In their seminal “Broken Windows” article in Atlantic Monthly, J. Q. Wilson and G. L. Kelling (1982) suggested that police could more effectively fight crime by targeting minor offenses. They hypothesized that untended disorder increases fear of crime in a community, starting a chain of events that eventually leads to heightened levels of crime. By targeting disorder, police can thus circumvent this cycle of neighborhood decline (Skogan, 1990). This study aimed to improve knowledge of the relationship between disorder and fear of crime in the context of the broken windows hypothesis by using a micro-place level research design involving a police crackdown on disorder and minor crime at hot spots. The results of the current study suggest that perceived social disorder and observed levels of physical disorder have a strong impact on fear of crime. This confirms the relationship between disorder and fear hypothesized by the broken windows literature, and implies that police may be able to reduce fear of crime by reducing disorder. It was also found, however, that the police intervention itself significantly increased the probability of feeling unsafe. Accordingly, any fear reduction benefits gained by reducing disorder may be offset by the fact that the policing strategies employed simultaneously increase fear of crime. These findings suggest the importance of a careful focus on “how” broken windows policing programs are implemented. Such programs must be geared not only to reduce disorder, but also to prevent increases in citizen fear that accompany crackdowns and other intensive enforcement efforts associated with broken windows policing.  相似文献

The purpose of this paper is to develop actionable strategies designed for law enforcement agencies seeking to reduce fear of crime among those living within their jurisdictions. A conjunctive analysis of case configurations is conducted on data collected from residents living in southeast Queensland (Australia) (N = 713) in order to identify context-specific typologies of victimization worry. Main effects for each component of the typologies are examined in order to identify the impact each has on reducing negative attitudes towards crime. Current findings suggest that agencies will likely reduce fear of crime among community residents the most by focusing on decreasing concerns related to the consequences of victimization. Results are consistent for both crimes against persons and property offenses.  相似文献

Research Summary: This research examines how funding from the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS), has affected violent and property crime rates in the United States from 1995 to 1999. Drawing on six years of panel data, we examine the effects of three types of awards made by COPS to 6,100 law enforcement agencies serving more than 145 million citizens. We estimate their impact on crime reduction over time in jurisdictions receiving funding and controlling for baseline levels of crime, socioeconomic characteristics, city size, and population diversity and mobility. Our analyses suggest that COPS hiring and innovative grant programs have resulted in significant reductions in local crime rates in cities with populations greater than 10,000 for both violent and nonviolent offenses. Multivariate analysis shows that in cities with populations greater than 10,000, an increase in one dollar of hiring grant funding per resident contributed to a corresponding decline of 5.26 violent crimes and 21.63 property crimes per 100,000 residents. Similarly, an increase in one dollar of innovative grant funding per resident has contributed to a decline of 12.93 violent crimes and 45.53 property crimes per 100,000 persons. In addition, the findings suggest that COPS grants have had no significant negative effect on violent and property crime rates in cities with less than 10,000 population. Policy Implications: The findings of this study imply that COPS program funding to medium‐ and large‐size cities has been an effective force in reducing both violent and property crime. Federal government grants made directly to law enforcement agencies to hire additional officers and promote innovations may be an effective way to reduce crime on a national scale.  相似文献

PurposeBroken windows theory predicts that disorder signals a lack of neighborhood control, sparks fear of crime, and sets off a chain reaction ultimately resulting in crime. Support has been found for the disorder–fear link, but the present study argues that this link is actually intended to be indirect—perceived loss of control is what should cause fear.MethodsHierarchical linear models and structural equation models test four hypotheses regarding whether social cohesion and expectations for social control mediate the disorder–fear relationship.ResultsResults support partial mediation.ConclusionResults suggest confirmation of a portion of broken windows theory, in that disorder may inspire fear partially as a result of its detrimental impact on neighborhood cohesion and shared expectations for social control.  相似文献

