and the other is a department at a military base. The article explores two issues: what effects, if any, a change in environment has upon the organization; and to what extent organization structure is affected by a policy change. Abstract

During the 1980s, terrorist activities became a real threat to Americans at home and abroad. The Reagan administration's policy response to this threat was encumbered by several factors, both of commission and omission. Dominant anti‐communist ideological perceptions in the administration at times blurred the disparate causes of international terrorism and the varied motives of terrorist groups. The administration was unable to back up its words with consistent, resolute policy action. And U.S. intelligence operations were not able to detect or prevent several terrorist strikes against U.S. facilities, especially in the Middle East.

The U.S. air raid on Libya served notice that the United States would strike militarily at state sponsors of terrorism. It also called into the question the Reagan administration's willingness to adhere strictly to international law in its efforts to prosecute certain governments who aid and abet terrorist groups. There is no policy panacea for terrorism; terrorism can only be countered by a resolute policy which combines protection, prevention, and prosecution, including military retaliation if it is necessary and can be carried out proportionate to the aggrieved terrorist offense. The lessons gleaned from the Reagan administration's anti‐terrorist experience are both constructive and instructive. However, only if more deliberate efforts are made to integrate these lessons into policy considerations will they become utilitarian assets to counter terrorist activities, at home and abroad.  相似文献

ABSTRACT

The existing literature on Indonesia’s foreign policy has excluded the state from the category of an agent which shapes the country’s external affairs. This trend certainly ignores the notion that foreign policy is a unique state activity taking place in the interface between domestic and international politics. To fill the gap, this article explores the idea about the family state and looks at its influence on the conduct of Indonesia’s international relations. The argument is that the family state pursues order in international society in which sovereignty can be maintained. Indonesia plays the role of an order-maker in Southeast Asia through the Association of South East Asian Nations (ASEAN). The order-oriented actions are displayed by Jakarta’s diplomacy to resolve border disputes with neighbouring countries in the region.  相似文献

Public administrations increasingly try to find new ways to involve citizens in policy-making. However, many democratic innovations draw in only a fraction of the public. Why? I hypothesize that we observe such low participation rates because there is often not enough at stake for citizens. I test this with a preregistered survey experiment on citizens' intentions to participate in participatory budgets in the Netherlands. I fielded the experiment among a sample of citizens that had just experienced a participatory budget (N = 225) and among a population-based sample (N = 1369). I operationalized the stakes as the amount of public money about which citizens can decide. The results show that more money generally does not increase citizens' intention to participate. Supplementary analyses confirm the experimental findings and provide reasons how and why the stakes involved (do not) matter for citizens' involvement.  相似文献

Most state Medicaid programs, in many cases the largest fundors of long term care, reimburse nursing homes or home health agencies on negotiated flat rates. However, several states have implemented or are planning to use reimbursement methods using case-mix indices to adjust for the different variable costs (e.g., resource utilization groups, RUGs) incurred in caring for different types of patients. Advocates contend that such methods can simultaneously help contain costs and enhance access by motivating the nursing home to keep costs below predetermined rates and mitigating providers’ reluctance to admit “heavy care” residents. The numbers of such residents putatively have increased as a result of incentives in the Prospective Payment System for hospitals to more quickly discharge sicker patients. However, the potentially negative effects of case-mix reimbursement (CMR) on quality of care have not gone unnoticed, and the costs (as yet undetermined) of mechanisms to avert these effects likely are nontrivial.

This paper examines the effects of CMR on cost (to states and nursing homes), access and quality. A preliminary review of the available evidence seems to indicate mixed results; yet, CMR obviously appeals to some Medicaid programs and representatives of the nursing home industry. We suggest that the allure of CMR may be due to a mistaken belief that, to borrow from Brandon (1990), such “tech fixes” obviate irksome negotiation on the part of policy elites.

An alternate reimbursement policy is proposed: a negotiated prepayment, based on a facility's global budget, with periodic allocations and an end of period adjustment to compensate the provider for unanticipated costs.  相似文献

This article responds to a recent call for increased empirical evidence on the ‘local turn’ in the peacebuilding literature and discusses the impact of the international on local consent for peace operations. Using fresh empirical material this article examines the case of the United Nations Interim Force in Lebanon (UNIFIL). It shows how local perceptions of the foreign policies of peacekeeping contingents matter, and how this affects the functionality of the mission. This article highlights the heterogeneity of both United Nations peacekeeping missions and local populations, an issue that is insufficiently discussed in the literature on local engagement in peacebuilding/peacekeeping.  相似文献