This study, derived from a sample of 108 serial rapists (rapes=565), examines the relationship between demographic, crime scene, and criminal history variables and the distance traveled by serial rapists in order to offend. The pattern of offenses perpetrated by each of the 108 serial offenders as it relates to his place of residence is also analyzed in terms of known characteristics of the offender and his offenses. The theoretical focus of the study integrates premises derived from criminal investigative analysis, environmental criminology, ethnographic geography, journey to crime research, and criminal geographic targeting to explore the cognitive symmetry between the how and the where of serial sexual offenses. These components or dimensions of serial crime are explored in an attempt to aid law enforcement in their investigation of hard-to-solve serial crimes.  相似文献

Official demographic and offense history data (n = 362) and confidential self-report data on paraphilic interests and behavior (n = 221) obtained on adult males convicted of sexual offenses against children were analyzed. Considerable criminal diversity was observed, with all standard categories of offenses represented in offenders' criminal histories. Most (86%) of the offenders' previous convictions were for nonsexual offenses, and most (92%) of the recidivist offenders had previously been convicted of at least one nonsexual offense. The prevalence of diagnosable paraphilias was low, with only 5% meeting formal diagnostic criteria for multiple (two or more) paraphilias other than pedophilia. Sexual offenders' paraphilic interests were unrelated to the extent of their sexual offense convictions but were significantly related to the extent of their nonsexual offense convictions. The results are better explained by a general theory of crime than by traditional clinical conceptions linking sexual offenses specifically with sexual psychopathology.  相似文献

Using social disorganization, broken windows, and routine activities theories as guides, this study considered how perceptions of crime in the neighborhood influenced business owners' decisions on the use of various crime prevention (guardianship) strategies. The analysis revealed that perceptions of a crime problem were influenced by the presence of disorder. Drug offenses and vandalism were particularly tied to disorder with drug offenses more often related to guardianship strategies than other offenses. In addition, several strategies were used as prevention measures counter-intuitively for crimes not affected by these strategies, suggesting the need for increased awareness and training for business owners on effective guardianship strategies.  相似文献

Crime dramas provide entertainment to millions of Americans. The impact of viewing these programs on perceptions and expectations of police is a concern for practitioners, researchers and policy makers. While a growing body of research is identifying factors associated with the probability of clearance in offenses reported to police, a dearth of research looks at the portrayal of police efficiency in apprehending offenders in popular crime dramas. This study examines the depictions of police investigations across four fictional crime dramas. The authors find offenses are cleared at much higher rates than national averages and that several case characteristics typically associated with clearance in actual cases do not share the same relationship in these fictional programs. Results indicate substantial variation between programs in the depiction of the collection and utility of DNA evidence in assisting investigators to identify suspects. Findings are discussed in relation to data collected from actual police departments.  相似文献

Theft, burglary, and vehicle theft are among the most frequently committed and least commonly cleared Part I offenses in the United States, but have received disproportionately little attention in the clearance literature. This study contributes to recent efforts to remedy this shortage by presenting offense-specific analyses of burglary, larceny, and vehicle theft clearance rates in a sample of 110 large US cities. Data were gathered from the Uniform Crime Report, the Law Enforcement Management and Administrative Statistics survey, and the American Community Survey. Independent variables comprised social disorganization measures (e.g. residential instability, poverty, etc.) and policing variables, including the use of broken windows policing. Although broken windows policing is related to higher clearance rates in a few prior studies, that effect was not observed in the present work. Racial diversity and police spending per capita (which were negatively associated with clearance rates) were the only variables that were significantly associated with the clearance of all three crimes.  相似文献

This article introduces the use of regression models based on the Poissondistribution as a tool for resolving common problems in analyzing aggregatecrime rates. When the population size of an aggregate unit is small relativeto the offense rate, crime rates must be computed from a small number ofoffenses. Such data are ill-suited to least-squares analysis. Poisson-basedregression models of counts of offenses are preferable because they arebuilt on assumptions about error distributions that are consistent withthe nature of event counts. A simple elaboration transforms the Poissonmodel of offense counts to a model of per capita offense rates. Todemonstrate the use and advantages of this method, this article presentsanalyses of juvenile arrest rates for robbery in 264 nonmetropolitancounties in four states. Law enforcement officers continue to serve on the front lines as mental health interventionists, and as such have been subject to a wave of “first generation” reform designed to enhance their crisis response capabilities. Yet, this focus on crisis intervention has not answered recent calls to move “upstream” and bolster early intervention in the name of long-term recovery. This paper reports on findings from an action research project in Philadelphia aimed at exploring opportunities for enhanced upstream engagement. Study methods include spatial analyses of police mental health transportations from an eight year period (2004–2011) and qualitative data from twenty-three “framing conversations” with partners and other stakeholders, seven focus groups with police and outreach workers, five key informant interviews as well as document reviews of the service delivery system in Philadelphia. Recommendations include the need to move beyond a focus on what police can do to a wider conception of city agencies and business stakeholders who can influence vulnerable people and vulnerable spaces of the city. We argue for the need to develop shared principles and rules of engagement that clarify roles and stipulate how best to enlist city resources in a range of circumstances. Since issues of mental health, substance use and disorder are so tightly coupled, we stress the importance of establishing a data-driven approach to crime and disorder reduction in areas of the city we term “hotspots of vulnerability”. In line with a recovery philosophy, such an approach should reduce opportunities for anti-social behavior among the “dually labeled” in ways consistent with “procedural justice”. Furthermore, crime and disorder data flowing from police and security to behavioral health analysts could contribute to a more focused case management of “repeat utilizers” across the two systems. Our central argument is that a twin emphasis on “case management” and “place management” may provide the pillars needed to move upstream and strengthen interventions along a continuum of engagement.  相似文献

Social commentators have often observed that the public is indifferent to white-collar criminality. However, the growing attention that white-collar crime has received in recent years raises the possibility of changes in the public's perceptions of such violations. By replicating Rossi et al.'s survey in 1972 of the seriousness of 140 offenses, the present research presents data indicating that white-collar crime has increased in seriousness more than any other offense category, but that it is still viewed as less serious than most other forms of illegality. When different types of white-collar crime were analyzed, we found considerable variation in ratings, with high a degree of seriousness attributed to offenses involving physical harm. Further, while all categories of white-collar criminality increased in seriousness, attitudinal changes have been particularly apparent toward two types, Violent and Corporate Price-Fixing.  相似文献

Prior research has not examined the validity of Uniform Crime Report (UCR) “reported crime” figures on the offense of arson. The reporting of arson is distinguished from that of other index offenses by the requirement that an investigation occur that establishes that a fire has been purposefully set or attempted; the counting of all arsons regardless of their occurrence with other offenses; the detection and reporting of the offense by noncitizens; and the infrequent existence of exclusive police jurisdiction. Because of these unique characteristics, past approaches to assessing the validity of data on index crimes, such as a comparison with victim reports of crime, are not possible or appropriate. In this study UCR data on arson are compared with data obtained through a national survey (n=683) of fire departments. The comparisons indicate that UCR data are significantly lower than the rate of arson reported by local fire departments both overall and across all regions of the country.  相似文献

Surveillance is becoming ubiquitous in our society. We can also see the emergence of “smart” surveillance technologies and the assemblages (or combinations) of such technologies, supposedly to combat crime and terrorism, but in fact used for a variety of purposes, many of which are intrusive upon the privacy of law-abiding citizens. Following the dark days of 9/11, security and surveillance became paramount. More recently, in Europe, there has been a policy commitment to restore privacy to centre stage. This paper examines the legal tools available to ensure that privacy and personal data protection are respected in attempts to ensure the security of our society, and finds that improvements are needed in our legal and regulatory framework if privacy is indeed to be respected by law enforcement authorities and intelligence agencies. It then goes on to argue that privacy impact assessments should be used to sort out the necessity and proportionality of security and surveillance programmes and policies vis-à-vis privacy.  相似文献

The purpose of this research is to describe the Omaha Metro Safety Initiative (OMSI) and assess its deterrent effects. The OMSI, a multi-agency task force, has been carrying out “hot spot” policing practices focused on traffic corridors in high crime areas. The purpose of OMSI operations is to deter crime through a highly visible “guardianship” presence that emphasizes contacts with citizens. Findings showed that a corridor approach was consistent with a “hot spot” policing strategy, in that operations occurred in hi-density crime areas. Nine crime categories were examined to assess the efficacy of 41 operations carried out in 2008. Generally, OMSI revealed a short term deterrent on crime, with the actual deterrent effect associated with the kind of crime assessed. Business crimes tended to show the most consistent operational deterrent effects. Effects also were more consistent in precincts with greater crime density. The paper concludes with recommendations concerning data gathering and operational effectiveness across a multi-agency task force.  相似文献

Drawing upon concepts from prior research that emphasize race and gender stereotyping, the present research compares how delinquent and “neglected” types of offenses (i.e. status offenses, probation violations, youth charged with contempt) are treated across three juvenile court outcomes. Beyond how offense type may directly impact case outcomes, we also investigated whether race and gender influenced juvenile justice processing within each offense type. Using data from two Mid-Atlantic States, results indicated that type of offense, race, and gender resulted in both severe and lenient case outcomes depending on the stage examined. By including different types of offenses that represent a significant percentage of youth that have been relatively neglected in prior research, the current study provides greater insight into the contexts of race and gender disparities in juvenile justice decision-making. The implications of the findings and directions for future research are also discussed.  相似文献

PurposeKnowing sites used by serial sex offenders to commit their crimes is highly beneficial for criminal investigations. However, environmental choices of serial sex offenders remain unclear to this date. Considering the challenges these offenders pose to law enforcement, the study aims to identify sites serial sex offenders use to encounter and release their victims and investigate their stability across crime series.MethodsThe study uses latent class analysis (LCA) to identify victim encounter and release sites used by 72 serial sex offenders having committed 361 sex offenses. Additional LCA are performed to investigate the stability of these offense environments across offenders' crimes series.ResultsDistinct profiles of crime sites that are recurrent across crime series are found, suggesting that serial sex offenders present a limited diversity of victim encounter and victim release sites. Encounter sites representative of longer crime series are also identified. Specifically, the use of sites known to "attract" potential victims decreases over series and offenders become more risk-taking in regard of sites used to encounter their victims.ConclusionsThe study identifies patterns of site- selection for the victim encounter and release in cases of serial crimes. Implications for crime linkage and police investigations strategies are discussed.  相似文献

Criminologists largely agree that public beliefs about crime are inaccurate, and some seem willing to abandon crime reduction as a policy goal in favor of strategies which directly affect public perceptions of crime. Yet direct tests of the accuracy of public beliefs about crime are rare. In a sample survey of Tucson adults, respondents were asked to estimate the percentage of Tucson juveniles who had committed each of fifteen offenses (i.e., the categorical rates of the offenses) and the offender sex ratio for each offense. Responses were compared with self-reported data from students in three Tucson high schools. Among the fifteen offenses there is remarkable agreement between the perceived categorical rates, sex ratios, and the self-reported figures. Taken in conjunction with earlier studies, these findings suggest that strategies designed to reduce the social consequences of crime by altering public beliefs about crime are unlikely to succeed unless they are accompanied by true reductions in the crime rate.  相似文献

The current work uses a sample of serious offenders (N = 2,086) to test the extent to which variation in specialization with age accounts for trends in specialization across arrests. Analyses show that controls for age do not have a large influence on trends across arrest in drug offense specialization or trends across arrest in miscellaneous offense specialization. In contrast, results show that controls for age do influence trends in specialization across arrests for violent offenses and for property offenses. For both of these offense types, trends in specialization across arrests prior to controls for age were positive, while trends in specialization across arrests after controls for age were negative. Results show that many of the trends in specialization across arrests found in the earlier literature are likely influenced by changes in specialization occurring with age.  相似文献
